For example, Mayors, Councillors, etc, often grabbed land.. a vice initiated at the locality/county before being finalized at the Central Govt (registration). 

Key ingredients to facilitate looting were/are opacity (misinformation), intimidation and finally violence (assassinations), when the first two are "compromised". 

Without legislated laws/regulations on his/her side, an Information CS/PS has to rely on long winding constitutional cases while information flow is delayed.

Progressive economies are using ICT to solve their problems.... traffic/mass transport, computer based exams, promotion of data science/ AI etc while here the Minister no less is looking to regulate ICT practice.
