In my Central Kenya county not sure why we are investing in iPads without (at the same time) investing in proper email infrastructure/communications.

On the bright side they have tendered for an EDMS system to also be used to automate Workflows. Thing is Internal Workflow Automation requires email functioning within an institutional domain name.

Many Govt officers (both county and national) are still using Gmail, yahoo and hotmail accounts while communicating officially..
