The Communications Authority (CA), is seeking powers to license all mobile money agents as part of new measures targeting market dominance in the telecommunications sector. Francis Wangusi, the CA director general told parliament Monday that the registration seeks to make the agents neutral so that they can serve the telecoms operators. “The agents are going to be licensed to check misuse of information provided by mobile operators,” Mr Wangusi told the National Assembly’s committee on ICT. Dear listers. Since the advent of Mpesa, Kenya has been recognized as Ground Zero for Mobile Money/Payments Innovation the world over. According to a World Bank report one in every ten human beings regularly using mobile money is a a Kenyan. Over the last few years Fintech (Financial Technology) has become all the rage. American startups are setting up in Kenya. The more common ones that we know are Branch and Tala who combined have raised over $150m of venture funds in the last few years. These two are mainly mobile lending platforms. Insuretech is taking root. Payment Platforms are proliferating. Banks are jumping onto the Fintech Bandwagon with mainstream banks like Barclays and HF Group launching their mobile lending apps. Equity Bank boldly announced a few weeks ago that they are building an API Bank. Banking as a Service as it were. Not to be left out, Blockchain and it’s offspring, Bitcoin is threading to complete the upheavals in the financial sector. On top of it all the government is playing catch up on regulation with the announcement of the Finance Bill 2018. Welcome to Day 2 of online pre KIGF debates where out topic today is Strengthening Data Security in the Context of Emerging Trends. We shall look at cybersecurity in the context of data. Barely a few weeks ago, social media was awash with memes of Wazir Boniface Chacha, the young man alleged to have conned MPs after getting access to their phone data. Later when this was used as a justification in debates for the Cybercrime Act, some wondered whether the political process had used the Chacha saga to justify the quick passage of a law creating offences. But beyond "small data" in our personal possession, many SMEs , corporations, institutions, societies and other bodies are holding significant amounts of data. In this community, the wider issue of cyber security has been a recurring theme in KIGF. It is generally agreed that the best approach is a multi-pronged one that includes the law, good practices, effective mitigation and response to incidences at multiple levels, creation of awareness and technical solutions among others. Having gotten a new law in the form of the Cybercrimes Act, are we assured of data security? Are our existing mechanisms for mitigation and response to incidences adequate for emerging threats? Do we have positive cases or good practices to imitate? What challenges that remain and how can we address them? The biggest for me is user awareness, this is where i feel we have the biggest gap. There is great need for users to know their rights as regards data. The second group that needs awareness are the data controllers who need to make their data protection policies on the finger tips of their staff, that way user data could at-least be given some respect. Thirdly on the laws, we could look at the GDPR as a more recent example that could start conversations. I take this opportunity to share a KICTANet report on_10 years of ICT policy discourse in Kenya (2007 – 2016)__._ The commencement of this project was premised on the need to identify the different conversations that had taken place on the KICTANet platform since 2007.The object was to find out what issues had been discussed, which stakeholders had been active, and what sort of policy impact the debates had created. Notably, over 30,000 exchanges had happened during the period under review, with 27,000 being on ICT policy._Bitange for President _was one of the top threads, followed by_TV Signals turned off _and Vision 2030 and Misplaced Priorities coming third. Kudos to the following: * Grace Mutungu (Bomu) for overseeing the project and writing the report. * Rosemary Koech-Kimwatu was the lead researcher. She was assisted by a team comprising Francis Monyango, Joyce Mutheu, Njoki Mwangi, Umuhany Zuhudi and Dennis Karanja. Adam, Answering for Ali, I, for one, led a Lakipia County ICT delegation to the East African Data Centre to explain to them how a county can house their ICT systems as part of a "private" cloud at the data centre. This came about due to lack of a Kenya Government data centre that counties could have access to and what a proper Tier 3 Data centre looks like, were they to imagine they can build a data centre. In fact, we found a power supply set up being built to allow EADC entry into Tier 4. Secondly, radio images are digitally acquired then printed on film for diagnosis and patient records. The days of carrying around films should be numbered. A lot of the radiology analysis is done on the high resolution monitors. The storage is digital as well. KNH can store radiology images for the patients who have been treated at KNH as well as those referred there. But if one happens to go to the more than 10 imaging centres in Nairobi, where should the imaging data go? The NINAFUU proposal was that, where the medical information is acquired, that information can be kept by the doctor or institution for their own future use and a copy of that particular information delivered to the patient/client since it has been paid for. That way, a cancer centre has access to the cancer data generated at their facility, and the patient has his/her cancer data along with other data from other facilities. When the patient travels to another facility, those records, with express permission, can be retrieved and further treatment can commence. This was particularly important for patients who have to undergo new, expensive tests at the next facility when seeking medical consultation or treatment. We started the process by looking at why a user/client would need the information to be portable. With the disappearance of the family doctor and the proliferation of "supermarket medicine" with satellite clinics belonging to hospitals and health insurers "around the corner", the ability to move with your health information became relevant. There was also the issue of tracking HIV+ clients who would register multiple times at different clinics to receive ARV medication, where the second or more monthly dose was sold to willing buyers. Answering the question, "who owns, controls, accesses, gives permission and uses what data and in what circumstances and for what purpose", The simple answer is the user. A lot of work had been done in this area. The Forum is co-organized by the Internet Corporation for Assigned Names and Numbers (ICANN), the Africa Top Level Domains Organization (AfTLD <http://aftld.org/#&panel1-1>), and AfRegistrar <http://afregistrar.org/>. It will be hosted by the Regulatory Authority of Communications Electronics in Benin (ARCEP <https://www.arcep.fr/>). AFP PHOTO / MARTY MELVILLE Technology giant Google is looking to sign deals with Kenyan telecommunications operators that will deliver mobile internet coverage to remote locations through a network of floating balloons that could also significantly cut costs. Google, through its Project Loon, has embarked on a global campaign to increase internet connectivity among the millions of people living in rural areas without ground stations and fibre connections. Kenya’s Ministry of ICT welcomed the move arguing that an aerial network would bring down costs and deepen internet use across all segments of the population. “It is companies such as X [formerly Google X] that innovate and provide solutions that benefit our city. We welcome the use of high-altitude balloons to create an aerial wireless network that offers real benefits to consumers,” said principal secretary in the Ministry of Information, Communications and Technology (ICT) Sammy Itemere. The PS, who was speaking during the opening of a workshop to sensitise stakeholders on the balloon technology, said the balloon network with up to 4G-LTE speeds, would help Kenya multiply ICT’s impact on the economy. A 2017 report by Jumia and GSMA mobile found that 67 per cent of Kenyans can access the internet, mainly using mobile devices. This was above Africa’s 18 per cent average. Loon balloons are less expensive to install than communications satellites and are known to offer stronger internet connectivity. This potentially means a huge reduction in the cost of internet connection for telecoms operators - a benefit that may trickle down to users. The balloons enable the nearest telecommunications partner’s ground station to receive the wireless internet signals that are then transmitted across the network of balloons and then back down to users’ mobile phones on the ground. Each balloon can cover up to 5000 square kilometers and uses only renewable energy. Google said it has deployed 10 balloons for testing in Nakuru, Nanyuki, Nyeri and Marsabit. Locally, Telkom said it has been in consultation with Project Loon but no partnerships have been confirmed. “Telkom has not yet deployed any service on this solution as we are still in discussions with the team from Loon to conclude on potential partnerships and synergies, using their solutions,” George Mlaghui, the chief corporate communications officer at Telkom said in a statement. Yesterday, it emerged that there is anxiety over the safety of the unmanned Loon balloons given the incident at the end of last year, when a balloon that was being navigated to land in a sparsely populated area landed on a farm in Meru. Globally, balloon crashes have occurred in nearly 10 countries, including Panama and the USA. Project Loon has however been lauded for its role in providing internet to disaster-stricken areas. Notably, it partnered with AT&T to provide coverage to Puerto Rico following Hurricane Maria. It also worked with the Peruvian government and Telefonica when floods destroyed infrastructure in Peru. ICT ministry officials said the balloon technology would complement the national fibre network that has been laid out in all counties, and which they are working on further extending to sub counties. Kenyan Tech Engineer, Zak Muriuki, Died in Ethiopian Jail

Listers Saddest news. It also appears that there are three more Kenyan ICT Practitioners who are still languishing in prison in Ethiopia. The main charge is that they are accused of installing communication equipment without a license. Mugo, was arrested with Zak (may the almighty rest his soul in peace) over a year ago and Osborne Otinda with his colleague Maxwell Odhiambo (according to today's Nation, Page 3) were arrested in October 2014 and are still in jail. Excerpts:- (Addis Standard) – The body of a Kenyan engineer who died while in an Ethiopian prison has arrived home on Thursday Dec. 11th. Zak Muriuki, a father of two girls (pictured) and a tech engineer by profession, arrived in Ethiopia nearly two years ago on January 9, 2015, according to information obtained by Addis Standard. He was arrested on January 10 along with another Kenyan, Jadrick Mugo, who is still in prison.
