At the Internet Society, we consider “Connecting the Next Billion” as a key issue, as it relates directly to our mission and vision. Despite the success of the mobile revolution in Africa, there are significant barriers to connectivity. Community established networks also referred to as “community networks” (CN) are an emerging and sustainable solution to address the connectivity gaps that exist in urban and rural areas around the world. In Africa, where these gaps are more evident. A recent survey was able to identify 37 community networks initiatives in 12 African countries, of which 25 are considered active. [1] <http://www.internetsociety.org/events/1st-summit-community-networks-africa#…> To understand better how this phenomenon is evolving in the continent, the First Summit on Community Networks in Africa will be held on 22nd November 2016 in Nairobi Kenya within the AfriCHI conference. The Summit aims to bring together more than ten community network operators in Africa to engage in experience sharing on their challenges and opportunities. The objective of the summit is to promote increased collaboration between community network operators in the region and to provide an opportunity for them to engage with other stakeholders. 3 deals announced @ 4th Angel Fair Africa - PR

2 day Investors Forum yields 3 deals Nairobi, Kenya – 15th November 2016 The 4th Angel Fair Africa that ended on 11th November in Nairobi has already yielded three deal announcements among a host of other deal discussions underway. At last year's event in Accra over $20M worth of deals were closed with these year's estimates set to top that. 1. Singularity Investments (a global investment firm that specializes in scaling early stage ventures in Africa and North America) expressed interest to invest in one of the ventures that pitched, and had quality conversations with other potential investee companies at the event, 2. Yossi Hasson of Techstars (a global ecosystem that helps entrepreneurs build great businesses with it’s Africa office in Cape Town) expressed interest to invest in one of the startups subject to negotiations and due diligence, 3. Viktoria Ventures (a local angel network) are also in discussion with FarmDrive for a potential deal soon. “AFA sets itself apart as an event, which is focused on the getting deals done – dealmakers are matched with entrepreneurs and real problems are discussed by selected panels.,” observed Lexi Novitske, Principal Investment Officer of Singularity Investments. The event, which attracted 45 selected investors from Africa and the world, saw pitches from 20 curated African startups and scleups from 8 African countries. The rooftop conference room of the Intercontinental Nairobi was lit with deal conversations ranging from cash investments, to partnerships, mentorship, expansion, sourcing, etc. Beyond the deals closed at the event, Angel Fair Africa connected the local tech ecosystem to a global network of Angel Investors. The returns may yet be far off but it is those networks that will grow the regional tech sector. During the two day event Heath Arensen of Invested Development said: “Angel Investor’s provide the essential base in a vibrant startup ecosystem and Angel Fair Africa’s role in convening and strengthening these investors gives me confidence that the next generation of African startups are going to be even more impressive than the already exciting movement we see today". Melissa McCoy said "With ConnectMed's recent move to Kenya from South Africa, Angel Fair Africa allowed us to quickly meet most of the core players in the Kenyan startup ecosystem and efficiently expand our network." Angel Fair Africa was a very unique event in that it brought together startups at various stages together with VCs and Angels in an intimate setting.” said Joanna Bichsel of Kasha from Rwanda. According to Erik Hersman of BRCK, “It’s impressive to see the quality of investors from around Africa, and from overseas, that Angel Fair Africa is able to attract.” "Angel Fair Africa is the go to group in Africa for investors and entrepreneurs!" observed Mike Miller, an angel investor from LA. Dave McClure who gave the final keynote observed, "It was terrific to meet the growing community of angels and VCs investing in Africa, as well as some great new African startups. Dear All I woke up this morning to find myself registered by a Telco for a service I do not want. [5:59 AM, 11/14/2016] +254 713 601113: You have successfully subscribed to the SKIZA Tunes service.Your password to log on to www.skiza.safaricom.com is xxxx. [5:59 AM, 11/14/2016] +254 713 601113: Your SKIZA Tune <Customized Skiza Tune> was set successfully. [5:59 AM, 11/14/2016] +254 713 601113: You have successfully downloaded SKIZA Tune Customized Skiza Tune .The tune will be renewed at KES 1.00 daily.To delete dial *811#. I thought these things shouldn't happen anymore? Why would Safaricom tell me that I have subscribed to SKIZA Tune when I did not? And proceed to tell me they will deduct Kshs. 1 per day for this? And if I want to unsubscribe/delete then I should dial *811#? Who gave them the permission to subscribe me in the first place? Maybe my phone was hacked and someone registered me by mistake? This is further proof why the data protection bill that has been bouncing between the AG's office, Cabinet and Parliament is long overdue. Data collection, processing, sharing, storage and destruction are procedures the bill captures but since its drafting ~4 years ago nothing has come of it. What steps can Africans take and lead in Internet governance and social justice?

Dear colleagues, Almost three years ago, I published a blogpost on CircleID <http://www.circleid.com/posts/20140225_internet_governance_why_africa_shoul…> titled “Internet Governance: Why Africa Should Take the Lead <https://ephraimkenyanito.com/2014/02/25/internet-governance-why-africa-shou…>.” I argued that African Internet stakeholders use a ‘wait and see approach’ in matters as critical as Internet governance,” and that African voices are missing in key Internet governance discussion fora. Additionally, I suggested that some reasons for this approach, including that Africa lacks well-trained Internet governance experts and Africans see foreign affairs and international relations as an East versus West dynamic. I further urged for a change in this situation, as the “wait and see approach” is gravely interfering with the basic human rights of Africans. Good Evening, Having an option for self audit and certification raises questions as to whether the certification and audit process is merely a rubber-stamping exercise for certain election technologies. Is there any value addition in giving the commission the option to self audit?? Given the past rack record, it is vital to ensure that certification and audits provide real value which is why it is best to have independent third-party reviewers who are accredited to assess compliance within the set standards, this shouldn’t be optional as proposed, that “may” changes everything as it places no obligation on the commission to have any external certification and audit conducted. Under the proposed regulations the third-party certification body is contracted by the commission which calls its independence into question hence the need for stakeholder involvement in the selection process to further determine which third parties are deemed competent and independent enough. Furthermore it goes without saying, KEBS should be involved in the certification process. Richard as much as multi sectoral engagement is welcome, it must add value. The main function of ETAC is “to provide advice on the *Adoption and Implementation of electoral technology in the Commission*”. The closest definition of the term "electoral technology" I could find [I stand guided] is "software programs and electronic equipment, such as computers, printers, scanners, bar code readers and the Internet and other technologies used in elections that do not directly involve computers, but rather new materials, such as cardboard, fibreglass and plastic used in polling equipment". Therefore it is right to assume that for ETAC to conduct this function of advising the commission on the adoption and implementation of electoral technology they need some level of expertise in the area. Practically, what input do we expect from the AG’s office representative [most likely an advocate] on adoption and implementation of biometric voter registration, biometric voter identification and results transmission systems and such other electoral systems as listed under their functions?? Are the proposed members adding any value to the commission or is it just another rubber-stamping exercise in the name of multi sectoral engagement??? Why not cut to the chase by appointing experts who can get the job done as opposed to having a committee and providing the option of appointing experts to do the job. Regards, Esther K. Greetings, As stated in the introduction, ' The Elections Laws (Amendment) act 2016 came into force on 4th October 2016. This legal amendment requires the Commission to develop a policy on the progressive use of technology in the electoral process and also make regulations for the adoption and implementation of technology in the electoral process. The commission has already deployed several technologies that play significant role in the delivery of the commissions mandate, vision and mission. A clear ICT policy framework that allows the commission to progressively adopt ICTs in the electoral process has been drafted to govern the deployment of technologies in the Electoral process. The Commission in line with the amended Act has established an Elections Technical Advisory Committee to oversee the adoption of technology.\ The Committee is composed of technical industry players and other stakeholders. Its first meeting was held on Wednesday 26 October 2016. In line with the principle of public participation, the Commission is welcoming contributions on the proposed draft regulations on or before 31st October, 2106. The Economic Cost of Internet Shutdowns

How much does it cost a country when its connection to the Internet is shut down? Turns out it is quite a lot. As the frequency of Internet shutdowns keep rising globally and in Africa particularly, several attempts have been made to quantify what this means economically. Two key reports by Brookings Institute & Deloitte/Facebook released under the Global Network Initiative (GNI) have proposed methodologies that attempt to answer this question. They both base their calculations on the contributions of the ICT sector to the Gross Domestic Product and using variables of duration of shutdown, population affected, and Internet connectivity, model formulas to get a rough estimate of how much a country loses in the these instances. Deloitte’s calculations are more nuanced on differentiated levels of connectivity and estimates that an average high-connectivity country stands to lose at least 1.9% of its daily GDP for each day all Internet services are shut down. For an average medium-level connectivity country, the loss is estimated at 1% of daily GDP, and for an average low-connectivity country, the loss is estimated at 0.4% of daily GDP. Beyond the dollars? Internet shutdowns directly affect people who use its communication channels and on top of suffering economical losses and inconvenience, there is the massive impact on basic life experiences. Security, health, education, participation in the global economy and all these converge as human rights violations. These kind of reports are valuable tools for advocacy especially because governments (the main actors on Internet shutdowns) understand money language more than human rights. It is just a fact of life.
