One could be using a version of Linux or Windows or a Web Framework that is not patched or that has been abandoned for others that are easier to extend or secure for a period of 5-10 years. If any tenders will be awarded to political companies, let it be to supply stationary, not software that requires in depth knowledge of particular technology eco-systems...
