You do make a case for 5G in Africa, and Kenya specifically. It was only yesterday however that Britain decided to strip Huawei out of its 5G network implementation. While I am not indicating this is the trend that Kenya should follow, the point I want to make is that I do not think we are going to accept 5G infrastructure in our residential areas particularly without questioning it. Yes, they may just be conspiracy theories about the radiation dangers of 5G, but if I could use my neighbourhood as an example, the residents here have decided to contend with poor network connection than have the telecommunications company install a mast. It is not an easy decision because the emerging technologies do require 5G strength to work optimally. I wonder if there are groups working to educate people on how to mitigate the radiation effects of 5G. There are some I know online and it would help everyone to get themselves educated on it so that when the inevitable time of 5G rollout comes, then you can protect yourself - to an extent! That resource is holding Africa back from rolling out high-speed 5G mobile services. If we don’t solve managing this resource better, then we won’t get 5G in Africa and we’ll be left behind. Spectrum is of critical importance in Africa. Not necessarily because Africans need high-speed mobile phone services, nor because they are likely to have tens of thousands packed into stadiums or highly dense areas (especially this year). And it’s not because self-driving cars will be populating the continent’s roads any time soon. It is of critical importance because so few homes and businesses have fiber in Africa. However, through Fixed Wireless Access (FWA/WTTx) solutions, 5G can provide fiber-like services without requiring the expense or time needed to install fiber. Upgrading existing base stations and deploying a CPE (Customer Premises Equipment) like a mobile router or dongle inside or outside an office or home instantly yields the fiber-like speeds that are critical for e-commerce and online learning. Other than users being advised to call Safaricom customer service, would anyone know what the Communications Authority is doing about this? [image: image.png] This week, 'hayawi hayawi huwa' (Anything long-anticipated comes to realisation) Kenya judiciary went digital with also the Office of Director of Public Prosecution also developed and integrated its case management and document tracking system to the judiciary's Electronic Filing System. The judiciary disclosed that the E-filing system will generate the necessary impetus to fully integrate ICT into all justice processes to enhance efficiency. The Components of E-Filing include 1) E-Case Registration 2) E-payment 3) E-Case Search 4) E- Calendar 5) E-Service Listers, we also need to be cognizant that, some of the measures the judiciary had to adopt was as a result of Kictanet's memorandum 'Proposals to the Judiciary on the Use of Video Conferencing in Judicial Proceedings during the Covid-19 Pandemic.' <https://www.kictanet.or.ke/?mdocs-file=41565> Some juice from the event is that Chief Registrar disclosed that since the introduction of the electronic payment system in the financial year 2013/14, Judiciary's revenues shot from about 500 million in the previous year to over 2.1 billion. Sen. Abshiro and Ali, Dr. Kate Getao, then a director at the ICT Authority, at an Oracle Developer Conference at PanAfric Hotel was asked this precise question. She explained that the government had a Disaster Recovery Centre at Ruaraka and that the government was building a datacenter in Naivasha, close to Olkaria (for power purposes) to house all the data from and for government agencies. This data centre would then be opened up for counties. She carefully did not give a date but we were thinking with the “digital government” promises, we would see this come to fruition within that election period. Note, the problem is not lack of expertise in ICT. It seems we do not “love” our country. I am not talking about patriotism, I am talking about a good balanced pride in our country. When people join government as elected officials or the civil service, it is like they die inside. Something happens and I cannot figure out what it is. Ali is strong. Ndugu Ali, Have no fear, we are not giving up. When we are asking, we are asking with good intentions, so that we work together to make it happen. At that time, I was in communication with an upcountry county ICT government official who had wanted to know whether they wait for the ICT Authority or they implement their own solution for communication purposes. You can imagine how that story went. We have been part of strategy meetings and roadmap panels and left it to the ICT authority to do their part. What we don’t get is official communication to keep us in the loop, even if things take time. Communication helps everyone. It seems we have a level of distrust that clouds how we interact, yet we are working to benefit one another. So we continue with other avenues ... and wait. As indicated during the previous quarter, the drop is attributed to the closure of businesses and other non-governmental institutions in the country. Dear Listers, The International Telecommunication Union (ITU) in June launched the 2020 guidelines on Child Online Protection <https://www.itu-cop-guidelines.com/> (COP) on how to contribute to the development of a safe and empowering online environment for children. The guidelines provide a set of concrete recommendations for children, parents and educators, industry, and policy-makers serving as a blueprint that can be adapted to national or local customs and laws. Similarly, in March during #TakeOnTech, Grace Githaiga hosted Steven Wanjuku, Tech Engineer Tunapanda Net, Wainana Mungai, President Internet Society Kenya Chapter, and Nahashon Ndirangu, SafeHouse. They had an interesting discussion about Child online safety. Now, that we are home more than ever, I know most of us, perhaps being fully engaged in online work or virtual meetings, we tend to forget what our kids are doing on their gadgets. These need to be combined with perspectives from technology governance that focus on structural separation of technology-functional layers (*a la* net neutrality, but also more) to form a composite new approach to digital regulation. The paper presents a 'regulatory ideal-type' for structural separation of four key functional layers of digital value chains; data layer, cloud layer, intelligence layer and consumer-facing intelligent services layers. Although building upon and tying together many policy/ regulation initiatives already taking place, for instance in the data layer, we understand that presented as a holistic new regulatory approach to reining in the power of Big Tech, this is a rather new, and somewhat radical, departure, from existing thinking and approaches in this area.
