Career Workshop for High School Girls

On September 10, 2005 starting 9.30 a.m, members of LinuxChix Africa (www.africalinuxchix.org) who live in Kenya will to hold a Career Workshop for High School girls to encourage them to pursue careers in Computing. We believe that computing as a whole and Free and Open Source Software(FOSS) in particular, can play a significant role in empowering women. The copyleft nature of FOSS helps programmers to learn from programs or modify them so that they build on the innovations of others rather than re-invent the wheel: Great achievements can only be made by standing on the shoulders of giants. However, IT innovations and the opportunities are ineffectual if people are un-aware of them. The lack of awareness goes a long way in explaining the notable dearth of women in the IT industry in Kenya. A situation, that exists inspite of the fact that they achieve as well as the boys in pre-university examinations. Due to lack of access to information about the opportunities in the ICT field, girls who do well in their O-Levels often opt for other disciplines. The purpose of this workshop is to provide them with information on computing and also answer their questions regarding computing as a career. The team is composed of former and current Computer Science students and other players in the computing industry. Keynote speakers will comprise luminaries from various IT displines. We shall have women system administrators, system analysts, developers, academics, entreprenuers, CTOs and other computer scientists. The focus on women keynote speakers is a deliberate move that aimed at demonstrating success in the IT industry is not impeded by one's gender. It is hoped that the speakers will inspire and serve as role models to the girls. We expect up to 450 students to attend. The event will be held at the Catholic University of Eastern Africa, Jubilee Hall Auditorium in collaboration with their Computer Science Department. Although this event is in commemoration of the Software Freedom Day, the team intends to build on the gains of the day by setting up Linuxchix Africa affliated clubs in the schools in order spread the spirit of opensisterhood in computing. In the afternoon starting *2.00 p.m*, we shall have discussion tables where industry players can freely interact with the students in order to share their experiences and inspirations. All are welcome. We shall distribute CDs and leaflets to the girls which they will be able to carry and share with others. Africa's a Mobile Phone Oasis, But You Can't Live on Water Alone ...The Africa-as-mobile-phone-oasis story is hardly new, but it's important nonetheless. African countries generally have some of the lowest Internet penetration rates in the world, so mobile phone growth raises the likelihood that more and more mobile providers will begin providing data access. It's the classic leapfrog story: why try to dig up the entire continent to deploy Internet cables when you can get access through the airwaves? However, it's also worth noting that we shouldn't see mobile phones as a silver bullet for wiping out Africa's digital divide. Internet access via mobile phones is wonderful - I go crazy when my phone gets out of data service range - but it's not a replacement for affordable computers with cheap Internet access, as was argued by The Economist and the World Bank earlier this year. It would be very tempting for us to say, "No need to worry about Africa's digital divide - they've got cell phones, don't they?" but the fact of the matter is that none of us who take Internet access for granted would want to be relegated to using mobile phones as our sole source of access. Try going about your day-to-day business for a week with your computer shut off, using only your phone, and you'll quickly see what I mean.... ...Different development challenges require different tools. While i agree with Waudo and Florence as regards WSIS, I think we need to be reminded of the structure and protocol of WSIS, who it is for and how it is administered. For that please see http://www.itu int/wsis/ (It is first and foremost a government stakeholder meeting in which all other stakeholders are invited participants) As was evidence in the Accra precom meeting it was obvious we lacked certain modalities.( details which those present raised after Accra see below ) I believe we agreed to change things and this is the time to do so. In this respect,I believe we have a WSIS team (government organ) chaired by Katundu Michael of CCK. Since WSIS is first and foremost a government stakeholder meeting with all other stakeholders (ie. civil society as invited participants) i think we should ensure that proper protocol is followed in this regard and direction should be led from this team and the PS who commissioned this team? At the end of the day implementing of policy while possible from civil society ( as evidence by Kicanet and all other NGO activities going on country wide) -government needs to lead the way. What we as KIP/KiCTNet should be demanding is to be included as part of the delegation such that the structure that represents in Kenya is inclusive of all stakeholders and that we feed off each other given our respective strengths expertise and authority. Previous uses raised/observed at WSIS meetings Kenyas participation in international policy making-A brief from Accra WSIS conference I wish to make some comments /suggestions based on observations on International participation and policy making: The issues: Ø At the Accra conference it was observed that most of the Kenyans present were unaware of their colleagues and which organizations they represented Ø It was also evident that the split in participation was delineated along the lines of Civil Society, Government, Private sector and Media Ø Many had not been involved in Policy making from an international (Africa regional perspective) and therefore due process and how things were conducted was lacking Ø There was also a lack of knowledge on the ongoing issues of WSIS and its history by many of the participants who had come in for the first time. The following was suggested from the Kenyan meeting held with the PS Ø Kenyas participation (as a country, more so in this case the ICT sector) should be representative of all sectors of the economy. Therefore Private sector, civil society , media and Government as stakeholders should be part of the team involved in regional participation . This would ensure that we have all stakeholders have adequate representation in meetings and are well briefed on what Kenyas position is on the various issues. Ø All meetings should have frequent update and feedback. A wonderful case in point is a representative at the UN WGIG Waudo who has involved all participants through the KIP list of the current deliberations as well as what is taking place.as well as the Kenya Policy coordinator- Dr. Florence Etta and all involved at IDRC who have facilitated an inclusive stakeholder participation through the use of a group email KIP LIST Ø As Kenyans we may need to ensure that this goes on irrespective of IDRC It was concluded that a report and feedback be done on the various issues raised. FUTURE OF POLICY MAKING IN KENYA We all need to change our attitude on who takes part in policy making. Policy making is not a prerogative of Government but rather the participation and inclusiveness of all stakeholders in society. The Governments role is to ensure that these suggestions are mandated through Acts in parliament. It is noted with disappointment that Parliament is no longer a place where policies are mandated and hope to see this change in the near future The Governments central role in policy making necessitates that they would in most cases receive the invitation to take part in regional and international meetings. It is suggested that the Government take a more participatory role in inviting stakeholders to such meetings. The continuity of policy making is crucial to the development of any sector. It is suggested that an update on all meetings pertaining to Kenyas role in the international and regional arena in ICT be documented and our position stated for each meeting. The ministry website www.information.go.ke would probably be a good place to compile this. Questions to be addressed: Ø How can we ensure effective participation in policy making? Ø How can government ensure that representation to meetings is efficiently and effectively coordinated? Ø How can we ensure that feedback from such meetings is channeled through to the grassroots and/or all stakeholders? Ø What channels can best be used for this? Media Turmoil in UG

Hey, Folks in Uganda, give us a shout on what's on the ground regarding the media. What is coming out is that some FM stations aired rumours and speculation regarding Dr. Garang's death to the point where the President personally ordered them shut down. I have no problem with them being shut, my problem is HOW they got shut. My worry here is about institutional independence. I do believe that UG has an established ICT Policy, Regulatory Body and all the other nice things that Kenya is just beginning to move towards. And yet, suddenly out of nowhere, the 'S' word (Security) seems to be exceptionally supreme and deployable by the Executive - at the expense of any written regulatory framework... What can Kenya learn from this as it tries to finalise its ICT policy? walu.

Consumer awareness campaigns comprising: -Study consumer lobby groups in Kenya (James Nguo) -SMS broadcasts (One World) -Monthly public Forums (KIS) -Workshop for media people (Media ICT network) Some of the organisations have already begun discussions on the budget and activities. We are currently discussion the SMS broadcasts with One world. Other activities that KICTANet will support are ISOC public Forum TBC LinuxChix Career workshop for high school girls to be held in September 10 2005. We are hoping that this activity will linked to the breakfast meeting we had proposed for women parliamentarians. Later on, a monitoring system of indicators and reforms was created. The main monitoring system is the annual ERCEP progress report, which has been published in 2002, 2003 and 2004. The SINASIP(Sistema Nacional de seguimientos a los Indicadores de la Pobreza) was created in order to carry out a continuous monitoring of the indicators and it is under the supervision of the SECEP (Secretaria de Coordinación y Estrategia de la Presidencia), who collect the data of the different sources, make the statistics and publish it in the Web so that the Government has access to recent data. The Sistema Integrado de Gestión Financiera y Auditoria (SIGFA), which is both under the supervision of the Public Finance Ministry and under the supervision of the SECEP through the Sistema de Inversión Pública (SNIP), manages also other financial indicators related to public finance and budgetary implementation. Also, in order to monitor these indicators, a certain number of official surveys are launched regularly. The system is quite expensive to handle and its sustainability is very doubtful. Last May a group of donors signed with the government a financing agreement for the provision of General Budgetary support aligned with the objective on the National Development Plan and monitored through a Performance assessment Matrix (PAM) which indicators are drawn from the PND. Colleagues, Good morning to you all! One of the problems that the ICT sector in Kenya faces is the question of its contribution to and its relationship with other sectors in the economy. To answer this question, KIPPRA in liaison with the World Bank and the International Food Policy Research Institute (IFPRI) is working towards development of a sectoral Computable General Equilibrium Model for Kenya. This model will be applied to identify sources of growth for the Kenyan economy and the alternative strategies that can be pursued to achieve Economic Recovery Strategy Targets and the Millennium Development goals amongst others. This SOURCES OF GROWTH FOR THE KENYAN ECONOMY STUDY will essentially have two components. The first will be a set of quick sectoral surveys to identify specific areas where technology has changed and to estimate new input-output coefficients. The second essential component will be an analysis of the Labour Force Survey. The purpose of this e-mail is to let you know that this exercise is on and to solicit your input and participation. That is the conclusion of PKF Consulting, which was appointed by the government in March to conduct a due diligence into the financial affairs of the troubled giant parastatal. The report, obtained exclusively by The EastAfrican, says that if Telkom were to be left in its current state, there would be adverse financial implications for both the company and the government. The consultants found that Telkom is in distress, with losses ranging from Ksh3 billion ($38.9 million) to Ksh5 billion ($64.9 million) per year. The report says that if nothing is done, the shareholders' funds will eventually read negative, rendering the company technically insolvent. It adds that the cash flow position will deteriorate, predicting that in its present state, Telkom will not be able to sustain its operations beyond two years due to operating losses, cash flow crunch and inability to borrow any further funds. Without quick action to address its problems, government guarantees may be required for the company to attract funding from the financial sector. A financial analysis of Telkom's operations conducted by the consultants showed that revenues have been on decline since the year 2001, mainly as a result of a rapid decline in the number of new landline connections, a clear sign that Telkom is losing to the two mobile phone operators. The state-owned company's problems have been compounded by the fact that its fixed costs have been increasing exponentially, mainly as a result of a bloated workforce and the costs associated with large fixed asset investments. While the company's gearing ratios (debt to total capital) have remained relatively low, averaging 11 per cent, the report by PKF says that it is only so because the company's accounts have not adequately recognised additional liabilities including stocks and debtors provisions, additional tax and pension liabilities and investment revaluation, and the continuing loss making patterns. The consultants also found that key financial ratios of the company have deteriorated, mainly because of Telkom's inability to collect debts on a timely basis, as a consequence of which the company has been experiencing difficulty in settling its short-term outstanding obligations. The company is owed hundreds of millions of shillings by some its subsidiaries. For instance, the report notes inter-company and related debtor accounts include an amount of Ksh964 million ($12.5 million) for the Gilgil Telecommunications Institute (GTI). Yet the evidence is that itself GTI is broke and relies on Telkom to finance its operational activities. The report also notes that there exists a corporate tax liability of Ksh1.6 billion ($20.7 million) on the books of Telkom relating to the defunct Kenya Posts and Telecommunications (KPTC). The consultants say the government lent Telkom $33 million in 2000 to facilitate the acquisition of the Safaricom licence, which will have to be paid within two weeks of its privatisation, according to an agreement signed with the government. >From a review of the company's long term loans, the consultants note that, although a "Paris Club" debt rescheduling arrangement between the company and the government was arrived at, to reschedule Telkom's long term loans where Telkom would only pay 40 per cent of the loans, the agreements have yet to be signed. Based on an actuarial valuation conducted on the scheme by Alexander Forbes as at June 30, last year, on the pension scheme for Telkom employees, the total actuarial deficit amounted to Ksh8.1 billion ($105 million) after excluding the outstanding contributions to net assets. The total pensions liability as per Telkom's balance sheet as at June 30, 2004 - excluding the impact of potential retrenchment of - staff amounts to Ksh4.2 billion ($54 million) resulting in a shortfall of Ksh3.8 billion ($49 million). In the report, PKF has proposed that a provision be made to adjust Telkom's liability to the actuarial position. The consultants also found that the Kenya Revenue Authority (KRA) had issued tax assessments for corporation tax amounting to Ksh28.2 billion (including interest and penalties amounting to Ksh20.3 billion). However, these assessments are being contested by Telkom and their tax advisers. The report says that the management of Telkom believes that there is a possibility that the government may waive the penalties. At Monster I have successfully completed multiple projects through the QA phase conducting manual and Automated testing for a .Net application. Currently one of the applications is being used as Monsters primer application for new business. In first month revenues in excess of $1 million was generated and projected at $150M/yr. Usability was reported at an all time high for the organization. As one of the QA leads of the project I ensured that the QA process as an integral part of the process. The defects written both functional and usability were welcomed and addressed by the Development and Business teams and incorporated to enhance the product. Another application was released end of January and is targeted for 100,000 pre-selected customers. The targeted revenue for this application is $500,000 to $1 Million per month. I was the QA lead in this project. While at Evare I conducted research and development of test harnesses that greatly reduced testing efforts for the QA team. These sophisticated harnesses were developed with particular attention to program functionality and appropriate cases. In addition to being utilized in future testing, these harnesses have since been integrated into Evares testing cycle and are standard practice before the release of new products to the market. Additionally, I have extensive experience creating, maintaining and performing test scripts, regression tests and utilizing automated tools to improve business efficiency. I was appointed to the Rational Automated Software Quality Customer Advisory Board, where I participate in discussions on the future of automation tools and provided feedback on various Rational products. Consequently, I have significant experience implementing and using automated testing tools. At New River, I created the organizations first QA test team and managed offshore resources while establishing testing procedures. In addition, I worked with senior management to coordinate testing strategy, usage of automation tools, schedules and manage resources. I therefore have the ability to effectively interact with all levels of management and to excel in an aggressive-schedule environment.
