Secretariat Services for GAC is going to be funded by three GAC members (donor countries), and is intended to be fully independent from ICANN. ICANN receives input from governments through the Governmental Advisory Committee (GAC). The GAC's key role is to provide advice to ICANN on issues of public policy, and especially where there may be an interaction between ICANN's activities or policies and national laws or international agreements. The GAC usually meets three times a year in conjunction with ICANN meetings, where it discusses issues with the ICANN Board and other ICANN Supporting Organisations, Advisory Committees and other groups. The GAC may also discuss issues between times with the Board either through face-to-face meetings or by teleconference. The GAC is seeking to identify a neutral, third party entity for the provision of Secretariat Services under the guidance of the Chair and Vice Chairs of the GAC on behalf of the membership of GAC as a whole. It is the intention of the GAC that the organization selected to provide Secretariat support for GAC will: · Manage, distribute and account for funds provided by a group of Donor Members of the GAC (the Donors); · Contract, accommodate, and provide support services and staff to carry out the Secretariat services; · Liaise with GAC Chair and Vice Chairs to ensure that they and the GAC are receiving the support they need from the Secretariat services and staff to carry out the work of the GAC; · Liaise as necessary at the direction of the Chair and Vice Chairs with ICANN to ensure that support is effectively coordinated Overall, the GAC’s will receive services provided by both, ICANN staff on the one hand (ICANN Support Services basically for communication infrastructure, translation services and logistics support for the regular ICANN meetings), as well as professional services and staff supported by the donor country funds on the other, for specific internal meeting coordination, agenda and policy development support (GAC Secretariat Services).
