If you interact with cops long enough in Kenya, you realize there are two sides of them. A "schizo" side.... Most cops actually sincerely hate criminals, but spare them for a while to extort (steal from) them before execution. Problem is when they start framing innocent citizens, like the family of a minor raped recently by a police inspector. The state of justice in Kenya can be aptly summarised in this article where a driver handcuffed to a steering wheel of a truck he was driving run over and killed a woman. http://www.nation.co.ke/counties/meru/lorry-driver-Handcuffed-causes-acciden...
There is a strong vested interest for the rule of law to remain as it is in Kenya, yet the current status is costly for majority of the country since there is absence of law and order, meaning that businesses have to foot related costs and have to suffer from delays occasioned by the same.

Again, we need to focus on solutions to motivate law enforcement...
Like stories telling of police cases solved... focusing on diligent police work.
This will motivate Gen Y to do better than us (Gen X). To execute justice.
Why do we allow local drug lords to get away with killing innocent people?

@Washington There are some soft ways of dealing with corruption (including abuse of power) like passing laws (setting performance targets), all officials in charge of public institutions (including the police, army, judiciary) must adhere to. These include automating procurement and customer/citizen service systems and keeping these systems online (functional). If these performance targets are not met, these public officials will no longer be in a position to keep lowering our quality of lives.

Those involved are way too powerful to be charged in court.
These officers, both military and civilians, are too powerful to face any law.
KACC does not have the teeth to bite them.
The DPP will not dare.
Now tell me who you expect to drag them to court and how - using what evidence.
We can close the chapter now.

How about the auditors on the Kenyan side? Were they not exposed to the books?
