East Africa: M-Net commissions Kenya’s Big Ideas Entertainment to make first East African drama In its second major announcement in a week, M-Net confirmed its partnership with Big Ideas Entertainment, the Kenyan TV company which has been commissioned to produce M-Net’s first ever East-African drama series. Breaking the news of the Big Ideas appointment, just 5 months after M-Net first revealed its intention to create a regionalized drama series, was M-Net’s Director of Operations for sub-Saharan Africa Joseph Hundah. ''I say this frequently because it’s true. M-Net is determined to continue to pioneer new African content. We very definitely will meet the needs of audiences in this market to see their own stories on our screens. M-Net will continue creating strong programs that enable MultiChoice Africa to provide the best local content value to DStv viewers.'' He went on to say, ''From the moment M-Net began calling for series proposals on June 4, we started receiving creative ideas. It was a long process of evaluation before we made our final decision. In Big Ideas Entertainment, we have an ally who shares our vision and aims to deliver viewing which East African audiences can relate to and enjoy.'' The process of selection was a rigorous one and began immediately after the deadline for entries closed in August. All proposals received were evaluated critically by a team of four experts including M-Net Program Manager for East Africa Wangeci Murage and Kenya’s Catholic University lecturer of literature, theatre and drama Simon Peter. Thereafter a key M-Net panel also deliberated over the proposals and the evaluations before short-listing six companies for the pitching round. These pitching sessions where held early in October in Nairobi and it was here that Big Ideas Entertainment put forward their winning pitch. Telling stories of love, hope, triumph and tragedy, their series follows three couples as they juggle the demands of work, marriage and family. Set against a contemporary East African backdrop, reflecting the societies in which they live and the challenges which they share, the three couples are at the heart of this entertaining, inspirational, realistic look at modern life in Africa today. Now in pre-production and with its name still be finalized, the series is set to make M-Net history, drawing actors from Kenya, Tanzania and Uganda and using local crew. The Big Ideas Entertainment team of Njoki Muhoho (Executive Producer), Willie Owusu (DOP) and Aleks Kamau (Editor) will helm the show with Serah Mwihaki on the writing staff. Also playing a vital role on the show is company director Angelo Kinyua, the CNN Multichoice African Journalist 2005 winner, who takes on the role as the show’s Line Producer. Filming on the 13-part, 48-minute weekly series will begin early in 2008 and DStv audiences will be able to watch the show on M-Net later in the year. Angola: Angolan actors in crime film 'killed by police' The director of an Angolan crime film says police have shot dead two of his actors after mistaking them for real armed robbers. The duo were carrying unloaded firearms as they filmed a scene in a rough suburb of the capital Luanda, director Radical Ribeiro told AFP news agency. He said police roared up to the set and began shooting at close range. Angolan officials have not commented on the incident. Ribeiro says he had permission to film in the area. Ribeiro told AFP that police arrived at the scene in a pick-up truck and "started shooting at everybody at close range". He was "stunned" when he saw the two actors fall down, he added. "They went on shooting until I shouted out: 'Please don't shoot, this is a movie.'" The officers then stopped firing and left without attending to the wounded, who were taken to hospital, Ribeiro said. (BBC, 18th December 2007) Senegal: The Shape of Water The Shape of Water is a new feature documentary that tells the stories of powerful, imaginative and visionary women confronting the destructive development of the Third World with new cultures and a passion for change. The film takes us to Senegal, Israel/Palestine, Brazil, and India where these new cultures (alongside old traditions) include a campaign to end female genital cutting (FGC), offer innovative forms of opposition to the Israeli occupation of Palestine, and show how women are spearheading the implementation of renewable resources and rainforest preservation by tapping trees to obtain rubber. The Shape of Water also includes coverage of a vast co-operative of rural women in India (SEWA) and, in the foothills of the Himalayas, to a farm, Navdanya, set up to preserve biodiversity and women’s role as seed keepers. By interweaving images, words, and the actions of Khady, Bilkusben, Oraiza, Dona Antonia, and Gila, The Shape of Water offers fresh insights into the lives of women in the Third World.

Dear Yawe, Asante sana. You have said it all. We need your participation in reaching all our villages and shanties with the hope of creating wealth there. If we manage to create wealth for our people and they use that wealth to acquire properties, there will be less conflict because they have something to lose. Where I live, I know two politicians from both sides but what is striking is that they are good neighbours. They jealously guard their properties but their supporters in Kibera and Mathare fight and even kill one another. The ICT Bill is coming up and we need your views on Venacular FM stations. Perhaps we all need to revist Nyerere's philosopy of undugu. There is much to learn from our neighbours in TZ. Bitange Ndemo.

In order to fulfill this Presidential directive, the Department of Commerce in June 1998, issued a statement of policy on the privatization of the Internet Domain Name System (DNS), known as the DNS White Paper. This document articulated four primary functions for global DNS coordination and management: 1. To set policy for and direct the allocation of IP number blocks; 2. To oversee the operation of the Internet root server system; 3. To oversee policy for determining the circumstances under which new top level domains (TLDs) would be added to the root server system; and 4. To coordinate the assignment of other technical protocol parameters as needed to maintain universal connectivity on the Internet. In the DNS White Paper, the Department of Commerce concluded that these functions were relevant to the state of the DNS and should be primarily performed through private sector management. To this end, the Department of Commerce stated that it was prepared to enter into agreement with a new not-for-profit corporation formed by private sector Internet stakeholders. Private sector interests formed the Internet Corporation for Assigned Names and Numbers (ICANN) for this purpose. In the fall of 1998, the Department of Commerce entered into a Memorandum of Understanding (MOU) with ICANN, a California non-profit corporation, to transition technical DNS coordination and management functions to the private sector. On June 30, 2005 NTIA released the U.S. Principles on the Internet's Domain Name and Addressing System, which state: the United States Government intends to preserve the security and stability of the DNS by maintaining its historic role in authorizing changes or modifications to the authoritative root zone file; governments have legitimate interest in the management of their country code top level domains (ccTLD); ICANN is the appropriate technical manager of the Internet's DNS; and dialogue related to Internet governance should continue in relevant multiple fora. On May 23, 2006, NTIA issued a Notice of Inquiry and announced a Public Meeting on The Continued Transition of the Technical Coordination and Management of the Internet Domain Name and Addressing System. The public consultation resulted in over 700 contributions from individuals, private corporations, trade associations, non-governmental entities and foreign governments. It showed broad support for continuing the transition of the coordination of the technical management of the DNS to the private sector and the continued involvement of the DOC in this transition. On September 29, 2006, NTIA and ICANN signed a Joint Project Agreement (JPA) extending the current Memorandum of Understanding between the Department and ICANN. The JPA called for a midpoint review of ICANN's progress towards becoming a more stable organization with greater transparency and accountability in its procedures and decision making. REQUEST FOR COMMENT: Given the requirement of a midterm review in the JPA, NTIA seeks comments on the progress achieved on the Responsibilities included in the JPA. The questions below are intended to assist in identifying the issues and should not be construed as a limitation on comments that may be submitted. ICANN will continue to develop its policy development processes, and will further develop processes for taking into account recommendations from ICANN's advisory committees and supporting organizations and other relevant expert advisory panels and organizations. ICANN shall continue to enforce existing policy relating to WHOIS, such existing policy requires that ICANN implement measures to maintain timely, unrestricted and public access to accurate and complete WHOIS information, including registrant, technical, billing and administrative contact information. ICANN shall continue its efforts to achieve stable agreements with country-code top-level domain (ccTLD) operators." In our previous statement, we noted that, at the heart of the three forms of violence now being experienced across the country—disorganised and spontaneous, organised militia activity and disproportionate use of force by the Kenya Police Force and the General Service Unit—is the violation of fundamental freedoms and rights directly related to the electoral process. It is clear that the electoral anomalies and malpractices experienced during the counting and tallying of the presidential vote were so grave as to alter its outcomes. Some of those electoral anomalies and malpractices were, in addition, illegal—thus rendering the supposed presidential outcome not only illegitimate but also illegal. We therefore consider Mwai Kibaki to be in office still on his first term. We note now, with grave concern, the announcement yesterday by the man sworn in as President of his supposed Cabinet. We consider this announcement to have been made by a man in office illegitimately and illegally and therefore to be null and void. We further note that this announcement has, in fact, aggravated and inflamed the current violence—as evidenced by the disorganised and spontaneous protests witnessed yesterday in reaction to the announcement. We consider that the announcement has thus seriously compromised the environment for mediation. We refuse to allow the man sworn in as President to continue presenting the nation with what is, in effect, a series of 'faits accomplis.' We therefore reiterate our demands that, in particular: 1. African states and the rest of the international community, particularly the United States given its currently unhelpful unilateral approach, to continue to pressurize for mediation by the region under the leadership of President John Kuffour of Ghana, current head of the African Union, between the Party of National Unity and the Orange Democratic Movement on addressing the electoral travesty that has occurred; 2. The mediation process to, as its first priority, agree upon an interim electoral oversight body to conduct a forensic audit into the polling, counting and tallying process with a view to recommending, depending on its findings, a re-count, a re-tallying or a re-run within a specified time period; 3. African states and the rest of the international community to, in the interim, deny official recognition to the man sworn in as President and his supposed Cabinet; and, in addition; 4. All those supposedly announced as Cabinet members to refuse to take up their positions upon their swearing in so as to enable the mediation process to proceed. Robert, Maybe we should start campaigning for all vernacular stations to be shut. I don't think they add so much value, in any case we have a fairly literal community in Kenya and I'm almost sure there are very few in Kenya who cannot understand Kiswahili and English. In any case the cost of teaching Basic English and Swahili languages to those who do not know is cheaper than what we have lost in one week. What happened last week has never happened since independence and probably the main cause is the vernacular radio stations which have drastically increased in the last 3-5 years with their inciting messages and statements. I believe because they suffer from more than economic poverty but also associative poverty. When the Luo's call their shanty villages Kisumu Ndogo and the Kikuyu's Kwanjenga we refuse to create diversity of association and thus loose the opportunity for cultural wealth. The creation of vernacular radio stations has not helped the issue either. We have become worse had implementing ethnic segregation than God or the colonizers, the Boars cannot hold up a candle to us. What this does is it makes it uncomfortable for me and my neighbour to listen to radio together because he is Luo and I am what I am. With a literacy level of 60% why are we cowering into our tribal cocoons instead of becoming more cohesive. I believe that Kiswahili and English programing should take up 80% of all radio station content otherwise we might as well have the parliamentarians take a vernacular proficiency test to be allowed to participate in elections and also have our national exams done in vernacular. Who funds this radio channels that propagate ethnicity, its the Breweries, Safaricoms, Bidcos and Coca Colas as their only objective is a profit. They then walk around flounting their CSR (or should it be CPR - corporate profit responsibility) programs, if they refused to support all this ethnic stations their CSR programs might be more effective. After supporting KASS FM and others they will now be running to Eldoret to give blankets to people who where, as of 27th December, self reliant before the radio station broadcast inflammatory contents soon after the commercial message. The lawyers have got us to this impasse when they arm-twisted the Moi government to issue all with radio frequencies, similarly to what they did for Rwanda. As history teaches us we never learn from it, we are moving full steam towards ethnic cleansing. Let us us make use of technology to broadcast information that will bring us together, lets run completions that test our knowledge of other ethnic groups. Lets install computers in our rural schools and have the children send e-mails to each other across the country, not those misguided projects that get Kenyan children to communicate with kids in Europe & the US. Was it so difficult for the opposition to provide each of their agents with a camera equipped mobile phone that they would have used to to take pictures of the form and also record the returning officer announcing the results. This would then have been easily sent to party head quarters. There are 210 or so constituencies in the country and the mobile phones I am talking about cost about 10,000/- each do the math. I ask am I the only Kenyan who is aware of such technology or is this entire fiasco a stage managed process. Even the EU observer teams came equipped as if it was the 12th Century after which they proceeded to make unsupported statements about the result that further inflamed bloodshed. Maybe its a techie thing to keep in our glass houses and refuse to add value to a process and only send around message (this one included) after the fact. It is re-assuring when we remember the Florida fiasco but this not withstanding do we really have a moral standing to point fingers about the election results? Hi Kagwe, Why is it that tribal issues are most violent outcome among poor? I believe because they suffer from more than economic poverty but also associative poverty. When the Luo's call their shanty villages Kisumu Ndogo and the Kikuyu's Kwanjenga we refuse to create diversity of association and thus loose the opportunity for cultural wealth. The creation of vernacular radio stations has not helped the issue either. We have become worse had implementing ethnic segregation than God or the colonizers, the Boars cannot hold up a candle to us. What this does is it makes it uncomfortable for me and my neighbour to listen to radio together because he is Luo and I am what I am. With a literacy level of 60% why are we cowering into our tribal cocoons instead of becoming more cohesive. Hi, It is interesting to know that a number of technology options were provide to ECK. When you are dealing with a group of lawyers who do not understand SMS what is the chance they would appreciate GIS. Out of curiosity does the ECK have a commissioner responsible for ICT? Evelyn, if possible can you share the proposal that was given to ECK, maybe we need to look at this as the IT fraternities contribution to future free and fare elections. Of Dinosaurs and dot comers; The last elections in India were hailed for their widespread use of technology. Maybe Kenya ought to be the next such story! This will move the country from Dinosaur status to the dot com era. Allow me therefore to urge that the IT fraternity to start now, to get ready for the next election with all the might of project planning and funding ready. If it can be done even in one constituency if only to show how, it can make a difference. Let the IT community not continue to live in glass houses and afraid to throw stones! Please let us know that the problem we are having in the country now is more in the mind than anywhere else. Technology could help but even with technology it is possible for people who have the same tribal convictions that their tribal chief has to be the president to conspire to inflate the polls and actually go ahead and mark the ballot papers in favor of their candidate. Tribalism is the main problem and this has to be fought by all means. I quote " ECK in 2004 was provided with IT hardware & software and GIS electoral database created with each individual polling station positions' mapped using GIS technology that integrated with the electoral database through a unique ID for polling station. It is shocking that in this day and age we can actually have the kind of electoral fiasco that has been visited on us by the ECK and Co as well as the political parties. This draconian problem reared its head when the Orange house was broken into and the computers stolen. Hon.Nyongo's statement indicated that the objective was to steal the member register. If I needed to steal the register which from his comments was in electronic form what was the need of taking off with the computer. Has he ever heard of flash disks, external hard dis drives and CD/DVD writers. Technology allows me to steal his data without him every knowing. After this issue Kivuiti dismissed the SMS service that had been made available by Telkom to enable voters confirm their details. He even went to the extent of saying he does not know how to send an SMS. As the IT fraternity in the country can we really escape blame for this fiasco? The next time was when I saw Hon. Ruto standing at KICC and screaming himself hoarse over the forms 16 & 16A that had not been received. It seems he might be using a Nokia 1018 mobile phone (he actually uses a Nokia N series). Was it so difficult for the opposition to provide each of their agents with a camera equipped mobile phone that they would have used to to take pictures of the form and also record the returning officer announcing the results. This would then have been easily sent to party head quarters. There are 210 or so constituencies in the country and the mobile phones I am talking about cost about 10,000/- each do the math. I ask am I the only Kenyan who is aware of such technology or is this entire fiasco a stage managed process. Even the EU observer teams came equipped as if it was the 12th Century after which they proceeded to make unsupported statements about the result that further inflamed bloodshed. Maybe its a techie thing to keep in our glass houses and refuse to add value to a process and only send around message (this one included) after the fact. It is re-assuring when we remember the Florida fiasco but this not withstanding do we really have a moral standing to point fingers about the election results?
