So why have the cost benefits not been fully passed on to end users? According to operators, the cost of backhaul capacity between cable stations and cities, towns or locations closer to customers remains high. The costs associated with building and maintaining backhaul fibre — whether through rights of way, licensing fees, associated risks or a general lack of laws that penalise the destruction of infrastructure — means an operator ends up spending a lot of money keeping the fibre operational, not on its expansion. The total of these associated risks on this single investment is ultimately passed on to the end consumer.

However, many inroads have been made in expanding the networks and this becomes one of them now. As the assistive features are deliberated upon, some and perhaps many of the disability cases may be preventable at birth. May the deliberations feed-forward too into prevention rather than reactive mode, even if this is not a medical convention. The goal should be "no-need for assistive devices for a generation to come". Based on the U.S. experience, I believe USF funding is inefficient at best. The U.S. has about 5M homes that can't get landline broadband despite $7B in our stimulus and billions more over the years in Universal Service money. (FCC data) That's 7-10X the unserved rate in much of Western Europe.The greater land area is only a partial explanation. See the work of Professors Rosston and Hazlett as well as Scott Wallsten, who was chief economist of our broadband plan. I did two workshops for our Broadband Plan. I don't have depth on the issues in other countries but what I know suggests USF isn't performing well most places. I believe the Kurth Solution, named after the German regulator, is strongly preferable. Unserved rural areas by their nature are scattered and have limited local infrastructure. In most places, only the incumbent has the local facilities and backhaul required to serve the area at competitive cost. This became obvious when almost none of the applications for our broadband stimulus were from new entrants looking to connect the unserved, although that was the primary goal of the funding. The result was that the local phone company could and did claim their costs were far higher than they needed to be. Add on the political power of the phone companies (regulatory capture) and the system is spending what I estimate is easily twice what an efficient subsidy would be. (Limited hard data.) Kurth in Germany covered most of the "white spaces on the map" at a much lower cost. In a spectrum auction, the carriers were required to cover white spaces before they use the spectrum in the big cities. While the companies could reduce their bids, WIK Consulting told me the impact was very small. Vodafone and Deutsche Telekom, spending their own money covered those small towns rapidly and what I believe was far less than any USF subsidy would have been. LTE speeds are now 50-100 megabits, enough for most purposes. The caps on the rural wireless were much too low but technology is rapidly improving that. Today's LTE gear has 3-4X the capacity of the earlier systems, mostly through carrier aggregation. More advanced MIMO and MU MIMO are likely to deliver 10X the current capacity in the next few years, according to leading wireless experts such as Stanford's Paulraj. That will allow raising the cap to perhaps 100-150 gigabytes/month, probably with unlimited access nights and mornings. Portugal and others are working with a similar system. ---------------------------------- Unless you have a plan to educate the regulator and enforce reasonable pricing in USF, I think the plans are somewhere between overly expensive or ridiculous. The U.S. couldn't do it despite major efforts since the Broadband plan. The "Kurth Solution" - indirect competitive bidding as part of the spectrum auction, seems to work well. It's not the only alternative. Australia is building a National Broadband Network for everyone. Unfortunately, the cost has gotten out of hand, as so often happens with government projects. India may have a better idea; the government is extending fiber to 10's of thousands of small towns with the expectation private or cooperative efforts can deploy the last mile. The backhaul costs are often the largest expense in rural service. They require so much capital few but the largest companies can finance backhaul. With mobile phones and WiFi gear now under $50, local businesses or munis can connect to that fiber and serve the area with a small investment. This is very promising, although political entanglement has drastically slowed construction. Some government projects work well (China), others we know are unsuccessful. ------------------------------- Satellite has become much more attractive than before. Mark Dankberg, Viasat CEO, told our broadband plan today's satellites have an order of magnitude more capacity and reduce latency by half. (They haven't solved the 22,000 mile distance but improving the routers and caching apparently makes a huge difference.) No politician would admit it, but the assumption in the U.S. plan was satellite for the last 1%. All current Universal access programs may have become obsolete on December 21, The Falcon 9 successfully launched a constellation of 11 Orbcomm-OG2 second-generation Low Earth Orbit (LEO) satellites. The first stage returned to Cape Canaveral successfully, which Elon Musk's company says will reduce costs by about 30%. The first two sea landings failed but April 8, 2016, Falcon 9 Flight 23 successfully landed a 1st stage booster on drone ship Of Course I Still Love You. Low Orbit satellites solve the latency problem but still have a way to go. Small, inexpensive tracking antennas need to be developed. An engineer I respect has studied the problems and expects LEO sats will be the way to go in a few years. Facebook's drones will probably never be cost-effective just serving extreme rural areas, I believe; I'm anticipating they will need urban customers to cover the costs. Their engineers may be good but the head of the project didn't know the facts on the ground. I haven't researched it but I expect the rapidly dropping costs of LTE will be much less than the drone network. I would guess the same about Google's balloons but the team seems far more knowledgeable. I've bcc'd this to the experts mentioned. I hope they and any others catch any mistakes I have. The above is only about access. I'm very encouraged by the new U.S. Broadband Lifeline, a $9.25/month subsidy for the poor where networks are already in place. Broadband networks are a classic case of high fixed costs/low marginal costs. The marginal cost of adding a customer to an existing large broadband network in America or Europe is $4-8/month. I don't think you read the press release in its entirety. Basically the crisis was precipitated by the movement of funds by directors. Social Media came at the tail end of things to influence the bank run. It was however not to blame for the underlying problem of movement of funds from a bank without proper security. The report is authored by the office of supervisor Mark Farrell and reflects some of the recommendations from the San Francisco Municipal Fiber Advisory Panel. The report very correctly observes that today's commercial broadband model leaves a lot of citizens without broadband. Numerous nationwide surveys have shown that the majority of households without broadband access today feel they cannot afford the market prices for service. So the San Francisco report recommends that the City institute a $26 per month fee on all households - with a higher fee on businesses - to help pay for broadband to everyone. Happy Monday! I pray many have found their steps in the real world away from the social sphere even as this fiasco hits many of our families and institutions. Firstly, I wish to point out and assert that the BAKE Press Release might not be accurate. Even if attempting to prove that blogging/social media is a 'good guy' here, might be spreading an online falsehood which BAKE cites it is against by citing that no bloggers or social media users were beneficiaries. Unless the press release means that BAKE has already followed the food chain for the proceeds, has 100% verified that the cited direct beneficiaries are not/have not been bloggers in their own spheres and do not hold any social media presence - has verified with the individuals or the host companies. A tall order I suspect this would be! I would understand attempting to say social media as a tool did not go into the bank and cash out or make the leaders act as they might have or that the entity wasn't a direct participant. Secondly, the social media boasted and was largely credited for the Arab uprisings. The uprisings had many effects, many negative including loss of lives, economic turmoil, most of which is still felt today. Even in the midst of this, what was the social media given credits for? - Bringing democracy, 'giving the citizens a voice (platform)'. This means that groups of people may choose the side of the coin to glorify or cling to based on their interests. Thirdly, I would imagine that when the first cheque leaf was invented, some ingenious (yes, innovative) people deviced their own in the backstreets. Due to this, the real inventors had to go back and extra innovate measures to build confidence for verification of cheques. Social media is sitting in this space now and this cannot go on for too long. Where is the real, veri-checked, authentic information to be found? Even as you and I become sources of information in 'public journalism'. How to ascertain that the WApp press release or video message circulating as from CBK, from Chase Bank, from IG is for real or the real one. Please do not even refer to the official website...some may already have duplicates, diversions etc. This not addressed, the online space will continue to be viral yes, msema kweli to some, yet mostly viewed as venom ground, active users with many followers cited to be paid, thus shrouded with suspicion and this kills the confidence it should be breeding as a tool that is actually a sector. Yes, it gives Government agencies whose work is to govern and hold public interests a battle ground which CSOs will keep calling 'muzzling of freedoms'. Finally, it would be exciting to have a study done on the influence of social media on the financial services sector and most recent happenings. It would be great for the Central Bank of Kenya to run this from the government point. And since a meeting of minds on findings with CSOs may not happen at the onset, CSOs from the industry insider Kenya Bankers Association to internet champions ISOC KE, KICTANET, BAKE to consumer bodies COFEK may proactively run their own. As 'mattress banks' and 'maize granary banks' mushroom, definitely there has been an impact. Some lessons that may be leveraged upon, while others avoided or managed early. I think people should embrace social media rather than complain about it. Social media is part of us and nobody has control regrading what it will spew out there the next minute. I can only compare it to a natural phenomena like earthquake. Why ISACA is cracking the whip on individual auditors

Dear Listers, On November 13, 2015 I wrote to the CBK governor Dr. Njoroge expressing concerns over the conduct of audit firms in Kenya. Top of my agenda was to instill discipline to the auditors in Kenya and restore confidence to shareholders over reported state of their business. This was as a result of the collapse of Imperial bank with blames pointing to weak audit practices and some sort of collusion. As you may know, I am the current President of ISACA Kenya the body that certifies and regulates IT/System Auditors(CISA). ISACA has a code of conduct for all it's professionals working in the cybersecurity, assurance, audit and risk management functions. All certified members know that they are required to adhere to strict ethical standards. That's why in the wake of the mounting blames on poor audits and in particular IT audits, as an association we are going to investigate individual auditors and recommend that they are struck off their title should they be found culpable. Further we are going to work with CBK to enforce that all IT/System auditors must be fully certified and also be in good standing with professional bodies ICPAK, ISACA & others. By holding individuals accountable will help eliminate instances of collusion and professional negligence in performance of IT/System Audits and give shareholders and the regulator a true reflection of their financial institutions. By electing a government, we give it a responsibility to protect our security and in the course of that, they make policies by which our data is collected and used. Nanjira had shared a CIGI-IPSOS research (here <http://ipsos-na.com/news-polls/pressrelease.aspx?id=7159>) on digital security and trust done early this year which found out that: - 75% of Kenyans law enforcement agencies should have a right to access the content of their citizens’ online communications for valid national security reasons - 66% agreed that tech companies should not build technologies that prevent the law enforcement agencies from accessing the content of their communication. 1. Are ‘National security’ and ‘terrorism’ being used as a means to justify government breaches of security? 2. Is data collection proportionate and justified? And how secure are our government's’ information systems from other parties 3. Hello listers, As some may have learnt, WhatsApp has taken privacy to a whole new level today for over a billion people by integrating Open Whispers’s Signal end-to-end protocol to their platform. It will be a default for all WhatsApp users (upon updating to the latest version) across all clients. This includes chats, group chats, attachments, voice notes, and voice calls across Android, iPhone, Windows Phone, Nokia S40, Nokia S60, Blackberry, and BB10. Secure end-to-end encryption has been a preserve of a very small ‘cult’ of techies an early early adopters of privacy apps. Their usability has been a major hurdle on mass adoption. What this WhatsApp e2e integration does is to package privacy, usability and mass adoption in one update. As of Feb 1, WhatsApp had 1 Billion users <https://blog.whatsapp.com/616/One-billion>. It surely will draw questions from law enforcement agencies that will most likely claim their capacity to pursue criminals or terrorists in a fully encrypted mass communication channel. What we often forget though in most of these discussions is that privacy is the older brother of security. When fundamentally people are assured of their privacy, they can fully be who they truly are. e-Commerce is powered by strong encryption standards and this affords trust to an individual using his credit card online to buy from a stranger online. Security and trust are founded on privacy, and law enforcements should be on the frontline to fight for it. Be that as it may, this is a big moment for privacy on the Internet. Ethiopia and the Technical Control of OTTs

Jambo! Ethiopia’s only telco, Ethiotel, has announced it will be charging for VOIP services considering they are loosing revenue to the Vibers and WhatsApps of these world. They floated a Request for Information on the supply of Policy and Charging Control (PCC) and Deep Packet Inspection (DPI) mid last year: http://www.ethionet.et/sites/default/files/bid/RFQ-3209012.pdf <http://www.ethionet.et/sites/default/files/bid/RFQ-3209012.pdf> It seems the set up is complete and they will go ahead with implementation (http://www.addisinsight.com/ethio-telecom-charge-services-like-viber-whatsa… <http://www.addisinsight.com/ethio-telecom-charge-services-like-viber-whatsa…>). There have been network disruptions since last week on VOIP apps and some basic probes I did pointed to IP address blocking but whatever it is they are doing notwithstanding, this raises some issues here. The fight back from telcos against OTTs in the name of revenue/tax/infrastructure costs seems to have moved beyond policy. Technical capacity implies that debate is closed on their end. Ethiotel is a special case considering it is fully owned by the government and it is the only telco in Africa’s second most populous country (around 95Million people). It is easier for them to make decisions. For countries with more liberalised markets, and where government is a regulator not a service provider, could it be that the only impediment to adopting such technical capacities is government regulation and oversight? Could it be that Kenyans, for example, are charged to use WhatsApp but at a very negligible fee that no one notices? This moves beyond the market - it is a human rights issue. Consumers should not be punished for adopting innovations. Dear Colleagues, One of our international colleagues with whom we have been collaborating, attending ICT and Internet Governance forums, Mr. Nizar Zakka disapperaed in Iran about 6 months ago. Nizar is a director in WITSA and Regional Vice Chairman for MENA. On September 11, 2015, he received an official invitation from the Vice President of the Islamic Republic of Iran to attend a conference on Role of “Women in Sustainable Development - Entrepreneurship and Employment” in Tehran, where he was invited as a speaker, being an expert in ICT for Development. After the conference, as he was departing for the airport, on September 18th, to return back to Lebanon, he was held by Iranian security agents. Since then, he has been detained in Evin prison and to our knowledge, without due process, legal representation, or visitation from the Lebanese embassy in Iran, which are considered basic human rights and preserved under the Vienna Convention, of which Iran is a signatory. Apparently, Mr Zakka was also not allowed to be seen by his lawyer. More than six months have passed and we have indications that his health is faltering. Mr. Zakka started a hunger strike on March 13, 2016. I wanted to let you know about an important iPetition to free Mr. Nizar Zakka that has been brought to my attention by Mr. Salam Al Waeli, Director of Programs at the Arab ICT Organization (iJMA3). Happy Thursday, The Digital Confessions! Today marks yet another epic opportunity with the Digital Content Creation Expo @ KICD. It is my prayer that our Tech community will rise up to be counted by raising the bar on what goes to our school-kids now and into the future without fear or favour. At this crucial time when the Kenyan Education system is undergoing reforms, go for the jugular! I take the illustration of Digital TV which raised uproar even to eliciting Government ultimatums to industry players. With the Easter season wrapping up, millions across the world are mourning in celebration of Mother Angelica, founder of EWTN, the largest Catholic TV Station. EWTN has brought the papacy, Israel and other symbolic ceremonies right into the living room. Until the digital wars opened up in Kenya, millions of Kenyans had a blackout to this now favorite station. Actually most heard of it when the comical Bamba man started being aired on radio. What is amazing is that EWTN started in 1978, the Kenyan started watching over 30 years later! WHY? Someone needs to explain this. Another angle, Vernacular TV is so exciting! But most significant, in this knowledge age, all efforts should be put in place to leap-frog while not just following trends with copy and paste solutions. We must create our our Generation of Creators! My people perish for lack of knowledge! Please stand to be counted. Please save us from digital confessions 30 years to come! Warm Furahi Day Greetings, Free Basics, Uber reared their horned-heads into the Digital Content Creators forum with CS Mucheru firmly expressing his stance for "half a loaf or unbalanced diet theorem is better than no food at all". This did not seem to augur well with the local content creators from the audience murmurs and audience speaker comments made. Why?? Later in the day, it was cited that one of the international education publishers - Pearson started an education initiative in Tanzania then pulled out, a former staff has picked it up, cleaned it up and launched it in Kenya. In addition to reference to the expanding education network for Bridge schools. It seems disruption when it comes from "international players" is viewed as unstable, unfair leverage by coming in with big foreign monies that the local creator may never access, not necessarily solving local needs but prescribing the solutions with their interests, they may and at times have walked out any time. How open is this open market space - because I assure you the local content creators did not seem "amused". Blessed day. SavvyRide is different from other players in this space such as Uber and Easy Taxi in that it offers its on-demand taxi service free of charge and makes money by running ads on dedicated high definition (HD) screens throughout its taxis. This means that commuters can travel for free throughout Kenya and all they need to do is watch TV commercials for the duration of their trip. According to Sarah Ntiro, SavvyRide’s Project Manager, the service was developed after over a year of on the ground research to find out what Kenyan consumers were looking for when it came to on-demand taxi services. This research informed the decision to launch SavvyRide to disrupt Kenya’s incumbent on-demand taxi services. ‘By offering SavvyRide, we are making it possible for Kenyans to travel throughout the county for free. No one can argue that this is a value proposition that is hard to beat. As a result, our modest projections show that we can capture over 20% marketshare of the on-demand taxi services market by July 2016 on this basis’ said Sarah Ntiro. SavvyRide will initially be rolled-out from 1st April 2016 in Nairobi and its environs and will expand over the next few months to Mombasa, Kisumu, Nakuru and Eldoret. The SavvyRide team has already been recruiting hundreds of taxi drivers in Nairobi who are eager to get started as they want to compete with Uber and Easy Taxi drivers on equal terms. SavvyRide has also secured key brand advertisers who want to market their offerings to SavvyRide customers as they commute using the free service. SavvyRide’s ultimate ambition is to expand the service not just in Kenya but across Africa and the rest of the world with its radically disruptive business model. SavvyRide will be available for download on Google Play and the Apple App Store from today, the 1st April 2016. We will also have an event on April 21st to discuss the study's findings and what they mean for computers and education of students. Out of curiosity, what rubbed you the wrong way about the presentation? There have been a range of studies from various country contexts that have shown the same. I'd recommend Geek Heresy, by Kentaro Toyama. He was at Microsoft Research and worked on a lot of EdTech projects in India, many of which failed.
