You may be right,,, and actually why should we have so many new cars on our roads with only the driver as the occupant? Let's hold demonstrations demanding that parliament to passes a new "Must Carry" law compelling all such drivers never to leave a pasenger waiting at bus stops when their vehicles carrying capacity is underutilised. Who would like to support this noble crusade?

You've got it all wrong.
Mr Kenyan Guy has been accessing Uhuru Park (Free Channels) for free, liked it and had no problem with paying for Transport ( TV) to get there.
Then some fat cat tells him, how about we plant a few more flowers and manicure the Uhuru Park gardens? Ofcourse the guy says yes.
The guy curiously asks "... Will all this be for free?" Ofcourse, the fat cat replies. All you need is to buy a one time Uhuru Park Access Card, which will only cost 5k from one of our Companies, StarUhuru!
The guy, reluctantly parts with the 5k, on the promise of a much better Uhuru Park.
Shortly thereafter, and after a few visits to Uhuru Park, which indeed has more trees and flowers (aka channels) the fat cat changes the tune.
".....Upgrading Uhuru Park cost us a lot of money. We also had to spend a lot to get this tender and Uhuru Park Tree & Flower Commission of Kenya is also asking for an expensive monthly stipend to make sure we are the only ones allowed to keep running the Park"
And without flinching, the fat cat closes of..
"..If you want to continue using Uhuru Park, you then have to pay us a monthly fee. We'll be nice, if you can't pay by the start of the month, we'll give you two weeks free then we cut you off..."
".. but, but, but you said it was free..?" Mr Guy asks

Simpler analogy...

Suppose one lives not so far away from Muthaiga Country Club. That person claims can never afford matatu fare to be visiting beautiful open air Uhuru Park in the city centre. Muthaiga Club offers the person a more affordable membership and a bonus 2-week free lift to the club, even after their membership has expired.

The person says NO! "Every person, by virtue of being resident in Kenya, must be granted free lift and unfetted access to all open spaces at Muthaiga Country Club at all times, save for accessing inside the Club House(s)."

Well, well, well ...  very humourous.

@ Ali, so this option 2 means there is going to be a monthly charge for the FTA channels? If this is the case, then Lucy's house manager is right.

Startimes has had an Ad running where they are offering two options

1. FTA one which I think is substantially higher. I think almost 5k
2. Subscription one which is like 2k.

Through
the letter, CCK is reneging on an earlier agreement with Cofek that
made it compulsory for pay-TV companies to give subscribers access to
all free-to-air channels, even without a paid-up subscription.
This
agreement saw the providers introduce a new range of decoders that
would allow customers view all the FTA channels – KBC, NTV, KTN, K24 and
Citizen TV for free.
