James, On a couple of your questions: The Kenya Law Reports are a particularly valuable service for all laws. gazette notices etc. Kenya Postel directories also good. Other government ministry websites are generally disappointing for policy docs, regulatory info. The change here I think will come from the proposed Information bill (that I think is also in the proposed Const). The Act should jolt reluctant govt actors into the information age. On use of cyber cafes. The computer is a luxury item and internet access still poor and expensive for most.
