The issue of undeserved and marginalized areas are well articulated in policy and law which lead to the USF. 
If there are any issues, they can only be regarding implementation and priority. 
There is no place in Kenya which cannot be connected with the latest technology if it is considered a priority. Cost is not even an issue when compared with alternative ways of opening up such areas.
