As the names suggest, FTA decoders do not require any monthly subscription or payment while pay TV decoders are relatively cheaper but require subscribers to pay a monthly fee. Pay/subscription decoders also enable access to a bouquet of additional content. In light of the foregoing, no consumer will be denied access to information on account of inability to afford monthly subscription fees.
