Paybill charges

All Do we have extra charges for paybill through mpesa. If I pay a kplc prepaid bill of 180 and am charged 22 kshs then the cost on my end is 202 kshs. The i get charged an extra 36 kshs as a deduction to the 180 kshs token purchased hence my token is 144. I dont understand

I'm flying in on Sunday to attend the African DNS workshop. I see that from Yesterday - I should get an eVisa...... and that applications take at least two days and up to seven days.... I hold a UK Passport... ho hum... I'm unsure why there should be an extra 1$ service fee - as the usual $50 should surly include all service fees? The $1 is no biggie - but as the folks who would check visitor visa's now should have less to do - would that not cove the $1???? :-) Part of the instructions read that you can not scan photographs, yet the system depends on you scanning photographs... After uploading a (scanned) picture, I entered the Visa section. I'm confused as to why it wants another picture of me??? I'm hoping that it'll store everything - so every time I (re)apply for a visa - it already knows my previous answers - which generally will not change. Lastly - anyone know why it should take up to seven (working?) days???? Anyone know any of the developers? I support you Washington. Our Visa system should be reciprocal. We suffer more getting visa to other lands. Each one takes an existing tax law and extends it to levy an extra 9 percent tax on certain types of online services. The first ruling presumably covers streaming media services like Netflix and Spotify, while the second would cover remote database or computing platforms like Amazon Web Services or Lexis Nexis. Under the new law, what passes as $100 of server time in Springfield would cost $109 if you're conducting it from an office in Chicago. Although the tax is technically levied on consumers, some companies are already preparing to collect it as part of the monthly bill. Netflix says it’s already making arrangements to add the tax to the cost charged to its Chicago customers. "Jurisdictions around the world, including the US, are trying to figure out ways to tax online services," said a Netflix representative, reached by The Verge. "This is one approach." The result for services is both higher prices and a new focus on localization. For the web services portion, the most likely effect is simply moving servers outside of the city limits — and, where possible, the offices that use them. Once implemented, streaming services will also have to keep closer track of which subscribers fall under the new tax, whether through billing addresses or more restrictive methods like IP tracking, which is already used to enforce rights restrictions. Some lawyers have already taken issue with the city's move. After the rulings were announced, Reed Smith partner Michael Wynne argued the taxes violate both the Federal Telecommunications Act and, in the case of the second ruling, 1998's Internet Tax Freedom Act, intended to prevent discrimination against services delivered over the internet. "I could do that same activity of research using books or periodicals without being taxed," Wynne says. "So it does seem like I'm being picked on because I chose to do it online." But while the law may seem onerous, it's also a response to an increasingly difficult reality for cash-strapped cities, particularly as online services start to take a bite out of the businesses in the urban center. Twenty years ago, the same albums and movies were consumed at video rental outlets and music stores — which paid local property taxes, potentially paired with municipal sales taxes and other brick-and-mortar duties. But as online subscription services take over more and more of our music and video budgets, that money ends up disappearing from the traditional municipal tax base. By 2015, the people of Chicago are being entertained by corporations outside of the reach of the city government, leaving it scrambling to make up the difference. Facing a severe budget shortfall, it's easy to see how a city might look toward online services to fill the gap. Still, the net result for cloud services and customers alike is a confusing hodgepodge. If taxes like Chicago's become widespread, it could become a persistent problem for services like the newly launched Apple Music, which hope to tempt listeners away from ad-supported services like Spotify’s free tier. It would also mean further monitoring on where media is being consumed, which would mean the experience of using a VPN to watch a US-only video might be a harbinger of things to come. In the meantime, the law world is struggling to piece through what the old laws will really mean for the cloud. At the press briefing, Dr Fred Matiang’i announced that the programme, will be run through a multiplicity of government agencies. The Ministry of ICT, through the Cabinet Secretary, will chair the oversight committee, while ICT Authority, CEO, Victor Kyalo will oversee the project technical implementation committee. Digital to Analog Conversion

Hi, When the migration from analog to digital was initially raised fear was put into the public on how there would be no option but to throw away our analog TV sets and replace them with Digital. Now that digital transmission is finally here we need to look at how to make the migration as painless as possible while at the same time we do not disenfranchise any citizens. It has been mentioned that there are over 1 million TV sets in Kenya today, that means 1 million digital to analog converters will be required over the next 2-3 years. I believe this is a great opportunity for us to go into the electronic assembly business, I would like to propose that we 1st increase duty on converters from the current 35% to 250% so as to discourage the importation of the converters. Then exempt from duty and vat all assembly stations, test equipment and components for anyone who sets up a converter assembly plant, with a 3 year tax holiday. If you setup the plant more than 200 kilometers from Nairobi or Mombasa you receive an addition 2 years tax holiday. I believe this will sort out the issue of substandard converters and will also provide an opportunity for us to develop our electronic devices assembly skills. If you make a net profit of 1,000/- there is a clean 875,000,000/- to be made, close to what the government is spending on purchase of the Malili farm. This is assuming a standard device, there is still a market for those who want high end devices with recording, tuners, USB ports, etc which would mean that the returns could be much higher than projected above. So will we move away from juts being importers and retailers or do we have what it takes to do some value add? 2015 AFRINIC Board member elections

In the AFRINIC22 meeting that was held in Tunis, Tunisia, two Boards seats for Eastern and Southern Africa were up for elections. Abibu Rashid Ntaghigiye of Tanzania was elected to the AFRINIC Board representing the Eastern African region defeating the only other candidate Badru Ntege of Uganda who had sensationally resigned from the Board minutes earlier before the elections after falling out with other Board members. Lucky Masilela was elected to the AFRINIC Board representing the Southern African region defeated a crowded field of 6 candidates replacing Mark Elkins and Dr. Paulos Nyirenda. NomCom was at pains to explain to the community how it reduced the East African candidates from 8 to 2 instead of letting the community choose its own representatives through the ballot. It should be noted several Kenyan candidates were disqualified by nomcom. The community expressed it's displeasure on this. All alternate board members whose terms were due for renewal left the board after it was resolved that the size of the board should be reduced. These is a copy and paste but interesting US telecoms company AT&T faces a $100m (£63m) fine for slowing down the internet speeds of millions of customers on unlimited data plans without informing them. It is the largest fine ever levied by the Federal Communications Commission. AT&T is accused of misleading customers, although it denies any wrongdoing. Meanwhile, wireless operator Sprint announced that it would end its practice of throttling traffic. AT&T is accused of offering a significantly slower service to customers on unlimited data packages after they had used a certain amount of data each month. Misleading marketing According to the FCC, this affected customers' ability to do things such as stream video or use Global Positioning System (GPS) mapping services. "Consumers deserve to get what they pay for," FCC chairman Tom Wheeler said. "Broadband providers must be upfront and transparent about the services they provide. The FCC will not stand idly by while consumers are deceived by misleading marketing materials and insufficient disclosure." AT&T began offering unlimited data plans in 2007, allowing customers to use unrestricted amounts of data. Although the company no longer offers such plans to new customers, it allows existing customer to renew their contracts for data plans that continue to be labelled as unlimited. New stricter rules around net neutrality came into force this week, although AT&T was found to be in breach of earlier rules adopted in the 2010 Open Internet Order. The order's transparency rule requires fixed and mobile broadband providers to publicly disclose sufficient and accurate information about their network management practices. New rules AT&T said that major carriers had been slowing speeds for years as a way to manage network resources. "The FCC has specifically identified this practice as a legitimate and reasonable way to manage network resources for the benefit of all customers, and has known for years that all of the major carriers use it," AT&T said in a statement. "We have been fully transparent with our customers, providing notice in multiple ways," the wireless carrier added, pointing to a notice posted on its website. The new rules around net neutrality - which prevent broadband providers and mobile operators from slowing down or blocking specific net traffic - came into force this week. They also seem to be having an immediate effect. Sprint, the US's third largest wireless carrier, announced that it had ended its practice of dropping data speeds for heavy net users at times when its network was very busy. It said that it did not believe that it was contravening the new rules but ended the practice to be sure.
