I would call you more a *realist* 

I don't expect Mucheru to achieve a lot in these two years left. Not because he's incapable, but, because he's going to find a huge system in place that takes awhile to steer in a different direction.

If you think about it GoK is already in 2015-2016 Financial year, the projects are already identified and budgeted for, there's not much he could change on that.

That leaves him a freehand 2016-2017, but that's an election year. Not much happens

So no building TEAMS, Datacenter, Konzas etc

That leaves policy. His best bet would be to work on policy issues e.g local content + software policy, cyber crime, policy on mobile money e.g opening up mpesa

Finally, execute the big elephant in the room; Free Laptops project, which IMO is a poisoned chalice...

I am banking on Mucheru taking after Ndemo in terms of passion and commitment to improve the ICTs in this country.

But being a Kenyan, I wonder if he will get the support he needs to see all this through with a govt that is already too tainted. Okay, call me a pessimist on that govt bit, but on the Mucheru bit, I am very sure he can deliver if given a free hand.
I will pray for his success. We all need to, as we've prayed for this for so long. We got Ndemo but they couldn't allow him to continue when everyone felt he should have been let to. Instead they dragged him to court, right?

His achievements are major. It is good to see youthful people takeup leadership positions in the country, especially at Cabinet level. Joe is a man who believes in himself. He addressed issues very articulately and has good grasp of the industry.

On Safaricom, he stated in many words that there is no need to stiffle our companies, which in the larger world view are actually not that big. This is what we have been advocating for at Kictanet.

Many investors come around with bagloads of money, like $20m but they leave frustrated because of lack of investment opportunities. Konza will be that stepping stone for startups and entrepreneurs to get into the big league.

I believe if he puts his energy in the ministry, we will see tremendous change in the sector. Too bad the current regime has less than two years in power.
