I would disagree with you on the issue of allowing anyone without a Kenyan Address to register a domain. Although this may sound abit parochial in thinking but it is the trend worldwide now with ccTLDs. This is the last e-land grab and we must ensure that Kenyan domiciled companies/individuals have the first access to this.
On the issue of opening up the second level domain space i.e. .ke this is something that KeNIC should have done long time ago. In fact this is something that Moses Kemibaro and I championed when we were directors at KeNIC. So I support it fully.
