Richard Clayton, a security researcher at the University of Cambridge in the U.K., says he found evidence that the more common the first letter in your email address is, the more spam you get: in other words, alice(a)company.com typically gets a higher volume of spam than quincy(a)company.com, or zach(a)company.com. He says that�s simply because there are more combinations of names that begin with �A� than with �Q� or �Z.� Over an eight-week period, Clayton studied around 8.9 million emails at a U.K. ISP and found that the email addresses that began with �A� received 35 percent spam in their inboxes, while �Z�s� got about 20 percent -- after sorting out real emails versus invalid ones that had likely been generated by a spamming tool. Clayton says it�s likely that spammers using dictionary attacks could be the cause of this disproportionate distribution of spam. Clayton acknowledges that his study didn�t end up proving what he had hoped it would � that alphabetic order was an indicator of how much spam you got. He says it�s likely that since dictionary attacks are not commonly occurring in real-time, the phony email addresses he saw possibly had been stored in spammer databases for some time. Matt Sergeant, senior anti-spam technologist for MessageLabs, says a dictionary-type spam attack that ekes out as many email addresses it can by letter is the mark of an old-school spammer, not a sophisticated one. �You don�t have this pattern with the more malcious spammer. Botnets distribute and split up lists of email addresses and distribute them among the entire botnet simultaneously,� for instance, Sergeant says. MessageLabs has seen a similar pattern with spam in domain names, he says. �Domain names that start with �A� get more spam than domain names that start with �Z,�� he says. So does pinpointing that the Sams of the world get spammed more than the Yancys ultimately help anti-spam technologists curb spam? Sergeant says that while this trend is a fun fact of sorts, it also does provide a little insight into spammers. �You have to look a bit deeper into the information and have an understanding of how spammers work to really understand what this [data] is saying. It�s most definitely interesting information,� he says. But it wouldn�t sway anyone to change their email address to X(a)company.com to ensure they get less spam, he adds. I think many other things were lumped onto the board without putting structures in place ie. personnel and budgets. For some reason there seems to be some kind of implicit expectation that the ICT Board exists to servie the BPO industry - why is that? Kenya's ICT is definitely much more than just BPO (as Gilda clearly pointed out). On this list we have heard a lot of complaints (largely from BPO players) about the ICT Board's lack of support for the BPO industry, while on the other hand other sector players saying that the Board pays too much attention to BPO. What should the role and obligation of the board in the BPO sector be? Could it be strategic? What can we say is the role of the BPO/CC Society and it's obligations (both to internal and external stakeholders) in the larger scheme of things? Many local clients take 60-90 days to pay invoices. In US for example, depending on state, it's illegal to hold a vendors payment when work has been done …. My point ... BPOs, Software Providers have to be willing to ignore the local market and focus on external sources of business. The local market is too small, too complicated and the waters are very muddied. About brokers and "consultants". I have been approached by quite a few. People who claim to have connections, venture capital and all that good stuff. I learnt early to say no… early. They are a waste of time in my book Kenya will not become a better outsourcing destination if we come up with ethics guidelines, an act of parliament and the like … now, those will not hurt … but we will benefit more if the ICT Board flanked companies when they are pitching their services to potential clients. By flanking I mean fly to meet the client, do research on financials, help with financing - have a conference in US and invite 100 potential and vetted clients to meet Kenyan providers …. This works like a charm here .. As Chair of the Standards and Ethics Committee of the KBPOCCS we (are 7 members) did come up with Standards and Ethics Guidelines which took over eight (8) months to prepare and on June 22nd 2008 the Permanent Secretary of the Ministry of Information & Communication led us (KBPOCCS members, KICTB who graciously sponsored the event at KICC, CCK, CSK, members of the public who have an interest in BPO&CC pie) into adopting the S&E Guidelines. The next milestone we wish to aim for is have the Guidelines upgraded into a Regulation or an Act of Parliament. Either achievement would be binding to all and sundry who operate in the BPO&CC world. A world which is moving the advancement of the human race from industrial age into information age. Just imagine Kenya having a binding law on Standards and a slice of the USD$310 Billion industry. African expertise to deal with their in-house contact centre better known to the general public (read Brian et al) as Customer Care Centre or Customer Relations Management. Ever wondered when power disappears at any time of the day or night where that 'frustrated' call 'agrily demanding 'where is power?' goes? Yes to a call center owned and managed by KPLC. KPLC as of 2005 when we engaged had a call centre running 24/7 with 210 seats in Nairobi alone. Telecom has a bigger one. Safaricom is soon overtaking Telecom with that news flash. Water companies have. So do all the banks, insurance, etc. companies both private and public owned. Dear Colleagues, People with disabilities form part of the development agenda in bridging the Digital Divide. Accessibility to ICT as a means of economic and social integration and provision of equal access to all serves as a medium to exercise fundamental rights. It is against this background that World Bank's Global ICT Department, the Republic of Tunisia's Ministry of Social Affairs and the e-development Thematic Group have organized a Global Dialogue (GDLN Workshop) through video conference on e-inclusion: Empowering Disabled Populations for the Information Age; a case study of e-Disabled Project in Tunisia funded by GICT (World Bank). The dialogue will highlight some key results, good practices and lessons learned from the Tunisian experience and will also discuss experiences from other parts of the world and the implications for the World Bank operations and its clients. The event in Kenya will be coordinated by African eDevelopment Resource Centre (AeRC) in conjunction with the Kenya Development Learning Centre (KDLC). The dialogue will take place on Wednesday 10th September from 4.00pm to 6.00pm at the Kenya Development Learning Centre (KDLC) located in the Kenya Institute of Administration College (KIA) Kabete. Participants are however requested to report to the Centre for country discussions at 3.00pm. Results of the discussion will be shared with others during the video conference; this is a knowledge sharing event with more than five countries involved. Participation to the event is free; however, one needs to register to get access to the venue. Space is limited at the venue; only 25 places are available and will be given out on a first-come-first-served basis. Deadline for registration is Monday 8th September 2008. Growing Local Outsourcing (was: Stakeholder Queries)

Changed thread to inject a little positivity raising young Kenya outsourcing industry:) The ICT Consumers Association of Kenya has long considered nurturing local outsourcing as springboard to high quality international BPO-KPO. Since 2006, we have urged Telcos, and Mobicos to outsource their customer care in order to increase consumer access to their right to know about the products and services the market offers(For example, see innovative consumer lobbyism on my below email and last line on Michael Joseph's reply. Is he still on this list?) Last month New Telkom Kenya announced they had outsourced customer care and today Safaricom just did. (Congratulations to Safaricom and Telkcom for heeding to consumers' call:) Zain, et al? These are positive developments for the consumer, operators, BPOs, and the country. Perhaps we ought to expect more ICT Board facilitative role (rather than "funding") more of such developments? Stakeholders must compete; matching and aligning their commercial interests with market realities, national BPO interests. It was then envisaged that the old tariffs i.e. Sema, Tariffic, and Taifa would be phased out after most of our subscribers had migrated to the new tariffs. Indeed, most did with less than 4% remaining on the old tariffs. On 21st May 2008, Safaricom issued a public notice in one of the local dailies informing subscribers of the intention to phase out the old tariffs and explaining the options available and how to migrate to a new tariff of their choice. The migration was offered free of charge. In the notice it was stated that subscribers who will not have migrated will be moved as follows. Sema and Tariffic Subscriber will be moved to Super Tariffic tariff. The peak rates for Sema and Tariffic are Kshs 25 and 32.50 respectively while for Super Tariffic its Kshs. 20. Further Sema attracts a call set-up fee of Kshs 2.50 which was scrapped under Super Tariffic. Subscribers on Taifa tariff call any local network at one flat rate of Kshs. 28.50 and were to be moved to Super Taifa tariff which cost a flat rate of Kshs 20 to call any local network moving down to Kshs 10 after the second minute. This represents significant cost savings. On Friday 23rd May 2008 a message was sent out to the affected subscribers encouraging them to migrate by dialing 212. The message was sent out in English and Kiswahili depending on the language preference chosen by the subscriber. The 212 interactive voice responses (IVR) method explains to the subscriber the tariff options available to them and how to migrate. As you will note the move is meant to benefit our subscribers while at the same time achieving a simpler and easier to communicate tariff structure. Wesley, Actually given the right parameters, even ERP-like software can be locally developed. The two closest examples of ERP-like systems I have come across that were 'locally' developed were: a system by Haron Wachira (he formerly of Diamond Systems - the 1st Kenyan firm to assemble computers) which I remember being used by a major Tea company through its network, among others, and Rwanda 's SmartGov. There is a very thin line between these systems and conventional ERPs. Btw, before I even thought that 'hardware' manufacture/assembly is a pipe-dream for us - until I came across the 'fabless trend' that Nigeria is already pushing. It is truly cutting-edge technology - and 'knowledge work'. For those who might not know, in such a scenario, a country/firm that does not have the technology to 'manufacture' chips/VLSI can still design systems, and then send designs to places like Malaysia for production/manufacture of the chips. The 'intelligence' or brain-work (and hence the money) is not in the manufacture, but in the design, particularly for products whose value is in the uniqueness/complexity, not numbers. This is a community based organization operating in the slum areas of Mukuru and Majengo in Nairobi, Kenya. SIDAREC was formed in 1996 as a youth group but later developed and changed status to an NGO in 1997. It is instructive to note that SIDAREC was founded by a group of youth who have managed it to date. The primary target group for SIDAREC is children, youth, and women living in these slums. The screening and selection process was very competitive and time-consuming. On Tuesday June 3, 2008, Architecture for Humanity and AMD (NYSE: AMD) announced SIDAREC as the winner of the 2007 AMD Open Architecture Challenge during the World Economic Forum in Cape Town, South Africa. Yes, and the entire phenomenon that occurs between ISPs in order to allow them to announce networks to each other is what is known as peering http://en.wikipedia.org/wiki/Peering which is the correct technical term. An excerpt from the above: " Peering requires physical interconnection of the networks, an exchange of routing information through the Border Gateway Protocol (BGP) routing protocol and is often accompanied by peering agreements of varying formality, from "handshake" to thick contracts." Meanwhile today we should discuss one of IG issues that touch squarely on the retail cost of Internet Service in developing countries- the Internet Interconnection Charges (IIC, in short) This issue is fairly complex and explosive but we could try and understand if we used a simplified model for Mobile Phone Interconnection Charges and Relationships. Consider mobile phone company, X with 8million customers and mobile phone company, Y with 2 million customers. Each company is supposed to compensate (pay) the other for terminating calls originating from the other. In such a relationship, the bigger company X, can chose to dictate how much the smaller company, Y pays it to terminate the 'Y' calls to its bigger 'X' network/customers. This is losely similar to what is called Transit relationship on the Internet. The big internet networks (Tier 1 and 2 Internet Backbone Providers) in US/Europe get to dictate how much the smaller networks in developing countries need to pay in order to terminate their internet requests for email, web, dns, voip and other services into their Network. Even our much celebrated TEAMS, EASsy and other projects cannot escape these Transit Interconnection Costs. Ofcourse if you do not like their Interconnection Charges you are free to take a walk into nowhere (read: stay offline). Another relationship does exist, the Peer-to-Peer relationship which is equivalent to Mobile phone company Y and company X both having equal or similar number of customers/value e.g. 5million each. In such a relationship, the two Internet Backbone/Service providers chose NOT to charge each other anything. Traffic between the two is exchanged reciprically for free but below each of this big Networks are the smaller networks (read African networks), that must pay Transit Charges. Put bluntly, Africa and other developing countries are subsidizing Internet Costs for the rich nations in the North. Many studies have been carried out to get us out of this fix such as the Halfway-propositions, the ICAIS, etc but todate the status quo remains. Brian, I think to me the abuse comes in due to the fact that the victim gave out personal information innocently not knowing what the recipient was planning to use it for. Later he was called and told that he had won a holiday which was actually a lie as it was pegged on him joining and paying a membership fee. I think it also feel bad when you are invited to take up a ticket which you have won only for people to use your three hours trying to market a product to you, they would as well come out clean and indicate what they want outrightly other than wasting your time. Besides, if I can take my example the time they approached me my financial position then, would not have afforded me such and if I new that they were calling me for that I wouldn't even had gone. Well, I may be wrong but that's my feeling. Due to a hectic schedule I didn't make it for the evening presentation, despite being scheduled (and confirming) 3 times in a row. While I cannot vouch for or against this particular group as I have not yet "tasted" their system/process etc, I will say that I went through an identical experience about 4-5 years ago with "Africa Vacation Club" - and my wife and I actually opted to purchase one of the options which was an off-peak week at their resort (my subsequent experience showed that it's a concept called timeshare). To cut a long story short, we paid for our membership category, have maintained our membership by paying the required annual maintenance fee and have enjoyed a wonderful week holiday at their Kilifi resort with the kids (I have 3). We have also since received our full RCI membership pack, including card and catalogue of other venues around the world where we can "exchange" our local week. But, having said that I do know, and am aware that some con artists have used this gimmick in the past to con innocent Kenyans out of hard-earned money, there are a couple of sites on the 'net that attest to that. What I'm curious about is how the experience you detailed/shared amounts to abuse of personal information? Especially since the said forms were filled voluntarily, which could be assumed to be an "opt in" decision milestone. Please elaborate? I am watching news in awe where they are reporting that Kenya Ports Authority has deployed a Korean piece of software (Kwatos) to ease turn-around at the Port but now its not working well with the Kenya Revenue Authority software from Chile (Simba). Morning! Today we enter our last day of discussion on Socio-cultural issues. To begin with, we discuss issues relating to content control and freedom of expression. The internet governance discussions on content focus on the need to control three groups of content. Firstly, content where a global consensus is in place including child pornography and terrorism. Secondly, content that might be sensitive to particular countries, regions or ethnic groups due to their religious and cultural values. Thirdly, politically and ideologically sensitive content. There already exist several initiatives that limit the potential misuse of the internet. Are there such initiatives in Africa? How can we enhance national legislation to include a content policy that would guarantee the protection of human rights, specifically freedom of expression and also remove the ambiguous role of ISPs, law enforcement agencies and other players? Secondly, we discuss issues relating to the delivery of education services over the internet (e-learning). Many students from developing countries are today opting for online education to overcome the challenge of prohibitive costs associated with foreign education. Increased cross-border education has brought about international governance issues in relation to accreditation of institutions, recognition of qualification and quality assurance. Is there an existing national policy on online education? What measures need to be put in place to assist our local universities develop e-learning programmes in order to protect our culture/traditions implicitly transmitted through our local institutions as well as prevent capital flight? Morning all, Looks like very little response on yesterday's topic...where's Waudo formerly WGIG member? Nway, today's IG theme is the one with the most consensus across all stakeholders. The fact that the internet is becoming a place to place to work, live, pray or play is widely acknowledged and hence the consensus on the need to protect it. The global and borderless nature of the Internet means that a secure internet needs a concerted global effort as earlier mentioned by Brian. A very secure US-territoial Internet is of no use if for example the Africa-territorial Internet is insecure since phising attacks, viruses, spam, eFrauds and other destabilizing conditions can be launched from there. Spam for example is known to constitute over 60% of email traffic on the Internet, which is a fairly significant chunk of Internet Bandwidth and Server Processing power going to waste. The main internet security debate that cross-cuts into legal/social baskets often centers around: I) How the Internet Protocol (IP) could be improved so as to trace-back the origin of the Spammers, eFraudsters, and other criminals. This may demand implementing IP tools that require all internet services (email, dns, web, etc) to be digitally signed - a feature that would come with some overheads (Mich could again assist here on which overheads these could be) II) The Jurisdiction and Arbitration of eCriminals e.g. How would one resolve a case where a Kenyan ISP is hosting an eCommerce site that sells content that is declared illegal in Germany (e.g Hitler's paraphanallia). Can/Should the Germans shut down the Kenyan business site? III) The delicate balance between pursing security and respecting citizen rights. To what extent should governments go into private emails, phone-logs, etc, in order to safeguard national security? Or what should be the mandatory procedures required of Businesses to safeguard sensitive electronic data of citizens? Plse feel free to add, clarify, object or modify the above. More importantly think of what would be an E.African position on the issues. As usual, 1day on this theme. walu.

Indeed, the Tunis agenda encouraged the realization of multilingualism leading to discussions on domain name management, access to local content, and protection of cultural diversity. Morning!! Thank you all for your contribution to various aspects of internet governance. Today we start our discussions on economic issues. The internet is increasingly playing a critical role in economic development specifically in facilitating international trade. The economic issues therefore basically relate to the framework that makes e-commerce possible. The participation of developing countries in e-commerce is limited by the lack the appropriate legislation, authentication technologies and electronic payment methods. The main limitation however is the lack of appropriate legislation that is essential in the protection of consumers in relation to confidentiality, misleading advertising and delivery of faulty products. In your view, who should be responsible for protection of the consumer in light of the fact that the national legislation may be faced with the limitation of jurisdiction? Given that mobile services are available to the majority, should developing countries concentrate their efforts in enabling m-commerce to overcome the challenges of e-commerce? As the internet becomes critical to global trade, there is debate as to whether governments should expand their tax base to include internet transactions. Internationally there have been proposals for the introduction of e-taxation based on the "Ottawa principles" of destination and origin taxation. Under the destination principle supplies of goods and services are taxed in the jurisdiction in which the goods and services are consumed. This means that exports are zero-rated, while imports are taxed. On the other hand under the origin principle supplies are taxed according to their origin. This means that exports are taxed but imports are not taxed. In your view what principle should be adopted in relation to e-commerce for developing countries? Managing telecommuters 4. Human Resource issues 5. Tax and accounting (Is rent contribution to telecommuters home allowable for tax as an expense?) 6. Data security and integrity 7. Any other relevant issues Send a short brief on your paper to "telecommuting.Conference(a)tradezone.co.ke" To make the conference practical we propose to run it from 3 locations simultaneously as a way to test the available infrastructure.
