I trust you are all well and keeping safe. 

I have read your exchanges on these regulations and I identify fully with your concerns. We as your reps are as concerned too and are doing something about these, at energy Committees of Senate and I believe the NA. 

While the government does definitely need revenue, we CANNOT/NOT equate taxation, administrative/licensing and other costs on such things as betting with those on affordable renewable energy for citizens. It just ISN'T ONE AND THE SAME!

Besides, the country had committed to zero rating and providing other concessions for renewables until 2022. This change is also pointing to uncertainties and government flip-flop on its own policy direction which is not good for business and ease of doing business index for our country. 

There's also the matter of access to clean energy and sustainable development. Having signed to SDGs and and the Paris agreement as well as subsequent international  and regional sustainable energy protocols, not to mention the prominence our Constitution and  our development blue print V2030 gives to sustainable development, these regulations definitely fly in the face of all these obligations. 

We will keep an eye and ask questions to the Minister and EPRA starting this Wednesday when we have invited them to a virtual meeting.

This process is to harmonize the solar industry the same way we have other electrical installations.

The government also needs the money and this another opportunity just like it did in betting et al.

We should only fight for the cost not to be too high that it looks like a suffocation of the niche.

The chances are that if nobody rigorously campaigns/ lobbies against these regulations, parliament will pass them as gazzetted by EPRA.

There is no technical or legal Justification for discriminating one electrical technician from another. The regulations should therefore not be substantially different from the existing ones. I am not aware of any university which trains technicians per se. That requirement is therefore superfluous. Fortunately, regulations these days require approval of Parliament and these ones should be considered "dead on arrival".
