Thanks Fred for your excellent contribution. As one of the main players in ICT4D , CFSK has been visible indeed. The achievements as mentioned by you indicates that your contribution as an "Implementing" civil society has been more successful than what the government have achieved in the same area over time. My question then is: What is the secret? What hinders the public sector (government) from moving effectively like your selfs? I mean, in terms of resources MoE has more than CFSK. Question two: Is there any impact assessment of the CFSKs rollout? Can you share some of the critcal findings? Lastly, we have another category of Civil Society (that includes KICTANET) involved in policy advocacy rather than implementation. Which of the two in your view is more relevant? the "implementing" civil society (less talk) or the "policy advocacy" civil society. It is said some countries are so efficient in churning out policy documents but very little is taking place on the ground. It also said that some Civil Societies in the name of advocacy hinder developement by over "advocating" issues such as environment and human rights. I want to suggest to the forum that Kicatenet should now come out strongly advocating for the implementation of the policies that it has helped nurture in Kenya. We at CFSK are actively involved in taking ICT to the people - specifically what we call youth intensive environments: educational & training institutions and community information access & resource centres. We are engaged in all the activities comprising the digital pipeline, from acquisition and placement of computers; through sensitisation, training,content development, evaluation and certification; to environmentally friendly and sustainable disposal of decommissioned computers and related equipment. In the five and a half years we have been in existence, we have placed well over fifteen thousand computers in over five hundred institutions; and offered training (ranging from simple user proficiency to professional-level competence) to thousands of teachers and institutional managers. Our work has touched over half a million youth, and since we mainly work with resource-poor communities many of them would otherwise not have had the opportunity but for our intervention. Having started off with a staff of three volunteers housed in a single room at Starehe Boys' Centre, CFSK now has over 70 highly-motivated mainly young people working towards its mission, distributed in eight centres around the country. We are an example of communities, private sector corporations, national and international civil society and government working together to transform the lives of communities that are often marginalised and suffering endemic poverty with no apparent means to escape the vicious cycle in which they find themselves. Amongst locally-based organisations that have been pivotal in the CFSK story are IDRC (that supported the pilot phase and has been with us ever since - and without whom we simply wouldn't exist!); Microsoft (who enable us to provide legitimate sofware for every single computer we place); the Safaricom Foundation (which has directly worked with us to bring computers to 80 schools around the country and indirectly in many other areas); AccessKenya Group who have also been with us right from the beginning and whose support through quality Internet access is invaluable; Kenya Airways; Barclays Bank; Cadbury's; Unilever; Total Oil; Kenya Airways; AfricaOnLine; Nation Newspapers; Hewlett Packard and many other partners in Kenya. Internationally, ComputerAid International, Digital Links International, FAIR Norway, Siso, Partners Worldwide, Computers for Schools Canada, Computers for Development (Nertherlands) and many others have also supported us. The model that CFSK operates on is considered an exemplar of sustainable provision of ICTs to resource-challenged communities, and active efforts are ongoing in many African countries to replicate the same. Regulator warns of mobile Internet privacy concerns[fr][de] Published: Thursday 29 May 2008 http://www.euractiv.com/en/infosociety/regulator-warns-mobile-internet-priv… Searching on the Internet via a mobile phone poses higher privacy-related concerns than traditional computer-based queries, according to the Italian authority for the protection of personal data. Background: Mobile Internet is considered the future of the Web. Yahoo! predicts that in less than ten years, the majority of Internet users are expected to access the net via their mobile handsets (see EurActiv 15/05/08). Privacy concerns related to the Internet mainly arise from social networking websites and search advertising. The latter is based on user profiles assembled by search engine operators by putting together personal information such as query histories, geographical locations and IP addresses. The effectiveness of targeting specific consumers makes search advertising more valuable than traditional display ads based on banners aimed at non-specific users. Using a search engine on a mobile handset makes available a larger amount of personal data, allowing for easier identification and location of a user. Specifically, by matching the information collected by search engines and the particular data collected by Telecom networks, "it is possible to have a very accurate profile of a user, namely in terms of localisation," warned Giovanni Buttarelli, secretary general of the Italian Data Protection Authority, after a meetingexternal in the EU Parliament on privacy and the Internet yesterday (28 May). He expressed his "concern" over potential new scenarios foreseeable due to mobile Internet and reminded search engine operators that they have to abide by the principles set in an opinionPdf external issued by EU Privacy regulators last April. The text invites search engines to ask users' permission to collect private data to be used to offer personalised advertisements on the Internet (see EurActiv 09/04/08). The EU's increasingly cautious stance on Internet privacy may have significant consequences for the thriving targeted ads market, developed by search engines by compiling detailed knowledge of their users. Search (or targeted) ads represent around 45% of the online advertising market in the EU and 40% in the US, comparing to around 30% in both areas for display ads and lower percentages for email advertising. The entire market for online advertising already has an estimated value of around 25 billion euros worldwide, an impressive figure considering that the first Internet banner only appeared in 1994, according to figures from the Milan-based Bicocca University. Google is the dominant player by far, controlling the largest market share both for search and display ads. The recent acquisition of DoubleClick further strengthened its position in the online advertising market, yet was considered to comply with competition rules by both EU and US regulators (see EurActiv 12/03/08). European citizens are also becoming more concerned about the use of personal information on the Internet. 82% of European Internet users have little trust in personal data management over the Web, according to a recent Eurobarometer pollPdf external (see EurActiv 18/04/08). Another poll issued yesterday indicates that in Italy, France, Germany and the UK, 83% of the people interviewed consider it inappropriate for a company to collect a wide variety of detailed personal information on a user. Another 93% said that this information should not in any case be used for targeted ads. The poll was carried out from a sample of 150 citizens per country in spring 2008 by ICOMP (Initiative for a Competitive Online Marketplace), an advocacy forum sponsored by Microsoft. Positions: Giovanni Buttarelli, secretary general of the Italian Data Protection Authority, said: "We have increased concerns on data retention on Internet searches through mobile phones." Not excluding new EU regulation on online advertising, the EPP-ED MEP Gunnar Hokmarkexternal (Sweden) said: "We see an increased technology convergence. And this concerns also advertisement. We could have different rules for ads on radio, on TV and so on. I wonder if we should look at it in a more general way." Commenting on the consolidation trend in online advertising, Marco Pierani, public affairs chief at Altroconsumo, an Italian consumer organisation and member of the EU association BEUC, said: "We are at the moment in a period of transition. We have to be sure that competition is still there. We believe that more competition leads to better privacy protection." Seacom cable construction begins : *13 December 2007* Tyco Telecommunications has announced that it has started construction on the US$650-million Seacom undersea fibre-optic cable, which will link southern and eastern Africa with India and Europe by 2009, bringing down connectivity costs on the continent. "Seacom's offerings will complement communication carriers of south and east africa through the sale of wholesale international capacity to global networks eastward through India and westward through Europe," Tyco said in a statement on Wednesday. "The system will provide African retail carriers with equal and open access to inexpensive bandwidth, removing the international infrastructure bottleneck and supporting east and south African economic growth." According to Tyco, the increased capacity of the cable as compared to existing infrastructure will enable the greater availability and lower cost of high-demand services such as high definition television (HDTV), peer to peer networks and internet protocol television (IPTV). *Majority African owned* South African companies will own half of the private equity funded Seacom undersea fibre-optic cable, with total African ownership of the cable to reach 75%. The future of the 15 000km SEA Cable System (Seacom) was previously in doubt when Communications Minister Ivy Matsepe-Casaburri announced that any cable landing in the country would have to be majority South African owned. Business Day reported in November that local investment company VenFin was putting in $75-million for a 25% stake in the project, while black economic empowerment companies Shanduka and Convergence Partners were each taking a 12.5% stake worth $37.5-million. The paper added that Industrial Promotion Services, a unit of Kenya-based development agency the Aga Khan Fund for Economic Development, had also taken a 25% stake in the cable, making it majority-owned by African investors. The group had already awarded a $10-million marine survey and engineering contract to American-based Tyco Telecommunications. "East and South African user demand for international bandwidth, whether for business, institution or individual use, has greatly surpassed the existing supply," Herakles Telecom vice president Brian Herlihy said in the statement by Tyco. "Seacom, as an international submarine cable system, will provide significant supply at affordable prices." According to Business Day, New York-based Herakles Telecom is a development group that has invested some $4-billion in Africa, and owns 25% of the cable. South Africa's second national operator, Neotel, is not part of the cable-building consortium, but owns the landing rights as part of its licence and will contribute R20-million toward the project, with funds going toward the cable landing station and all related facilities within South African territory. *'Cable a success story'* "We are particularly excited that the South African investors in Seacom have a 50% stake, making this [cable] one of the country's success stories", Neotel managing director Ajay Pandey said in a company statement. Seacom will have a capacity of 1.28 terabits per second, which is approximately 10 times the current capacity of the SAT-3 cable which runs along Africa's west coast and connects South Africa to Europe. According to Neotel, the cable should be ready for service during 2009, placing South Africa in a much stronger position to support the 2010 Fifa World Cup, whose demand for international bandwidth, and in particular high definition television broadcasting, will be unprecedented. In addition, Neotel states it will operate the local landing station and facilities on an open access basis, thus stimulating the country's international bandwidth market. "Neotel remains committed to a new era in the telecoms industry of South Africa where access to international bandwidth will not be as constrained." Mr Stuart Fletcher, President of Diageo's international business, told investors at the Dresdner Kleinwort Beverages Conference that *Africa is the main driver to Diageo's overall beer performance and is now its largest beer market, over twice the size of Ireland and Great Britain.* There it is. We drink the most, we must be proud of it and we must buy EABL shares at least for this reason. Diageo holds the controlling stake [51%] of EABL. But there is a second reason why you would wish to monitor this counter closely. Kenya is currently the breeding ground for Diageo as they attempt a second venture into the soft drinks market with Alvaro after mixed success with Malta. Angela Mwirigi (Innovations Manager) at EABL describes it as their *first real foray into the soft drinks market with an ambitious goal of grabbing at least 5% of the market* before we travel 'home' for Christmas in 2008. Armed with a modest budget of USD 3 million, EABL is about to grab its spot in the Global Markets hall of fame as the demand for Alvaro has outstripped supply by over 300% (at least from their projections). If successful, Diageo plans to market these Pineapple and Pear flavoured drinks globally. Interesting twist here…they are avoiding common flavours such as orange and strawberry and we find this rather clever. So, next time you order for yourself or a friend a Tusker, Pilsner, White Cap, Smirnoff, Johnnie Walker, Captain Morgan, Baileys, J&B, Guinness or Alvaro better do it as a shareholder in this blue chip that is expected to be one of the best performers for 2008. Incidentally, EABL reported a 22% increase in first half profit to 6.45 billion shillings, ($94.85 million), boosted by sales in its main Kenyan market. Kenya accounted for 66% of the booze sold in East Africa including Mauritius. Hep Hep Hooray!! In summary, Wall Street stocks fell on Friday to round out the worst week in three months as worries about high oil prices hammered energy-sensitive sectors and left investors on edge about inflation at the onset of a holiday weekend. The blue chip Dow Jones industrial average .DJI closed down nearly 146 points, or 1.1 percent. Prices of U.S. government bonds rose as investors shifted out of stocks, while the dollar fell and oil climbed above $131 a barrel. *Local Highlights* 1. *KCB Rights* register closure date is on 4th June 2008. Profit attributable to shareholders is at Kshs 222 million and earnings per share of KShs 1.43 4. *Pan Africa Insurance Holdings* has announced the resignations of John Burbridge with effect from 21st may 2008 and the board has appointed Mr. Norman Kelly in his place. 5. *East Africa** Cables* Managing Director – Mugo Kibati – has announced he will be resigning from his position at EAC at the end of June 2008. 6. *Diamond Trust Group* has announced un-audited results for the period ended 31st March 2008. Profit after tax 201 million and Earnings per share (basic and diluted) at Kshs 1.14. 7. *Car & General* has announced financial results for the half year ending March 2008. Profit before tax grew to Kshs 110 million from Kshs 69 million for the same period last year. Earning per share (basic and diluted) Kshs 3.50. 8. *Standard Chartered Bank* results – Profit after tax and exceptional items – Kshs 902 million. 9. *Sasini *results for the first half year ended 31st March 2008 shows a loss after tax of Kshs 20.47 million. The loss is attributed to unfavourable weather in the tea growing areas combined with post election violence which saw a 30% drop in production. Coffee was profitable following satisfactory prices at the auctions. Sasini has also ventured into Coffee house business with the opening of *Savanna Coffee Lounge at Sasini House*and a second outlet at National Museums of Kenya. Kimathi Information Centre based in Kamukunji constituency and its offices in Kimathi Estate; ACTIVITIES 1)Uses computers as a tool in catalyzing Macro n Micro businesses to get skills on how to use office based programs. 2)Offer trainings/workshops for Ideas,Macro & Micro enterprise on how to write business plans,letters and business etiquette.(August trainings registration open.We are in partnership with University of British Columbia). 3)We provide convenience to the community inhabitants in offering Internet based services as its main sustainability model. CHALLENGES 1) Convincing the stakeholders to fund initiatives e.g,Workshops/Symposiums. 2) Poor Internet connectivity.Unfortunately its our sustainability model. 3)Capacity building on training staff on changing trends in the ICT field.However its important to note that this issue is being addressed by stakeholders like Kictanet and ICTBOARD. Morning, Today and tomorrow, we want to rapidly scan the activities initiated by Civil Societyon on ICT4D landscape. Members are expected to cite the organisation and what they are doing and if possible the objectives and challenges. I wish to start with One group that comes to mind -The Computer for Schools initiative which I think is involved in importing,refurbishing and deploying used computers to various primary and secondary schools. And I speak as an external observer when I say that probably their motive or objective is to ensure that all schools have PCs that students can access. Possible challenges could be whether those schools have the pre-requisite requirements to exploit or use these PCs i.e. do they have IT Teachers, Electrical Power Supply, ICT Training Content, or even time allocation to teach IT within our otherwise over-loaded Primary and Secondary Curricula? Feel free to share your experiences, observations or comments using any Civil Society Initiative. Yes, even KICTAnet is on the table if you wish ;-) though one can argue that is more of an MSP than CS (thanks to Tim Unwin's terminology). Anyway, let this be an opportunity for self-examination rather than finger-pointing, character assassination and/or temper raising opportunity. Walu, The question is whether there is a need for such frameworks? A policy frame work should help make the playing field level for everyone. As you mentioned possibly self-regulation might be way to go. Perhaps sectoral ICT4D policy frame for civil society, public sector and private sector? Having a national framework means a lot of other interventions must be place to make the guidelines work. For example, you need to have a 'policing' body to ensure that the playing field is indeed level. In terms of the Civil Scoiety, we have the NGO Board, but do they have ICT as an agenda? Do they have capacity to effectively monitor any policy ICT4D that maybe in place? KICTAnet Just to bring guys in this mail list up to date: I met Mr. Gerard Klein Bluemink in March. He is a Director in VX Company in Netherlands. The company develops software. He told me briefly about a HIV/AIDS management software that they have developed and he was interested in developers from Kenya (or any other country) who would like to customize it and use it in their countries. I've got a couple of guys from the Skunkworks mail list and if there are guys from this list who are interested then send me an email off the list. The software is provided to you for free. I guess you are expected to raise your own funds to meet the cost of customization. Betty, I agree experience and expertise gets one appointed to boards. I think the issue comes in when one starts doing business with the same institution in which they are board members. That I believe is a clear NO, whether or not interests are declared in advance. I think as a country we should have these bear minimum non-negotiables if we really want to "walk our talk" of transparency and accountability. I agree guidelines need to be in place, in the absence of these guidelines, integrity should prevail. I know of funding organizations in which if a staff member serves as board members of an institution, the said institution or affiliate institutions of other board members cannot apply for project funding from that organization. Should they do so, then the staff member from that funding organization would have to resign from the Board. I think these are the kind of principles we want to adopt and not negotiate about them. He was offered USD 47.5 Billion for a company called Yahoo which he started 14 years ago and rejected the offer. Standard & Poor think Yahoo is worth USD 30 Billion and immediately after rejecting the offer, the investors started throwing their shares away at losses in Wall Street. Accompanied by his fellow co-founder David Filo, Yang fueled one of their jets and flew to Seattle to tell Steve Ballmer that since the Yahoo share had hit a peak of USD 37 way back in 2006, then Microsoft ought to have that price as the bottom line for any negotiation. Ballmer asked him to sod off. Yang thought the Microsoft share will plummet in Wall Street but unfortunately it was Yahoo that started spiraling downwards. Google shot up. We understand Yang has not managed to sleep as he awaits his shareholders wrath this morning. That's business!! *For the time being, Google will continue ruling the internet as both Microsoft and Yahoo look for other ways of 'sharing power'.* Stocks made a modest gain on Friday after jobs data offered fresh evidence the economic slowdown is not as severe as feared, but technology shares faded on a surprise net loss from Sun Microsystems Inc .Wall Street on the other hand feels that the worst is over and are very bullish for the next half of the year. The Dow gained 1.29 percent over the course of the week, the Standard & Poor's 500 index ended up 1.15 percent, and the Nasdaq composite index rose 2.23 percent. Investors were not convinced, so they went to the 'god of investment' Warren Buffet to get his comments on this. The guru did not mince his words. He told them to lower their expectations. Berkshire Hathaway is now interested in acquiring profitable private businesses in France, Italy and UK for he believes the U.S. continues to follow policies that will make the dollar weaken against other major currencies. His parting shot to the investors in Berkshire – '*As an investor, you don't need to predict the economic cycle (or even pay much attention to it). Instead, you should focus on evaluating individual businesses if you pick your own stocks -- or, simply buy the entire market in the form of an index fund.* When a shareholder asked for the single best specific investment idea Buffett could recommend to an individual in his 30s, Buffett said: *"I would just have it all in a very low-cost index fund from a reputable firm, maybe Vanguard. Unless I bought during a strong bull market, I would feel confident that I would outperform...and I could just go back and get on with my work."* *Zeroing Back Home* Safaricom excitement has not waned off. Government planned to raise 50 Billion, banks bankrolled investors with hefty loans with one bank reputed to have loaned approximately Kshs 36 Billion for the IPO. MediaCorp Stock Detectives are now pondering if this strategy qualifies to be classified as 'predatory lending' since most of the investors are planning to sell the shares if they hit anything above Kshs 8.00 when trading starts. Nobody wants to contemplate or entertain the thought that share prices can go up or down. We cannot make any assumptions here other than hope for the best. Back at NSE, turnover rose slightly to KSh.1.47bn from KSh.1.45bn posted the previous week, the number of shares traded stood at 35M against 33M the previous week. The NSE 20 share index was up 3.02% during the week to settle at 5364.72. The NSE All share index gained a total of 3.41 points or 3.27% during the week to stand at 107.78. Dear Members, Just like many projects in Kenya, I feel like we are going downhill yet there are many policy issues we should be discussing. This morning I perused through the Ministry of Information Website only to find there is all the important Bills that they have lined up. What is wrong with Bwana PS. Is there something you want to hide from us? The just concluded ICT conference at the KICC was sinply great. Missing in action was the ICT Board. They could not even bother to have somebody man their stand throughout. Was meeting Kenyans at the conference not important? Although the PS attended all the sessions, it was not enough because we needed his troops there to help the thousands of people who attended. Bwana PS we do not want the elitism in the Board to continue. These are people more known outside of Kenya than the people they pretend to help. Victor Maloi

Not amazing specs, but it had an amazing price – it was free! After checking to see if the serial number had been filed off, I learnt the laptop was free from AOL UK, which is now owned by the Carphone Warehouse. The broadband provider has a promotion which bundles 8Mbps broadband with unlimited local and international calls for $50 a month. Oh, and they throw in a free HP laptop as well. What’s the catch? Well, there isn’t really much of one. The deal locks the customer into a two-year contact: a prison sentence for someone like me, but manageable for a typical consumer, particularly one that doesn’t already own a PC or is looking to upgrade their old one, as was the case with my friend.* Giving away a free laptop allows a broadband service provider to achieve three key objectives in a developed market like the UK, which is highly competitive and where household internet penetration is flat-lining. Firstly, it provides a differentiated service offering, distracting consumer attention away from the price versus speed comparison. Secondly, it opens up a new constituency of consumers who have a desire for internet access but for whom the affordability of a PC is beyond their means. Finally, a free laptop sweetens the two-year contact, making consumers more willing to lock themselves into an operator for such a long period of time. Wholesale, I estimate the laptop probably costs AOL about $550. The operator will amortise that over the two-year period, but is unlikely to be making any margins from the laptop itself, especially when the associated distribution and logistics costs are taken into consideration. As a bundled offering, margins will come from the plain vanilla broadband and VoIP telephone services. However, as the terminal provider, unlike its competitors, AOL is in a position to pack the laptop full of content, features and services which has the potential to take their customers’ monthly ARPU well over the $50 mark. If these economics sound vaguely familiar, they certainly should. The terminal-subsidy-content-and-services-premium model is an established aspect of the mobile phone industry. As newer, more powerful and feature-rich handsets have come to market, operators proved willing subsidizers (often down to zero dollars) in order to proliferate these devices across their subscribers base in the hope of reaping bigger rewards from the take-up of premium services. From last year, laptops started shipping with embedded mobile broadband modules –initially for EV-DO networks and subsequently for HSPA. Now, all the big laptop vendors have mobile broadband devices on their roadmaps and many will be shipping products in 2008. Apart from this, the industry has seen a jump in the take-up of 3G data-cards (primarily used with laptops) on the back of aggressive promotional activity over the last 12 months from mobile operators – particularly those in Europe. It is now possible to get a USB data-card and 3G broadband for less than $20 a month, with an 18 month lock-in. By now I’m sure you see where I’m going with this. Now that laptops are becoming mobile broadband enabled, does it make sense for cellular operators to start subsidising the cost of the laptops as they are already doing with handsets, and as some fixed broadband operators, like AOL, have started doing? On one hand, the raw economics make sense. For example, the wholesale cost of a Nokia N-series devices or a high-end Samsung phone is higher than most basic laptop models. There is also more opportunity to pass on support costs to the laptop vendor, something not possible with handsets. From the end-user’s perspective, a laptop destined for home use will have its value spread across all family members (unlike a phone which is only used by one person), augmenting the perceived value and increasing the potential for lock-in periods of longer than 18 months. The opportunity for service bundling which includes laptop, handset, broadband and voice is also compelling. However, while all this is a powerful service differentiator for a mobile operator trying to grab consumer mindshare in a market where all operators have identical network capabilities, the ability to boost ARPU through a subsidised laptop offering is more challenging and will only be achievable by certain cellular providers. Going back to the Nokia N-series phone; an operator will be inclined to generously subsidise such a device since the multimedia (music, video, camera etc.) and navigation features mean a user is more likely to consume data and premium content. The same cannot be said for a notebook unless the operator, like AOL, has a portfolio of online collateral which it can channel the laptop user towards. A few mobile operators do have such collateral – Orange is perhaps the best example and has resulted from the France Telecom ownership of the pan-European Wanadoo ISP which has now been completely re-branded as Orange. It will be interesting to see how the operator laptop subsidy plays out. T-Mobile toyed with such an offering last year in Germany, and discussions with two other mobile carriers show they’re not averse to such a concept. One scenario is that mobile operators which also have an ISP business in a local market (e.g. Deutsche Telekom/T-Mobile in Germany, Orange in France and the UK, Telefonica in Spain and TIM in Italy) adopt the laptop-subsidy model primarily to keep their ISP business competitive. However, as a result, competing mobile operators may feel compelled to offer a similar laptop-subsidy package to remain competitive. Such an eventuality would speed the day when consumers no longer pay – or expect to pay - for any of their terminal devices, be it a set-top box, WiMAX router, laptop, mobile phone or gaming console.

Kenya IXP reduces connectivity costs, Internet speeds The cost of Internet connectivity in Kenya has been significantly reduced and speeds have improved since 2000 when the Kenya Internet Exchange Point (KIXP) was set up, according to a Wananchi Online executive. KIXP acts as a junction between multiple points of Internet presence. Local peers are able to directly connect to each other to exchange local Internet traffic. "About 20 to 30 percent of most ISP's traffic could be classified as 'local' within Kenya. Mostly, this might be e-mail traffic.
