With a relatively youthful cabinet, the government formed by an equally youthful Jubilee coalition complete with a "digital" manifesto, Kenyans are eager to reap the dividends. Talk of going digital is high on government agenda - which is a welcome continuation of what the previous government had tried to pursue over the last ten years. But do we all have the same understanding of what digital government is? Does reading government speeches from a Touch-pad imply the government is digital? Or is it about having high-ranking government officials being active on social media like Facebook and twitter? Perhaps, for many others, digital government may simply imply giving laptops to standard one pupils. Listers Kenya Power is said to freeze new connections. Who is right? Should the government allow Kenya Power to operate without interference? Should the government fully liberalize the energy sector like it did the Telco sector? It is said that Egypt's power costs are 50% Kenya's. is this really true? Are there government subsidies attached to this? In a move that is likely to open up a new battlefront in the Digital TV migration saga in Kenya, CCK announces that it will not after all award a 3rd digital signal distributor license to Kenyan Broadcasters. Anyone from Bungoma who can collaborate this beautiful pics @ http://www.flickr.com/photos/smallsolutionsbigideas with an even better write up below? ~~~~~~ In the Bungoma district, up in the hills one OLPC Kenya project has opened a marketplace center bringing their One Laptop Per Child XO programs to any child who comes. On weekends this center has been servicing 50 – 100 children since last January. For children to really become proficient in using technology for learning, school classroom allotted hours don’t fill the hunger that children have to master the technology. For these students who are able to come to their local marketplace center, hours spent on weekends accelerate learning and engagement. Children come at 9 o’clock in the morning don’t want to leave. There are not enough laptops for all children to have one to themselves. These children are good at collaborating. Now they are proficient enough to create Scratch animations, use Turtle Art, and Paint effectively and research issues on the internet. The leaders of the program are continuing to engage children in community concerns, using the laptop to interview, video, photograph and document local attitudes towards issues such as farming, HIV/AIDs, and trash disposal. This team led by Fred Juma Wakasiaka and Bonaventure Masika was started in 2009 building a program with a small number of XO laptops. Three years later they have a strong program with 6 – 8 trained teachers working in classrooms at three schools during the week, at the markeplace on the weekends. The access to the internet at the marketplace was helpful during last fall’s teacher strike, as students were able to download archived exams to prepare for their examinations. the center. walu.

Listers This is of interest to all those who intend to start or are in the business of creating and owning content online. This story which appears in the business daily highlights the pitfalls we face when business models start eroding and companies look for life lines without fully understanding what is disrupting their business models. This particular issue of telcos demanding that content providers like Google, Facebook and Ma3Racer pay them for access was a major bone of contention during WCIT12. So what you think? Should we all pay the Telcos for the right to allow them to give their customers access to their content online? PCK fights back

Hi, I was at the Homes Expo at the KICC that started today and it was encouraging to see PCK with a stand encouraging people to take up mail boxes. Before any of you utopians start raising issues about door to door delivery should tell me whether they informed all their friends and relatives when they last moved house Later in the day I was at one of the large ICT distributors offices and was again pleasantly surprised to find a PCK van collecting parcels for delivery to various parts of the country, they seem to have replaced Securicor who for a long time was their preferred courier. Seems the new PMG is out to proof me wrong about his appreciation of the pivotal role that parcels and mail play in the survival of PCK.
