Greetings All - I write to share that Physicians for Human Rights (PHR) is currently hiring for a MediCapt Director to lead the scaling and implementation of MediCapt<https://phr.org/issues/sexual-violence/medicapt/>, a mobile application that is transforming the way forensic evidence is collected, documented, and deployed to support prosecutions and accountability for sexual violence. MediCapt is being used by Clinicians to compile forensic medical evidence of sexual violence, photograph survivors' injuries, and securely transmit the data to police, lawyers, and judges involved in prosecuting sexual violence crimes. PHR is looking for an entrepreneurial visionary to develop and direct the scaling strategy and lead the MediCapt project and team. The MediCapt Director will be responsible for providing strategic vision, guidance, and leading the growth, expansion, and implementation of the project. We are looking for a collaborator who will mobilize and work with a broad group of constituents and manage a team that will deliver on the complex day-to-day operations of the initiative. MediCapt is at an exciting inflection point where it is poised for scaling. The app has been successfully piloted across four sites in Kenya and the Democratic Republic of the Congo, demonstrating proof of concept and the positive outcomes and impact of the application in these considerably different contexts. Tracking of cooking gas cylinders

It Is surprising how until now it is not clear if it will be RFID or IOT, June is two months away. With the short time frame, IOT seem to be the best option and in this case the Data volume being low, I.e location and ID, Narrow Band(NB) Iot will suffice. Power consumption is also low. And IOT devices are known to have a very long life span with low power consumption. This will be very easy to deploy just needs the devices on cylinders, iot application and contract with MNO,s for the narrow band IOT This is a great opportunity to utilize the widespread mobile networks and great use case of internet. On the other hand, RFID will require a countrywide deployment of readers at various points, and a unique application for post processing data. Dear Listers, Kenya will introduce a new system in June to track cooking gas cylinders, aiming to combat the thriving black market in the industry. The tracking will be done using Internet of Things (IoT) or Radiofrequency identity (RFID) chips, providing visibility from import points to end-consumers. The automated tracking aims to address safety concerns and accidents caused by illegal refilling, as well as reduce the black market in residential areas and informal places. The move comes amid increasing LPG consumption and the entry of new players in the sector, with plans to open up the market ahead of the end of price controls in 2025. Securing the Internet, Open Source and Other Easter Stories : CVE-2024-3094

Dear listers, Once in a while, we are reminded of how the internet is fragile and how securing it is even more fragile. Someone or a team managed to add a backdoor to software that's used by approximately 80% of the internet. This backdoor would have allowed unauthorized remote access to any affected system. This was detected by sheer luck and is being tracked as CVE-2024-3094; see attached. This attack is suspected to be the work of a nation-state actor and might have started in 2022. It shows the threat posed by supply chain attacks and open-source software. It also highlights the challenges involved in maintaining open-source software and how a malicious threat actor can exploit these challenges to their advantage. Organizations should invest in processes and tools that maintain a software bill of materials (SBOM). This ensures that attacks like this can be detected faster and improves organizational mean time to detect (MTTD). Security is a layered approach. (Urgent!) Potential Backdoor in a Compression Package used in Linux Distributions [CVE-2024-3094]

Dear Listeners, A critical security vulnerability [*CVE-2024-3094]* has been discovered in XZ Utils versions *XZ 5.6.0* (released Feb. 24) and *XZ 5.6.1* (released March 9). This backdoor could potentially allow a malicious actor to compromise sshd authentication, granting unauthorised access to the entire system remotely. Andres Freund, a security researcher working as a PostgreSQL developer at Microsoft discovered the vulnerability and reported it to OpenWall on March 29, 2024. The XZ Utils is a FOSS software suite that provides tools for data compression and decompression. It is commonly used due to its high compression ratio and efficiency. It also contains the liblzma library, which developers can integrate into their applications. XZ utils is widely used in the FOSS, especially in many Linux distributions hence, the vulnerability threatens the entire Linux ecosystem. As a result, Red Hat, Inc. has issued it a *CVSS Score of 10*, the highest possible score for any vulnerability. Specifically, the backdoor: - Can allow an attacker to access the system from anywhere. - Doesn't require any privileges to exploit. - Works silently without requiring user interaction. - Can allow the attacker to change objects outside the affected component. - Can affect the confidentiality, integrity, and availability of the entire system. The Open source community and government agencies are monitoring the issue and will provide advice as investigations continue. So far it has been confirmed that testing, unstable, and experimental distros of *Fedora 41, Fedora Rawhide, and Debian *contain the vulnerable XZ versions. It was also included in *Tumbleweed and MicroOS distros of openSUSE*. Users of these Linux systems are advised to check the version of XZ Utils installed and immediately update their systems using the advisory provided by their distribution’s website. Several artifacts of a stable release of *Arch Linux* (NOT used in production systems) are also affected. These mirrors have been removed and users are advised to update to the latest version. In addition, a technical steering committee member for Homebrew confirmed that they downgraded the untrustworthy versions of XZ 5.6x. *Homebrew* is an open-source package manager that *installs* *UNIX tools for macOS systems*. Tenable gives a summary of the affected systems <https://www.tenable.com/blog/frequently-asked-questions-cve-2024-3094-suppl…> *On a more interesting note*, I did some digging and here is what I have so far: Andres <https://mastodon.social/@AndresFreundTec> is one of the leading contributors to the Postgres community. He was testing a Debian unstable release for possible portability problems with Postgres when he noticed a series of coincidences including a 500ms latency on many failed sshd processes using wrong usernames. He then discovered the liblzma package was the one draining the CPU. He also recalled seeing an odd complaint a few weeks before in automated testing of Postgres using a Linux tool called Valgrind. Upon further investigation, Adres realised that the XZ repository and the XZ tarballs had been backdoored. What is concerning is that the compromise was not injected into released Debian packages but was introduced by a community maintainer of the XZ package through the source code uploaded to the GitHub repository. The Github commits were performed over several weeks by the account ‘Jia Tan <https://github.com/JiaT75>’ whose owner remains unknown. However, it was created in 2021 and made its first commit to the XZ repository on 2022/02/06. They have made changes to XZ between 2022 and 2024 and the most recent commit was on 2024/03/09. Alone, these commits may not be suspicious, however, Jia Tan's changes are what caused the Valgrind errors in configurations that didn't meet the updated code’s expectations. Several conversations emerged in different open-source communities about what could be causing the valgrind errors and possible solutions. The persona Jia Tan participated in these conversations and claimed that the errors were due to versions of XZ earlier than 5.6x. They then contacted Fedora to push for an update of XZ to 5.6x versions in stable distributions of Linux and continued to push for this update in other open-source communities. There are also messages from other anonymous accounts pushing for the original XZ maintainer to add a new maintainer right after Jia Tan started helping with the project. This high-interest vulnerability will spark conversations about the integrity of Free and Open Source Software, especially for critical libraries like XZ. After Donald Trump banned Chinese companies from using American-made microchips, it appears that the law of unintended consequences is working against America. Over the past four years, China has significantly increased its computer chip production. This growth has led to Huawei becoming the second-largest mobile phone brand in China, marking a remarkable turnaround. The rapid advancement of China in producing high-end microchips, such as the level 7nm chip powering the Huawei Mate 60 and iPhone XS, has surprised the US intelligence network. This is in contrast to the more advanced 5nm chip in the iPhone 13 and the 3nm chip in the iPhone 15 produced by Western companies. China has taken a further step by implementing measures to replace US-based operating systems (Microsoft), database products, and microprocessors (Intel and AMD) with locally developed Chinese alternatives in government offices. This will have a spillover effect across the Chinese business sector. The Chinese government has cited "safety and reliability" as the primary reasons for this shift, mirroring the security concerns raised by the US regarding Chinese-based systems. In 2023, China accounted for 27% of Intel's $54 billion and 15% of AMD's $23 billion revenue. The implications of these actions are significant, and the future actions of the US under the current Biden administration or any future administration will be closely watched. The broader question raised by these developments is who benefits when superpowers engage in such conflicts. While the competition may lead to advancements in technology, the aggressive pursuit of dominance in microprocessor technology raises concerns about the impact on global innovation and collaboration. Chris Miller, author of Chip War, aptly summarizes the situation by stating, "If you import most of your chips, you're not a manufacturing superpower; you're just assembling high-value components produced elsewhere." The US-China tech war has escalated into a multifaceted conflict encompassing technology, economic dominance, national security, and global influence. This battle for technological supremacy between the two superpowers has reshaped global alliances, trade relationships, and the trajectory of technological innovation. Taiwan and Malaysia's pivotal role in semiconductor production has positioned the Asian countries as key players in this tech war, underscoring the intricate interplay between geopolitics and technology. The unintended consequences of Donald Trump's ban on Chinese companies using American-made microchips have catalyzed China's rapid advancement in computer chip production. This report <https://www.ca.go.ke/sites/default/files/2024-02/Audience%20Measurement%20a…> shows a diverse media landscape in Kenya with variations in preference across regions and demographics. While radio remains dominant in most areas, internet usage is growing, and media consumption patterns are evolving. *Kenya Media Landscape Highlights * *Radio:* - The highest listenership is in South Nyanza, followed by the Lake and Rift Valley regions. - Lowest listenership in the Eastern region. - Swahili is the most common language, followed by vernacular languages. - Western and Coast regions prefer Swahili stations. - Lake and Lower Eastern regions prefer vernacular stations. *Overall Media Consumption:* - Radio and TV lead in all regions except North Eastern, where internet usage is highest. - Newspaper readership is highest in Nairobi and Western regions. *Listenership Differences:* - Five regions have close radio listenership rates, ranging from 81% to 85%. - North Eastern region has the lowest radio listenership (54%) but the highest internet usage (64%). *Internet Usage:* - Nairobi has the highest internet usage (75%). - South Nyanza, with the highest radio listenership, has the lowest internet usage (44%). *Newspaper Readership:* - More males read newspapers than females. - Readership is similar across age groups. - The highest readership is in Nairobi, Western, and urban areas. *Media Advertising:* - Television is the most popular advertising platform, receiving Sh10.9 billion from a total Sh16 billion budget. - Radio received Sh3.6 billion, and print media received Sh1.6 billion. *Media Growth:* - Radio stations increased from 120 to 228 between 2015 and 2022. - TV stations increased from 9 to 182 between 2015 and 2022. - The increase in TV stations is attributed to the rise of digital media and streaming options. *1. Auditor General raises several queries regarding e-Citizen portal

The State has little control over the e-Citizen self-service and payment portal, Auditor-General Nancy Gathungu has said, warning that this could compromise accountability of the billions of shillings processed through the platform. Collections through the platform average Sh350 million daily, up from Sh50 million in the financial year ending June 2023. More than 19,000 public services are available on e-Citizen, of which 15,440 have been fully on-boarded. According to the OAG Report 2023 <https://www.oagkenya.go.ke/wp-content/uploads/2024/02/AUDITOR-GENERALS-REPO…>, there are several findings on e-citizen some of which I have highlighted below: 1. The completeness and accuracy of the receivers of revenue receipts amounting to Kshs.15,570,013,245 could not be confirmed. 2. The completeness and accuracy of the bank balances of Kshs.611,179,132 could not be confirmed. 3. The completeness and accuracy of the prior year's balances of Kshs.146,426,357 could not be confirmed. 4. The adequacy and effectiveness of the current IT controls on E-Citizen may not guarantee the integrity of the data processed through the system. 5. The adequacy of internal controls over reconciliations and settlements through the E-Citizen Government Digital Payments Platform could not be confirmed. 6. The governance arrangements in support of the E-Citizen platform could not be confirmed. 7. Users may not have any rules and procedures to follow to minimize the risk of errors, fraud and the loss of data confidentiality, integrity and availability. 8. The Office is undertaking a special E-Citizen Government Digital Platform audit whose outcome is not yet out. 9. The outcome of the out-of-court negotiation between the Treasury and the vendor was not disclosed at the time of the audit. 10. The Management has not resolved the issues raised in the previous year's Report on Revenue Statements nor explained the failure to resolve them. The continued use and integration of services on e-citizen has made the portal one of such national importance. Yet, at a policy and institutional level, there seem to be some glaring gaps. I do hope the governance of e-citizen is one of the issues that has been tackled by the task force reviewing the ICT policy and legal framework. Why IT experts want State to reject the new robotics bill

Information Technology experts have asked Parliament to reject the Robotics and Artificial Intelligence (AI) Society Bill, 2023 on grounds that it has a lot of glaring gaps. The American Chamber of Commerce (AMCHAM) says the Bill will precipitate a national disaster if it is enacted in its current form. The experts told the National Assembly’s Communication, Information, and Innovation (CII) committee that stakeholders in the AI and Robotics space were not involved at any stage before coming up with the Bill. Dear Listers, The J*owie Irungu and Jackie Maribe case concluded Friday.* Jowie was found guilty as charged in the murder of Monica Kimani, while Maribe was acquitted. The most interesting thing from the case, as revealed by Justice Grace Nzioka, is that the deceased's ID was stolen at Maribe's apartment security point, where private security guards are likely to have retained ID copies or scanned information. This stolen ID was then used to access Monica's apartment building, highlighting the potential consequences of such practices. Listers, I can't find the original thread but I've been meaning to ask if any of the organisations that wrote a letter demanding an explanation got any kind of response from the regulators or the government. As our executive continues to show less tolerance toward independent institutions I'd really like more confidence the internet will remain free.
