Hi Listers I saw someone complaining about sim swap fraud online. Other than users being advised to call Safaricom customer service, would anyone know what the Communications Authority is doing about this? Also, has anyone ever tried to do a Mpesa paybill reversal successfully. Seems like the reversal service does not work for payments made to businesses and well, tunaomba Serikali. Victor

Dear Listers Greetings! The Senate Standing ICT committee is inviting us a consultative meeting to deliberate on emerging legislative and policy gaps in the ICT sector that may require the intervention of the Committee, more so in response to the Covid-19 pandemic. The meeting will be held on *Wednesday, 15 July, 2020 at 9:40 a.m. on the Zoom*. A secure link will be shared with yours with those who are interested in participating. In 2017, we engaged with the Senate ICT committee, and produced a report *‘Talk to the Senate’: Priorities 2017-2022* which can be found here: https://www.kictanet.or.ke/?mdocs-file=40221 The engagement focused on 4 broad areas namely: 1. ICT challenges, risks and opportunities in the counties 2. Opportunities for intervention by the Senate 3. Necessary legislative interventions 4. Effective public participation, and 5. [image: image.png] This week, 'hayawi hayawi huwa' (Anything long-anticipated comes to realisation) Kenya judiciary went digital with also the Office of Director of Public Prosecution also developed and integrated its case management and document tracking system to the judiciary's Electronic Filing System. The judiciary disclosed that the E-filing system will generate the necessary impetus to fully integrate ICT into all justice processes to enhance efficiency. The Components of E-Filing include 1) E-Case Registration 2) E-payment 3) E-Case Search 4) E- Calendar 5) E-Service Listers, we also need to be cognizant that, some of the measures the judiciary had to adopt was as a result of Kictanet's memorandum 'Proposals to the Judiciary on the Use of Video Conferencing in Judicial Proceedings during the Covid-19 Pandemic.' <https://www.kictanet.or.ke/?mdocs-file=41565> Some juice from the event is that Chief Registrar disclosed that since the introduction of the electronic payment system in the financial year 2013/14, Judiciary's revenues shot from about 500 million in the previous year to over 2.1 billion. Sen. Abshiro and Ali, Dr. Kate Getao, then a director at the ICT Authority, at an Oracle Developer Conference at PanAfric Hotel was asked this precise question. She explained that the government had a Disaster Recovery Centre at Ruaraka and that the government was building a datacenter in Naivasha, close to Olkaria (for power purposes) to house all the data from and for government agencies. This data centre would then be opened up for counties. She carefully did not give a date but we were thinking with the “digital government” promises, we would see this come to fruition within that election period. Note, the problem is not lack of expertise in ICT. It seems we do not “love” our country. I am not talking about patriotism, I am talking about a good balanced pride in our country. When people join government as elected officials or the civil service, it is like they die inside. Something happens and I cannot figure out what it is. Ali is strong. Ndugu Ali, Have no fear, we are not giving up. When we are asking, we are asking with good intentions, so that we work together to make it happen. At that time, I was in communication with an upcountry county ICT government official who had wanted to know whether they wait for the ICT Authority or they implement their own solution for communication purposes. You can imagine how that story went. We have been part of strategy meetings and roadmap panels and left it to the ICT authority to do their part. What we don’t get is official communication to keep us in the loop, even if things take time. Communication helps everyone. It seems we have a level of distrust that clouds how we interact, yet we are working to benefit one another. So we continue with other avenues ... and wait. The deadline for applications is Friday, 10 July 2020. *Background* The GFCE community has voiced the need for the GFCE to realize a research mechanism to address knowledge gaps and contribute new, practical knowledge on cyber capacity building. The GFCE is now responding to this call by seeking to collect and prioritize research needs identified in GFCE Working Groups to develop a *Global Cyber Capacity Building Research Agenda*. As a first step, the GFCE will test the mechanism by running at least two Pilot Research Projects in 2020 based on research ideas that have been collected through the community. To help support the development and delivery of the Research Agenda, the GFCE will establish a Research Committee as a new group in mid-2020. The aim of the Global Research Agenda is to support the work of the GFCE Working Groups and the activities of members of the GFCE Community. Research generated via this mechanism will therefore focus on practical and applied research, to provide material, content, evidence and data that will directly inform the work of the Working Groups as well as the wider cyber capacity building community. *Role of the GFCE Research Committee* The main role of the GFCE Research Committee is to support GFCE Working Groups with research matters and provide technical assistance in translating ideas or policy questions into research questions with time/cost/manpower estimates. As this will be the first installment of the new Research Committee, the group will also be consulted on and expected to provide substantial input on the Research Committee’s modalities of work as detailed in the GFCE Research Committee Terms of Reference (in development) and other documents relevant to the Research Agenda. Some of the responsibilities envisaged for the first Research Committee are: - Advise on the Research Committee’s modalities of work, at least two Pilot Research Projects in 2020, and the Global Research Agenda in 2021; - Support the GFCE Working Groups (WG) with research matters by: - Acting as a ‘research committee liaison’ between the WGs and the Research Committee; - Translating ideas into research questions with time/cost/manpower estimates; - Ensuring that GFCE research meets good quality standards; - Support and give input on documentation regarding the Research Agenda; - Provide advice and assist the GFCE Secretariat with a periodic review of the Research Agenda process. Dear Listers, The International Telecommunication Union (ITU) in June launched the 2020 guidelines on Child Online Protection <https://www.itu-cop-guidelines.com/> (COP) on how to contribute to the development of a safe and empowering online environment for children. The guidelines provide a set of concrete recommendations for children, parents and educators, industry, and policy-makers serving as a blueprint that can be adapted to national or local customs and laws. Similarly, in March during #TakeOnTech, Grace Githaiga hosted Steven Wanjuku, Tech Engineer Tunapanda Net, Wainana Mungai, President Internet Society Kenya Chapter, and Nahashon Ndirangu, SafeHouse. They had an interesting discussion about Child online safety. Now, that we are home more than ever, I know most of us, perhaps being fully engaged in online work or virtual meetings, we tend to forget what our kids are doing on their gadgets. Happening now! Virtual launch of the Africa Communication and Information Platform (ACIP) for Health and Economic Action

Virtual launch of the Africa Communication and Information Platform (ACIP) for Health and Economic Action taking place on Tuesday 23 June 2020 from 2.00 pm to 3.30 pm, Addis Ababa time (GMT+3). The platform will serve as a two-way information and communication platform between citizens and government but also other stakeholders. It will bring together for the first time, the major mobile network operators on the continent including MTN, Vodacom, Airtel, Safaricom and Orange. The platform will further provide the ECA, Africa CDC, Country's National COVID-19 Taskforces, Ministries of Health, and Ministries of Finance, Economy, and Planning, and other stakeholders with analysis of live data for decision-making, monitoring and evaluation. At its peak, the platform could reach over 350-460 million devices and people. The platform uses Artificial Intelligence to analyse a combination of online digital data, as well as mobile based information. It will also allow for just in time data, improve linkage of government and research centers with citizens, and assist in analysing the broader socio-economic situation of populations, and identification and targeting of policies. Pole sana for the passing of Dr Wangila. He was a good friend and an active leader in the ICT sector in the country, beyond NTSA. ...I remember having a discussion once with him on how technology could help reduce accidents. He made a good point both the police and the NTSA needed a change of mindset where they helped drivers obey the law rather than entrapping them for extortion. For example, why wouldn't we have smart roads that warned you when over speeding in a controlled zone and asked, gently to slow down. ...I thought that was difficult, at least from the majority of people he worked with. Mourning Dr. Fernando Wangila

Listers On behalf of KICTANet, we extend our deepest condolences to the family of the late Dr. Fernando Wangila. His death is a considerable loss, not only to his family but also for Kenya’s technology industry. We recognise him as a champion of digital transformation who made great contributions to Kenya’s tech industry. He was instrumental in the implementation of the Transport Information Management System (TIMS) at the National Transport and Safety Authority where he served as Head of ICT Director. As a KICTANet lister, he was always benevolent in sharing his ideas with us through our many forums. Peace and comfort to his family!
