Listers, I have read with great interest the directive by the President to the Ministry of Information and Communication to ‘come up with’ programmes for the training and development of the youth nationwide after the launch of the fibre optic cable. http://www.information.go.ke/index.php?option=com_content&task=view&id=478 This, he rightly says, will ‘catch the generation of truly digital Kenyans.’ I think it is a timely assertion coming from the Head of State. However, I have a feeling that if the directive had been aimed at the Ministry of Youth Affairs and the Ministry of Education, then the Ministry of ICT would play its default role of providing the infrastructural and related support to enable these two Ministries (and any other Ministries with similar programmes) to expand the training programmes that already exist and initiate new ones. I am not aware of the full structure of the Ministry of ICT but I suspect that taking full responsibility of initiating or co-ordinating youth training in ICT countrywide might overstretch its already crowded mandate. Again, if our accountability processes still hold, then the President will at some point expect to be briefed by the Ministry of ICT on how far the directive has progressed. At this point, I see some difficulties with agency and responsibility for outcomes. Which leads me to ask: How does a presidential directive convert to actionable policy? What has been the success level of such directives in the ICT sector? How might a directive like this one be actioned without power games coming into play? Any ideas? Betty

If just continue sitting back and allow ICANN be influenced by wealthy IP interests, then expect those IP interests to patent/copyright even our traditional languages such that we cannot have our cultures nor use languages over the internet. Alex Gakuru] ---- The US government requires lobbying efforts to be documented, figures of dollars spent per industry are broken down by sector. This is because of the right of people to know who is spending what when policy is being made. Domain name law, such as it is, is being written as we watch. A large number of people are spending a lot of money to do this. Marilyn Cade spoke and wasn't exacly forthright that she represented the intellectual property interests of AT&T or that AT&T was the #1 "heavy hitter" for lobbying the government, something Marilyn has done since 1996. And it's no coincidence the Department of Commerce that oversees ICANN is the fourth most lobbied agency in the US government. The amount the trademark lobby spend on preventing new TLDs since 1996 is staggering IBM admitted to spending $30M/yr in 1998 and 1999 but we have no other figures. There is not now, full disclosure of lobbying efforts on behalf of the trademark lobby Or known how much big business spending this year to lobby against the creation of new top level domains. Question part 1: Is full disclosure of lobbying not consistent with ICANN's "open and transparent" US Government mandate? Question part 2: Would anybody care to estimate what they think this figure might be this year lobbying ICANN and what has WIPO spent doing this since the 1995 OECD meeting where they first publically ventured into this issue? Can these figures be published sometime before the end of this quarter for both WIPO and the business community as a intrest group in this consultation under this current monopoly procedure that could create thousands of jobs? We (noncommercial users) have really been asleep at the wheel over the last year while the ICANN Board of Directors had their heads filled with mis-representations about NCUC by relentless back-door lobbying. They get it from the commercial/IPR crowd and they get it from staff, neither of whom want to see noncommercial users effective in policy development. The fact that we haven't engaged in backdoor lobbying the way our critics do is coming back to haunt us by ICANN trying to take away our newly won 3 elected council seats for noncommercial users and staff imposing its "stranglehold" charter while ignoring all of work we did to develop one that was supported by global civil society (63 organizations + dozens of individuals in public comments). In particular, under the SIC approved charter<http://gnso.icann.org/en/improvements/csg-proposed-petition-charter-22jun09…>for the CSG, they are going to allow any of the existing members of the IPR, ISP, and Commercial Constituencies VETO any board vote creating a new commercial constituency in the CSG. Amazing! The press should be having a field day with this level of incompetence and favoritism. "4.2 Membership shall also be open to any additional constituency recognised by ICANN’s Board under its by-laws, provided that such constituency, as determined by the unanimous consent of the signatories to this charter, is representative of commercial user interests which for the purposes of definition are distinct from and exclude registry and prospective registry, registrar, re-seller or other domain name supplier interests." We must push-back against ICANN injustice to get them to listen to noncommercial users and to stop developing policy through backdoor negotiations while ignoring the expressed will of the public and a bottom-up process. ICANN is accepting public comments until 21 July on their imposed charter, so we have to weigh in loudly on their failure to follow bottom-up processes and allow noncommercial users to govern themselves. Idea for Telcos: Open Platform.

Hi yall, Can one of our ever competing Telcos develop a platform and expose APIs that allow developers to plug in applications to their back-end infrastructure that they hold dear? There are many developers who want to build awesome mobile applications but they would like access to the Telcos infrastructure for the application to make business/market sense. With all these applications, come the subscribers. If there is a Telco out there willing to do the next big thing after M-PESA, then I believe this is it. Have a department of skilled developers familiar with Telco stuff and the department will be the link to the outside developers, providing knowledge, support etc that a normal developer would need to plug in. Hopefully if at all the developer is charged anything then it will be reasonable. O_o?

PARIS — The U.S.-based agency that regulates Internet addresses, facing criticism that it is too America-centric, remains the best guardian of a “single, unified, global Internet,” according its new chief executive. Rod Beckstrom, a technology entrepreneur and former U.S. government Internet security official, took over this month as head of the Internet Corporation for Assigned Names and Numbers, succeeding Paul Twomey, an Australian. As use of the Internet expands around the world, there have been rising calls for a new way of overseeing some of its basic functions, including the allocation of domain suffixes like .com and .org. This duty, and other important technical functions, have been in the hands of Icann, a private, nonprofit organization based in Marina Del Rey, California, for the past decade, under an agreement with the U.S. Commerce Department. “There will always be different voices out there, but the ultimate proof that Icann is functioning properly is that the Internet is functioning properly,” Mr. Beckstrom said by telephone last week. One critic of Icann, the European Union media and telecommunications commissioner, Viviane Reding, recently called for a severing of Icann’s links with the U.S. government when the current agreement with the Commerce Department expires this autumn. Instead, she proposed the creation of a “G-12 for Internet governance” to oversee an independent Icann. “In the long run, it is not defendable that the government department of only one country has oversight of an Internet function which is used by hundreds of millions of people in countries all over the world,” Ms. Reding said in May. Ms. Reding also called for the creation of an “independent, international tribunal” to review Icann decisions. Now, any legal challenges generally occur in California courts. “California law is good law for technology,” Mr. Beckstrom said. He said that at a recent Icann meeting in Sydney, there had been discussion of creating an international subsidiary of the organization, possibly based in Switzerland. But he said he would oppose efforts to fragment Icann. “Everyone can’t have it their own way and have it unified,” Mr. Beckstrom said. “Part of the power of the Internet is that the standards that parties have to agree on are so minimal.” Icann has moved over the years to give itself a more international profile, holding three major meetings a year outside the United States. Gatherings are also planned for Seoul in October and Nairobi next March. The organization’s Governmental Advisory Committee, which has representatives from more than 80 countries, has been trying to broaden its membership. China, for instance, recently agreed to rejoin the committee after a five-year absence, Mr. Beckstrom said. Now he is trying to woo another big holdout, Russia. Mr. Beckstrom said he hoped that a plan to allow Internet domain names to be rendered in Cyrillic, set to begin next year, would help. The move to embrace Cyrillic addresses, along with other scripts like Arabic and Chinese, is part of a broader drive by Icann to open up the domain naming system, an initiative that also has its critics. The organization plans to start adding large numbers of new address suffixes, or “global top-level domains,” next year, making it possible to register city or company names like .paris or .nestle. While Icann says the creation of new addresses will help accommodate the international diversification of the Internet, some companies worry that the process will make it harder to protect their brand names. The Coalition Against Domain Name Abuse, a group based in Washington and representing multinational marketers, says the expansion of domain names could lead to a rise in the practice known as cybersquatting. Joshua Bourne, president of the coalition, called for Icann to “halt all current or future policy initiatives” until a commission, appointed by the U.S. president or Congress, and consisting of government, academic and business representatives, had reviewed its operations. Mr. Bourne said Icann was too beholden to companies that sell and manage actual domain names on behalf of Web sites. Mr. Beckstrom is no stranger to conflict. In March, he left his previous job, as head of the U.S. National Cyber Security Center, part of the Homeland Security Department, saying he feared the National Security Agency was seeking too much influence at the center. Before that, Mr. Beckstrom was a technology entrepreneur, starting a company in 1984 that created derivatives trading software, which he sold in 1999. He said he intended to take a pragmatic approach to his new job, rather than moving Icann in new directions. “There is a lot to do,” he said. “My focus very much is going to be to support the execution of these primary tasks.”

Countries like Kenya had a per capita economy larger than South Korea's when I was born. They have badly been outpaced. Disease and conflict have ravaged parts of the African continent. In many places, the hope of my father's generation gave way to cynicism, even despair. Now, it's easy to point fingers and to pin the blame of these problems on others. Yes, a colonial map that made little sense helped to breed conflict. The West has often approached Africa as a patron or a source of resources rather than a partner. But the West is not responsible for the destruction of the Zimbabwean economy over the last decade, or wars in which children are enlisted as combatants. In my father's life, it was partly tribalism and patronage and nepotism in an independent Kenya that for a long stretch derailed his career, and we know that this kind of corruption is still a daily fact of life for far too many. @ on Democracy: This is about more than just holding elections. It's also about what happens between elections. Repression can take many forms, and too many nations, even those that have elections, are plagued by problems that condemn their people to poverty. No country is going to create wealth if its leaders exploit the economy to enrich themselves ... or if police — if police can be bought off by drug traffickers. No business wants to invest in a place where the government skims 20 percent off the top ... or the head of the port authority is corrupt. No person wants to live in a society where the rule of law gives way to the rule of brutality and bribery. That is not democracy, that is tyranny, even if occasionally you sprinkle an election in there. And now is the time for that style of governance to end. @ on Civil Society. Across Africa, we've seen countless examples of people taking control of their destiny and making change from the bottom up. We saw it in Kenya, where civil society and business came together to help stop postelection violence. We saw it in South Africa, where over three-quarters of the country voted in the recent election — the fourth since the end of apartheid. We saw it in Zimbabwe, where the Election Support Network braved brutal repression to stand up for the principle that a person's vote is their sacred right. As I said earlier, Africa's future is up to Africans. @ on African Capacity/Spirit. The people of Africa are ready to claim that future. And in my country, African Americans — including so many recent immigrants — have thrived in every sector of society. We've done so despite a difficult past, and we've drawn strength from our African heritage. The mere scale of this database raises questions about access management, security, and interoperability, but these have yet to be answered. A centralised pool of information may be an invaluable tool to any government; especially one trying to raise its people out of poverty. But given how high the stakes are, we need to ask ourselves whether adopting a one-sided approach and focusing on the benefits alone will not harm those same people in the long run. "

Maddux and Galinsky (2009) have published a thought-provoking article reporting a significantly positive relationship between living abroad and creativity. The researchers wanted to answer the question:"does spending time in new cultures transform individuals into more creative beings?" Using five creative contexts to answer the question, the researchers said that in one test that involved a creative negotiation deal, the results indicated that "the amount of time spent living abroad, but not traveling abroad, significantly predicted whether a deal was reached even when [they] controlled for a variety of important personality and demographic factors. Openness to experience predicted creative deals . . . " Access to a greater number of novel ideas and concepts; ability to approach problems from different perspectives; and psychological readiness to accept and recruit ideas from unfamiliar sources -- which may lead to unconscious idea recombination and conceptual expansion, both being critical processes in the creative process, are among the elements that contribute to the creativity. I think this article will spawn a long list of research. It leads to many questions, some of which I can guess to be: Is there is a positive relationship between living in another culture, within a country, and creativity? For example, are Kambas who have lived in Nyanza more creative than those who never left Ukambani? If so, how long would they need to live in the alien culture to improve their creativity? What are the educational policy implications for educational institutions - does having a students spend a good amount of time in a foreign culture improve their creativity? We’ve launched an SMS platform to allow citizens to submit questions, comments and words of welcome (in English and in French) . Using a local SMS short code in Ghana (1731) , Nigeria (32969) , South Africa (31958)and Kenya (5683), as well as a long code across the rest of the world*, Africans and citizens worldwide will be encouraged to text their messages to the President. SMS participants will also be able to subscribe to speech highlights in English and French. Long numbers for mobile registration pan-Africa: 61418601934 and 45609910343. This SMS platform is not available in the US. We’d love to get a bunch of people signed up and submitting questions via SMS today. Radio. A live audio stream of the President's speech will be pushed to national and local radio stations during the speech. The President hopes to answer a variety of questions and comments by topic and region. The audio recording will also be made available for download on www.whitehouse.gov and iTunes. Online chat. Courtesy of US Freedom of Information Act (governs World Bank information) on 31 July, 2008, I requested and was directed to the complete “KENYA TRANSPARENCY & COMMUNICATIONS INFRASTRUCTURE PROJECT (TCIP/CIP 1)” dated 5 March, 2007. Which I read and observed its stated terms of use: “This document has a restricted distribution and may be used by recipients only in the performance of their official duties. Its contents may not otherwise be disclosed without World Bank authorization. ” ----excerpt----- 25.TCIP contribution to connect Government. TCIP will fund the following: The internal LAN connections in two buildings which are shared with government offices (NSSF and Utalii House) along with their connections to the fiber optics network to serve five small Ministries. This is estimated cost US$1 million. The enterprise software licenses for government staff and the document management system for government records will be procured and deployed in a manner consistent with the standards and guidelines specified in the Government’s I C T policy, along with the hardware required for storage o f the data. Licenses, the management system and the rudimentary data warehouse are estimated at US$4 million. The project will also fund the software and hardware required for the IP Platform and the Network Operations Center, also in a manner consistent with the standards and guidelines specified in the Government’s I C T policy. This subcomponent i s estimated at US$7 million. Furthermore, TCIP will fund the training, change management and capacity building which will enable the government to take full advantage o f the internal systems and to ensure that they are professionally deployed and maintained. Considerable resources are required, on the order o f US$4 million. 26.Leveraging other sources of finance. Other development partners have indicated their willingness to fund the National Data Center and the Disaster Recovery Center; it should be noted that success o f the Government o f Kenya’s communication network is contingent on secured funding for all elements described above. 27. T U P Component 2d - Support to the Digital Village initiative – US$lO million TCIP will support the scaling-up of successfully piloted Digital Village initiative. Digital villages are e-centers that provide a suite o f services to the public via computers connected to the internet, digital cameras, printers, fax machines and other communication infrastructure. These services include, but are not limited to: e-mail and internet access; e-banking (e.g., money transfer services such as Posta Pay); eGovernment (e.g., police abstract forms, tax returns, P3 forms, and driving license applications); e- business (e.g., franchised postal and courier services); e-learning; e-health; e-markets (e.g., agricultural commodity pricing and exchange); and e-monitoring (e.g., real-time local level monitoring of development funds and projects). Pilot Digital Villages are run by private entrepreneurs who obtained training in business and information technology from a certified program. This component will support the Government over 3 years to roll out and scale up the successfully piloted Digital Village initiative which aims at providing internet access and e-services at the grassroots level via public-private partnerships. 28.TCIP support to include training, a grant facility, I T support, and internet connectivity. The provision o f training programs in business and information technology from a certified program will be supported by the project (US$2 million). Prospective entrepreneurs who have obtained certification will be eligible to apply for a Digital Village development loan from a revolving fund: the Digital Village Fund (DVF). The project will contribute US$4 million to the Government funded DVF over a three year period in 3 installments. Although initially envisaged as a grant facility, the DVF could be structured as a revolving fund (the funds allocated to each entrepreneur would be repayable into the DVF over a 3 year period). These funds received by the entrepreneurs will be used to finance set-up costs and the required infrastructure (computers, printers, software etc). The grant facility will be managed by the ICT Board Grant Manager and will follow the governance and disbursement mechanisms set in the Grants Operational Manual (the manual will be formulated as part o f the technical assistance activity specified in l(c) above). Over the first 3 years the project will support the provision o f IT support to Digital Villages (US$2 million) and finance internet connectivity (US$2 million) which are critical to support the incubation o f the initiative and ensure sustainability. Overall it i s expected this project component will support the establishment of 300 Digital Villages over a 3 year period. -- end citation -- Conclusions: 1.Digital Villages funding need not be 'loans' to the entrepreneurs since as 'grants' was provided for. What was the rationale used by the ICT board to decide all Digital Villages funds should be loaned to the entrepreneurs and persons with disabilities? (In as much as it was also provided for) 2. We appreciate the power of Freedom of Information law. 3. I highly doubt Dr. Ndemo's commitment to our Freedom of Information law legislation. 4.It is not proper for the PS to lay claim on “A good policy levels the play ground.” 5.'Problem solving postponement' routine while the PPDA, 2005 law is in place? “That is why we need the procurement rules change to give everybody an equal chance.” is a mere 'perception management' path/decoy. 6.Elsewhere, we strongly differ on ethics as regards Public Office use to promote private interests and own gain. The PS now reportedly appears Safaricom (private mobico) television commercials and obviously “he received something.” He responds saying that he sees nothing wrong with that, “apologies for what?” he asks. 7.If you want to know what local technical community feels of the current ICT leadership in government, a local mailing member recently wrote “Ideas and issues should be floated regularly and resoundingly so that at the end of the day there are no excuses why in some countries you can receive almost all services online while here we fondly believe 'download and print' is e-government. 8.Perhaps the 2006 ICT Policy may have erred in professing Kenya had automagically found High Level ICT leadership and calling for it to be “protected” . Previous ICT Policy drafts lamented absence of high level leadership. 9.Processes and leaderships that suppress (irrepressible) truths only serve to entrench public resentment of government culminating to disasters like early last year's. The revamped site, USAspending.gov <http://usaspending.gov/>, was launched early this morning, and Kundra unveiled it at the Personal Democracy Forum conference on technology and politics. The site shows detailed information about whether IT contracts are being monitored and budgets being met. "Everyone knows there have been spectacular failures when it comes to technology investments," Kundra said. "Now for the first time the entire country can see how we're spending money and give us input." The site is the latest effort by Kundra and the Office of Management and Budget to make data about the government's projects and performance visible to the public. Citizens and Web developers can parse the data, combine it with other data sets and publish the results on Web feeds or their Facebook profiles. The data also show which contracts were won through a competitive process or in a no-bid method, which has been criticized by good-government advocates for excluding firms from business opportunities. Each prime contractor is listed as well as the status of that project; sub-contractors are not yet shown on the site. Last month, Kundra launched Data.gov <http://data.gov/>, a repository for data feeds that are publicly available but often hard to find. The site started with 47 data sets. Kundra said there are now more than 100,000. Kundra's announcement was met with cheers and a standing ovation from the Twittering crowd at a Lincoln Center auditorium. The launch fulfills one of the promises Kundra made to Congress, in which he pledged to develop a new way of monitoring federal technology spending by the end of June. Launching a site that makes spending practices open to the public met some opposition from the agencies' chief information officers and government contractors, some of whom were nervous about letting citizens who aren't familiar with the contracting process and technology needs of the government judge the spending decisions. Kundra said he met with every agency and dozens of company executives over the past six weeks. "I talked to the CIO Council and saw the data change overnight," Kundra said. "It was cleaned up immediately when people realized it was going to be made public." A federal report last year found that $30 billion worth of IT projects were not going smoothly or were in danger of failing. Kundra pointed to a $6 million project to use wireless devices in gathering information for the U.S. Census. After two years, it was deemed unsuccessful and census takers reverted to using the old paper-based system. "We've seen this with system after system," he said. "Vendors over-promise and budgets have run away in terms of excessive spending. We're trying to provide you with the tools to let American people show us a better way." Because the data change frequently as IT contracts change, the feeds run the risk of containing inaccuracies. Maintaining and updating the databases is also labor-intensive and some agencies say the initiative creates an enormous workload for them. "There is a good chance you'll go through this and find places where the data is wrong, and that's okay," said Macon Phillips, new media director for the White House. "I'd rather have this up and out there than not at all."

Tim, et al, Am overcome by acute nostalgia when FOSS is mentioned because we chased policy agenda from the Economic Commission of Africa in Addis to Tunis via Geneva in the corridors of International Telecommunication Union under the auspices of the World Summit on Information Society (WSIS) between 2004-2006. But the lesson that made me finally see the light was triggered by the post election violence in January 2008 when a company am associated with was contracted by NPWJ and KNCHR to document evidence. Browse through the attached pdf document, you will realize there is actually no crisis in technology deployed and that it does not matter what technology is deployed during crisis. An ICC judge Benard Lavigne, now a prosecutor in Toulouse used this database and told us it was miles ahead of what they use at ICC. Am also waiting for my day with the prosecutor albeit for totally different reasons that could also fatten my wallet in due course....(life is good). Last April, Multimedia University College trained 80 high school headteachers from Samburu and I think Transmara Districts, giving them basic ICT skills...am aware Strathmore University, IAT etc also do such trainings regularly...It may not be enough, but its definitely a good kick in the right direction. Currently, no primary teacher training college offers comprehensive pre-service training in information technology.? Anyone with a modest interest in education in Kenya would not miss something as obvious as a subject in the national curriculum when reporting in a national daily. Prior to the year 2004, a few colleges had ICT skills courses for pre-service teachers based on in-house curricula that were independently developed by each college. The Primary Teacher Education (PTE) ICT curriculum developed by the Kenya Institute of Education has been in force since the year 2004 and ICT is taught as a compulsory subject in all primary teacher training colleges. It is examined internally at the end of the first year and all students must pass in the subject, among other subjects, in order to proceed to second year. There are several implementation hitches in this programme arising from the fact that ICT is being taught as a discrete subject in the curriculum and has yet to be mainstreamed in the other subjects in the PTE curriculum. The debate around ICT- pedagogy integration in education and how to operationalise it right from curriculum development to classroom level implementation continues in the education circles. ?In-service training is often provided by trainers who are just barely literate in computers? In my knowledge, this has happened especially in instances when some hardware providers ?dangle? teacher training as an additional offer to the institution. TTCs used to hire ICT technicians to teach the course, but in the last 2 years, the Teacher Service Commission has posted trained lecturers of ICT to a number of TTCs. Computers for Schools Kenya and the Nepad e-schools teacher training programmes have also reached teachers in selected secondary schools. Lack of co-ordination (as with the rest of the ICT initiatives in Kenya ), lack of clear training targets and time-lines have compromised continuity and impact of some of these training programmes. ?The entire ICT education is in tatters? An interesting analogy there. But I see a sector that is struggling with what some scholars in educational reform have called an ?implementation dip? ? that for a number of reasons things normally tend to get worse before they can get better. Although nearly all universities offer degrees, only the University of Nairobi, Jomo Kenyatta University of Agriculture and Technology and Strathmore have Master’s programmes and only UON and Jkuat teach at doctoral level. There is a diminishing number of staff with PhDs in ICT departments. According to Prof Rodrigues, UoN has the highest number of full-time lecturers with PhDs in ICT that stands at eight of 18, while Jkuat has three of six, which is the same number for Strathmore. Kenyatta University has nine full-time but none of them have a PhD or an equivalent qualification, while none of the Kabarak’s eight lecturers have a PhD. The managers of Seacom, a $600m project owned by private investors, said on Wednesday that its cable would not come into service until July 23 - nearly a month later than planned - because pirate activity off the coast of Somalia had delayed the work of its cable-laying contractor. Tyco Telecommunications, the contractor and part of Tyco Electronics, was forced to suspend its cable-laying around the Horn of Africa so it could revise its security plans and beef up protection for its ships following the latest surge in pirate activity in April and May. Piracy from Somalia has been on the rise since last August, resulting in dozens of ships and hundreds and crew members being taken hostage, millions of dollars in ransoms, and severe disruption to commercial shipping. Wednesday's announcement from Seacom marked the first time the pirates have disrupted east Africa's faltering efforts to end its dependence on satellite internet links, which are slow, unreliable and often prohibitively expensive. Brian Herlihy, chief executive of Seacom, which is based in Mauritius, said he was "frustrated" by what he called the "pirate-induced delay". He and Tyco would not comment on whether they had received specific information that Tyco ships were on a pirate hit list. Fighting between southern rebels and successive Khartoum regimes stretched over five decades and in its second phase caused an estimated 2m deaths. It ended with the 2005 deal, the comprehensive peace agreement, that the then Bush administration saw as one of its proudest foreign policy achievements. But there is rising concern that the deal could fall apart because Khartoum's commitment to it has been patchy, several key implementation deadlines have been missed and the semi-autonomous southern government says it is rearming in readiness for a possible war for independence. An international meeting held by the Obama administration in Washington this week sought to renew commitment to the deal, which gave the mainly Christian south partial autonomy from the Arab-led north and promised a referendum on southern independence in 2011. "It's not hard to see the path toward an escalation and collision, we all know the dangers," John Kerry, chairman of the senate foreign relations committee told the representatives of 33 countries and organisations who came to the event. The meeting included the National Congress party, which forms the core of president Omar al-Bashir's Khartoum regime, and the Sudan People's Liberation Movement, the rulers of the south who as rebels were fighting for a fairer share of wealth and power. In a statement on Tuesday all the participants reaffirmed their commitment to implementing the peace deal "in good faith and in a timely fashion", including the referendum on self-determination that should occur no later than January 9 2011. The north and the south also agreed to accept as binding an arbitration ruling due next month on where their border cuts through the oil-rich Abyei region. But many analysts remain doubtful that the deal can be put back on track. "Khartoum has no desire to implement the CPA and has shown an impressive capacity to undermine it," said Robert Muggah, research director of the Geneva-based Small Arms Survey. The current regime could be pushed out of power if free and fair elections were held as envisaged and it could lose access to the lucrative oil fields of the south if the region's people vote to secede in 2011, he said. Privately many western diplomats say that their countries paid insufficient attention to the risk of the north-south war reigniting, partly because of the much greater focus on the separate Darfur conflict. They also acknowledge that they have limited leverage over Khartoum and place hopes on pressure from China, which is alarmed by the prospect of its multi-million dollar investments in Sudan's oil industry being damaged by another war. Liu Guijin, China's special envoy to Sudan, attended the meeting in Washington. Sudan has already delayed parliamentary and presidential elections until next year. Hallo David, Last week there was furore in this forum about media misrepresentation of the Kenyan situation. The article that you make reference to in today’s Standard (24.06.09) may be accurate in the areas that you have highlighted. However, I wish to take issue with a few points raised in the article. http://www.eastandard.net/education/InsidePage.php?id=1144017693&cid=316 ‘Unlike other academic fields, very little has been done to train most teachers in ICT skills. Currently, no primary teacher training college offers comprehensive pre-service training in information technology.’ Anyone with a modest interest in education in Kenya would not miss something as obvious as a subject in the national curriculum when reporting in a national daily. Prior to the year 2004, a few colleges had ICT skills courses for pre-service teachers based on in-house curricula that were independently developed by each college. The Primary Teacher Education (PTE) ICT curriculum developed by the Kenya Institute of Education has been in force since the year 2004 and ICT is taught as a compulsory subject in all primary teacher training colleges. It is examined internally at the end of the first year and all students must pass in the subject, among other subjects, in order to proceed to second year. There are several implementation hitches in this programme arising from the fact that ICT is being taught as a discrete subject in the curriculum and has yet to be mainstreamed in the other subjects in the PTE curriculum. The debate around ICT- pedagogy integration in education and how to operationalise it right from curriculum development to classroom level implementation continues in the education circles. ‘In-service training is often provided by trainers who are just barely literate in computers’ In my knowledge, this has happened especially in instances when some hardware providers ‘dangle’ teacher training as an additional offer to the institution. TTCs used to hire ICT technicians to teach the course, but in the last 2 years, the Teacher Service Commission has posted trained lecturers of ICT to a number of TTCs. Brian Herlihy, SEACOM CEO, said: “Due to sensitivities around piracy issues, their impact on the project timeline was only fully established recently and whilst I am personally truly disappointed by the delay, it was imperative that strong measures be put in place to guarantee the successful completion of the cable system and the safety of the ship and its crews. “This setback should however be seen against the herculean efforts made by the team to see this project come to fruition over an incredibly tight schedule of only 18 months. I agree that something is happening within the High-School teaching fraternity. Last April, Multimedia University College trained 80 high school headteachers from Samburu and I think Transmara Districts, giving them basic ICT skills...am aware Strathmore University, IAT etc also do such trainings regularly...It may not be enough, but its definitely a good kick in the right direction. As for the University Level IT faculty staff. Unfortunately the statistics are likely to be true. The 2009 EA-IGF is a follow up to the inaugural EA-IGF that was held in November 2008 in Nairobi, which aimed at catalysing the Internet governance debate in the East African sub region. With the increased access to broadband infrastructure in the East Africa region and the continued spread of sophisticated mobile services, understanding and addressing Internet policy issues has become a priority. The national and regional EA-IGF¹s will help prepare East African stakeholders to address the opportunities, strengths and challenges that arise, as well as ensuring that they have a voice in shaping Internet policy decisions at the global level. This year¹s EAIGF therefore seeks to continue to strengthen the national and regional dialogues on Internet Governance as well as; * Increase awareness of Internet Governance issues, including but not limited to local content and cyber; * continue to develop capacity and skills of various stakeholders and build regional consensus on IG issues; and, * Begin to discuss the development of a regional East African Communication policy, among others. The outcomes of the EAIGF will be submitted to the East Africa Regulatory, Postal and Telecommunications Organization (EARPTO), the African Parliamentary Knowledge Network (APKN), the East African Community, as well as, the fourth UN Internet Governance Forum taking place in Sharm El-Sheikh, Egypt, in November 2009. The survey by the Institute for Economics and Peace, an Australian non-profit research firm, indicated that Kenya was this year ranked 113 among 144 countries that were surveyed. The report could drive away potential investors returning to Kenya after last year's post-election chaos which shut down most businesses in key towns across the country. The same survey ranked Kenya 91 in 2007 and 119 in 2008. This comes at a time when a number of initiatives including the launch of Brand Kenya, a state corporation charged with building the country's image, have been put in place to woo investors. But the new report by the Australian economists could water down these efforts. Diamond rich Botswana has been ranked as the most peaceful country in Africa followed by Malawi which scored highly after carrying out a peaceful presidential election recently. *Most serene* According to the global survey New Zealand is the most peaceful country in the world. Other countries that are said to be peaceful in Africa include Gabon, Ghana, Mozambique, Zambia and Tanzania. The report which ranks Kenya the lowest amongst the traditional three East African states uses 23 indicators to determine the existence or absence of peace, key among them being hostility to foreigners or private property, political instability, respect for human rights, military capability, potential for terrorist attacks and perceptions of criminality in society and relations with neighbouring states. But a local organization Peace and Development Network dismissed the parameters as inadequate to judge a country's levels of peace. "The parameters to use when judging a country's level of peace should include the existence of mechanisms for resolving conflicts within a state, because every country has its own internal conflicts, " said Philip Onguje, the programme officer in charge of human security at Peace and Development Network. Kenya is at a crossroads following post-election violence early last year in which more than 1,000 people were killed with several others displaced from their property.

-Dear Listers, I must thank all for your insights over the last few days. I like the challenge that asked whether we are "over-regulating" an emerging market as the "answer" to the question on if we have legal and regulatory gaps. Listers are encouraged to challenge and not just answer the questions. Other arising issues included where we want to play within the BPO Value Chain, the Impact of the Political (in-)stability, the need to map our Data Protection laws to those in the target markets are just but some of the highlights I picked - and by all means this is NOT exhaustive as am still reading through the contributions. But today we need to open the theme on Government subsidies. The Researchers found the S.Africa and India had elaborate subsidy provisions for the sector that included Tax Holidays and Exemptions, Investment Grants to BPO operators, Training Subsidies, One-stop shop for Corporate Company Registrations that could be 100% foreign owned, etc. The Researchers noted the unique Mauritius case which had similar incentives but eventually abolished most of them arguing that they were more beneficial to the Operators than to the Nation. On the Kenyan front - other than the not so succesfull Govt Bandwidth subsidies for Operators, very little in terms of incentives was available to BPO Operators. It was noted that the BPO operators had to be within the EPZ in order to enjoy the subsidies other EPZ corporates operates - the problem being that most BPO operaters exist outside the EPZ area. Whats more, BPO operators had to pay additional charges to be registered by the CCK (Regulator) and should be at least 20% locally owned. Qtn6: What incentives / subsidies should the government provide to BPO operators? What of the clause requiring 20% Local shareholding in foreign companies - is it prohibitive or helpful? Yet on Monday afternoon, a 27-year-old State Department official, Jared Cohen, e-mailed the social-networking site Twitter with an unusual request: delay scheduled maintenance of its global network, which would have cut off service while Iranians were using Twitter to swap information and inform the outside world about the mushrooming protests around Tehran. The request, made to a Twitter co-founder, Jack Dorsey, is yet another new-media milestone: the recognition by the United States government that an Internet blogging service that did not exist four years ago has the potential to change history in an ancient Islamic country. "This was just a call to say: 'It appears Twitter is playing an important role at a crucial time in Iran. Could you keep it going?' " said P.J. Crowley, the assistant secretary of state for public affairs. Twitter complied with the request, saying in a blog post on Monday that it put off the upgrade until late Tuesday afternoon - 1:30 a.m. Wednesday in Tehran - because its partners recognized "the role Twitter is currently playing as an important communication tool in Iran." The network was working normally again by Tuesday evening. The State Department said its request did not amount to meddling. Mr. Cohen, they noted, did not contact Twitter until three days after the vote was held and well after the protests had begun. "This is completely consistent with our national policy," Mr. Crowley said. "We are proponents of freedom of expression. Information should be used as a way to promote freedom of expression." The episode demonstrates the extent to which the administration views social networking as a new arrow in its diplomatic quiver. Secretary of State Hillary Rodham Clinton talks regularly about the power of e-diplomacy, particularly in places where the mass media are repressed. Mr. Cohen, a Stanford University graduate who is the youngest member of the State Department's policy planning staff, has been working with Twitter, YouTube, Facebook and other services to harness their reach for diplomatic initiatives in Iraq and elsewhere. Last month, he organized a visit to Baghdad by Mr. Dorsey and other executives from Silicon Valley and New York's equivalent, Silicon Alley. They met with Iraq's deputy prime minister to discuss how to rebuild the country's information network and to sell the virtues of Twitter. Referring to Mir Hussein Moussavi, the main Iranian opposition candidate, Mr. Crowley said, "We watched closely how Moussavi has used Facebook to keep his supporters informed of his activities." Tehran has been buzzing with tweets, the posts of Twitter subscribers, sharing news on rallies, police crackdowns on protesters, and analysis of how the White House is responding to the drama. With the authorities blocking text-messaging on cellphones, Twitter has become a handy alternative for information-hungry Iranians. While Iran has also tried to block Twitter posts, Iranians are skilled at using proxy sites or other methods to circumvent the official barriers. A Twitter account called IranNewsNow sent a message to CNN's Twitter account that read, "don't listen to what iran gov says u can or can't do! You can report the pics/vids coming from Twitter!" An account called StopAhmadi wrote on Tuesday evening, "We need ppl around world helping to raise the issues put pressure on Iranian gvmt." It posted links to pictures from Tehran, including one that showed a man bleeding profusely from his chest, surrounded by protesters. There were also suspicions that some pro-government forces might be using new-media outlets to send out misinformation. One popular opposition site, Persiankiwi, warned its followers on Tuesday to ignore instructions from people with no record of reliable posts. In addition to Twitter, YouTube has been a critical tool to spread videos from Iran when traditional media outlets have had difficulty filming the protests or the ensuing crackdown. One YouTube account, bearing the user name "wwwiranbefreecom," showed disturbing images of police officers beating people in the streets. On Monday, Lara Setrakian, an ABC News journalist, put out a call for video on Twitter, writing, "Please send footage we can't reach!" The BBC's Persian-language television channel said that for a time on Tuesday, it was receiving about five videos a minute from amateurs, even though the channel is largely blocked within Iran. One showed pro-government militia members firing weapons at a rally. "We've been struck by the amount of video and eyewitness testimony," said Jon Williams, the BBC world news editor. "The days when regimes can control the flow of information are over." As new media proliferate, however, traditional journalists are having a harder and harder time. Journalists were told on Tuesday that they could not cover protests without permission. The restrictions "effectively confine journalists to their offices," a spokesman for the BBC said. Still, many ventured out into the streets to witness pro- and antigovernment protests, at considerable risk. At the Laleh Hotel in central Tehran, the Time magazine columnist Joe Klein said, "A number of journalists were coming back from the streets pretty badly beaten." As their visas expired, journalists were looking for any chance to report. Jim Marshall, the last Sky News staff member in Tehran, was barred from reporting, so he went shopping instead and came upon thousands of supporters of President Mahmoud Ahmadinejad at a rally. The Canadian researchers behind Psiphon, an online censorship avoidance tool, have begun a massive grassroots campaign to give Iranians access to sites that the Iranian government has gone to great lengths to ban - including Facebook, Iranian opposition sites and international news networks. Psiphon has been "pushing" that content to Iranians, giving them a glimpse of the outside world that has been largely blocked since the elections began. But Psiphon's founders are walking a tightrope in their attempts to empower Iranians, as they try to simultaneously offer activists unfettered access to the Internet and dissuade those same activists from launching cyberattacks on the government institutions that took that access away in the first place. "Thousands of people are arguing for [cyberattacks against government infrastructure]," said Greg Walton, editor of the Information Warfare Monitor and a research fellow at the Citizen Lab in the University of Toronto's Munk Centre, where Psiphon was first developed. "We're concerned that if people launch [denial of service attacks] - the Iranian government is already throttling [down] bandwidth - this may take up the remaining bandwidth." Mr. Walton said some government sites have been defaced and that others had gone down, possibly as a result of cyberattacks. Iran's biggest mass protest since the 1979 Islamic revolution has become a full-fledged global movement, fought on and fuelled by the World Wide Web. The cyber-revolution's epicentre is the microblogging site Twitter. Often disparaged as trivial because of its 140-character limit on posts, the site has proved to be an effective way for activists to post updates on the situation in Iran. Among the thousands of posts popping up are descriptions of government raids and the date and location of planned protests. Indeed, Twitter was supposed to go offline on Monday for prescheduled maintenance. However, the site's founders delayed that shutdown because of "the role Twitter is currently playing as an important communication tool in Iran." Washington officials reportedly also asked Twitter to postpone the maintenance. Without tools such as Psiphon, most Iranians would still be unable to gain access to sites such as Twitter. The censorship avoidance tool essentially links "trusted members" together with members who have access to content, sending it to those who don't, all under the authorities' noses. "When a people has no access to a free press, of course they have to get their words out there," said Jaffer Sheyholislami, an Iranian-born assistant professor of linguistics at Carleton University who has been monitoring the election closely. "As soon as the election results were announced in Tehran, you could tell something was not right from the beginning and you could tell by the fact that the Internet services such as Facebook and many websites were shut down - especially . . . opposition-group websites." One Tweet in particular caught Mr. Sheyholislami's attention. It was sent from Twitter account mousavi1388 (1388 is the year in the Persian calendar), and it read: "We have no national press coverage in Iran, everyone should help spread [Mir-Hossein] Mousavi's message. One Person = One Broadcaster." Without tools such as Twitter and cellular technology, it would be much more difficult for Iranians to get information out of the country, said Jeff Jarvis, associate professor and director of the interactive journalism program at the City University of New York's Graduate School of Journalism. "Once you have access to the Internet, information will flow around the despots," he said. "It is now inevitable. It will be more and less efficient and they'll be more and less smart about trying to stop it, but it will flow around tyranny and that is new and that is an absolute impact." *** THE REVOLUTION WILL BE DIGITIZED The widely disputed Iranian presidential election has spurred the largest wave of civil unrest in that country since the Islamic revolution of 1979. But even as hundreds of thousands take to the streets, a larger revolution is under way in cyberspace, where digital activists have taken to blogs - and, especially, Twitter - to express frustration and provide first-hand reporting. This digital revolution has raised questions about the rules of virtual activism: Cyberwarfare: There's an ongoing debate among online activists about launching Internet-based attacks against Iranian government infrastructure. Attacks such as "denial of service" are easy to launch and can cripple a server. Some argue such attacks are one of the few ways citizens can fight back against a repressive government, while others argue that using up bandwidth to launch such attacks makes it even harder for Iranian citizens to gain access to the Web. Anonymity: Facing serious consequences if caught, many Iranian bloggers are posting anonymously. However, this has made it difficult to tell which bloggers are activists and which accounts are fake. Some bloggers have begun building small communities of trusted sources, but are preferring not to publicize them for fear of putting them at risk. Safety in numbers: Many users around the world have taken one blogger's advice to change their personal information in Twitter such that their hometown appears to be Tehran. The purpose is to make it more difficult for Iranian security personnel monitoring the site to determine which activists are based in the country. Access: Internet service in Iran dropped significantly around the time of the election. However, it is unclear whether that was a result of government tampering or simply a result of massive worldwide interest in Iranian Web content. What is known is that many sites - including opposition websites, social networking hubs and news outlets - are blocked in Iran. Users have begun creating go-arounds that allow Iranians access to these sites. However, it seems that when the address of such a server is made public, it isn't long before it is blocked inside Iran. Omar El Akkad *** What is Psiphon? Developed at the Citizen Lab at the University of Toronto's Munk Centre, Psiphon is essentially a tool that allows users to get around content-blocking systems, such as filters that ban users from gaining access to certain websites. First released in late 2006, the tool was designed with a social or political purpose. It is mainly aimed at users in countries with repressive regimes, where Internet usage is highly regulated. Early versions of the software worked on a "trusted member" model - essentially, encrypted information is passed between computers run by known and trusted users in small networks. This model reduces the likelihood that a government agent will be able to infiltrate the network and shut it down. The downside, however, is that networks of trusted users tend to stay small. Psiphon's developers took the software out of the lab in 2008, when they spun it out as a Canadian corporation. Bill, I know yesterday was the last day of these discussions...but I feel I needed to chip in on the PMs office being the cordinating ICT organ...my take is that it may work btwn now and 2012, and then what next? Remember as much as the PMs office and his cordinating role is in our constitution, I tend to think that by 2012 this may not obtain. Depending on how we rewrite our constitution, the PM office maybe too strong, too weak or simply deleted and either case the ICT cordination role would then be misplaced. There was some KICTAnet breakfast meeting last year where the numerous ICT agents, organisations, assosciations, societies etc were enumurated (over 50!) and I wish Brian/Harry? who was the secretary could share with Listers to appreciate the level of confusion that stalks our ICT landscape in this country. The project is funded by the International Development Research Centre(IDRC) and it’s overall objective is to undertake comprehensive research in the BPO sub-sector in pioneer, emerging and mature markets to provide evidence and a deeper understanding of the imperatives for success in the BPO industry to better inform Kenya’s policy decisions and investment choices. Data collection which comprised of collecting data from USA, South Africa, Kenya, India, Mauritius and UK is complete. The high-level research findings have been discussed in the KICTANET list and the inputs incorporated. The research team would like to share these findings and obtain further input from stakeholders for incorporation into the final document which will contain the policy implications. This will be done at a workshop on Wednesday 1st July 2009 at the KICC from 8.30 am to 1.00 pm. The document posted in by Sang this morning suggests that as early as 2004 there was a draft ‘policy document’ proposing the formation of the Kenya Information and Communications Technology Authority (KICTA) that would be responsible for 'managing, co-ordinating and regulating' ICT activities in the public sector. The document indicates that KICTA ‘shall be the custodian of all government information and all ICT programmes, and shall be headed by a Director General or Secretary General who will also be the governments Chief Information Officer at the Permanent Secretary Supper Scale level.’ And the document goes on to appropriately define roles and functions. I did have a quick read through and I found no mention of the BPO as an industry (I may have missed it); there is a probability that the subsequent drafts address some of the issues that have arisen in the discussions. KICTA, as defined in this document, sounds like the oversight body that Walu and other listers referred to earlier on. I would like to find out if anyone in the list a) has the final copy of this document (and would be willing to share it;) ) b) is aware of how far its implementation has gone / who is taking responsibility for its implementation. This body could be KICTB, Brand Kenya.....! A political office can only be ceremonial and nothing to do with tactical. No need establishing another quango as is being suggested here when you have a functional office entrenched in the constitution and read together with the national accord.
