LTE/4G and the state of broadband and Universal Access in Kenya

(Apologies for cross-posting) Nothing is as great as high internet speed. That is the mantra on Safaricom's 4G page (1). Safaricom's 4G/LTE service is the first of its kind in the region and promises a browsing experience like never before. Long Term Evolution (LTE) is a standard for wireless communication of high-speed data for mobile phones and data terminals.(2) To use LTE you need a 4G capable Device (phone/tablet/modem), Change to a 4G enabled SIM card and be in an area covered by the 4G service i.e. Some parts of Nairobi and Mombasa. With the rollout of 4G in some parts of Nairobi and Mombasa, we are exploring the state of "real" broadband in Kenya, the cost to the common citizen, and coverage. As we continue to privilege those of us in urban areas, how are we catering for the interests and needs of the marginalized? TESPOK in August issued a statement (3) advising it's members not to pay Universal Service Fund (4) until they meet with the Communications Authority Director General and ICT cabinet Secretary to clearly define the procedures and processes of administering the 0.5% of operators' annual revenues. What is the current state of USF in Kenya? Is it operational? Is the 0.5% sufficient to have any impact in society? Are the USF Council members (5) representative of the Internet community in Kenya? Are all stakeholders interests taken into consideration in forming the council? Would these distinguished citizens know the troubles the user in Kitui goes through when he has to climb a flag-post to get network signal, or the parcel that arrives in Lokitang after a month? Internet Society Kenya Chapter and Kictanet seeks to engage in a series of online discussions covering various trending issues which will culminate in a public consultative forum with industry and policymakers to share the feedback from the community and see how best we can influence and shape the Internet landscape in Kenya. The major challenge with BitCoin is the complexity for the common man - it's easy to lose your BitCoins, and this scares away most people. Rose I appreciate your response albeit 11 days later. :) As a founding member of DRAKE I'm concerned that the association of Registrars is taking this lying down. I however will take this up with you offline and see if there is a place for a contrary viewpoint on this. I firmly believe that regulation is there to make things better and provide an enabling environment for players to play. Do we know what the fees for licensing are? This half-backed implementation of a licensing framework doesn't auger well for the sector. We have been clearly informing consumers that there is a difference between pay-tv (cheaper but with subscriptions) and FTA(one-off but expensive) decoders. We have also shared the CA link of all other STB vendors. Apparently, you seem to be the only one complaining. Unknown to you, we were part of the exercise that negotiated with GotvKenya and StarTimesKenya on lowering the cost of their set top boxes in order to trigger price cuts. You must, however, understand that they make their own business decisions. Recently after the analogue switch off dates were announced on the national dailies, I was given i pamphlet on the street of Nairobi by GOtv Kenya and StarTimes. The GOtv Kenya pamphlet had indicated that their decoders prices is Ksh. 1799 and 2 month free access. The StartTime pamphlet had indicated that their decoders prices is Ksh 199 and monthly subscription for Ksh. 149 with no mention on whether they are Free to air(FTA) Set-top Box These prices were very intriguing so I decided to visit their tents to secure one only to discover that the information on the pamphlet was only to confuse the consumer. I think think they should be compelled to fully disclose full details on front details because the I feel they are confusing consumers. They have opted to put FREE TO AIR(FTA) prices at the back of the pamphlet while most consumers tend to read top page. GOtv Kenya sales guy advised me that FTA decoder was actually costing Kshs. (1,799+2,600=4,399) and StarTimes FTA decoder of Ksh.199 was not true because the FTA decoder is actually trading at Ksh. 3999. When I saw your email you circulated I was very disappointing because you seem to have turned your great organisation into marketing agency of the two marketers instead of protecting consumers. I also think you were impartial and misleading to campaign for two marketers while we have others selling Digital migration Set-top Box(STB) even at cheaper prizes as I have seem in CA website. Ideally you should have taken time to research and check who has best prices and more so after you put-up a paid up advertisement on Standard newspaper of 27th November 2014 advising consumers on FTA Set-top Boxes. In my view you are now protecting marketers and not consumers. Also it is very important to be aware that digital migration is a big financial burden to middle low and lower class Kenyans who have limited financial resources at their disposal. They do not have the financial capacity to afford Pay-tv whose FTA set-Top boxes whose cost is high to to monthly subscriptions. They deserve your protection and not exploitation. Your impartiality has even gone a notch higher by allowing the two marketers to take over your website to display this misleading information. I sincerely feel that the consumer should be well informed about the a product before any purchase and I felt that my right as a consumer was been violated by your uncalled for action. The initiative is a pilot, and is therefore casting the net as wide as possible. Applicants should: - Currently be engaged in the open government and/or related communities . We hope to expand the programme to the rest of the world in 2015. The fellowship will initially be limited to African countries where either *Code for Africa* or *Open Knowledg*e have extensive resources or deep partnerships. The mobile tapping system, dubbed AURORAGOLD, successfully cracked 701 of an estimated 985 cellular networks worldwide, according to the leaked NSA presentation released by The Intercept <https://firstlook.org/theintercept/2014/12/04/nsa-auroragold-hack-cellphone…> . This was done by snooping on the private communications of key workers within the industry to capture technical documentation and encryption keys that allowed the agency access to mobile calls. Between November 2011 to April 2012, computers used by somewhere between 363 and 1,354 staff were infiltrated to get the data the NSA required. AURORAGOLD is managed by the NSA's Wireless Portfolio Management Office, and the agency appears to have cracked more advanced forms of encryption used on the networks – sometimes even before it was rolled out for commercial use. The encryption is supposed to prevent eavesdroppers from listening to private phone conversations. It was assumed intelligence agencies can break the widely used A5/1 <http://en.wikipedia.org/wiki/A5/1> algorithm; now we know GCHQ and the NSA have been working on cracking <https://firstlook.org/theintercept/document/2014/12/04/wolframite-encryptio…> the supposedly stronger A5/3 <http://www.theregister.co.uk/2010/01/13/gsm_crypto_crack/> used in 3G. For that, the Brits needed a £4m system to attack the cipher by 2012. Spies do spying, of course. And to do this, the NSA's Target Technology Trends Center (TTTC) works within standard bodies like the GSM Association to get advanced copies of new security protocols so that it can work out how to break them ahead of deployment. The TTTC even has a nifty little logo of a telescope on a world map and a slogan stating "Predict – Plan – Prevent." The documents <https://firstlook.org/theintercept/documents/> state GSMA members were specifically targeted <https://prod01-cdn02.cdn.firstlook.org/wp-uploads/sites/1/2014/12/working-g…> for surveillance, but doesn't state explicitly that the intelligence community has actively tried to introduce vulnerabilities into standards so that it would have easier access. "There's nothing in here that suggests that the NSA has been actively trying to subvert standards from within," said security guru Bruce Schneier. "In fact, it would be pretty difficult to do so. I suspect they are just sitting back and watching others make mistakes, and then exploiting them." The GSMA declined to comment on the latest Snowden leaks, saying that it would have to consult with its lawyer before making any statement, according to its spokeswomen Claire Cranton. "If there is something there that is illegal then they will take it up with the police," she said. Subverting standards from within is certainly within the NSA's playbook. South Africa's Integrated ICT policy

South Africa is developing a holistic integrated ICT Policy framework. I had an opportunity to scan through it and I must admit it's scope is broad and admirable. It would be great if those in policy in Kenya can look at it for purposes of bench-marking with our policies. The document covers broad topics ranging from Net Neutrality, Universal Access, Cross border flow of information, Intermediary liabilities, digital terrestrial television, research development and innovation, and institutional framework. Its Interesting to note that South Africa has been disbursing Universal Service funds from way back as 1998, while in Kenya we are dilly dallying and pulling in different directions. Two key Internet governance topics which are missing in Kenya's legislative framework are discussed viz Intermediary Liabilities and Net Neutrality. The document notes that intermediaries have limited liability if they are a member of an industry representative body recognised by the Minister, they conduct their operations in an automatic manner, adhere to the industry body's code of conduct and respond to court orders and take-down notices. On Net neutrality: Stakeholders that proposed a net neutrality policy raised concerns that if the policy framework does not enforce this, broadband providers might act as gatekeepers of content and use their last mile infrastructure to block internet applications, content (websites, services, protocols) and competitors by, for example, using deep packet inspection to discriminate between over the top content, services or applications It's interesting to note that SA also discusses International Internet Governance and their role in ICANN, AFRINIC, and ITU. On Internet Governance: South Africa's BRICS partners have in the last two years repeatedly reinforced the need for governance to be brought in line with the WSIS Tuna Agenda and have called for an enhanced role for governments within ICANN. ... One of the other weaknesses in the current ICANN multi-stakeholder model is the lack of clarity regarding the definition of multi-stakeholders and the process of accepting such stakeholders in ICANN structures. Most of the exiting stakeholders are moreover largely from the developed economies, with Africa and other developing regions having little meaningful participation. There's also small players, like our own Robert Yawe who may focus on niches such as construction and property. Content, it appears, will be the new media war. Perhaps, revenues may drop at the big boys, alongside salaries, though there will be more jobs overall in the sector and a wider distribution of revenue. Game on.

Well, am against this notion of a few people making "something out of nothing" and majority "making nothing out of something". I have no issue with the technology side. True using crypto technology and blockchain you can trace the history etc, however this does not explain some mysteries. First a few points to ponder 1. Who invented bitcoin? Why is s/he in hiding? If i were the inventor i would proudly be associated with BTC in this case the guy went to hiding...did he know something or is he/she remaining anonymous avoiding legal action from eminent collapse of bitcoin with a few billionaires and majority impoverished? 2. Ok BTC is popular and they claim over 6 million coins blah...blah... have been mined so far. How did this happen? Who are these billionaires who spent enormous computing resources to mine bitcoin while the rest of the world was asleep? 3. Paypal has a disclaimer on bitcoin trade...do they know something? Many governments do not recognize bitcoin and others have even burned it as a legal tender 4. What's backing this currency? Air? Anyway the truth is that some genius came up with some incredible algorithm based on cryptography, released the code, used pseudo-names to hide s/he identity, got his/her cronies and fictitious accounts with millions of these so called coins, sat back and enjoying billions coming his/her way. Davis I think it's time we asked the government and the sector to openly state its stand on this vital issue. Since WCIT12 I have consistently asked for us to clarify this issue. We can't just sit back and make assumptions while we know some of the practices that are already happening within the sector are detrimental to Net Neutrality. It's time we called out for a formal recognition of this issue. We know that most if not all policy leaders in the country read these posts. And some have even acknowledged how Kictanet shapes their thinking in policy formulation. Be that as it may I wish that someone will come out and take leadership on this issue. It was conceptualised in such a way that it would leverage on existing and future infrastructure. - The knowledge city was to incubate start-ups, pass the necessary skills to recruits and speed up their development into fully fledged companies that could provide skills and absorb many of our graduates, who, instead of utilising their knowledge, are selling second-hand clothes or running errands for politicians. - Dr Ndii should focus on a growing body of research that has been emerging among development economists since the beginning of this century, focusing on interactions between ethnic diversity and economic development, particularly at the level of the nation-state. I like reading Dr David Ndii’s column and sometimes I agree with him on a number of issues. But in his November 8 column titled, ‘Human capital, not mega-projects, will turbo-charge economy’, he was dead wrong. I wish he had done a bit of research to know the impact of the Vision 2030 flagship projects. In my view, he should have spent his valuable time thanking former President Mwai Kibaki for an excellent job he did while he was at the helm and President Uhuru Kenyatta for showing maturity in continuing with these transformative projects. When historians come to write about Kenya, they will certainly recognise that it was the Kibaki administration that started what may be called indigenous thinking on how we can chart our economic future. *MEASURED RISKS* Against all odds, President Kibaki allowed Cabinet ministers and senior civil servants to take measured risks to implement some of the most transformative projects in Kenya’s history. This is how we were able to implement the ICT infrastructure within a short period, giving rise to additional needs such as technology park that would help incubate start-ups and deepen our human capital. The Konza City project did not drop from the sky, as Dr Ndii suggests. It was conceptualised in such a way that it would leverage on existing and future infrastructure. The expansion of the Mombasa highway into a dual carriage way and the Standard Gauge Railway (SGR) were meant to directly benefit Konza. The government was to spend funds on the infrastructure within the site and a few buildings to support the incubation of local start-ups. Most of the vertical infrastructure were to be built by the private sector. We took time to study how we could quickly diffuse technology and leverage on it to transform our economy. We travelled to India and the Silicon Valley, picked up the best practices and signed contracts with global technology companies to co-create and share intellectual property. This is how knowledge is sustainably transferred in modern days. Today, we see more failures in manufacturing than new companies because the government was not playing its role in facilitating industry and research institutions. Our aim was to create a development corridor similar to the Delhi-Mumbai industrial corridor — a State-Sponsored Industrial Development Project of the Government of India. The purchase of 5,000 acres in the Athi Basin marked the first step in the 1,000-mile project to see our own corridor that would spur the economy. The knowledge city was to incubate start-ups, pass the necessary skills to recruits and speed up their development into fully fledged companies that could provide skills and absorb many of our graduates, who, instead of utilising their knowledge, are selling second-hand clothes or running errands for politicians. Parallel to these efforts we asked the President to support the Open Data Initiative, which became the lifeblood of the nascent creative industry in Kenya. Indeed, he launched the initiative and more than 400 data sets were uploaded to the Kenya Open Data Initiative (KODI). We were laying the foundation stone for building a knowledge economy. I was, therefore, perplexed by Dr Ndii’s article, which though it had the correct title, contained misleading content. How else can one develop human capital without the processes we were putting in place? I least expected Dr Ndii, a leading economist, to confuse human capital (the skills, knowledge, and experience possessed by an individual or population) and education (the process of receiving or giving systematic instruction, especially at a school or university). *FUTURE WORKERS* In fact, Korea’s success was as a result of its focus on development of skills within its several industrial parks and at technical and vocational education and training, which we have destroyed in favour of a theory-based education system. In addition, several other successful countries such as Germany put more emphasis on three areas — pre-employment skills development to prepare future workers, in-service training to upgrade the work force’s skills and active labour market training programmes to reintegrate the unemployed and disadvantaged. The ecosystem of Konza was to provide these three critical missing components in our economic development. The injection of 5,000 mw into our national electricity grid will be a drop in the ocean if we persistently pursue skills development as I have stated above. With the advent of 3D printing and a motivated youth with computer literacy, we can change the world. A liberalised energy sector would be more meaningful than attempting to protect small and inefficient operations that would never bring down prices of goods. Such free thinking will enable our economy to leapfrog others and not just grow in the linear format that Dr Ndii favours. This linear business model that Nobel laureate Amartya Sen censures in favour of rationalism, is a Western empiricist mentality that my brother Dr Ndii buys as wholesome truth. Western economists themselves admit that their economic modelling does not fully explain our growth patterns. That is how they created Development Economics, a branch of economics that deals with the developing countries. Dr Ndii should focus on a growing body of research that has been emerging among development economists since the beginning of this century, focusing on interactions between ethnic diversity and economic development, particularly at the level of the nation-state. Wikimedia says that while most research looks at empirical economics at both the macro and the micro level, this field of study has a particularly heavy sociological approach. *ETHNIC DIVERSITY* The more conservative branch of research focuses on tests for causality in the relationship between different levels of ethnic diversity and economic performance, while a smaller and more radical branch argues for the role of neoliberal economics in enhancing or causing ethnic conflict. This will be more relevant to our situation just like the contribution of Amartya Sen to welfare economics that highlighted the plight of the poor in his native India. Back to Vision 2030 Mega Projects. The Standard Gauge Railway benefits far exceed the costs. I do not know if Dr Ndii’s modelling factored in productivity gains to Rwanda, Burundi, Uganda and Kenya. It takes more than two weeks to transport goods from Mombasa to Kampala and three to four days from Mombasa to Nairobi. It is cheaper to transport a container from Durban to Mombasa than from Mombasa to Nairobi. Also, the Mombasa-Malaba road is constantly damaged by heavy vehicles and needs repair all the time. These vehicles are not just the major causes of accidents, especially when they stall on the highway, but are also heavy polluters. It is a shame when Dr Ndii suggests that the Thika Superhighway should never have been built. The completion of this short distance highway has attracted more foreign direct investment than the cost of constructing it. Garden City would never have been built at Ruaraka if the road had not been expanded. In fact, three more major private mega-projects are about to come up. These projects create employment and an opportunity for farmers to supply their produce. *Dr Ndemo is a former PS for Information Communications and Technology*

Net Neutrality may not be a 'sexy' subject for some but I think it's important for all of us to understand it and pay attention to its development and preservation. Think about it this way:- If Net Neutrality is threatened one day you may wake up and realize that the freedoms you took for granted - like reading this rambling email from me :) - is threatened because some Telco somewhere decided it doesn't like the contents...or Kictanet didnt pay 'gatekeeping' fees.
