I guess the greatest desire for people like Nyong'o, Juma, etc, is to see those dear things they espouse done - not necessarily by them, but done nonetheless. But who will stand up for the ‘Informaticians’ ? That the Government of Kenya has identified the Knowledge Economy and ICTs in particular as a pillar for our strategic socio-economic growth could not be more evident than it is in the Draft Vision 2030. ICT has been identified therein as one of the six priority focus sectors for Kenya’s transition to mid-income status. Yet without a clear strategy to develop, harness and utilize the ICT human capital, this prioritization remains a mere fallacy. If nobody in Government is going to stick their necks out for the profession, then where are the professionals themselves? Is it any wonder that this is perhaps the only profession where anyone and everyone can be ‘an expert’ overnight? In a local Internet discussion group recently someone queried whether it was possible for anyone to be ‘a professional accountant’ without being ‘qualified’. The discussion emerged from an earlier posting calling upon ‘a qualified, professional accountant’. The query was understandably raised by a Medical Practitioner, coming from a profession where one cannot be ‘an expert’ without being ‘qualified and professional’ . Why is it that in ICT, one can be an expert without being ‘qualified’? And what constitutes qualification? If this is the sector to drive our future and competitiveness, is it not time we did something about it? That Safaricom, only an eight-year old company, has become the most profitable company in East Africa should not surprise anyone. The sale of Government’s shares in the company is now behind us, the controversies with it notwithstanding. But then again why did the Government have to do it? And for me, Mobitelea wasn’t even the greatest problem with the IPO. There was an equally, if not more fundamental concern. As the Americans would say, ‘why fix it if it ain’t broken?’. I happen to be a firm believer in competition, liberalization and commercialization – only cautiously so for privatization. Privatization in the telecom sector in Africa has not presented a glossy picture. One only needs to look at the cases of the botched initial privatization of incumbents in Zambia, Tanzania, Ghana and the Gambia – just to mention a few. Yet during the Safaricom IPO saga, I only heard the voices of the politicians. Where were the voices of the professionals? As if that was not enough, we one day wake up in 2008 to learn that a whooping 51% (controlling majority) of Telkom Kenya has been sold! And an estimated 18,000-strong workforce has been reduced to 3,000. Why did we have to do this? If it was to raise capital, why do we read in the papers that Treasury is still being asked to plough more resources into Telkom? Often, one reason given for staff retrenchment is better reward for those who remain behind. One would have thought that by reducing the workforce from 18,000 to 3,000, at the very least those who survive would get a minimum of a 200% pay increase. We are now told the Union had to struggle just to get a 20% increment. Did we first analyze the likely impacts of some of these actions, and mitigate sufficiently against them? What an innovative way to stem unemployment and reduce poverty! If the Americans or Chinese owned anything close to 51% stake in France Telecom, I would not be half as worried. Some countries love their subjects – not so much Kenya. Yet if there is anything Kenya beats most other African countries, it is her enviable human capital. It is not surprising that our own Prof. Calestous Juma is today a pillar for Science & Technology Policy in the developing world. Neither was I surprised while in the US mid last year that one Prof. Wilson Endege was reputed to ‘have cracked the DNA code’, whatever that means! And while on a visit to Brussels as part of a Parliamentary Committee touring nuclear reactor plants, at one stage the tour was suspended to allow a UN Inspector – one David Otwoma (based in Vienna, Austria) to inspect the facility! Equally, one would have been forgiven for marvelling on realization that once when a major national microwave backbone system broke down, and after several experts from some developed countries had failed to fix it, one Engr. John Kamau was brought in from the US to fix it. Similarly, it is not unusual to work into Doha Airport, Qatar, and find that the string of a dozen or so ‘black’ people serving on the check-in counters for a leading global airline (not KQ, in this case) are all Kenyan! The list is endless. In spite of this competitive advantage, I am stunned that we do not have a Human Capacity Development Plan. Human capital should be considered Kenya’s gold and oil, since we do not have either! Some African countries long recognized the importance of human capital, and have fairly comprehensive national human capacity development plans. One even has a whole, unique Ministry of Capacity Building. Unless we can nurture, harness and harvest to the best abilities of all our professionals and actors in the knowledge economy – accountants, doctors, lawyers, engineers, scientists, informaticians, agriculturalists, economists, interpreters, etc – our competitiveness is doomed. Microsoft calls it ‘Unlimited Potential’: we must ask ourselves to what extent are we using and getting the most out of our ‘knowledge workers’? From experiences from other emerging economies, they alone can be the propeller for Kenya’s accession to mid-income economy status. However, to give credit where it is due, am delighted that Kenya which since independence has ridden like a rudderless ship, is at last launching a ‘National Vision – Vision 2030’.  Vision, more than anything else, spells out the virtues we espouse, and points to the horizon where we would want to be in the years to come. If you asked me, I would rate the Vision evenly with the Constitution; some may even argue that it is more important than the Constitution. I now gather we are about to launch the Vision – yet I don’t believe Kenyans have adequately debated it. A Vision needs to be owned by the people. Walking along the down-streets of some of the smaller Rwandan towns, it is not unusual to see a small kiosk labelled ‘Vision 2020’. What it means is that the Vision is engraved in the hearts and souls of the people. Why are we rushing to launch a Vision that Kenyans do not own? In the hope that I would find at least something going right with the ‘king sector’, I picked a newspaper the other day, and noticed an advert for a major Government ICT/automation project. I enquired with a friend whose company I thought quite fitted the bill if they had applied. What struck me most – and still bothers me a lot – was his stark reply: ‘I no longer bid for government tenders. From day one, it is already known who the tender is meant for.’ That worries me a lot – especially for the sector in whose our future and the future of our children will so heavily depend. For a moment I asked: ‘you mean as a society we have decayed so much?’. When ‘professionals’ lose so much faith in a system, then something is terribly wrong! Yet like almost everywhere else, the single most major consumer of ICT services and products is Government. How then do we expect our nascent ICT companies and professionals to thrive – and drive the sector that we expect to deliver us to Jerusalem? I must say that there are a few interesting and laudable things that the Government is doing on the ICT scene. However, they are few and far between. Besides, even in those, the voice of the ICT professional is drowned. Pray, tell me! When did the rain start beating the ICT profession? Unless we can nurture, harness and harvest to the best abilities of all our professionals and actors in the knowledge economy – accountants, doctors, lawyers, engineers, scientists, informaticians, agriculturalists, economists, interpreters, etc – our competitiveness is doomed. Microsoft calls it ‘Unlimited Potential’: we must ask ourselves to what extent are we using and getting the most out of our ‘knowledge workers’? From experiences from other emerging economies, they alone can be the propeller for Kenya’s accession to mid-income economy status. However, to give credit where it is due, am delighted that Kenya which since independence has ridden like a rudderless ship, is at last launching a ‘National Vision – Vision 2030’.  Vision, more than anything else, spells out the virtues we espouse, and points to the horizon where we would want to be in the years to come. If you asked me, I would rate the Vision evenly with the Constitution; some may even argue that it is more important than the Constitution. I now gather we are about to launch the Vision – yet I don’t believe Kenyans have adequately debated it. A Vision needs to be owned by the people. Walking along the down-streets of some of the smaller Rwandan towns, it is not unusual to see a small kiosk labelled ‘Vision 2020’. What it means is that the Vision is engraved in the hearts and souls of the people. Why are we rushing to launch a Vision that Kenyans do not own? In the hope that I would find at least something going right with the ‘king sector’, I picked a newspaper the other day, and noticed an advert for a major Government ICT/automation project. I enquired with a friend whose company I thought quite fitted the bill if they had applied. What struck me most – and still bothers me a lot – was his stark reply: ‘I no longer bid for government tenders. From day one, it is already known who the tender is meant for.’ That worries me a lot – especially for the sector in whose our future and the future of our children will so heavily depend. For a moment I asked: ‘you mean as a society we have decayed so much?’. When ‘professionals’ lose so much faith in a system, then something is terribly wrong! Yet like almost everywhere else, the single most major consumer of ICT services and products is Government. How then do we expect our nascent ICT companies and professionals to thrive – and drive the sector that we expect to deliver us to Jerusalem? I must say that there are a few interesting and laudable things that the Government is doing on the ICT scene. However, they are few and far between. Besides, even in those, the voice of the ICT professional is drowned. Pray, tell me! When did the rain start beating the ICT profession? Shem, can we have an over-arching coordinated approach to implementation without first taking a break to Master Plan? Could we change things mid-way implementation instead of going back to the planning stage again? Kenya has been planning and analysing for so long that many of us just want to see action. Paul, why wouldn't the ICT Board act as a coordination centre or a central reference point for ICT projects in Kenya? As you market ICTs, let all ICT projects (by Civil society, Private sector, government, PPP etc) be documented, easily accessed and referenced so that we encourage partnerships or complementary projects. I believe this would allow us to focus on Action/Implementation and let "The Kenyan Approach" be a learning-by-doing model. Unless Kenyan rules have changed, I don't think such a provision exists. But that's just one area for improving the environment. There are several others, some specific to ICT, others of a more general nature. Developing a 'Masterplan' would create an opportunity for sufficient engagement with diverse 'Stakeholders' (including 'Professionals' and 'Entrepreneurs') that would unearth more comprehensively areas of improvement that the ICT private sector requires to fly.   Finally, I don't think Govt can run away from building, creating and utilizing capacity. Of course it doesn't do it alone; it does it in collaboration with other players. But it is incumbent, as a starting point, upon Govt to come up with a comprehensive 'Human Capacity Development and Utilization Plan'. And rumour has it one could be in the offing; if that is true, that would be great. Kenya's new registry system

I got this from yesterday's Daily Nation on the web. Please read: http://www.nationmedia.com/dailynation/nmgcontententry.asp?category_id=1&am… I appreciate the problems this is trying to solve. My issues are: 1. Security and confidentiallity: Hackers LOVE these sort of systems. Personal Information of about 35 million Kenyans will be sitting on a server somewhere. And the public being able to access their information remotely. Some Pentagon computers (U.S Pentagon) have been hacked, and it's claimed it was done from China. There is also a country in Asia whose IT systems were crippled from an attack coz it's said they took down a statue that had a significant meaning for another country. This system needs the attention of National Security which I assume has a bunch of IT gurus. 2. Consultations: I'm not sure whether the wider ICT community has been consulted on this. If not then I'm worried that the gvmnt would take up such a project without at least letting as many Kenyans as possible know since it's their biometric and other personal information that might be stored in the system. From what I have read the decision seems to have already been made. 3. Integration with other systems: I've read that KEBS is reconstituting TCs (Technical Committees) and I think one of the TCs deals with exchange of information between systems. I'm guessing that at some point in the future this system might be intergrated with e.g. financial institutions. Will it integrate with already existing infrastructure and what happens when IT infrastructure changes? If this base/foundation has not been set up then how will the system stand. It's not difficult to see various IT conflicts that may arise in the years to come. Kenya should take its time to create standards (and use them!) which will determine what is accepted/rejected. For anyone who develops software on a medium to large scale you know the value of a proper architecture and design before actually programming the system ( and programming is usually less than 20% of total software development time). BTW: If you mix point 1 and 3 above then issues become even more comlplex. I think this is an interesting project and I'm not saying the particular system from that consortium has problems. I think there should be a proper document with technical details about this, and it should be released to the public for scrutiny. The document should details everything about the system and how it aims to solves the problems it's claiming to solve. Is there a country with this sort of system? If this newspaper article is all the public info available then one can't answer the question because one doesn't know exactly what the system will do and how it will do it.

Another lost side-mirror

Yesterday evening (6.30pm) i parked just outside the Hilton and lost my second side mirror within the year. Fine, i didnt tip the security guard but it was because he wasnt in site... Anyway, just wondering, with all this 'Butterfly' cameras and now 'HOTSPOTS' hovering above the City, why cant the Police take advantage of them and beef up security? I dont think we need to wait for the year 2030 or another multi-billion donor funded project for this to happen. I suspect there is still a HUGE disconnect between regular (r-)Government and electronic (e-)Government. May you have a safer evening tonite. walu.

When money is sent via Mpesa, the sender receives a confirmation which details the sender's number, amount and receipt number. The software captures this information and stores it in a back-end database. The 'buyer' after sending the funds via Mpesa is then asked to key in the receipt number and his/her cell phone and submit the details. The software then compares the details and if they match it authorises the transaction. KENIC IPv6 Workshop - Letter of Information

The depletion of IPv4 addresses possibly in the next 3 years will mean that more hosts cannot be connected to the Internet and this will hinder the growth of the Internet, now seen as the economic driving force of the 21st century. A solution to this is the deployment of IPv6, the Next Generation Internet (NGI), which is the new IP protocol and which provides for a much larger number of IP addresses besides enhancing Internet security and easing network management. In line with KENIC’s mandate of promoting ICT’s and building local ICT capacity, KENIC, in partnership with the Africa Network Information Centre (AfriNIC), the Communications Commission of Kenya (CCK), the Kenya ICT Board (KICTB) and the Telecommunication Service Providers Association of Kenya (TESPOK), has organised an IPv6 Hands- on workshop to be held between the 17th and 20th of June 2008 at the Sarova Panafric Hotel in Nairobi. The purpose of the workshop is to train at least 200 local ICT professionals on among other things; · The allocation, assignment and management of Internet Protocol (IP) Number resources · IPv4 to IPv6 co-existence and transition mechanisms and · The deployment and management of the Next Generation Internet, that is IPv6 networks. A survey found that most Britons believe sites such as Facebook and MySpace should be covered by rules that would help ordinary people complain about intrusive material posted online. Currently each of the major social networking sites operates under its own set of terms and conditions. However, 89% of those surveyed by the Press Complaints Commission said there should be a set of widely accepted rules to help prevent personal information - such as private photographs - being abused. Sir Christopher Meyer, the chairman of the PCC, said there was an "unprecedented scale" of information being put on to social networks, and suggested members of the public needed help to deal with problems that arise as a result. "There is a need for public awareness about what can happen to information once it is voluntarily put into the public domain," he said. Although just 8% of those surveyed said they had been embarrassed by information about them published on a social network, many more were more concerned about the implications: 78% said they would change the information they put online if they thought it would be reproduced by mainstream media. The potential for abuse of private information online has become an increasing concern, not only among those worried about criminal activity, but also because such data is increasingly used by the media. Last year, in the wake of the Virginia Tech shooting spree which left 33 dead, a number of media organisations were criticised for "digital doorstepping" of victims and their families using Facebook. Spokesmen for the major social networks did not respond to requests for comment yesterday, but in the past they have rejected the idea that they should police their sites beyond the boundaries already covered by the law. The survey comes as the PCC seeks to expand its role as the lines between different forms of media continue to blur. The organisation already oversees internet and video content produced by newspaper organisations, though the commission's director, Tim Toulmin, has stated that he is not in favour of internet regulation. Suggestions that the PCC would be the best body to oversee a social networking code of conduct are likely to cause controversy, particularly since it has been accused of caving in to the interests of the newspaper industry. It recently came in for criticism for retaining Daily Express editor Peter Hill as a board member, despite his newspaper being forced to pay £560,000 to the family of Madeleine McCann over a series of false allegations. Hill finally left the commission in May. Some experts suggested it would prove beneficial to bring some form of light self-regulation to the internet, but questioned whether there was a real consensus on what "intrusive" really meant. "If you take pictures and put them on Facebook, you've deliberately surrendered your privacy," said Charlie Beckett, the director of Polis, a journalism thinktank at the London School of Economics. The survey, conducted by Ipsos Mori, was compiled from the answers of 1,000 British people aged 16 to 64. Firstly, a definate congratulations to safarciom for the bold 3G step forward and the vision of the future. Well done! And to the visionaries in cable operator companies such as KDN, JTL, TKL, you have set the destiny for kenya. Your planning for the future is on track. Now onto the issue about all wireless technologies becoming obsolete with the arrival of the undersea fiber. I believe these technologies will become a hinderance to internet growth in plenty parts of the country. End users may need to be more informed about the ROI on these technologies as the date for the undersea fiber nears : I list my points below : 1) For household broadband adsl services, can the technologies deliver 8Mbit/2Mbit services? 2) For business adsl and broadband services, can the technologies deliver 10-100Mbit services? 3) Do the base stations have the capacities to sustain large gigabit connectivity? 4) Are all the base stations inter-connected via fiber? 5) Those base stations that have microwave inter-connections, are there any planned upgrades to gigabit and above? 6) To keep continuation of the wireless business, will the providers become bottlenecks to end users? 7) Will cheaper backbone rates become expensive due to local loop costs? I think the future of internet distribution will revert to fiber to dslams' and copper to end users in the early stages with wireless as redundancy. Does the regulator have measures in place to discourage service providers from becoming hinderances? To encourage takeup of capacity, discourage backward trends due to older technologies and accelerate internet infrastructure growth, what would be the short terms and longer term policies ? Thanks Fred for your excellent contribution. As one of the main players in ICT4D , CFSK has been visible indeed. The achievements as mentioned by you indicates that your contribution as an "Implementing" civil society has been more successful than what the government have achieved in the same area over time. My question then is: What is the secret? What hinders the public sector (government) from moving effectively like your selfs? I mean, in terms of resources MoE has more than CFSK. Question two: Is there any impact assessment of the CFSKs rollout? Can you share some of the critcal findings? Lastly, we have another category of Civil Society (that includes KICTANET) involved in policy advocacy rather than implementation. Which of the two in your view is more relevant? the "implementing" civil society (less talk) or the "policy advocacy" civil society. It is said some countries are so efficient in churning out policy documents but very little is taking place on the ground. It also said that some Civil Societies in the name of advocacy hinder developement by over "advocating" issues such as environment and human rights. I want to suggest to the forum that Kicatenet should now come out strongly advocating for the implementation of the policies that it has helped nurture in Kenya. Regulator warns of mobile Internet privacy concerns[fr][de] Published: Thursday 29 May 2008 http://www.euractiv.com/en/infosociety/regulator-warns-mobile-internet-priv… Searching on the Internet via a mobile phone poses higher privacy-related concerns than traditional computer-based queries, according to the Italian authority for the protection of personal data. Background: Mobile Internet is considered the future of the Web. Yahoo! predicts that in less than ten years, the majority of Internet users are expected to access the net via their mobile handsets (see EurActiv 15/05/08). Privacy concerns related to the Internet mainly arise from social networking websites and search advertising. The latter is based on user profiles assembled by search engine operators by putting together personal information such as query histories, geographical locations and IP addresses. The effectiveness of targeting specific consumers makes search advertising more valuable than traditional display ads based on banners aimed at non-specific users. Using a search engine on a mobile handset makes available a larger amount of personal data, allowing for easier identification and location of a user. Specifically, by matching the information collected by search engines and the particular data collected by Telecom networks, "it is possible to have a very accurate profile of a user, namely in terms of localisation," warned Giovanni Buttarelli, secretary general of the Italian Data Protection Authority, after a meetingexternal in the EU Parliament on privacy and the Internet yesterday (28 May). He expressed his "concern" over potential new scenarios foreseeable due to mobile Internet and reminded search engine operators that they have to abide by the principles set in an opinionPdf external issued by EU Privacy regulators last April. The text invites search engines to ask users' permission to collect private data to be used to offer personalised advertisements on the Internet (see EurActiv 09/04/08). The EU's increasingly cautious stance on Internet privacy may have significant consequences for the thriving targeted ads market, developed by search engines by compiling detailed knowledge of their users. Search (or targeted) ads represent around 45% of the online advertising market in the EU and 40% in the US, comparing to around 30% in both areas for display ads and lower percentages for email advertising. The entire market for online advertising already has an estimated value of around 25 billion euros worldwide, an impressive figure considering that the first Internet banner only appeared in 1994, according to figures from the Milan-based Bicocca University. Google is the dominant player by far, controlling the largest market share both for search and display ads. The recent acquisition of DoubleClick further strengthened its position in the online advertising market, yet was considered to comply with competition rules by both EU and US regulators (see EurActiv 12/03/08). European citizens are also becoming more concerned about the use of personal information on the Internet. 82% of European Internet users have little trust in personal data management over the Web, according to a recent Eurobarometer pollPdf external (see EurActiv 18/04/08). Another poll issued yesterday indicates that in Italy, France, Germany and the UK, 83% of the people interviewed consider it inappropriate for a company to collect a wide variety of detailed personal information on a user. Another 93% said that this information should not in any case be used for targeted ads. The poll was carried out from a sample of 150 citizens per country in spring 2008 by ICOMP (Initiative for a Competitive Online Marketplace), an advocacy forum sponsored by Microsoft. Positions: Giovanni Buttarelli, secretary general of the Italian Data Protection Authority, said: "We have increased concerns on data retention on Internet searches through mobile phones." Not excluding new EU regulation on online advertising, the EPP-ED MEP Gunnar Hokmarkexternal (Sweden) said: "We see an increased technology convergence. And this concerns also advertisement. We could have different rules for ads on radio, on TV and so on. I wonder if we should look at it in a more general way." Commenting on the consolidation trend in online advertising, Marco Pierani, public affairs chief at Altroconsumo, an Italian consumer organisation and member of the EU association BEUC, said: "We are at the moment in a period of transition. We have to be sure that competition is still there. We believe that more competition leads to better privacy protection." Seacom cable construction begins : *13 December 2007* Tyco Telecommunications has announced that it has started construction on the US$650-million Seacom undersea fibre-optic cable, which will link southern and eastern Africa with India and Europe by 2009, bringing down connectivity costs on the continent. "Seacom's offerings will complement communication carriers of south and east africa through the sale of wholesale international capacity to global networks eastward through India and westward through Europe," Tyco said in a statement on Wednesday. "The system will provide African retail carriers with equal and open access to inexpensive bandwidth, removing the international infrastructure bottleneck and supporting east and south African economic growth." According to Tyco, the increased capacity of the cable as compared to existing infrastructure will enable the greater availability and lower cost of high-demand services such as high definition television (HDTV), peer to peer networks and internet protocol television (IPTV). *Majority African owned* South African companies will own half of the private equity funded Seacom undersea fibre-optic cable, with total African ownership of the cable to reach 75%. The future of the 15 000km SEA Cable System (Seacom) was previously in doubt when Communications Minister Ivy Matsepe-Casaburri announced that any cable landing in the country would have to be majority South African owned. Business Day reported in November that local investment company VenFin was putting in $75-million for a 25% stake in the project, while black economic empowerment companies Shanduka and Convergence Partners were each taking a 12.5% stake worth $37.5-million. The paper added that Industrial Promotion Services, a unit of Kenya-based development agency the Aga Khan Fund for Economic Development, had also taken a 25% stake in the cable, making it majority-owned by African investors. The group had already awarded a $10-million marine survey and engineering contract to American-based Tyco Telecommunications. "East and South African user demand for international bandwidth, whether for business, institution or individual use, has greatly surpassed the existing supply," Herakles Telecom vice president Brian Herlihy said in the statement by Tyco. "Seacom, as an international submarine cable system, will provide significant supply at affordable prices." According to Business Day, New York-based Herakles Telecom is a development group that has invested some $4-billion in Africa, and owns 25% of the cable. South Africa's second national operator, Neotel, is not part of the cable-building consortium, but owns the landing rights as part of its licence and will contribute R20-million toward the project, with funds going toward the cable landing station and all related facilities within South African territory. *'Cable a success story'* "We are particularly excited that the South African investors in Seacom have a 50% stake, making this [cable] one of the country's success stories", Neotel managing director Ajay Pandey said in a company statement. Seacom will have a capacity of 1.28 terabits per second, which is approximately 10 times the current capacity of the SAT-3 cable which runs along Africa's west coast and connects South Africa to Europe. According to Neotel, the cable should be ready for service during 2009, placing South Africa in a much stronger position to support the 2010 Fifa World Cup, whose demand for international bandwidth, and in particular high definition television broadcasting, will be unprecedented. In addition, Neotel states it will operate the local landing station and facilities on an open access basis, thus stimulating the country's international bandwidth market. "Neotel remains committed to a new era in the telecoms industry of South Africa where access to international bandwidth will not be as constrained." Mr Stuart Fletcher, President of Diageo's international business, told investors at the Dresdner Kleinwort Beverages Conference that *Africa is the main driver to Diageo's overall beer performance and is now its largest beer market, over twice the size of Ireland and Great Britain.* There it is. We drink the most, we must be proud of it and we must buy EABL shares at least for this reason. Diageo holds the controlling stake [51%] of EABL. But there is a second reason why you would wish to monitor this counter closely. Kenya is currently the breeding ground for Diageo as they attempt a second venture into the soft drinks market with Alvaro after mixed success with Malta. Angela Mwirigi (Innovations Manager) at EABL describes it as their *first real foray into the soft drinks market with an ambitious goal of grabbing at least 5% of the market* before we travel 'home' for Christmas in 2008. Armed with a modest budget of USD 3 million, EABL is about to grab its spot in the Global Markets hall of fame as the demand for Alvaro has outstripped supply by over 300% (at least from their projections). If successful, Diageo plans to market these Pineapple and Pear flavoured drinks globally. Interesting twist here…they are avoiding common flavours such as orange and strawberry and we find this rather clever. So, next time you order for yourself or a friend a Tusker, Pilsner, White Cap, Smirnoff, Johnnie Walker, Captain Morgan, Baileys, J&B, Guinness or Alvaro better do it as a shareholder in this blue chip that is expected to be one of the best performers for 2008. Incidentally, EABL reported a 22% increase in first half profit to 6.45 billion shillings, ($94.85 million), boosted by sales in its main Kenyan market. Kenya accounted for 66% of the booze sold in East Africa including Mauritius. Hep Hep Hooray!! In summary, Wall Street stocks fell on Friday to round out the worst week in three months as worries about high oil prices hammered energy-sensitive sectors and left investors on edge about inflation at the onset of a holiday weekend. The blue chip Dow Jones industrial average .DJI closed down nearly 146 points, or 1.1 percent. Prices of U.S. government bonds rose as investors shifted out of stocks, while the dollar fell and oil climbed above $131 a barrel. *Local Highlights* 1. *KCB Rights* register closure date is on 4th June 2008. Profit attributable to shareholders is at Kshs 222 million and earnings per share of KShs 1.43 4. *Pan Africa Insurance Holdings* has announced the resignations of John Burbridge with effect from 21st may 2008 and the board has appointed Mr. Norman Kelly in his place. 5. *East Africa** Cables* Managing Director – Mugo Kibati – has announced he will be resigning from his position at EAC at the end of June 2008. 6. *Diamond Trust Group* has announced un-audited results for the period ended 31st March 2008. Profit after tax 201 million and Earnings per share (basic and diluted) at Kshs 1.14. 7. *Car & General* has announced financial results for the half year ending March 2008. Profit before tax grew to Kshs 110 million from Kshs 69 million for the same period last year. Earning per share (basic and diluted) Kshs 3.50. 8. *Standard Chartered Bank* results – Profit after tax and exceptional items – Kshs 902 million. 9. *Sasini *results for the first half year ended 31st March 2008 shows a loss after tax of Kshs 20.47 million. The loss is attributed to unfavourable weather in the tea growing areas combined with post election violence which saw a 30% drop in production. Coffee was profitable following satisfactory prices at the auctions. Sasini has also ventured into Coffee house business with the opening of *Savanna Coffee Lounge at Sasini House*and a second outlet at National Museums of Kenya. Kimathi Information Centre based in Kamukunji constituency and its offices in Kimathi Estate; ACTIVITIES 1)Uses computers as a tool in catalyzing Macro n Micro businesses to get skills on how to use office based programs. 2)Offer trainings/workshops for Ideas,Macro & Micro enterprise on how to write business plans,letters and business etiquette.(August trainings registration open.We are in partnership with University of British Columbia). 3)We provide convenience to the community inhabitants in offering Internet based services as its main sustainability model. CHALLENGES 1) Convincing the stakeholders to fund initiatives e.g,Workshops/Symposiums. 2) Poor Internet connectivity.Unfortunately its our sustainability model. 3)Capacity building on training staff on changing trends in the ICT field.However its important to note that this issue is being addressed by stakeholders like Kictanet and ICTBOARD. Morning, Today and tomorrow, we want to rapidly scan the activities initiated by Civil Societyon on ICT4D landscape. Members are expected to cite the organisation and what they are doing and if possible the objectives and challenges. I wish to start with One group that comes to mind -The Computer for Schools initiative which I think is involved in importing,refurbishing and deploying used computers to various primary and secondary schools. And I speak as an external observer when I say that probably their motive or objective is to ensure that all schools have PCs that students can access. Possible challenges could be whether those schools have the pre-requisite requirements to exploit or use these PCs i.e. do they have IT Teachers, Electrical Power Supply, ICT Training Content, or even time allocation to teach IT within our otherwise over-loaded Primary and Secondary Curricula? Feel free to share your experiences, observations or comments using any Civil Society Initiative. Yes, even KICTAnet is on the table if you wish ;-) though one can argue that is more of an MSP than CS (thanks to Tim Unwin's terminology). Anyway, let this be an opportunity for self-examination rather than finger-pointing, character assassination and/or temper raising opportunity. Walu, The question is whether there is a need for such frameworks? A policy frame work should help make the playing field level for everyone. As you mentioned possibly self-regulation might be way to go. Perhaps sectoral ICT4D policy frame for civil society, public sector and private sector? Having a national framework means a lot of other interventions must be place to make the guidelines work. For example, you need to have a 'policing' body to ensure that the playing field is indeed level. In terms of the Civil Scoiety, we have the NGO Board, but do they have ICT as an agenda? Do they have capacity to effectively monitor any policy ICT4D that maybe in place?
