FYI. Step in the right direction. I urge all of us to read this bill.
One thing I'm curious about and that I have repeatedly spoken about:-
Why is it that the ICT Authority and other agencies in government like to send us invitations for an event that is supposed to happen less than 24 hours later?
Shouldn't we be given at least 72 hours notice?

The Bill is expected to be presented to Parliament later on in the year after a review by the Attorney General.
About the Critical Infrastructure Protection Bill
The Government of Kenya, through the Ministry of Information Communications and Technology in fulfillment of its mandate to the people of Kenya, has been undertaking key infrastructure projects across the country considered critical in nature. This infrastructure includes roads, Power lines, Pipelines, ICT infrastructure and water reticulation systems among others.
Currently, the deployment, maintenance and protection of Critical Infrastructure is done in an independent and uncoordinated manner leading to disruption of essential services and losses due to damage. There is need therefore to consider having a whole inclusive approach in the planning, designing implementation and protection of critical infrastructure.
It is on this basis that the Cabinet Secretaries of the Ministries of Transport and Infrastructure, Energy and Petroleum and that of Information, Communications and Technology have formed a Taskforce to draft a policy and legislative framework for the protection of critical infrastructure in the Country.
In this regard, a task force on formulation of a Critical Infrastructure Protection Bill was formed on 27th March 2015 (Kenya Gazette (No. 1987 of 2015).
