We who know the knowledge value of and in the internet let it pass quietly - abetting corruption by loud silence. The Federal Communications Commission released a plan Tuesday to overhaul its low-income subsidy program Lifeline to include broadband internet, marking a new effort to close the digital divide for the millions of Americans who still don’t have a home internet connection. Listers, A very informative RFC especially in our context. It addresses use of various technologies for blocking and filtering communications over the Internet. Among other things considered are user consent when employing blocking/filtering, who sets blocking policy? who enforces blocking policy? Some purposes of blocking, efficacy of the methods as well as consequences. Some takeaways are that we are going to see more blocking/filtering but it would help if there was more transparency. And as regards content blocking, a collaborative approach is required. Happy Ladies Day! A query Could we have a Kenyan WApp (herein all this new digital tools and Apps), so that when time of legal reckoning comes incase anything goes wrong as it sometimes does, then the Kenyan rules apply not USA or Hague which would be out of reach and too complex. Or on the other hand the providers are obligated to have Kenyan guidelines. This may seem to be a very complex deman on face value for the Investors and Kenya may be deemed "not investor friendly legally", however imagine the mess when we have a mass of Kenyans under US laws or other jurisdiction and the cases are due to be handled there. While aware this is how most business do it, this sounds like another route for (business) colonialism. The digital age has opened up many people to legal provisions that they are not even aware of, which they are not capable of handling - financially, intellectually. A greater concern is that we sign up for applications with standard terms and conditions - to which there is no option to opt out from and still enjoy the services. Blessed day. Mailing Lists Usability

Hello listers, I thought I was the only one but today I met someone who also suffers from the User Interface of mailing lists. The content on KICTANet is rich and it helps build ICT perspectives on a day to day basis. However, the readability of messages is usually a pain especially when the thread gets busy. This is not limited to KICTANet though. Most mailing lists lack intuitive usability. Seeing there are a good number of us here in design, web development and usability, it would be interesting to know if there are better options out there that this community can benefit from. If not, what about organizing (not necessarily through KICTANet) of a design hackathon to improve this. Have you tried using digest mode? It makes life easier when email traffic is heavy. IMO mailing lists work because of their simplicity. Warm Leap Year Greetings! To back your citizens engagement thoughts. In the event you are part of the Lenten Campaigns, as we head towards Easter Celebrations, the Jumuiya groups which are prayer groups in our villages, estates have the Lenten booklet. This week 2 , the topic has been "Caring for Our Common Home" in line with Pope Francis message on the environment. Millions of Kenyan families are enlisted through this much broader campaign by the Church. What this boils down to is citizens who are more aware of their environment and relationships, the breakdown and implications for self and future. More so the responsibility now in caring for their environment. Abraham was promised land by God and this explains why land would be dear to most people by default. There are many other campaigns by other institutions including NGOs/CBOs and Government Agencies with themes of the host organisation's interests. This means even when we remove covert or even at times legit political motives, the local citizens have a strong unified voice. The capitalist mentality normally overlooks this element of citizen ownership in the name of - the project is good for the country or for the said people. Yet the affected people do not share in that picture. Some of the drivers include: 1. - Disregard for the local ways "viewed as analogue in this digital age" 2. - View that "They don't get it", "can not get it" and will slow us down 3. - Not having a share in the full information 4. - Too many information sources with different versions 5. - Lack of trust 6. - No recourse in the event things go wrong 7. - Inconsiderate compensation We have numerous successful ventures and they take a lot of time to integrate with the community and extend true benefits as partners. While the investments may be necessary, wayleave using and ICT projects would be paying a heavy price especially due to point 1 & 2. Have a blessed day. Warm Greetings and pray the week has kicked off well! This statement comes from what we may term as the "highest authority in ICT in Kenya". I have no issue with nusu internet and etc from players out there who in their wisdom are attempting to bring some taste of the internet to people - run on with it even if it would be only one website accessible. However, words have power and they reflect where we are being taken to and we are going. By now access to the internet should be declared a public good, just as there is "national disasters declaration". The other ongoing discussion on this mtandao is about toilets and mobile phone, let me borrow from it also. Some have toilets inside the house, some do not have any thus, we dig pit latrines that are out of the house. Yes, both have access to the sanitation offered by use of a toilet. Is there an implication with respect to access to comfort which we call standard of living? To make it even better, we have the innovators who've come up with Poop-bags seeking to reach the toilet-unreachable communities; after your job inside your house or bush, the contents once inside the Poop-Bag turn into fertilizer for your home shamba... Overall, there is a facility to do your job with dignity whether we call it toilet, latrine or a bag. Many ways to skin a cat. Back to the internet access of a sites and the great value placed on this growing body of knowledge - what does it take to ensure all your people can access the world of the internet from the onset? The request is for our Leaders to hold and represent a visionary trajectory. Not from a copy-cat point of view or what may at times be trial and error tactics by players (which sometimes are successful too) as they seek for their individual business interests. Happy Saturday! We've got to be a demand to ourselves and our communities to be a stand for more and not just enough or just a shot! Nairobi and Kenya is touted all over as the innovation hub. This thinking if adopted by all of us will only not keep us there or at best will keep us as a testing hub in the name of an innovative hub. Secondly, using all the experiences of the so called first world, how might we catapult our growth versus just following suite? We must be able to create our own trail, not just accept a few shots to get high on. Half a loaf theorem is really killing our people. There is evidence all over- Traditional NGO speak. What does it take to have the whole loaf and icing cake too. In other words the highest potential experience from the onset. I believe this forum is creating the necessary conversations on the issue but we now need to escalate it to a stakeholder forum and come up with a report that can inform policy change. It is important to remember that Apple have indeed provided assistance in this particular case. The point of contention is that the security and privacy of every legitimate Apple user would be compromised if they were to comply with the court order. Hi Listers, It appears that KFCB is struggling to remain relevant in an ever changing environment. Has the Board considered getting into partnerships that will advance the cause for a 'family friendly Internet'? That would include but not limited to use of filters, proactive training on the use of Internet at home. While at it, they could commission the development of a Kenyan Internet filtering tool. IMO, the Board can still advance the cause the believe in using available technologies. Josh

On homosexuality and Information Controls: Laws and Culture

Hello listers, The Internet has been a great platform for sexual minorities and those who work to defend their rights for organization, support groups and as safe haven from hostile offline environments. The video clip in question was uploaded, not sold on the streets of Nairobi, in part because the Internet is a safer platform for the LGBTQ community. My thinking on this is not even a question of legality but rather about the cultural expectations we have in our country on this topic. If tomorrow the LGBTQ community successfully lodged a constitutional case on the illegality of the clauses incriminating their very identity, the people they live with in their neighbourhoods, schools, churches and mosques would not accept them overnight. It will take time and immense effort to build a critical mass who take our brothers and sisters who are sexual minorities as human beings. As human rights defenders, out role should then be to keep the Internet as that safe haven for the LGBTQ. Dear members, The outcome document of the United Nations General Assembly’s ten-year review of the World Summit on the Information Society (WSIS) in 2015 included a direction for the Chair of the Commission on Science and Technology for Development (CSTD) to "establish a working group to develop recommendations on how to further implement enhanced cooperation as envisioned in the Tunis Agenda” . This will continue work done by an earlier CSTD Working Group on Enhanced Cooperation, that was active from 2013-2014. and current CSTD Chair, Peter Major of Hungary, has indicated that he will establish the new working group in a similar fashion, with 20 UN Member States and 5 representatives from each of the four identified stakeholder groups (business, civil society, intergovernmental organizations, the technical & academic community). The good thing is that there are free tools to circumvent such similar violations on the of freedom of expression. My point exactly Mose, Great Britain was partly a product of the likes of William Wilberforce who spearheaded the the reformation of manners that castigated among other things ownership of another human being the so called 'slave trade'. I guess we need more of such men in this age if we are achieve vision 2030 and other national aspirations. However i agree with you we are in a different dispensation. Happy New Week! This is a great article, thank you for sharing - painting the situation, challenge, some solutions tested, working, failed and expressing interests of consumers, lobbies and service providers. It reflects the position of the wider entertainment and communication industry - looping in TV, Radio. The hue and cry for digital TV shift in Kenya had a lot to do with revenue loss while on the other hand opening for tracking of viewers consumpiton. Consumers are normally engrossed in accessing their service while not aware or interested in the behind the scenes dynamics. Ads play for majority of the consumers without a choice and there is an indirect bill for consumers to pay in the form of data bundles, electricity/power and time. This expense is not shared with the service provider posting the Ad that uses up the extra milisecond when you access the site. Perhaps it is the cost for accessing the service "for free". The not so mentioned yet critical aspect is the tracking without express permission or awareness of consumers, which I believe gives lobbies an even greater voice in this debate. High chances there may be some elements mentioned in the service providers terms and conditions to give legal backing. We may also cite the growing digital entrenchment in the retail industry with the loyalty cards which are used actively to track purchases to inform the stocking needs and overall consumer habits. This gives a lot of data that the retail players have as a revenue stream by sharing the data with research firms and their suppliers. Is the consumer actively conscious of all this - not really. This cuts across industries with electronic services - banks, libraries. To massage the situation, revenue share may be what we see more of - whereby service providers pay consumers for visiting their sites and viewing the Ads and allowing themselves to be tracked too. Or on the other hand, consumers pay for Adfree options. Techie Adblockers have a big business opportunity here too. Marketers have the opportunity to be persuasive yet ethical in their communique since this is business. This is truly a BIG business industry "Data" that is being refined. Thank you Ali for this timely post. The question here for me goes beyond Apple the company. It is about a government asking a company to intentionally degrade the security of a product in the name of securing the country. It makes sense until you get to the details; 1. FBI have had the capacity to access the info they need. They intentionally ‘locked' themselves out of the iCloud account to ensure they have this court order. 2. FBI have been asking the political class to make a move on encryption/security. Congress has been dillydallying. They thus went to the Judiciary. The underlying motive being the assumption that unless FBI or NSA for that matter can ‘collect it all’, they cannot assure ‘total security’. I think that is a lame excuse. We can have that debate later. However, I think the security agencies should have access to targeted information as investigations lead them - with the oversight of legislature and judiciary. The problem is how to ensure this is not misused to collect any information they think they need about a society. Self censorship, fear and basically ‘guilty by default’ will be the order of the day and you really don’t want to go down that road. Back to Apple/FBI case, the marketing angle is clear, so is the privacy one. However, I think on this one it is more about security. Creating a crippled software version for one investigation opens the door for criminals hack-race. Criminals will reverse engineer this for all sorts of evils. You cannot secure the cyberspace by creating loopholes for government to use. This is myopic, to say the least. These companies might be US-Based but they operate globally - heck even in space - ask Tesla and Virgin. The next government which will come to Apple or Google or Samsung or Facebook or BRCK here in Kenya is a foreign government. Think Uganda, Syria, Kenya…because a precedent will have been made by this case. The battle between the public and private sector over encryption technology kicked into warp speed this week. On Tuesday, a federal judge in Riverside, California ordered Apple to build a custom version of its iOS operating system that can be installed into the iPhone of one of the shooters responsible for the December rampage killings in San Bernardino. Because the data inside the shooter’s iPhone is encrypted, the FBI can’t simply retrieve the information it wants from the device’s memory chips. Instead, it needs the device to be unlocked with the appropriate PIN number. However, Apple’s tough iPhone security measures make the process of guessing the phone’s PIN number a risky business. If the FBI enters the wrong PIN number too many times, the phone will permanently delete the stored data. A special version of the iPhone operating system that would either bypass or remove that data-deletion feature would presumably make it easier for the FBI to crack the PIN number without fearing a total data wipeout. Apple CEO Tim Cook was displeased with the court order and wrote a letter to customers in which he said the custom operating system is “too dangerous to create” because it circumvents the company’s security features. Cook claims that the government is asking Apple to weaken the measures it takes to encrypt its data. To create the custom software would set a bad precedent that “would hurt only the well-meaning and law-abiding citizens who rely on companies like Apple to protect their data.” That’s balderdash, the Department of Justice responded in the form of a court motion. The DOJ claimed that it won’t “require Apple to create or provide a ‘back door’ to every iPhone.” Apple’s public stance on the issue is only a “public brand marketing strategy.” Now, representatives of the House Energy and Commerce Committee have invitedCook and FBI Director James Comey to appear at a yet-to-be-scheduled hearing to discuss encryption, a topic that will almost certainly be debated during the upcoming presidential elections. Additionally, the House Judiciary Committee reportedly asked Apple officials to testify at a similar hearing on March 1. This chain of events presents a perfect storm to bring the topic of encryption to the public stage. You have the world’s most valuable company, the U.S.’s leading criminal investigation and enforcement agency, and the controversial issues of terrorism, national security, and data privacy all intermingling. Over the past few years, the topic of whether companies should ease up on encryption seemed to be of interest to only those deeply involved in the issue. Occasionally, there would be a mainstream news report on the issue. But generally speaking, the topic seemed to be of concern primarily to insiders or security conference attendees. This time, considering the powerful players involved and its relation to a terrorist attack, the topic of encryption might stick around in the public forum. In case of interest- http://www.kcl.ac.uk/sspp/sga/alc/Fellowships/Non-Degree-Awarding-Fellowshi… Peace and Security Fellowships for African Women The Peace and Security Fellowships for African Women bring together African women at the early stages of their career to undertake a carefully designed training programme in Leadership, Development and Security at the African Leadership Centre (ALC), King’s College London. The Fellowship programme is designed to expose young professional African women to the complexities of conflict, security and development and equip them for careers in this field. The programme is conceived against a number of background factors. First is the comparatively low level of women involved in peace and security issues especially as compared with those involved in human rights and development issues. Second is the need to assist African women to meet the demands of the Beijing process and more recently the UN Security Council Resolution 1325 that calls for the inclusion of women at all decision making levels in “all national regional and international institutions and mechanisms for the prevention, management and resolution of conflicts”. This Fellowship programme is aimed at challenging the existing tendency that seems to reinforce the male dominant discourse on conflict and security related matters. It will also develop a network of African women scholars working in the field whilst linking them with the peace, security and development mechanisms of African regional institutions. They are funded by the Open Society Institute and the African Women’s Development Fund. The Fellowships comprise of two six-month phases. During the first six-month phase at the ALC in Nairobi and King’s College London, the Fellows undertake full-time study of MA-level courses in leadership, security and development that are jointly developed by the ALC and King’s College London. The Fellows also have mentoring sessions on leadership, development and peace and security, delivered by a global network of renowned experts on these issues. They will study and visit various global institutions working in the field of peace and security. This phase will end with a simulation seminar during which a mock conflict management situation will be practiced. The second phase will be an attachment of Fellows to an African regional organisation, research institution or centre of excellence to undertake practical work in the field of leadership, peace and security including peace and conflict management processes.
