In the past Africa as a region has recorded extremely low fixed-line teledensity of below 1% that is less than 1 line per 100 people. Believe it or not this is still the case! However, when one incorporates mobile lines in a teledensity analysis - the results are not only incredible, they are amazing. as of 2007, Africa 's mobile teledensity stood at an impressive 23% or 23 lines per 100 people. There was a recorded growth in mobile users from 128 million in 2006 to over 215 million subscribers by 2007. This represents an annual growth of over 46%. We have just heard that India 's mobile network is growing at an incredible rate of over 10 million new connections per month! Given the fact that most operators around Africa have rolled out GPRS/EDGE coverage across most of their networks as well as deployment of 3G access across their larger markets it is entirely feasible that mobile, not broadband may present the opportunity for increased access for developing countries. MOBILE and not BROADBAND is the silver bullet. Another key element crucial to the growth of access in developing countries is a suitable environment for the dispersion of relevant content and applications that meet the day to day needs of the populace. Internet Exchange Points are the primary critical ingredient needed to create these conditions. By keeping all locally originated and requested traffic local, Internet exchange points serve a crucial role in enhancing the user experience, lowering operational costs and providing a suitable framework for the growth and development of the Internet in general. While many developing countries have adopted policies and regulations that encourage and promote competition in the mobile sectors, which has resulted in continued growth in the numbers of users, the establishment of IXPs has received a relatively low priority - despite the significant impact that such simple infrastructure presents to the community. Access enhances the interface between government and the citizen at a transactional level. The Kenya Revenue Authority last year suggested that the Kenya Internet Exchange Point receive "critical infrastructure" status with 24-hour armed guard due to the fact that 100% of all import/export declarations and documentation transit the IXP via the revenue authority's web-based platform. Going back to mobile, Safaricom, a Kenyan mobile operator introduced a money transfer service called M-Pesa less than two years ago. M-Pesa now has over 4 million subscribers (within 1 year - the service signed up more users than Kenya 's entire banking industry signed up within a century!) Safaricom reported that over half a Billion US dollar had been transacted over the platform within less than 18 months. Key policy lesson? The financial services and communications regulator in Kenya decided not to subject m-pesa to punitive obligations through treatment as a bank but rather chose to perceive m-pesa a non-bank payment service. That decision has today affected and continues to affect millions of lives. Regulators can either promote innovation, access & development or hinder it. In East Africa communications regulators have completely opened up the communications sector; fully liberalizing every area, but providing structure through unified licensing regime that separates facilities, services and content In Kenya this has spurred investments of over half a Billion USD over the past 2 years. Statement by Alice Munyua at the Internet Governance Forum (IGF) taking place in India 3-6th December 2008 Good afternoon, Chairman your Excellencies, Distinguished Guests,Ladies, Gentlemen, and remote participants. ---------------------------------------------------------- We wish to thank India for hosting the third IGF and to extend its sympathy and condolences over the recent acts of terrorism experienced in Mumbai. ------------------------------------------------------------------------------ The WSIS Society underscored the need for Multi-stakeholder processes initiated at the national, regional, and international levels to discuss and collaborate on the expansion and diffusion of the Internet as a means to support development efforts to achieve internationally-agreed development goals and objectives, including the Millennium Development Goals. It was in this regard that Kenya organized and hosted the First East African Internet Governance Forum (EAIGF) from the 10 to 12 November, 2008. The forums main theme was: Opening the Internet Governance Debate in East Africa; Thinking globally, acting locally. It was a follow up to national Internet Governance Forums (IGFs) held in Kenya, Uganda, Tanzania and Rwanda in September and October 2008, to identify local priority issues in the respective East African countries. The national IG issues were then used as a building block for the regional Internet Governance Forum (EAIGF). The forum was attended by approximately 180 stakeholders drawn from the business, civil society, media, academia, internet users, government, and general public. It was the first of its kind in the Africa region and was initiated from the realization that there was a need to address the limited participation by African stakeholders on global internet governance debates and processes and the need to ensure effective and meaningful contribution to global ICT policymaking. It was organised through a collaborative partnership between various government institutions from the region, private sector, civil society, media and international partners. Some of the priority issues and recommendations identified by the EAIGF meeting are: Universal affordable Access (not from an incremental approach that focuses on creating more consumers rather looking at creating entrepreneurship opportunities, allowing for creativity, innovation that would by extension translate into social, economic, cultural and political benefits for all) Capacity and skills development Management of critical internet resources, including transition from IPv4 to IPv6 and more clarity and improved mutual collaboration on red legation of country code top level domains..Specifically dot UG and dot RW Cyber crime, security and privacy (creating a national and regional framework, which would involve setting national and regional computer emergency readiness team and computer security incident response team among other strategies Development of national and regional Internet exchange points The MSP model is important to us in the EA region and it has worked so far in terms of ICT policy and regulatory process. So it is crucial that we continue to work with all stakeholders giving them an equal footing in not only this IGF process but others as well. One of the biggest sites that have been busy is a service called Tweeter which allows members to share information. The members are doing so publicy and seems placing the recovery ops at risk. Good Morning All. There has been major debating on what local content it & is not. When content is delivered the providers/developers of the content have financial gains they are anticipating for all there efforts. What am I getting at? There has been major piracy violations of applications when you look at the African market. How can we as a community help reduce this? 1) Being more respectful of copyrights. Pay for what you use. 2) Ensuring that we self police when it comes to content. Am sure there are other ways that can be used but let begin with those & grow from there. Many developers I have meet have serious issues when it comes to collecting payments for software they just developed. This is not just wrong. Its illegal to use software you haven't paid for. The problem doesn't end there it goes on to other softwares where techies are asked to look for software cracks. Corporations like Microsoft, Intuit to name afew have been violated locally. Ask yourself if we are doing this to others then why wouldn't they do it to us? Due to piracy companies are spending more developing security feature to prevent piracy then to enhance the application. What should we do as users of software to reduce this. 1)As business people what are we going to do for ourselves to prevent this? 2) What measures are law makers going to do to assist in this? 3)Whislte blowers are needed to report those who violate. 4)Online List of shame Stephen Mwangi

The Net reveals the ties that bind....what will it take to live in a networked world?

Can we not have a civil/productive discussion about content without name calling etc etc. Could we re-focus and work on trying to discuss/tackle/ the serious issues of local content...there is no need to feed the trolls! best alice ---------------------------------- And an interesting article: Regular columnist Bill Thompson wonders what it will take to get used to living in a networked society. http://news.bbc.co.uk/1/hi/technology/7733368.stm: One of the throwaway remarks I sometimes make at conferences is that "Google knows you're pregnant before you do". I can say this because the things you search for will change as your life changes, and search engine providers may well be able to spot the significance of these changes because they aggregate data from millions of people. Now Google's philanthropic arm, google.org, has shown just what it can do with the data it gathers from us all by offering to predict where 'flu outbreaks will take place in the USA. It has found that "certain search terms are good indicators of flu activity", in that they correlate well with reports from the official Centers for Disease Control and Prevention. And it claims that "across each of the nine surveillance regions of the United States, we were able to accurately estimate current flu levels one to two weeks faster than published CDC reports", a result that could save people's lives by alerting them to have 'flu vaccinations earlier than they might otherwise have done. This is a really interesting piece of work and clearly demonstrates the power of data mining. Its potential usefulness is not limited to health matters. Pick and mix As John Naughton pointed out in The Observer, "everyone I know in business has known for months that the UK is in recession, but it's only lately that the authorities have been in a position to confirm that - because the official data always lag the current reality." Bill Thompson It is hardly surprising that we do not yet know how to operate in a networked world where amazingly detailed data is routinely stored, processed and made available. Bill Thompson Perhaps the answer lies buried somewhere in the queries being made online, with company directors or politicians searching for terms that imply a coming recession, like details of redundancy pay or bankruptcy protection. It isn't only Google who can do this of course. Its database of queries is vast and fast-growing, but it is only one among many databases that underpin the modern world. The banking system is really only a collection of collected databases recording who has which assets, while neither government nor business could operate without complex data stores. Soon the national ID register will store details of everyone in the UK, while the forthcoming Communications Data Bill is likely to include proposals to create a vast system that will record details of every e-mail sent, every website surfed and every file downloaded. As we have seen with flu trends, sometimes the "interesting" knowledge that can be extracted is well-concealed until comparisons can be made with other sources, as it was the correlation between some search terms and the real-world data that mattered. Of course Google has not revealed which search terms it analysed because doing so would undermine the model's effectiveness. Unfortunately it is being equally reticent about how it has ensured that the data its uses is properly anonymised so that users cannot be identified on the basis of their queries. A letter from the Electronic Privacy Information Center (EPIC) and Patient Privacy Rights to Google boss Eric Schmidt has not been answered, leaving those concerned with online privacy uncertain over the broader implications of the project. Early warning But as Cade Metz points out in an insightful article in The Register, we may all be happy to know that a 'flu outbreak is coming, but what happens when the disease involved is more life-threatening and the government asks Google for the names and IP addresses of anyone whose search terms indicate that they are infected? I don't trust any company, government department or individual without a good reason to do so. In the case of search engines that claim to protect my privacy I want to know just how they do it and will not accept vague reassurances. In the case of governments that want to build vast databases, I want strong legal sanctions against their abuse and full disclosure of the technical details. Those of us living in the west with access to technology and the network have lived through a revolution in the last decade and a half that is as radical in its impact as the industrial revolution, and it has happened a lot faster. It is hardly surprising that we do not yet know how to operate in a networked world where amazingly detailed data is routinely stored, processed and made available. We will need to think in new ways, learn to assess risk according to new criteria, and find ways to hold those who have power over us - whether political, social or cultural - accountable in new ways. The US writer Curt Monash has written about this topic many times over the years, arguing that since we clearly cannot halt the move towards data capture and use we should put legal and regulatory frameworks in place as a matter of urgency. We have made a start in Europe with data protection legislation which could be strengthened and reinforced if politicians were willing to make the effort. But first we need an active press and an engaged population, one that asks hard questions, forces those who want to develop new databases to be accountable and open, and makes the boundaries of acceptable surveillance a matter of public debate. And perhaps we should ask google.org to start work on "Privacy Trends", hoping to spot privacy disasters before they happen by looking at searches for "compromised data", "hacked database" and "lost USB stick". With the current technology growth, if the technology empowerment of African women is overlooked, African women will still be disenfranchised technologically and economically. They will still be lacking in the technical skills needed to move ahead. Technology is a male dominated profession. The few women that venture into the Math, science and technology field usually put in more than 200% of what the men bring to the table, yet, they do not get the recognition that they deserve. A black lady in Math, science or technology field is a minority within limits that approach endangered species. She is most likely to feel lonely at work and in the society because other women may find her intimidating while men may find her threatening. Hi all, The issue building up here is on HOW to generate local content and the ways not to do it. We have seen cases of ''how not to do it'' as per the mailinglists and websites facing complaints from listers here. I believe members can now find way on 'how to' generate and collate local content in solutions such as Ushahidi.com and BungeSMS.com that seek to exploit the pervasive nature of mobile telephony to increase citizen generated content on the web. Google Kenya has done a great job with Google maps that now has easily searchable maps of Nairobi even via mobile devices such as smartphones with GPS feature coupled with data through the GSM networks. A security & privacy question however arises here even as the content question has been addressed. Mirembe I have a very open and honest analysis of our Tandaa conference. The facts which we must change is that Paul Kukubo, my big brother still sees it best to defend foreign companies and say that "eve if we want local content we must stilldo it with foreigners'. Let me tell you a thing. We must focus on local mpaka it becomes music. When I saw the slides of Joe Mucheru, which apparently I have seen in every conference I have attended in which he is the speaker. The websites listed there, non were Kenyan. The fact that Mucheru works for a Carlifornian company and he is Kenyan should make Mucheru sell Kenya more. If you wanted a subscription website, you should have started with kenyalaw.org. If you wanted affiliates, mamamikes.com has affiliates. Lets focus on local. Lets give it lots of thought. We must give local examples and then mention the foreign ones just as an after-thought. We want the companies to give the local content much thought and they can only do that when they think locally. When you make people believe that facebook is great, we wont head anywhere. See why Tanzanians are engaging more in bongo5.com and jamiiforums than facebook and others. They are actively loading pics and content and these two websites are really coming up well and considreing the age of the websites, we will see nice things from them. Joe, Robert You both have very valid points. However ask youself this. If the confrence was about prompting local content did you get local content? No. Why? Because there is very little to none. ICT board may have looked for local organizations the have web content to showcase their goals and objectives. The objective here is to promote local infromation. You may have seen the presentation before (am not saying I haven't seen them either & wasn't surprised) but there has been very little content added by new players. For the most part I saw sales pitches from the presenters which made it difficult to understand why they were given the slots to begin with. It should have been promoting content. How to gather it, how to present it, how to keep it updated, and quench the thirst for infromation. Having gone through the first round I believe there are lessons learnt and we should voice our opinions so as to improve our processes and deliverables. When I saw the slides of Joe Mucheru, which apparently I have seen in every conference I have attended in which he is the speaker. The websites listed there, non were Kenyan. The fact that Mucheru works for a Carlifornian company and he is Kenyan should make Mucheru sell Kenya more. If you wanted a subscription website, you should have started with kenyalaw.org. If you wanted affiliates, mamamikes.com has affiliates. Lets focus on local. Lets give it lots of thought. We must give local examples and then mention the foreign ones just as an after-thought. We want the companies to give the local content much thought and they can only do that when they think locally. When you make people believe that facebook is great, we wont head anywhere. See why Tanzanians are engaging more in bongo5.com and jamiiforums than facebook and others. They are actively loading pics and content and these two websites are really coming up well and considreing the age of the websites, we will see nice things from them. We should not glorify anything western. We must start appreciating our own facebook like Ngari has developed a good site, www.kasarani.com When I started my start forum and blogging thing, jamiiforums.com, we had lots of problems. But we also had people telling us that the forum which is being run by my great friend Maxence, was going nowhere because Tanzanians dont speak a lot of English. See the site now. I dont think that there is any forum in this region with that kind of killer traffic. There is no forum in this region which makes the government shakes like hell when issues are being analyzed there. And they are doing it most of the time in Swahili. We must focus on being local if we want local content. NMG bought a script from Germans and installed it on their site without a forum nor blogs for the senior writers. Why? No creativity. NTV, EasyFm and QFM are not online. A very good percentage of articles in Mailbox are plagiarized from blogs and forums without acknowledgement and articles in entertainment and lifestyle mazagines are plagiarized from magazines like cosmopolitan and Elle sometimes word for word. The Tandaa website was .com and not .co.ke. Even if you are not hosting locally, you could still have had a local domain registration. The funniest thing I got from the conference, why would 6 or 7 speakers speak for 15 minutes each and then the forum audience is given 10 minutes to ask questions and suggestions? Do you know that the slides from Capital, NMG, Google, Homeboyz, Kictanet, ICT board, Strathmore, Rich, Cisco and others are shown to us almost in every conference we attend. They have become so predictable that the best place to get more stories and even slides which you have never seen is from the public. Givingg 15 minutes to each speaker which is 105 minutes for the seven speakers then the audience asks and get replies in 10 minutes is really not correct and shows and attitude of escapism where te audience are feared that they might embarass the speakers with questions. The other facts of the conference was ok. The moderator, Al Kags, was ok but I think that we can do alot of improvements by having power cable well spread for bloggers and also the Wi-Fi to be abit superior. I had to rely on my Zain unlimited since the ICT board Wi-fi kept shutting down. We also think that we can have an active network and the best place to start is now here in KICTANET. I see us turning KICTANET into an open vbulletin run forum with CMS managed frontpage like www.haitiwebs.com and www.mustangevolution.com. Vbulletin is so superior and it wont take us even a day to have this thing up and running. Senior members, what do you think?
