Hi, Information Society envisages information sharing, in an environment of information business enterprise while respecting intellectual property. Communication control by governments is one thing the individual business are united aginst. Once this is fully achieved, Lord forbid there need a subsequent fight by the consumer to reclaim the same rights, this time from big business' pure profit motive? Should the WSIS IG debate not be expanded to "Communications Governance" to encompass every aspect of communications without restrictiing it to just one aspect of communication, the internet? While at this, some colleagues and I are proceeding with formation of consumer rights advocacy framework based on the very successful www.bbb.org. Indeed, the setting up of ICANN (Internet Corporation for Assigned Names and Numbers) in 1998 was in part to enable supervision to be "internationalised". The EU has always participated fully in the ICANN process. But the US government has never transferred this unilateral power. And several countries are concerned that in the US has now gone back on this intention. In particular, in June the US Government announced without warning that it had decided to "maintain its historic role in authorizing changes or modifications to the authoritative root zone file." This is very disappointing to Europe and others who have worked towards a cooperative global approach since 1998. The US statement is a recipe for stalemate in the Geneva discussions on this point. The European position Europe, far from being in an extreme position, is in the middle between US unilateralism and much stronger demands from other countries for multilateralism. But our position of deal broker cannot work unless the US recommits to its historic compromise to internationalise the Internet governance regime I would re-emphasise that the EU approach to the Internet is pro-industry and pro freedom of expression. It is mostly similar and often identical to that of the US. We fully appreciate the primary role of the private sector in developing and deploying the Internet technologies and services. We understand that governments must not interfere in the day-to-day operations that underpin the management of the Internet. We fully support ICANN. The EU position is therefore not an attempt by governments to take control of the Internet, as has unfortunately been suggested in some quarters of the press. The EU proposal The EU position is rather a recognition of the obligation of governments to help the Internet deliver on its potential. The Internet is not an unregulated space - anything that is illegal in the off-line world is illegal on-line. Citizens expect governments to take measures to deal with fraud, spam, hacking, violations of data protection and all forms of cyber-crime. Governments also need to do what they can to ensure the stability and security of their national communications networks such as the Internet. Governments need to be able to cooperate with each other at the global level to fulfil these responsibilities. But there is no natural home where issues requiring such cooperation, between governments and stakeholders can be addressed, where problems can be identified and the necessary corrective or preventative action can be engaged. The EU is proposing a new model for international cooperation and a forum based on a set of fundamental principles. This forum would not replace existing mechanisms or institutions, but complement them and adhering to the key principles of the Internet - interoperability, openness and the end-to-end principle. A predictable and well co-ordinated public policy environment is an advantage for business. The same is true for the governance of the Internet. That's why the forthcoming summit in Tunis provides us all with an important opportunity to take the first steps in building a truly global consensus on how to achieve this aim for the benefit of all the world's businesses, citizens and users. Good governance and government are not necessarily mutually exclusive. The Internet was, and is still being built and developed in a spirit of partnership, consensus and openness. These concerns are not new. The EU was expressing them as far back as the mid 1990's. In 1998 the Clinton administration conceded the legitimacy of foreign government's concerns in their White Paper on the Domain Name System. Indeed, the setting up of ICANN (Internet Corporation for Assigned Names and Numbers) in 1998 was in part to enable supervision to be "internationalised". The EU has always participated fully in the ICANN process. But the US government has never transferred this unilateral power. And several countries are concerned that in the US has now gone back on this intention. In particular, in June the US Government announced without warning that it had decided to "maintain its historic role in authorizing changes or modifications to the authoritative root zone file." This is very disappointing to Europe and others who have worked towards a cooperative global approach since 1998. The US statement is a recipe for stalemate in the Geneva discussions on this point. The European position Europe, far from being in an extreme position, is in the middle between US unilateralism and much stronger demands from other countries for multilateralism. But our position of deal broker cannot work unless the US recommits to its historic compromise to internationalise the Internet governance regime I would re-emphasise that the EU approach to the Internet is pro-industry and pro freedom of expression. It is mostly similar and often identical to that of the US. We fully appreciate the primary role of the private sector in developing and deploying the Internet technologies and services. We understand that governments must not interfere in the day-to-day operations that underpin the management of the Internet. We fully support ICANN. The EU position is therefore not an attempt by governments to take control of the Internet, as has unfortunately been suggested in some quarters of the press. The EU proposal The EU position is rather a recognition of the obligation of governments to help the Internet deliver on its potential. The Internet is not an unregulated space - anything that is illegal in the off-line world is illegal on-line. Citizens expect governments to take measures to deal with fraud, spam, hacking, violations of data protection and all forms of cyber-crime. Governments also need to do what they can to ensure the stability and security of their national communications networks such as the Internet. Governments need to be able to cooperate with each other at the global level to fulfil these responsibilities. But there is no natural home where issues requiring such cooperation, between governments and stakeholders can be addressed, where problems can be identified and the necessary corrective or preventative action can be engaged. The EU is proposing a new model for international cooperation and a forum based on a set of fundamental principles. This forum would not replace existing mechanisms or institutions, but complement them and adhering to the key principles of the Internet - interoperability, openness and the end-to-end principle. A predictable and well co-ordinated public policy environment is an advantage for business. The same is true for the governance of the Internet. That's why the forthcoming summit in Tunis provides us all with an important opportunity to take the first steps in building a truly global consensus on how to achieve this aim for the benefit of all the world's businesses, citizens and users. Good governance and government are not necessarily mutually exclusive. The Internet was, and is still being built and developed in a spirit of partnership, consensus and openness. Holy See's Address on Information Technologies "The Right to Communicate Is the Right of All" NEW YORK, OCT. 18, 2005 (Zenit.org).- Here is the text of an address delivered by Archbishop Celestino Migliore, the Holy See's permanent observer to the United Nations, last Thursday before the U.N. General Assembly commission on "Questions Relating to information." Mr. Chairman, The Holy See recognizes the right to information and its importance in the life of all democratic societies and institutions. The exercise of the freedom of communication should not depend upon wealth, education or political power. The right to communicate is the right of all. Freedom of expression and the right to information increase and develop in societies when the fundamental ethics of communication are not compromised, such as the pre-eminence of truth and the good of the individual, the respect for human dignity, and the promotion of the common good. Furthermore, new technologies have an important role to play in the advancement of the poor. As with health and education, access to the wealth represented by communications would certainly benefit the poor, as recipients of information to be sure, but also as actors, able to promote their own point of view before the world's decision makers. Given the ever increasing ease of access to information of every possible kind, the Holy See also stresses the need to protect the most vulnerable, such as children and young people, especially in the light of the increase of content featuring violence, intolerance and pornography. Perhaps the most essential question raised by technological progress is whether, as a result of it, people will grow in dignity, responsibility and openness to others. In this context, the Holy See has set up a unique continentwide initiative called the Digital Network of the Church in Latin America ("Red Informática de Iglesia en America Latina" -- RIIAL) which promotes the adoption of digital technologies and programs in media education, especially in poor areas. The success of this project has drawn the attention of the Observatory for Cultural and Audiovisual Communication in the Mediterranean and in the World (OCCAM) and other international organizations. The Holy See also supports the continued promotion of the traditional role of libraries and radios in formation. It is to be hoped that the Second Phase of the U.N. World Summit on the Information Society (WSIS), to be held in Tunis shortly, will lead to further concrete efforts to build a more inclusive digital society which will reduce the widespread "info-poverty." It would be well if a new dynamic were created which goes beyond the political and commercial logic usually at play in these fields. My delegation believes that the Information Society should be one endowed with the ability, capacity and skills to generate and capture new knowledge and to access, absorb and use effectively information, data and knowledge with the support of information and communication technology. Already in society there are many "agents of meaning" or "knowledge workers," such as the family, schools, the state, opinion makers and leaders, not to mention religious institutions. Knowledge is essential in establishing presence in the international marketplace, and is key to participating in the global economy of which the Internet is an increasingly important vehicle. Moreover, knowledge should be recognized in its role in the development of information and communication technology. At the same time, there is a fundamental need to develop an ability to discern information received, given the enormous sea of information available. This process can flourish only where there is a recognized hierarchy of values. On a local level, OSI implements a range of initiatives to support the rule of law, education, public health, and independent media. At the same time, OSI works to build alliances across borders and continents on issues such as combating corruption and rights abuses. OSI was created in 1993 by investor and philanthropist George Soros to support his foundations in Central and Eastern Europe and the former Soviet Union. Those foundations were established, starting in 1984, to help countries make the transition from communism. The Open Society Justice Initiative, an operational, non-grant making program of the Open Society Institute, promotes rights-based law reform, builds knowledge and strengthens legal capacity worldwide. Based in the New York office, the Senior Officer for Communications has primary responsibility for ensuring the clarity and excellence of Justice Initiative publications, announcements, and other written materials. The Senior Officer develops, oversees and edits all published and internet-based communications, publications, press releases, and announcements as well as relevant internal communications of the Justice Initiative. The Senior Officer for Communications furthers the Justice Initiative’s goals of knowledge-generation and dissemination; fortifying networks of communication among staff and various partners; and projecting an image of the Justice Initiative as an engaged participant in law reform grounded in human rights. Through publication of reports and projects, press releases, announcements and a law reform journal, Justice Initiatives, the Justice Initiative promotes the accessibility of its work as a resource for the law reform community at large, and increases public awareness of issues of the Justice Initiative’s priority. Justice Initiatives presents, explains and critiques selected law reform efforts; draws on the experience and analyses of practitioners and theoreticians; and monitors developments in law reform internationally and at domestic level – legislation drafted, case progress, projects launched or evaluated, new institutions founded. Justice Initiatives strives to inform policy-makers, human rights practitioners and the general public. By making available regular assessments of its own work and that of its partners, and by systematically gathering information about the law reform activities of others, the Justice Initiative website seeks to facilitate a continuous process of learning and reflection about law reform rooted firmly in the practice of ongoing events and specific, real-life projects. The website serves as a means to project, and underline the importance of, its work by highlighting the inter-relatedness of human rights and law reform. RESPONSIBILITIES: The Senior Officer for Communications, a staff position within the Justice Initiative, reports directly to the Justice Initiative Director of Programs and works under the guidance of, and in close collaboration with, the OSI Office of Communications to carry out the following primary responsibilities: • Direct the production of, and edit, publications and special reports including a periodic, theme-focused law reform journal, Justice Initiatives; calculate production specifications and schedules; develop ideas for articles; monitor printing of publications to assure schedules and specifications are met; • Maintain, monitor and upgrade the website as a whole ensuring the contents meet/improve on the established format to include a legal reform resource center composed of a resource database, a clearinghouse for best practices, a case law library, a news center, a network and exchange hub and advocacy tools; • Develop, coordinate and manage the Communications strategy for Open Society Justice Initiative; identify resource needs; recommend and implement policies and procedures; explain Communications policies and procedures; coordinate the development and production of materials to support the communications strategy; • Write and/or edit and produce press releases, other announcements regarding Justice Initiative activities, and other material for the website, press and/or newsletter related to the activities of the Justice Initiative and the broader law reform field of its partners and related institutions; In addition, the Senior Officer will: • Participate in the development and administration of the budget for Communications; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; recommend adjustments as necessary; • Coordinate the services and activities of Communications within Justice Initiative and those of other OSI programs, outside agencies and organizations; facilitate communication by assessing needs and utility of web, press and publications with Justice Initiative staff; • Review written work product of Justice Initiative staff and consultants for purposes of identifying cross-cutting themes of interest to each other and/or to persons/institutions beyond the Justice Initiative; • Oversee consultants and others hired/retained by OSI-NY for assistance with the website or publications; • Supervise translation of articles for the website and/or publications; • Frequent international travel as required; • Perform related duties and responsibilities as required or assigned by the Director of Programs. QUALIFICATIONS: • Exceptional English-language writing and editing ability; • Equivalent to a Bachelors degree in journalism, English, communications, journalism, public relations, political or social sciences or a related field required; Masters Degree preferred; • Advanced studies in international law and policy, human rights or related fields an asset; • Four years professional journalistic writing and editing experience; • Demonstrated practical experience in website programming and maintenance; • Proven ability and skills in the development, implementation and evaluation of communications and advocacy strategies; • Excellent knowledge of principles of communications development, public relations strategies and techniques, and international media relations; • Strong management, oral and written communication, and analytic skills; • Extensive skills and high comfort level with computer research, database management and word processing, including Outlook, internet, Lexis/Nexis, and Microsoft Windows package; • Fluency in written and spoken English mandatory; fluency in another language pertinent to the Justice Initiative an asset; • Ability to manage effectively multiple projects in a fast-paced environment; • Extraordinary initiative and creativity; • Pleasant, diplomatic manner and disposition in interacting with Program management, colleagues at all levels, contacts, and the general public; • Ability to work both independently and with others; and • Integrity, professional discretion and ability to handle confidential matters. The KARA urban slums community awareness and mobilization program supported by the Germany-based United Nations Volunteers (UNV) Program opens its’ curtains on Wednesday 19th Wednesday 2005. The program will be administered locally by the UNDP office. The constituency-based consultation will be launched in Kibera’s informal settlements by Planning & National Development Minister Hon. Professor Peter Anyang’ Nyong’o at a ceremony to be attended by slum community women, youth and other leaders within the Lang’ata constituency’s slum areas. Others will be the representatives of the United Nations family in Nairobi, Mayor of Nairobi Cllr. Dick Wathika, local councillors, Area MP as well as representatives of the private sector and civil society. The project seeks to develop 8 constituency and 1 city-wide action plans to address MDG No.1 on eradication of extreme poverty and hunger. Last month’s UN General Assembly observed that Africa is the only continent not on track in terms of achieving the MDG’s. Kenya has registered high potential for MDG No. 2 on universal primary education and MDG. No. 6 on combating HIV/AIDS, Malaria and other diseases. The National AIDS Control Council has reported a declined new infection rate at 6.7% annually. The Millennium Campaign www.millenniumcampaign.org has featured the KARA & UNV MDG initiative on its’ website. under "Latest News". The same feature appears on Monday's MDG’s Bulletin. . The UNV is the UN organization that supports the attainment of the Millennium Development Goals through the promotion of volunteerism, including the mobilization of volunteers. In my personal case, the rateable value of a property I have just bought has gone from Sh100,600/- to Sh1,195,272/-. Most if not all Malindi residents are going to object to the increases and to the fact that we don't get any services from the council. Have you any advice on how we could coordinate this? I should add that a group of businessmen, under the Chamber of Commerce & Industry, are going to try to take the council to court, but we don't know if we should join them. Eastern Africa Backhaul Terrestrial Connectivity - Pre-Feasibility Study Eastern Africa Backhaul Terrestrial Connectivity Pre-Feasibility Study CONSULTING SERVICES Expressions of interest The Global Information and Communication Technologies Department (GICT) of the World Bank Group intends to procure consulting services for the Eastern Africa Backhaul Terrestrial Connectivity - Pre-Feasibility Study. Background and Objective of the TA assignment The Africa: Regional Communications Infrastructure Project (RCIP) supports NEPAD's infrastructure initiative to develop the Eastern Submarine Cable and regional terrestrial infrastructure in order to bring low-cost international connectivity to Eastern and Southern Africa. The primary objective of the study, which is part of the preparation of RCIP, is to design and evaluate the feasibility of (i) a terrestrial, backhaul network routed Mombassa - Nairobi - Kampala - Kigali - Bujumbura - Dar es Salaam (Eastern Loop) that will ensure that these countries have a competitively priced high-bandwidth access to the most convenient and appropriate shore landing stations of the EASSy submarine cable system and also work as a back-up and restoration route for EASSy; and (ii) core national backbone networks relevant for the regional initiative in Kenya, Uganda, Rwanda, Burundi, Tanzania, and possibly one or two additional Eastern and Southern African countries to channel traffic into the Eastern Loop and the EASSy system. The services will include: . Review the status of existing (and in construction or planned) links of the Eastern Loop and national backbone networks . Assessment of the demand for additional national core backbone networks . Definition of the mechanisms for cooperation between different stakeholders to assure timely availability of backhaul links . Specification of technical requirements for the Eastern Loop and core national backbone networks . Design, specification, and assessment of cost of each of the new links (both for the Eastern Loop and the national networks) . Determine the technical and economic feasibility of each link, and the feasibility of the overall system, including EASSy . Recommendation on optimal structure for the implementation, operation, and maintenance of the Eastern Loop and core national backbone networks . Recommendation on relevant commercial, legal and regulatory implementation solutions to issues . Determine which additional feasibility studies and Technical Assistance are required The key deliverables of the assignment are: (i) Technical and economic report centered on the long term viability of the project; (ii) Policy and regulatory report focusing on the development of open access communications infrastructure; (iii) Workshop to discuss the recommendations with concerned governments, East Africa backhaul coordination task force, and other stakeholders; and (iv) Detailed action plan and implementation program with timetable. The assignment is expected to be implemented over a period of about 4 months from contract signature. GICT of the World Bank Group now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. For this assignment we request submission of a short (maximum four page) note outlining how the consultants would conduct this assignment if selected. The note should include the following: (a) an analytical framework and a process by which the research will be conducted; (b) a timeline that demonstrates the consultants ability to meet the deadlines; (c) a brief narrative on resource allocation; and (d) brief summaries of key personnel to be involved in the work, particularly their experience that directly relates to needs of this study.
