Grace Thanks for sharing. This is an important conversation to have and clearly the Government hasn't committed explicitly on whether they have a Shutdown Plan in place. What is important at this time is to get a FIRM commitment from the Telcos that they have a PLAN in place if the Government decides to go ahead with the Shutdown anyway.
