Tech SMEs and human rights event

Small and medium tech entreprises (SMEs) have a crucial – and increasing – role to play in respecting user rights in Kenya, including privacy and free expression. After all, they run the platforms on which people communicate; they provide the services that get you from A to B; and they store mountains of personal data about you, from your financial information, to where you have been since you last logged on. Despite this, there’s not very much dialogue between human rights defenders and tech businesses in Kenya. To address this missed opportunity, Global Partners Digital (GPD) – in collaboration with Facebook – will be running two free workshops in Nairobi, on Thursday 25 May and Friday 26 May,aimed at bringing businesses and civil society together to talk about privacy, security and free expression. * The first event (Thursday 25 May) is a workshop for human rights defenders, which will explore ways human rights defenders can engage effectively with tech SMEs in Kenya, using a new tool developed by GPD. * In the second event (Friday 26 May), we’ll introduce the tool to some local SMES, and discuss with them the importance and value of respecting privacy, security and free expression. Kivuva Great points. The USSD option is still very useful. However, even Safaricom have understood that their customers are evolving to more sophisticated usage - hence the launch of the app. The app however is far from perfect but definitely a great improvement. For example all Paybill Nos are now searchable and you can pay direct from the app. I'm sure the UX Team at Safaricom is now working towards making the UX World Class because customers are very unforgiving. To make this conversation even more interesting is that Banks are now catching. The mobile apps are improving on a regular basis. My vote currently goes to the KCB Mobile App. The one they just upgraded. Their bill payments function is super useful and fetches the bill for you (bill presentment) and all you do is click.. The elephants of the banking sector are learning how to dance!! Thanks to Safaricom continuously upping the game.. Reversing MPESA Transactions in a Today's World

Hello everyone. I've seen quite a number of complaints on people sending money to the wrong number. Surprisingly a lot of these instances involve 50k and above. It seems MPESA has left it up to the recepients to be kind enough to refund money sent erroneously. I see why that would make sense to a business (2 transactions is better than one). Of course a lot of Kenyans will not refund (tough economic times🤔) I recently made a notable purchase from WordPress and realized only two minutes later that I had bought the wrong product. Good thing they have live chat for their customer support. No questions asked- they reversed the transaction. Now I realize the two are different; one is a seller the other one is a conveyor belt. It got me thinking however- MPESA has to keep up with the times. The explanation has always been that MPESA asks you to confirm before you press send. The number of 'I sent Kshs. X to the wrong number' posts on Buyer Beware should be enough to tell any caring provider that the system is broken. Digital products must be malleable and most importantly responsive to customer needs. Which is why competition is healthy- it pushes companies to care about the needs of its customers. Zimbabwean government to give $25m USF to innovators

The Zimbabwean government just announced that it has opened for applications to the ICT Innovation Drive fund. This fund, totalling $25 million, was announced last year by the Ministry of ICT, Postal and Courier Services. The minister, Supa Mandiwanzira, said that the Zimbabwean government is committed to the development of local platforms and apps through investment financed by local operators. Essentially, in Zimbabwe, all licensed telecoms operators pay* 1.5% of their revenue to what is called the Universal Service Fund*. It is part of this money that’s being used to fund the ICT Innovation Drive. Alex You are very right. I would add that not even in the private sector are we data driven. If we were would be in a much better place than we currently are. Take for example any Telco in this country. You would think by now they have all the data points they need to customize my service to my individual habits. Yet, time and again you will get mass SMS messages that have zero to do with me. This is just a small example on how we can make use of data going forward. Should a Technology be regulated? - The current state of blockchain regulation

Dear Listers BlockChain Technology is in its infancy the world over. From the US to China to Europe, countries and players haven't really figured out how to play this ground breaking Technology when it comes to regulation. It doesn't help that the Technology is marred by the criminal elements that use Bitcoin to launder money and generally use it to hide from law enforcement agencies. For example Kidnappers and Denial of Service Hackers insist on being paid by Bitcoins because of its potential anonymity. However, criminals since time immemorial have always conducted their activities using mainstream financial engineering methods and tools to hide their ill gotten wealth. Should we confine a Technology that has the biggest potential to positively impact the world in a way not seen since the advent of the internet to criminality because it is being used by criminal elements? Or should we harness its great potential while mitigating its darker side? We are grateful for any comment and feedback you may be able to provide. --- *Mobile Data Plans in Kenya * In this policy brief, we explore the level of Internet access Kenyan women and men have via their mobile phones. Using a quota sampling approach, we administered a set of mobile phone-based surveys to 500 female and 500 male Kenyans that use the Internet on their cell phones.[1] We classify mobile data bundles offered by Safaricom, Airtel Kenya, and Orange Kenya as full-cost, service specific, and zero-rated data packages.[2] Our result indicates that *women, in general, are more likely to use full-cost data bundles and pay the full advertised amount for their data than men *(when controlling for age, education, employment, and other factors) - 74% of Kenyan women use full-cost plans, while only 67% of men use the same package. However, *even though women prefer to pay for the advertised price of a data plan, they buy the smallest data bundles when compared to men*.[3] For instance, 35% of women buy 150MB of data, spending less than 199Ksh weekly, while only 24.7% of men resort to the cheapest data bundles. Women also tend to buy 350MB and 1024MB more frequently.[4] However, men categorically buy data bundles that are larger than 1GB when compared to women. This finding is a significant indicator of the limited spending power of Kenyan women and their ability to purchase mobile data packages and connect to the digital world. Moreover, we also find that the reverse is true for service-specific and zero-rated data plans: *more men prefer to use service-specific and zero-rated services than women.*[5] 15% and 2.8% of men use service-specific and zero-rated data bundles while only 4.4% and 1% of women use these bundles, respectively. This result indicates that men are more likely to use cheaper and subsidized data packages that offer access to a few websites and apps. This is possibly because in some cases (e.g., sports tv data bundles) the services appeal more to men. In sum, we postulate that these findings have a few policy implications: first, our analysis raises questions about why there should be different patterns in mobile data consumption between men and women. To better understand this it is essential that the Communications Authority of Kenya mandates operators and its institutions to gender disaggregate the data they publish. Second, seeing that women can only afford to buy the smallest data bundles, it is essential that we pursue policy and regulatory reform to lower industry cost structures which can help improve affordability for all. Lastly, to the extent where service-specific and zero-rated programs are allowed under the Kenyan laws and related net neutrality principles, the content of service-specific and zero-rated programs should better target the needs of both women and men. Listers There's no doubt that Facebook has become THE News Platform that humanity relies on. The numbers are staggering. Nearly 2 billion people use Facebook every month and 1.2 billion daily. It has become a mirror of our lives. In more ways than we can imagine. In 2016 however, Facebook's huge influence in our lives became its biggest liability - During the U.S. election, propagandists — some working for money, others for potentially state-sponsored lulz — used the service to turn fake stories into viral sensations, like the one about Pope Francis’ endorsing Trump (he hadn’t <http://www.factcheck.org/2016/10/did-the-pope-endorse-trump/>). And fake news was only part of a larger conundrum. With its huge reach, Facebook has begun to act as the great disseminator of the larger cloud of misinformation and half-truths swirling about the rest of media. It sucks up lies from cable news and Twitter, *then precisely targets each lie to the partisan bubble most receptive to it.* Locally we are seeing similar versions of the problems of the US Election being enacted. The most visible one was during the months long doctors' strike where pro and against teams were using not only Facebook but twitter and Whatsapp to spread truths, half-truths and outright lies. Should Facebook be held responsible for 'fact-checking' (which by the way they have already instituted certain measures to do this) and hire editors to 'police' what people post? Or is this a reflection of how society is and has nothing to do with Facebook or Social Media at large. The only problem with this is that Pre-Social Media lies and fake news usually were confined to certain social groups, parties, families etc. Today, you can be an instant famous or infamous person by a click of the button. BACKGROUND AfChix is a network of African Women in Technology registered as non-profit in Kenya. AfChix originated in 2004 as Linux Chix Africa and has over the years evolved to what is now AfChix. We create opportunities and platforms for nurturing women in technology so they succeed in their careers. We also address the pipeline issues related to limited women taking up academic programmes in computer science and related fields. We conduct career guidance seminars and events targeting high school girls and encourage them to take up STEM subjects. We use our mailing lists, website and social media platforms to demystify computer science and information technology – with a goal of increasing the number of women in these important sectors. AfChix has a membership across the African continent and is represented in Northern, Southern, Eastern, Central and Western Africa. Since 2007, AfChix has collaborated with the African Network Operators Group (AFNOG), Internet Society (ISOC) and Network Startup Resource Center (NSRC) to hold the AFNOG Chix series to train African Women Engineers in intensive Unix System Administration and Networking. Thank you very much in advance for your comments and feedback. --- *Mobile Data Plans in Kenya - Quantifying Women’s Access to the Digital World * In this policy brief, we explore the level of Internet access Kenyan women and men have via their mobile phones. Using a quota sampling approach, we administered a set of mobile phone-based surveys to 500 female and 500 male Kenyans that use the Internet on their cell phones.[1] We classify mobile data bundles offered by Safaricom, Airtel Kenya, and Orange Kenya as full-cost, service specific, and zero-rated data packages.[2] Our result indicates that *women, in general, are more likely to use full-cost data bundles and pay the full advertised amount for their data than men *(when controlling for age, education, employment, and other factors) - 74% of Kenyan women use full-cost plans, while only 67% of men use the same package. However, *even though women prefer to pay for the advertised price of a data plan, they buy the smallest data bundles when compared to men*.[3] For instance, 35% of women buy 150MB of data, spending less than 199Ksh weekly, while only 24.7% of men resort to the cheapest data bundles. Women also tend to buy 350MB and 1024MB more frequently.[4] However, men categorically buy data bundles that are larger than 1GB when compared to women. This finding is a significant indicator of the limited spending power of Kenyan women and their ability to purchase mobile data packages and connect to the digital world. Moreover, we also find that the reverse is true for service-specific and zero-rated data plans: *more men prefer to use service-specific and zero-rated services than women.*[5] 15% and 2.8% of men use service-specific and zero-rated data bundles while only 4.4% and 1% of women use these bundles, respectively. This result indicates that men are more likely to use cheaper and subsidized data packages that offer access to a few websites and apps. This is possibly because in some cases (e.g., sports tv data bundles) the services appeal more to men. In sum, we postulate that these findings have a few policy implications: first, our analysis raises questions about why there should be different patterns in mobile data consumption between men and women. To better understand this it is essential that the Communications Authority of Kenya mandates operators and its institutions to gender disaggregate the data they publish. Second, seeing that women can only afford to buy the smallest data bundles, it is essential that we pursue policy and regulatory reform to lower industry cost structures which can help improve affordability for all. Lastly, to the extent where service-specific and zero-rated programs are allowed under the Kenyan laws and related net neutrality principles, the content of service-specific and zero-rated programs should better target the needs of both women and men. Pricing (Toilem) In 2014, the call for a price drop that had reigned since the beggining of .KE was ended with a resolution to cut prices. The only caveat to the conversation was an increase in domain numbers to the 105,000 target which is feasible for normal operations at our registry. We stand at 67,972 domains https://registry.kenic.or.ke/statistics.jsp Our commitment as DRAKE is to rally registrars to push that number to and beyond the 105,000 mark triggering a review back to Kshs 500+VAT for renewals. @Ngigi Interesting article. Though I think its abit shallow. To say Google controls the Digital Ad business is to stretch the truth abit because there are many aspects of this business not just search. And increasingly search is being replaced by Social. As we focus on one company's dominance (Microsoft, IBM etc) we fail to acknowledge the changing aspects of the industry itself. I think the major question we need to ask is this:- Should Google, Facebook and Amazon be declared public utilities? Is advertising as crucial as say communication via telephone, internet and mobile money? I think not. Can we live without search and social media? absolutely. Can we live without communication and the internet? Maybe. We just need to back to the stone age. :-) And closer to home should the Kenya Government declare MPesa a public utility? For us to answer this question we need to transport ourselves back in history when the US Government declared AT&T a public utility. There was a case then for 'approving' a monopoly through a series of government regulatory actions and AT&T's acquisitive strategy. The main case was about *INTEROPERABILITY *(emphasis deliberate). Is there a case now for say pushing towards MPesa being a utility? We cannot understate the impact MPesa has on our lives. In defence of Google, the number of services they have developed to support their core business are quite simply top of their class. The likes of Gmail, the Chrome browser, Google Maps and Google search itself have few if any comparable competitors. Why should innovation be punished?
