
This is quite sad. Courts should generally be a last resort. Locally funded community driven organizations seem to be difficult to develop in Africa, many are quite weak. Perhaps documenting good examples of strong organizations (ideally in Africa, but also other parts of the world where income is not high) is a good starting point. AFRINIC seems to have a lot of infighting, and long term participation requires financial resources that usually only large companies or governments can provide. Much of the participation is driven by telecommunication companies, which is different from other parts of the world. Part of the problem may be that not enough discussion is open and subject to external inspection. This allows creation of community norms and enables easy compliance. Maybe it is worth comparing with LACNIC? Should KICTANET and other organizations participate? The communications authority does not seem to play an active role, but perhaps should.
