The Kenya ICT Action Network (KICTANet) is a multi-stakeholder platform for people and institutions interested and involved in ICT policy and regulation. The network aims to act as a catalyst for reform in the ICT sector in support of the national aim of ICT enabled growth and development. KICTANet adopts a community driven approach in the discussions. In 2007, KICTANet conducted an institutional assessment to gauge its strengths, weaknesses, opportunities for growth as well as threats. The assessment assisted KICTANet to strategically position itself as an authoritative ICT policy discussion listserve that has attracted participation from individuals across stakeholder groups in the country. The platform also has a following within East African the region and globally. KICTANet seeks to analyse the discussions that have taken place on the platform since 2007. The analysis will give a historical view of the activities of the forum and also inform the direction that KICTANet will take in future, based on the trends in participation. Toward this end, KICTANet seeks a project associate to spearhead this assignment, and five (5) Interns. The associate will work with interns to design, analyze and draft a report based on KICTANet's online discussions, for two months. The associate and the five interns may be based anywhere as the bulk of the work will be carried out online. 1. Project Associate – Analysis of KICTANet Discussions The Position Project Associate: Analysis of KICTANet Discussions Overall Purpose of the Job To be the lead in the analysis of KICTANet’s online discussions since 2007 and provide a report that will be shared with the community. Contractual Period Fixed term of 2 months- July 10, 2016 to September 10, 2016. Remuneration Ksh30,000 gross per month inclusive of all benefits. Duties and Responsibilities Reporting to the Steering team, the project associate will: 1. - Design the project outline as well as tools to be used by interns in analyzing KICTANet’s online discussions; 2. - Analyse the discussions that have taken place on the KICTANet platform since 2007, classifying them into thematic areas; 3. - Draft a report to be shared with the community; 4. – If necessary, conduct interviews with key participants in the community with a view to enriching the report and making recommendations; 5. - Assign duties and manage the five interns; 6. - Together with the Lead assigned by the Steering team, manage the project to deliver results within timelines; 7. - Perform any other related duties as may be assigned by the steering team. Qualifications You should have: · A good understanding of ICT policy making and Internet Governance in general; · A good understanding of KICTANet processes; and · Proficiency in computer applications. · (Bachelor’s degree in Law, Public Policy, Political Science, Human Rights or Social Sciences will be an added advantage). Personal Attributes In addition, we are seeking an individual who is: · Results driven with a record of delivering outcomes within specified timeframes ; · Committed to participatory policy making and multistakeholderism ; and · Excellent in interpersonal skills and able to manage people. 2. KICTANet Project Interns The Position Project Interns: Analysis of KICTANet Discussions Overall Purpose of the Job To assist in the analysis of KICTANet's online discussions since 2007 and participate in the drafting of a report that will be shared with the community. Contractual Period Fixed term of 2 months- July 10, 2016 to September 10, 2016. Allowance An allowance of Ksh. 10, 000 per month will be provided to cater for communication, data and project related expenses. Duties and Responsibilities Reporting to the Project Associate the interns will:- 1. - Within a team, analyse the discussions that have taken place on the KICTANet platform since 2007, classifying them into thematic areas as directed. 2. - Perform any other related duties as may be assigned by the steering team. Qualifications You should have: · Access to a computer and internet connection;-A good understanding of KICTANet processes; and · Proficiency in computer applications. Personal Attributes In addition, we are seeking individuals who are: · Able to deliver on assignments within timelines; · Team players; and · Have an interest in ICT policy making. Blessed Tuesday! Universal Service i. Extend the outlook to serve all people Optimal level of access and value is elusive. We should still consider all to be either unserved or under served ICT wise e.g for universal healthcare, each national is entitled to some basic health at public facilities. Then when in need just by being a national, there is levels of access. Then options of national insurance are available. b. Extending the above further is to have an outlook of an insurance scheme. Capitation model with varied levels for all to utilise on ICT services of choice. ii. Extend utilisation beyond giving "direct telcos services" To key national needs including - Healthcare; herein grows eHealth - Education; herein grows eLiteracy Here is making practical to country situation (recall air ticket levy to fund some diseased) iii. Have a true national carrier Business interests and public good take different tangents. Private sector cannot be compelled willingly forever to serve public interests without a tradeoff that bites at he same public. iv. Back to the basics of industrialisation Use to develop industries for what the ICT sector needs to grow locally and export. Shift from consumerism. v. Apply highly to research and awards Fellowships to researchers and subsidies to new budding ventures and new ideas (from new and existing entities) vi. Civil Society The same way civil society applies itself to provision of "basic needs", there should be increasingly engagement as players in ICTs. The Inclusion ceiling in financial services was broken by innovations by NGOs not private sector. Just as we have radio stations driven NGOs to ensure inclusion of certain groups through access to information. This would mean for instance a telecom run by an NGO. This would mean an ICT industrial needs manufacturing plant by an NGO or consortium. Be blessed. Listers, We inadvertently skipped the day 4 discussion since it was to be done over the weekend (Saturday 25 June 2016). As such we will back track so that we can tackle the topics which are very important. Today we focus on the following topics *Universal Access (Infrastructure) *Universal Service (PWD) *Affordable Internet broadband Services *Affordable User Devices *Public e-Literacy The Background Universal service principles are based on the fact that all citizens are entitled to basic communication rights. In other words, the government is obliged to ensure that communication signals reach all Kenyans, irrespective of their income levels, remote localities, lack of (e)literacy and/or disabilities (e.g. the blind/deaf/etc). Hello folks, I would like to invite you to take part in defining our local tech ecosystem. Please go ahead and follow the link below and click on the “REGISTER” button. http://tink.co.ke/ “LOGIN” to the platform and it will provide you with a unique sector view, based on the institutions and agents (represented as nodes) which you choose to connect to. Head to the “ECOSYSTEM NODES” to select and *connect* to the different nodes within your ecosystem that you regularly interact with. (We shall be increasing more nodes in due course. Feel free to suggest any nodes you feel need to be added) “Connecting” to a node shall give you up-to-the minute notifications on your FEED (similar to slack) on any updates posted by the institution or agent in the ecosystem. (I’ll let you figure out the magic!) Please invite as many of your colleagues as possible through the “INVITATIONS” so that they too can contribute to the ecosystem definition. The project is part of my PhD research around ecosystem definition through a data-driven approach, so any feedback will be very much appreciated. Blessed evening! This weekend, CUEA has a grand opening for its Business Incubation Centre which is highly commendable and exciting. On the other front why has this major player not had one from before? And this applies to many colleges and universities that are yet to set up Innovation Centres. a. For something to have enmass effect, it needs to be part of the "day to day"; part of school life, workplace, shopping experience, eating time experience. - One-off Hubs i.e what we have now have got their place; flexible, responsive, trend setting - Hubs to become part of the life experience; even with specialisation - Academia and Community hubs funding from public kitties; not just reliance on donors b. Intrapreneurship; - Too much experience and talent by persons working in organisations with resources is going wasted - Incentives to Private Organisations to promote; This may be through the Membership organisations and Associations - Back to R&D c. Private Sector; Training & Development - We have a few still great ones. While we fail here with many firms - Most of private sector cannot stand up to be counted in HRD through training -This is the way to keep growing the skills of the people d. Government - Public interest is held by the Government - Allocate competitive funds for bids by organisations to manage incubation programmes e. Is there something like a National ICT Skills inventory? - Like the way we know the number of Opticians in the country and their specialisations - This would apply to higher order ICT skills - While forecasting into future needs and skilling for the future needs - So TIVETs plug in to release skills not just by number of people Blessed evening! Comments to today's deliberations; * eCommerce - Growth highly tied to financial services as it is about exchange of value; innovation, convenience, security * National Addressing System - Building codes as a regulation; may be caught up with new construction works with a requirement to be "digi-compliant" as part of the standard code. - Keep in mind in all Urban cities and townships of rural areas, there are sprawling informal settlements and slums - how to apply this otherwise masses are left behind. - Academia front; what courses are ongoing or to be created to support this - With the massive infrastructural developments, tie up e.g the road works with the fibre works or any other visionary works that support ICT developments so that we do not have double work done, e.g airport works, SGR railway works * Local eBusiness * BPOs * Investment incentives (Equity Shares) - For the above, a relook at why we seem to go forward and backwards would be useful. BPOs hype was there not too long ago. Previous attempts to play in the BPO sector have been made but this has not yet played out successfully. Additionally very few indigenous ICT firms exist, let alone venture out to the regional markets. Best, Richard ======================= CORE ELEMENTS OF A SOCIAL COMPACT FOR A DIGITAL SOCIETY There must be a mutual understanding between citizens and their state that the state takes responsibility to keep its citizens safe and secure under the law while, in turn, citizens agree to empower the authorities to carry out that mission, under a clear, accessible legal framework that includes sufficient safeguards and checks and balances against abuses. Business must be assured that the state respects the confidentiality of its data and they must, in turn, provide their customers the assurance that their data is not misused. There is an urgent need to achieve consensus on a social compact for the digital age in all countries. Just how urgent is shown by current levels of concern over allegations of intrusive state-sponsored activities ranging from weakening of encryption to large-scale criminal activity to digital surveillance to misuse of personal data, and even to damaging cyber attacks and disruption. ----- Governments should not create or require third parties to build back doors or compromise encryption standards, as these efforts would weaken the Internet and fundamentally undermine trust. Efforts by the technical community to incorporate privacy-and-security-enhancing solutions into all standards and protocols of the Internet should be encouraged. The Commission urges member states of the United Nations to agree not to use cyber technology to attack the core infrastructure of the Internet. Governments seeking a peaceful and sustainable Internet should adopt and respect norms that help to reduce the incentive for states to use cyber weapons. Governments should agree on infrastructure assets and services that must not be targeted by cyber attacks. Businesses should purchase cyber insurance to cover the liability costs of breaches of their systems. Cyber liability insurance vendors can be persuasive in promoting best practices in the corporate sector. Cyber premiums should be higher if best practices are not followed. Insurers need to have better data to appropriately identify and price cyber risk and to develop appropriate products. Government regulations should require routine, transparent reporting of technological problems to provide the data required for a transparent market-based cyber-insurance industry. There is a need to reverse the erosion of trust in the Internet brought about by indiscriminate and non-transparent private practices such as the collection, integration and analysis of vast amounts of private information about individuals, companies and organizations. Private surveillance based on "big data" is often conducted under the guise of a free service. ... Users should not be excluded from the use of software or services that allow them to participate in the information age, and they should be offered the option of purchasing a service without having to agree to give the provider access to their personal information. International rules are also required to ensure that the holders of large repositories of data are transparent about how they collect, use and share user-generated data. Interception of communications, collection, analysis and use of data over the Internet by law enforcement and government intelligence agencies should be for purposes that are openly specified in advance, authorized by law (including international human rights law) and consistent with the principles of necessity and proportionality. ... governments should use competition as a tool to expand Internet access facilities to the maximum extent possible, while investing to ensure availability when market forces prove insufficient. The disruption to traditional jobs and skill requirements can create economic hardship and civil discontent. Rather than attempting to preserve old jobs by stifling innovation, governments should help workers adapt to the new economic reality via skills training and educational programs. The Internet has indeed reached a crossroads. Choices need to be made - and making no choice is itself a choice. It is all about who should have what power to control the future of the Internet. Our advice is based on the belief that only a normative approach can address the myriad challenges facing Internet governance. We call on governments, private corporations, civil society, the technical community and individuals together to create a new social compact for the digital age. There is a growing concern about the market power and data collection capabilities and practices of the large Internet platform companies as well as other private data intermediaries. The failure to incorporate security as an essential design feature by vendors and larger customers of the IoT raises concerns that its explosive growth could result in the "weaponization of everything." Legal thresholds for lawfully authorized access to communications data must be redefined to ensure that the aggregated collection of metadata - such as an individual's full browsing history - are treated with the same respect for privacy as access to the actual content of a communication, and should only be made under judicial authority. In all cases, the principles of necessity and proportionality must be applied. Governments should not compromise or require third parties to weaken or compromise encryption standards, for example, through hidden "backdoors" into the technology as such efforts would weaken the overall security of digital data flows and transactions. Individual users of paid or so-called "free services" provided on the Internet should know about and have some choice over the full range of ways in which their data will be deployed for commercial purposes. They should not be excluded from the use of software or services customary for participation in the information age, and should be offered the option of purchasing the service without having to agree to give the provider access to their personal information. Terms of use agreements should be written in a clear and accessible manner and should not be subject to change without the user's consent. Businesses should demonstrate accountability and provide redress in the case of a security breach or a breach of contract. To assure the public that their data is being appropriately protected, states that do not already have comprehensive personal data protection legislation and a privacy enforcement authority with legal enforcement powers should take steps to create such regimes. Governments should initiate efforts to develop international consensus on norms about how to deal with cases where the goal of protecting data comes into conflict with the requirements of law enforcement or security agencies to investigate terrorist activity or attacks in an emergency situation. At a minimum, any solutions should be derived through a multi-stakeholder process, broadly agreed, and must be subject to legal oversight, governed by principles of necessity, proportionality and avoidance of unintended consequences. Businesses should purchase cyber insurance to cover the liability costs of successful breaches of their systems. The market for cyber insurance is immature in comparison to the seriousness of the threats, and the capital available to the industry is currently inadequate to underwrite the full risk. Pricing the risk is difficult in the absence of reliable time series data, making it difficult for insurers to put a reliable figure on the likely losses from breaches. More research is urgently needed to support greater accuracy when pricing risk. To assist the public to understand and practice the essentials of cyber hygiene, governments should undertake significant campaigns to raise awareness and develop the needed skills. Cyber-security awareness programs should start early, for example, by incorporating cyber hygiene into primary and secondary education curriculums. Consistent with the recognition that parts of the Internet constitute a global public good, the commission urges member states of the United Nations to agree not to use cyber weapons against core infrastructure of the Internet. The disruptions resulting from the rapid spread of the sharing economy are already being felt. By rejecting the bid by KRA to freely access its customers’ M-Pesa accounts, Safaricom is just restating the law. The right to privacy is a key tenet of Kenya’s legal philosophy.It is protected in among others the Banking Act, the Advocates Act and the telecommunications laws, which all provide that third parties-- including State agencies—cannot access people’s personal information without a court order. Hi Martin, I have two clarifications for you. 1: Laptop project got the full allocation, we used some of the 17bn this financial year (15/16) hence the balance in 16/17 is less. 2: We bought an extra 10% shareholding in TKL for Kes 1/- and further we bought 40% of the debt TKL owed orange (about Kes 30bn) for another kes 1/-. Meaning in the TKL balance sheet, they owe GoK about 12bn. 40% of the 30bn shareholder loan. With all the divergent information from our friends as they go to their polls, this is good fodder for the nations that have given notice of (or already have done it) e.g social media blockage or more broadly to self manage social media in the nation for some period during election time. One media house piece, counteracted by another or the defending organisation statement. Which government unit do we have to keep up with this? And be real and bring this closer home. Government have democracies to manage. Anything, anything, anything that presents itself to them as unmanageable, mixed up information and misinformed irresponsible....overall with preserved destabilisation tendencies shifts from the famous adage of freedom to information to security. Then to online teargas!! The onus is sitting with the owners, experts, advocates; you know this is coming up soon. What are you doing? Let it not be waiting as civil society including local media builds a battalion of know how and yet you know that the parallel is not within relevant Government agencies; more about understanding dynamics than even dynamics. KICTANet in partnership with Access is pleased to announce an open call for women journalists and women bloggers to participate in digital security training. We are particularly interested in women journalists and bloggers who focus on political reporting. We will nevertheless observe the constitutional requirement of the one third gender rule and will therefore consider a few applications from men bloggers and journalists. This training is informed by incidents of online harassment of women journalists and bloggers, and coming at a time when the Kenyan social media environment is polarized because of the approaching elections.
