Wordprocessors have tracking features to enable editors follow progress, its all about transparency.

I'm not sure these two issues are related. ITU has made their resource
Resources Open, while the Ministry has not finished editing the
Policy. After all, the policy must be made public, because it's ment
for public consumption.
