From SaaS to PaaS to MaaS.. In May 2017, a new form of ransomware called WannaCry affected more than 230,000 personal and business computers in over 150 countries. The ransomware affected organizations, such as Deutsche Bahn AG (a German railway company), NHS Scotland (the publicly funded healthcare system in Scotland), National Health Service of England, Saudi Telecom Company, and FedEx (an international courier delivery services company). The ransomware attack is now estimated to be one of the largest global security incidents in the history of the Web. WannaCry is based on the security exploit EternalBlue developed by the U.S. National Security Agency. WannaCry was released by the hacker group The Shadow Brokers. The Shadow Brokers announced that they provide cybercriminals with the opportunity to purchase paid subscription services allowing them to access various exploits and data stolen from important organizations. The hacking group claims to have data from Russian, North Korean, Iranian, and Chinese nuclear weapons, as well as data from the Swift banking network. Thus, shortly, we may witness the increasing popularity of a new Web-based service, namely, malware-as-a-service. The purpose of this article is to examine the history of malware-as-a-service (Section 2), the ecosystem of malware-as-a-service (Section 3), and the state of the art and the future of malware-as-a-service (Section 4). Dear Listers KICTANet in partnership with Facebook is pleased to announce an open call for participants interested in taking part in the second Kenya School of Internet Governance (KeSIG). We are interested in getting citizens from all sectors: government, academia, tech community, civil society, bloggers and journalists who are new to Internet Governance issues. KeSIG is an introductory course covering technical, economic, legal and contemporary social issues brought about by the Internet. The main topics to be covered include: a. Introduction to Internet Governance b. Main issues in Internet Governance in Kenya c. Kenya’s Internet Governance policy /legal framework(s) d. CA's cyber threat reports

Hi All, This morning I got an interesting email from cirt(a)ca.go.ke<mailto:cirt@ca.go.ke> as regards open RDP ports on the network. Now, I've got a few questions about this - a.) Has anyone else had similar reports b.) Ports can be open for many reasons - and they sit on private companies machines and companies have the right to firewall or not firewall dependent on a multitude of reasons - why are these being put out as an incident report c.) Under what premise does anyone - be they cert or otherwise - have the authority to run scans against private networks and systems - I was under the impression that port scanning private systems was not allowed? I'm kinda concerned here when a report shows up that clearly indicates that targeted scans have been made - particularly since some of the IP addresses in that report are not even inside Kenya and sit on IP addresses belonging to clients who have in no way authorized security scans against themselves. Anyone got any thoughts or comments? Andrew

We DO NOT THINK that the Anti-shutdown policy proposal put forward by some members of the AFRINIC community will offer a sustainable solution to this issue. While we share the same concerns as theproposals authors and welcome the community dialogue this has generated, we think this proposed policy will likely be ineffective and could create unintended damages We are CONCERNED that such a proposal would be difficult to implement, and would take AFRINIC beyond its technical mandate and expertise, as highlighted by AFRINIC staff’s assessment of the proposal. Ethiopia has shut off internet access to its citizens, according to reports from inside the country, apparently due leaked exam papers for the nation’s grade 10 examinations. Outbound traffic from Ethiopia was shutdown around 4pm UK time on Tuesday, according to Google’s transparency report, which registered Ethiopian visits to the company’s sites plummeting over the evening. Dear Listers, With permission from an upcoming software entrepreneur (: born after this "Wise Owl" already had an ID :) "Was talking to some investors my age sometime this year, they had to talk to an investor in England to advise them about investing in a Kenyan solution for a problem he didn't understand as he is based in the UK. They shared the response and apparently they took every word he said as Bible truth." The software entrepreneur also provided me with this link https://medium.com/@sankara_/its-time-to-fix-the-startup-funding-landscape-… My response: Essentially, we need to deal with corruption in our society, not rely on foreign funding. It does not help, most of our local youth worship foreigners. The nations ranked worst by Transparency International, do not build up and consequently trust their own talent and firms.

Anti-Shutdown Policy and Human Rights

Hi All, As some of you may have seen - the latest draft of the anti-shutdown policy has been published on the AFRINIC lists. While once again, the authors need to draw attention to the fact that we know that the policy isn't perfect - and we know that it still needs a lot of revision before it can ever become reality, we still hope that the dialog created by the policy will continue to spur the debate until real solutions can be found. As we have said in other forums, we also believe that the timing is right for this debate, especially since there are limited places on the continent where this debate could be held where the debate itself would not get instantly shut down - and Kenya is one of those places, since the Kenyan government has shown a willingness to dialog and discuss when compared to certain other places. There are however some interesting parts in the new draft which I thought I'd elaborate on a little bit, specifically the fact that in the introduction paragraph, we have opted to make reference to the Universal Declaration of Human Rights. My thanks to the individuals who contributed and drew our attention to certain parts of this. Specifically - I thought that for the sake of discussion, I'd point out certain things here and see what the rest of the KictaNet community thought about the interpretation we are using when we apply these clauses to our thinking. So, firstly, Article 12 reads "No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks." Now, the most interesting part of that is where it reads "or correspondence", because it can certainly be argued that internet communication is a form of correspondence. Email, whatsapp, social media, all of them amount to methods of correspondence between individuals. Then, moving to Article 19. "Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers." Again, the Internet is a form of media - and by stating that individuals have the right of expression through any media, this can be extrapolated to say that the removal of a form of media in an attempt to remove freedom of expression is a violation of the declaration of human rights. Finally, moving to Article 20, specifically Article 20.1, it reads: "(1) Everyone has the right to freedom of peaceful assembly and association." This is probably the most contentious assertion - can a virtual online meeting place be considered an assembly and hence protected under this right. I did a fair amount of research into this and there is some very interesting case law about this. Specifically - In 2001, a guy called Andreas-Thomas Vogel ran a website in Germany that called for action against Lufthansa Airlines (basically denial of service) - he was arrested on charges of coercion, and initially a lower court in Frankfurt found him guilty, primarily due to the economic losses suffered by Lufthana Airlines during the online campaign. However, on appeal, a higher court overturned this ruling, stating that the online demonstration did not constitute a show of force, but was intended to the influence public opinion - effectively stating that online demonstrations were both a legitimate form of protest and real. Effectively, the attack that was encouraged was viewed as a form of virtual sit-in against the airline. A Libertad spokesperson then went on to say "Althought it is virtual in nature, the Internet is still a real public space" Now, obviously, that's in Germany and not in a lot of other countries, indeed in the US, under the CPAA they have taken a completely opposite approach to things like denial of service - however, it does raise an interesting question. If you can in fact have a virtual sit-in online - then it stands to reason that the right of peaceful assembly extends to the virtual world - and would include virtual assembly on the Internet - and hence an internet shutdown would be a violation of Article 20.1 I'd love to see more interpretations and debates on this issue though - and I'm hoping to see some debate on this at the PDP meeting on Nairobi on the 31st - all of you are welcome at that PDP meeting by the way, at the Boma Hotel, starting at 9am and running through to 5:30pm where we will be debating a whole range of policies including the anti-shutdown policy. This is very interesting, especially because our Kenyan law is mandatorily inclusive meaning it doesn't really matter how the evidence is collected or found generally. What would be of importance is whether the evidence is relevant and admissible per the law. Let's see how this plays out. The Thorny Issue of Internet Freedom Across Africa

Listers Interesting article on the above subject. Human beings are a very odd species. They don’t regard themselves as just another group among the myriad creatures that share this spinning orb we call Earth. No – they are a super-species, reinforced by the notion that they have “rights”. No other species has rights (other than those “granted” by humans). After millions of years of evolution, we have arrived at the point where the development of technology ensures the supremacy of humans to the detriment of most other species. Even so, Nature still applies the “survival of the fittest” rule, so the supremacy is not universally beneficial. This means humans have a quality of life that ranges from luxurious to pitiful. Some humans use technology to oppress, others become oppressed through being denied access to technology. How do rights fit into this scenario? Why are rights necessary? They are there to protect individuals and communities from the actions of others that would be detrimental to the continued existence of said individuals and communities. Which presumes that some members of the species will behave in such detrimental fashion. So, humans need to be protected from themselves. As I said, an odd species. Listers, I have been pondering over this generous offer from the Chinese Tech Group Huawei to enhance our Security Infrastructure in Nakuru, Kisumu and Eldoret, however with recent cases of Cyber Security how safe are we as a country with such offers?. I have heard of cases of car tracking devices being used to facilitate car jackings against unsuspecting owners, aren't we giving away too much data about ourselves assuming Huawei will be providing support for this Infrastructure?, have we thought of possible backdoors that could give away the tonnes of data collected from the Infrastructure? Specifically to CCTVs, DDoS attacks are the most prevalent form of cyber crime and this could happen to any surveillance infrastructure irrespective of where it is sourced from, should configuration not be secure. With regard to the US, issue is not only contested from the point of view that the country manufactures its own surveillance equipment but it is a foreign policy matter in itself owing to world power dynamics. As for Kenya, the partnership with Huawei squarely lies on the interest of securing Kenyans and their property in a more advanced environment.
