It departed decisively from the WSIS framework of multi-stakeholderism and focused on public-private partnerships (PPPs). It also was the largest gathering of people involved inside and outside the WSIS that provided a critical look at "the big picture". Timing was good, as discussions like this have been going on implicitly and informally for a while. There is a danger of this question to be lost due to the dominance of financing and internet governance negotiations in the second phase of WSIS. Sounds like a nice offer... I wouldn't mind doing air-time on the ICT policy in general. Agreed Muriuki, Some of us also have soft copies of the various group deliberations/ reports that were presented in the plenary - and we should also be able to get the plenary input from some of the rapporteurs (maybe Grace Mutung'u?) This would add "meat" to the anecdotal input from participants. TESPOK is also considering serialising the reports in public newspapers to heighten awareness of ICTs and the importance of the policy and the work that the Ministry is doing. Just Sh783 million for the Infocom Ministry?

Hello all Kenyans, I just noted with concern that the Infocom Ministry was allocated only sh783 million (about $ 9.8 USD) for the 2005/2006 budget making it amongst the lowest allocation to a ministry in Kenya..see more details here.. http://www.nationmedia.com/dailynation/nmgcontententry.asp?category_id=1&ne… ...I wonder how much this goes given the plans to implement the ICT policy..... I would like to believe that other ministries that have been allocated generous amounts (education, Health, OP and so forth) have plans to use the $$ on ICT related projects and thus compensate for the low amounts to the InfoCom ministry. And just highlight some interesting facts here - at a meeting in April this year in Addis Ababa, a comparison was made on how ICT allocations featured in several African countries with the following results.. the budget for 2005 allocated to institutions (or ministries) in charge of ICTs as percentage of total budget: 0.28% in South Africa, 1.89% in Mauritius, 1.27% in Botswana, 0.07% in Ghana and 1.47% in the case of Lesotho, so if we add Kenya here we would get 0.15 as % of the national budget. So really the question here is - what amounts will go to ICT spending from other ministries or does this mean we are stuck with only 0.15% (wonder how much of this is goes to salaries and/or other admin?) for the 05/06 year..is this the amount to look forward to implement the national ICT policy? Or are we going to rely/seek donor/private sector funds to implement the national ICT policy or what avenues exist to move forward with the plan once finalised...? I would to link this to the WSIS process that has spent a considerable time talking about financing for ICT development ...and we should looks at some of the reports to pick on some of the recommendations on financing ICT for developments. Please look at the draft site: http://toolkit.ecn.cz/test/animators/3/ Keep in mind the following: - the text on the page is 'not real' and just there to give you a sense of what the design looks like, once you make your own site live you will have control over the text - the text at the top of the site will read: Catalysing Access to ICTs in [Kenya] .... i.o.w. where there is currently the word 'country' we shall replace it with the name of the relevant country - the site is database driven and hosted on the APC server so we won't need to worry about hosting, or HTML conversion - we will be able to customise the site to meet our own needs and even give it our own look and feel if we want to - We will be able to add content to the site by using forms into which we can paste, or type text - the site can share content with other CATIA sites, with APC national ICT policy sites and with the Africa ICT Policy Monitor Please could I have your feedback on the template by next week Tuesday? Although I have not received official confirmation, apart from a phone call from the Ministry's office I believe this appointment is in recognition of the work of the Kenya ICT Action Network (KICTANET) a multi stakeholder forum, consisting of civil society, academia, private sector, media, youth, gender groups and development partners. I must also congratulate the Kenya government for acknowledging that the complexities of meeting the challenges of ICTs as an enabler of sustainable development requires bringing together major stakeholders in a new form of decision finding, decision-making and communication. Dear KICTANET members, Find attached rough (ignore typo's etc) notes taken during the monthly planning meeting that took place on May 4, 2005 at the jacaranda hotel. Please note that there was a concern raised regarding the chronic absence of some members of the network during the planning meetings and I would wish to take this opportunity to encourage network members to at least attend or send their proxy to attend these monthly planning meetings, which are used for brainstorming and strategic planning. Parliamanterians at Policy Meeting

Dear Alice, All I had a meeting yesterday with our Ambassador (Mary Odinga) here in Cairo and in the discussions arose the question of whether arrangements have been made to ensure Parliamentarians will be at the Mombasa Policy meeting. I did need not have any information on this but the ambassador was of the opinion we must ensure the invitation is sent out to Parliamentarians. Any info? In the meantime Brian Longwe made a very well received presentation to the Africa ICT ministers on the Africa Regional IxP program. It's also relieving to see Mungusi back at CCK.
