KENIC is neither the RIR for Africa nor a LIR and as such the fee waiver has been done by AfriNIC and not by KENIC as per the article in reference. About the IPv6 Fees Waiver In an effort to encourage and promote the adoption of IPv6 in the AfriNIC region (Africa), AfriNIC has waived the IPv6 annual fees for first allocations.
