I don't like these narrow perspectives. No one said threatening them is the answer, there is a raft of things that will need to be done and this is one of them. Government issued this order last year, it should have been followed. Probably security forces will also be restructured, immigration, nyumba kumi etc We cannot begin faulting mitigation measures in isolation. Like I said on another thread, do we just sit still and do nothing. Responsibility must be assigned and appropriate penalties set. James. I don't get the gist of these posts. Whether it should have been done before or not are we saying that nothing should be done now? What we should be vigilant about is that terror suppression efforts do not go overboard as in the US and undermine civic rights like privacy. What Matiangi can learn from Ndemo

When it became obvious that Bitange Ndemo would not be taking over as the Cabinet Secretary in the Ministry of Information and Communication, the ICT community wondered who would wear the giant shoes left by Ndemo. To calm the nerves and prepare for his exit, Ndemo wrote to the ICT industry and you can read it here. So much has been said about Ndemo, both positive and negative but the thing I am most happy about is his easy approach; want to see him, drop him an email, get an appointment at 6 am or earlier. Want to interview him, drop the questions on email, and for some reason I would have answers in 24 hours, on email. No reminder, he will do it. I need to give credit where its due. This morning I called CCK to get some information. I spoke to a Dennis (Engineer) from Spectrum Management section and I must say I am very very pleased at the length Dennis has gone to help me not only with the info I needed but also to advise me further with my initiative. If you have been in business for the last 20yrs like me, then you will probably even more, understand and appreciate why it's exciting to get such assistance from this and other government bodies. Montevideo Statement on the Future of Internet Cooperation

Dear colleagues, A collection of internet based organizations meet annually to discuss and co-ordinate on internet based issues. This years meeting was in Uruguay and among the topics discussed was the impact of recent revelation on the Internet Governance ecosystem. (snorden etc….) Ten organisations were represented at this retreat: NRO (AFRINIC, APNIC, ARIN, LACNIC, RIPE-NCC), ICANN, IANA, ISOC,IETF, IAB, W3C, IANA. One of the outcomes of this meeting is the declaration found at http://www.afrinic.net/en/library/news/958 I have also pasted bellow. Uruguay, 8 October 2013 The leaders of organizations responsible for coordination of the Internet technical infrastructure globally have met in Montevideo, Uruguay, to consider current issues affecting the future of the Internet. The Internet and World Wide Web have brought major benefits in social and economic development worldwide. Both have been built and governed in the public interest through unique mechanisms for global multistakeholder Internet cooperation, which have been intrinsic to their success. The leaders discussed the clear need to continually strengthen and evolve these mechanisms, in truly substantial ways, to be able to address emerging issues faced by stakeholders in the Internet. In this sense: -They reinforced the importance of globally coherent Internet operations, and warned against Internet fragmentation at a national level. -They expressed strong concern over the undermining of the trust and confidence of Internet users globally due to recent revelations of pervasive monitoring and surveillance. -They identified the need for ongoing effort to address Internet Governance challenges, and agreed to catalyze community-wide efforts towards the evolution of global multistakeholder Internet cooperation. -They called for accelerating the globalization of ICANN and IANA functions, towards an environment in which all stakeholders, including all governments, participate on an equal footing. -They also called for the transition to IPv6 to remain a top priority globally. In particular Internet content providers must serve content with both IPv4 and IPv6 services, in order to be fully reachable on the global Internet. Adiel A.
