2 June Nairobi - The Af* organizations, comprised of AFRINIC, AFTLD, AFNOG, AFREN, Africa CERT, and ISOC Africa, gathered at the 5th African Internet Summit, in Nairobi, Kenya, 21 May – 2 June 2017, issue the following statement:
We are CONCERNED by the increasing number of Internet shutdowns ordered by Governments in Africa. Internet shutdowns are intentional disruptions of Internet or electronic communications, rendering them inaccessible or effectively unusable, for a specific population or within a location for specified or unspecified periods of time. African territories accounted for many of the 56 Internet shutdowns recorded globally in 2016.
We are OPPOSED to any form of Internet shutdowns, including those that impact social media sites, entire networks, intentional disruption of Internet or mobile application services access, in any context such as elections, demonstrations or social tensions. Shutdowns offer poor solutions to complex problems and have shown to generate collateral damages on society and the economy. Intentional disruptions of access to information were unequivocally condemned[1] by the UN Human Rights Council in 2016.
We would like to DRAW ATTENTION TO the negative effects of Internet shutdowns Not only do they impact the rights of citizens (e.g. expression, association, access to knowledge and education) recognized both in the Universal Declaration of Human Rights and African Charter on Human and Peoples' Rights, they also impact businesses and entrepreneurs. Various studies have highlighted the high costs of Internet shutdowns on country’s GDPs. In a context where economic growth relies increasingly on Internet access, as reaffirmed in the UN Sustainable Development Agenda, shutdowns can generate long-lasting and costly effects on society and on user trust.
We DO NOT THINK that the Anti-shutdown policy proposal put forward by some members of the AFRINIC community will offer a sustainable solution to this issue. While we share the same concerns as theproposals authors and welcome the community dialogue this has generated, we think this proposed policy will likely be ineffective and could create unintended damages
We are CONCERNED that such a proposal would be difficult to implement, and would take AFRINIC beyond its technical mandate and expertise, as highlighted by AFRINIC staff’s assessment of the proposal. We are also concerned that this proposal might antagonize governments in a way that will worsen the situation as a whole. Finally, the proposal might also impact citizen’s ability to access the Internet beyond the government entities targeted by the proposal.
Instead, we are CALLING on African governments to renounce the use of Internet shutdowns as a policy tool, and to engage in meaningful dialogue with stakeholders. We UNDERSTAND that governments have legitimate concerns related to Internet use and that they have obligations related to national security and public order.
In the spirit of the WSIS Tunis Agenda, the Af* are available to WORK with African governments and other stakeholders to find better solutions that do not hurt the fundamental rights of citizens and that protect the Internet’s stability, resilience and openness.

2 juin 2017 Nairobi - Les organisations Af *, composées de AFRINIC, AFTLD, AFNOG, AFREN, Africa CERT et ISOC Africa réunis lors du 5ème Sommet Internet Africain, à Nairobi, Kenya, du 21 mai au 2 juin 2017, émet la déclaration suivante:
Nous sommes PRÉOCCUPÉS par le nombre croissant de fermetures d'Internet ordonnées par les gouvernements en Afrique. Les fermetures Internet sont des perturbations intentionnelles de l'Internet ou des communications électroniques, les rendant inaccessibles ou inutilisables, pour une population spécifique ou dans un lieu pour des périodes spécifiques ou non spécifiées. Les territoires africains ont subi plusieurs des 56 arrêts Internet enregistrés globalement en 2016.
Nous sommes CONTRE toutes formes de fermeture d’ Internet, y compris ceux qui ont un impact sur les réseaux sociaux, les réseaux et infrastructures entiers, les intéruptions intentionnelles de l’Internet ou accès aux services d'application mobile, dans tous les contextes tels que les élections, les manifestations ou les tensions sociales. Les fermetures offrent des solutions médiocres aux problèmes complexes et ont montré qu'ils généraient des dommages collatéraux sur la société et l'économie. Les interruptions intentionnelles de l'accès à l'information ont été condamnées sans équivoque par le Conseil des droits de l'homme de l'ONU en 2016.
Nous VOULONS ATTIRER VOTRE ATTENTION SUR les effets négatifs des fermetures d’Internet. Non seulement ils ont un impact sur les droits des citoyens (expression, association, accès au savoir et à l'éducation) reconnus à la fois dans la Déclaration universelle des droits de l'homme et dans la Charte africaine des droits de l'homme et des peuples, ils ont également des répercussions sur les entreprises et les entrepreneurs. Diverses études ont mis en évidence les coûts élevés des fermetures d'Internet sur le PIB du pays. Dans un contexte où la croissance économique repose de plus en plus sur l'accès à Internet, comme réaffirmé sur l’agenda de développement durable des Nations Unies, les fermetures peuvent générer des effets durables et coûteux sur la société et sur la confiance des utilisateurs.
Nous NE PENSONS PAS que la proposition de politique sur les fermetures d’Internet proposée par certains membres de la communauté AFRINIC offrira une solution durable à ce problème. Alors que nous partageons les mêmes préoccupations que les auteurs de la politique et que nous nous félicitons du dialogue communautaire que cela a généré, nous pensons que cette politique sera probablement inefficace et pourrait créer des dommages indésirables.
Nous sommes PRÉOCCUPÉS par le fait qu'une telle proposition serait difficile à mettre en œuvre et que AFRINIC serait au-delà de son mandat technique et de son expertise, comme l'a souligné l'évaluation de la proposition par le personnel d’AFRINIC. Nous sommes également préoccupés par le fait que cette proposition pourrait opposer les gouvernements d'une manière qui aggravera la situation dans son ensemble. Enfin, la proposition pourrait également avoir une incidence sur la capacité des citoyens à accéder à Internet au-delà des entités gouvernementales visées par la proposition.
Au lieu de cela, nous APPELONS les gouvernements africains à renoncer à utilser la fermeture Internet en tant qu'outil politique et à engager un dialogue significatif avec les parties prenantes. Nous COMPRENONS que les gouvernements ont des préoccupations légitimes liées à l'utilisation d'Internet et qu'ils ont des obligations liées à la sécurité nationale et à l'ordre public.
Dans l'esprit de l'Agenda du WSIS de Tunis, les Af* sont disponibles pour TRAVAILLER avec les gouvernements africains et d'autres parties prenantes pour trouver de meilleures solutions qui ne nuisent pas aux droits fondamentaux des citoyens et qui protègent la stabilité, la résilience et l'ouverture de l'Internet.
