This really has nothing to do with regulation but everything to do with a Privacy First Ethos. Let's be clear, if tech companies had simply respected our privacy and asked us for permission (opt-in as opposed to opt-out) we would not have been in this situation where we are asking governments the world over to intervene. 

I appreciate that privacy concerns are a personal matter and not necessarily the governments' concern. However, it is for this reason that privacy should have been respected. Because it has not, the government has stepped in.

The same applies to America and most parts of Asia Pacific. I would prefer a more evidence based approach to regulatory development with clear concerns from end users.
