IEBC ordered to surrender voting kits in laptop plan

The electoral commission has been ordered to surrender 45,000 laptops used in the March 4 election to the Ministry of Education.The gadgets are to be used to train teachers to implement the free laptops project whose implementation will begin in January. Jason Lakin makes some excellent (and very very common sensical) points on policies, budgets and data - concerns the laptop initiative as much as as host of other issues: 'What is the vaunted laptop policy, for example? It is a matter of constant discussion, yet we really do not know what it entails. This lack of clarity leads to sterile debate. (...) Policies are not made on television or on the radio. Serious policy must be written down, it must contain details, and it must include information about costs. (...) Another point that seems trivial but unfortunately needs repeating is that transparency about policy is not enough. The data that government puts out must also be accurate.' Listers This is an interesting article about the Chinese Telco Giant, Hauwei. Chinese telecommunications giant Huawei may have been all-but-barred from doing business in the U.S. over allegations that it's basically an intelligence agency masquerading as a tech business. In Africa, however, Huawei is thriving. From Cairo to Johannesburg, the Chinese telecom has offices in 18 countries and has invested billions of dollars in building African communications networks since the late 1990s. The company's cheap cellular phones today dominate many of Africa's most important markets - and that was before Huawei teamed up with Microsoft earlier this year to launch a low-cost smartphone on the continent. Just in the past few months, the firm closed a pair of telecommunications deals in Africa each worth more than $700 million, part of an African business that brings in more than $3.5 billion annually for the Chinese firm. According to Huawei's marketing materials, the projects are all part of a mission of "Enriching [African] Lives through Communication." But current and former U.S. officials - as well as outside security analysts - worry there could be another agenda behind Huawei's penetration into Africa. Hi All, +1 Agreed with Ali, both Safaricom and Equity are known to have tried to run hand in hand on the mobile money, peer to peer transfers etc. After a failed attempt by Equity with m-kesho, where they had the right opportunity to exploit the network Safaricom has build out now they are complaining. The financial sector needs to agree on payment standards which they could get M-Pesa to align to thus bring and even playing field, but our bankers are continuously chasing M-Pesa and other mobile money products. Today, if you consider what M-Pesa offers and it is very easy for the financial industry to replicate but requires the level of boldness and innovation that Safaricom under Michael J. displayed in an poorly regulated market or accept that Safaricom has the necessary banking licences to compete with them as stance of equal footing. Whilst CCK in return opens out an MVNO's licensing opportunity to other interested parties like financial institutions to increase competition. I foresee a financial institution or a supermarket (e.g. Tesco UK) could become one stop shop for providing various services provided by the a mobile network operator and a financial institution. This is leading to sophisticated bundling of services that provide the convenience a customer requires but leave the core competencies of running the MNO in the hands of specialist. The question here is of the customer footfall and how an organisation is able to services its customer requirements with the right value for money propositions.
