We are presently looking for experts who have an interest in the following position:

Project title: Harmonization of the EA Communications Regulatory Regime
Application deadline: As soon as possible and at the latest Wednesday 4 April 2007
Contract duration: Short term
Company: Danish Management A/S (http://www.danishmanagement.dk/) for the RICTSP/COMESA (and for this specific assignment EAC).

General information:
The objective: The short-term expert (STE) will analyse and assess the status of the regulatory regime in each country in terms of liberalization, efficiency, openness, connectivity, affordability and as enabler for economic development. The STE shall develop a proposal for Harmonized Regional Communications Regime including the legal aspects, preliminary formulation of new bills and a mechanism for regulating the communication sector.

Scope of work: The STE will:

·         Analyse and assess the status of the regulatory regime in each country.

·         Create a preliminary proposal and common base for the regulatory regime in these countries

·         Streamline the proposal with the commonly adopted international best practices

·         Prepare recommendations on legal aspects

·         Create and propose a mechanism for regulating the communications industry in the EA Region.

·         Propose recommendations and actions to be taken to ultimately achieve the proposed Harmonized Communications Regulatory Regime.

·         Recommend framework and mechanism for coordinating of the sector with other Regional Integration Organizations (COMESA, IGAD,IOC)


Results to be delivered:

·         Report the regulatory regime in each country with proposal on harmonized base for the regulatory regime

·         Completed proposal streamlined with adoptable best practices for the regulatory regime in the EA partner states

·         Recommendations on amendment of specific existing Communications Acts in the Partner States

·         Proposal of new bills for consideration by the East African Legislative Assembly with the objective of having the regional enforcement

·         Proposal on a mechanism for regulating the communications industry in the EA Region.

·         Recommendations and actions to be taken to ultimately achieve the proposed Harmonized Communications Regulatory Regime and to coordinate the sector with other RIOs


Total amount of man-days: 25 man-days of total input
Regions/Countries to visit: Kenya, Tanzania and Uganda
Estimated contract start: As soon as possible.

Profiles of the Experts:
The STE will possess a university degree or higher qualifications in electronics engineering, telecommunications or similar relevant degrees.
The STE must have at least 10 years of working experience in the telecommunication sub-sector and have a proven, extensive experience on telecommunication regulation related issues.
The STE must have excellent report writing skills.
Languages: Excellent command of English.
