Dear all,

Viewed positively, i dont mind transport being linked with telecommunication and ICTs, technology can actually be used to run a very efficient and scheduled transport system that would save us a tidy sum, the challenge will bringing on board stakeholders MOA, MWA, and getting them to see this point, this is not to say that i dont appreciate the current arrangement, somehow we need to move to the next level which is managing available resources and achieving efficiencies , ICT could then have its own Secretary and Transport a separate one reporting to an overall boss. Another queries, are we going to have officers in charge of telecoms , ICTs and transport in the counties?

Just thinking aloud

I guess that closes the chapter - we have indeed been lumped up together with Transport.  Expect the future minister (Cabinet Secretary?) of ICT to juggle between Matatus and the Internet...no prizes for guessing where his/her effort will be focused on...we have seen this before.

Do we really have a chance to discuss the Ministries.
Under Article 185(1) as read with the Fourth Schedule, it is provided that the National Government will have a Transport and Communications function which will deal with the following: (a) road traffic; (b) the construction and operation of national trunk roads; (c) standards for the construction and maintenance of other roads; (d) railways; (e) pipelines; (f) marine navigation; (g) civil aviation; (h) space travel; (i) postal services; (j) telecommunications; and (k) radio and television broadcasting.

Dear all,

The way I would approach this would be to look at various services and then try to put the ministries in the relevant portfolio. Right away I can think of:

1.       Health Services (includes human & animal’s health)

2.       Educational Services

3.       Communication/Information Services

4.       Security Services

5.       Infrastructure

6.       Energy Services

7.       Financial Services (includes trade, planning)

8.       Social Services (this would include, sports, cultural, welfare, …etc)

9.       Foreign affairs

10.   Farm & Agricultural Services (whether it is cows, sukuma, fish, coffees, silkworms  ….. etc)

11.   Environment and Natural resources

12.   Legal Services

13.   Lands Services

14.   DPM

And you may add, Question, is there need for a local government Ministry in this new dispensation, I am also glad to see that it is a maximum of 22, meaning we can have even 10 Ministries!!!

My thoughts on this cold desk!!

Pamela

Waudo,

for the Ministry of Information and Communication, I would say leave it "as is"; Resist the temptation to clump it together with Ministry of Transport as has been in the previous era.

Dear Colleagues,

The New Constitution proposes a maximum number of 22 GoK ministries and the private Sector is being asked for suggestions on how the present 42 ministries could be merged to form 22 or less. What suggestions can we have for the ICT domicile?

Kind Regards,

Waudo
