Hi all, I take it you had a restful weekend. I recently completed my M.Sc. in Technology and Policy and thought to share my thesis with the listers. The thesis is on a "Technology Strategy Analysis for the Deployment of Broadband Connectivity for Economic Development in Emerging Economies: Studying the Case of Kenya Using the CLIOS Process." A good number of discussions as well as people within this list contributed substantially to my thesis and the least I can do is offer a generic thank you to all of them. An ecopy of the thesis is temporarily stored at http://web.mit.edu/bomwenga/Public/ and should soon be available on the MIT library's DSpace. I believe reading the entire 194 pages may be a bit painstaking, so I'm currently working on a 10-15 page paper that should be available soon, I have also attached a copy of the abstract that should be a shorter read. I made use of a policy analysis framework developed by my thesis supervisor (Prof. Sussman) called the Complex Large Interconnected Open Sociotechnical (CLIOS) Process. My belief is that the thesis has contributed a systems understanding and summary to the question of broadband deployment, paying particular emphasis to the open system quality of broadband deployment. It may be taken as a treatise or foundation for further analysis of broadband using engineering analysis tools in the development and evaluation of a strategy. I'm back in the country now working part time at the Nokia Research Center. I will definitely be more active within the list now and I would like to hear your comments on the thesis in addition to those of Dr. Warigia and Mr. Kisia who graciously accepted to be my thesis readers. DiploFoundation Begins Research Survey on the Impact of the IGF The Internet Governance Forum (IGF) process is a direct result of the UN World Summit on the Information Society. It offers a forum for developing discussions about Internet Governance in a multistakeholder environment which allows for not only cross-border but cross-stakeholder sharing on an equal basis of partners from governments, civil society, business, academia and the technical community. The fourth IGF will take place in Sharm El Sheikh, Egypt in November, 2009. As it enters its fourth iteration, the IGF is undergoing a process of review and evaluation, which makes a survey of its impact particularly relevant and important. DiploFoundaton has recently begun a research survey to identify this impact. This information will be valuable for all stakeholders to consider as best practices, examples or what has worked, and where we need to focus our efforts to improve. The process of developing and analyzing the results of this survey will be conducted by DiploFoundation and other partners, supported by a grant from AT&T. In the course of their study, they recommended that a modeling effort be undertaken with the assistance of TNO. TNO produced a model and a companion report. Enjoy Information-rich and attention-poor Peter Nicholson From Saturday's Globe and Mail Last updated on Saturday, Sep. 12, 2009 04:09AM EDT Twenty-eight years ago, psychologist and computer scientist Herbert Simon observed that the most fundamental consequence of the superabundance of information created by the digital revolution was a corresponding scarcity of attention. In becoming information-rich, we have become attention-poor. The three technologies that have powered the information revolution – computation, data transmission and data storage – have each increased in capability (and declined in cost per unit of capability) by about 10 million times since the early 1960s. It is as if a house that cost half a million dollars in 1964 could be bought today for a nickel, or if life expectancy had been reduced from 75 years to four minutes. This has unleashed a torrential abundance of data and information. But economics teaches that the counterpart of every new abundance is a new scarcity – in this case, the scarcity of human time and attention. The cost of one's time (approximated, for example, by the average wage) relative to the cost of data manipulation, transmission and storage has increased roughly 10-million-fold in just over two generations – a change in relative “prices” utterly without precedent. This, above all, is what is driving the evolution of online behaviour and culture, with profound implications for the production and consumption of knowledge. The primary consequence is the growing emphasis on speed at the expense of depth. Behaviour inevitably adapts to conserve the scarce resource – in this case, attention and time – and to “waste” the abundant resource. Thus, for example, much of the new technology's capability has been spent on simplifying interfaces and reducing communications latencies essentially to zero; both of these conserve precious time for users. The same motive has also spawned a plethora of indexing and searching schemes, of which Google is the chief example. These are all seeking to be attention-optimizers. Today's information technology is nowhere near its theoretical physical limits, though many engineering and cost hurdles may slow development after 2015. Nanotechnologies and quantum phenomena nevertheless promise to support a new growth path for decades to come. For example, a recently announced storage technology using carbon nanotubes may allow digital information to be held without degradation for a billion years or more – an innovation that would eliminate the major shortcoming of the digital archive. We may think metaphorically of the production of knowledge as a function of “information” and “attention,” with attention understood as the set of activities by which information is ultimately transformed into various forms of knowledge. By virtue of its unprecedented impact on the relative prices of information and human attention, information technology is driving a correspondingly profound transformation of knowledge production, the main feature of which is a shift of emphasis from “depth” to “speed.” This is simply because depth and nuance require time and attention to absorb. So as attention has become the dominant scarcity, depth has become less “affordable.” Moreover, with information so abundant, strategies are needed to process it more quickly, lest something of vital interest or importance is missed. THE 24-HOUR KNOWLEDGE CYCLE Knowledge is evolving from a “stock” to a “flow.” Stock and flow – for example, wealth and income – are concepts familiar to accountants and economists. A stock of knowledge may be thought of as a quasi-permanent repository – such as a book or an entire library – whereas the flow is the process of developing the knowledge. The old Encyclopedia Britannica was quintessentially a stock; Wikipedia is the paradigmatic example of flow. Obviously, a stock of knowledge is rarely permanent; it depreciates like any other form of capital. But electronic information technology is profoundly changing the rate of depreciation. By analogy with the 24-hour news cycle (which was an early consequence of the growing abundance of video bandwidth as cable television replaced scarce over-the-air frequencies), there is now the equivalent of a 24-hour knowledge cycle – “late-breaking knowledge,” as it were. Knowledge is becoming more like a river than a lake, more and more dominated by the flow than by the stock. What is driving this? Most obvious is the fact that the media by which electronic information is presented and manipulated permit it to be changed continuously and almost at no cost. Information products are therefore constantly evolving, for the simple reason that, faced with the option, who would not choose an updated over an outdated version? By the time information products eventually come to rest, they are very likely to be considered obsolete. In the cutthroat competition for attention, they are no longer “news.” Consequently, there is little time to think and reflect as the flow moves on. This has a subtle and pernicious implication for the production of knowledge. When the effective shelf-life of a document (or any information product) shrinks, fewer resources will be invested in its creation. This is because the period during which the product is likely to be read or referred to is too short to repay a large allocation of scarce time and skill in its production. As a result, the “market” for depth is narrowing. There is also under way a shift of intellectual authority from producers of depth – the traditional “expert” – to the broader public. This is nowhere more tellingly illustrated than by Wikipedia, which has roughly 300,000 volunteer contributors every month. The upshot is that thousands of heads working in parallel are, in an environment of information superabundance, presumably better than one, even if that one is an expert. What makes the mobilization of “crowd wisdom” intellectually powerful is that the technology of the Web makes it so easy for even amateurs to access a growing fraction of the corpus of human knowledge. But while hundreds of thousands of Web-empowered volunteers are able to very efficiently dedicate small slices of their discretionary time, the traditional experts – professors, journalists, authors and filmmakers – need to be compensated for their effort, since expertise is what they have to sell. Unfortunately for them, this has become a much harder sell because the ethic of “free” rules the economics of so much Web content. Moreover, the value of traditional expert authority is itself being diluted by the new incentive structure created by information technology that militates against what is deep and nuanced in favour of what is fast and stripped-down. The result is the growing disintermediation of experts and gatekeepers of virtually all kinds. The irony is that experts have been the source of most of the nuggets of knowledge that the crowd now draws upon in rather parasitic fashion – for example, news and political bloggers depend heavily on a relatively small number of sources of professional journalism, just as many Wikipedia articles assimilate prior scholarship. The system works because it is able to mine intellectual capital. This suggests that today's “cult of the amateur” will ultimately be self-limiting and will require continuous fresh infusions of more traditional forms of expert knowledge. With almost all of the world's codified knowledge at your fingertips, why should you spend increasingly scarce attention loading up your own mind just in case you may some day need this particular fact or concept? Far better, one might argue, to access efficiently what you need, when you need it. This depends, of course, on building up a sufficient internalized structure of concepts to be able to link with the online store of knowledge. How to teach this is perhaps the greatest challenge and opportunity facing educators in the 21st century. For now, the just-in-time approach seems to be narrowing peripheral intellectual vision and thus reducing the serendipity that has been the source of most radical innovation. What is apparently being eroded is the deep, integrative mode of knowledge generation that can come only from the “10,000 hours” of individual intellectual focus – a process that mysteriously gives rise to the insights that occur, often quite suddenly, to the well-prepared mind. We appear to be seeing fewer of the great synthetic innovations associated with names like Newton, Einstein or Watson and Crick. THE AGE OF DIGITAL NATIVES So we decry the increasing compartmentalization of knowledge – knowing more and more about less and less – while awaiting the great syntheses that some day may be achieved by millions of linked minds, all with fingertip access to the world's codified knowledge but with a globe-spanning spectrum of different perspectives. The hyperlinked and socially networked structure of the Internet may be making the metaphor of the Web as global “cyber-nervous system” into a reality – still primitive, but with potential for a far more integrated collective intelligence than we can imagine today. Those of us who are still skeptical might recall that Plato, in the Phaedrus, suggested that writing would “create forgetfulness in the minds of those who learn to use it.” This is a striking example of a particular kind of generation gap in which masters of an established paradigm can only see the shortcomings, and not the potential, of the truly novel. Today, the electronic screen, with its lack of linear constraint, its ephemeral scintilla and its hyperlinked multimedia content, portends a very different paradigm. How this may condition the habits of thought of the so-called “digital natives” – who, after all, are about to become both the custodians and creators of human knowledge – is one of the deepest and most significant questions facing our species. The challenge is to adapt, and then to evolve, in a world where there continues to be an exponential increase in the supply of information relative to the supply of human attention. Global 'missed call' scam

Hi I got a missed call from +423662691883 at 7:04am this morning. Being the paranoid Kenyan ;-) that I am, I first Googled for the country code and the result was "Liechtenstein". One of those coutries the skip on the map. I also learnt that the number has been used for a 'missed call' scam where you'd lose airtime and more. 1. Are our networks protecting consumers from such 'known threats'? 2. How does the scam work? Let's build an Electronic Payment Solution!

A couple of weeks ago, and a few months before that I talked about a payment solution for developers, basically a system where developers can receive payments from clients. Rad! had started the topic I commented on a few weeks ago. I believe that it's a great time now for us developers to do something about it. There are lots of great guys making great apps, especially mobile apps, but the methods that exist for them to receive payments are cumbersome for the client or the revenue share would not make business sense for the developer unless they are selling in the 10s or 100s of thousands. As I commented on Rad!'s thread, the payment solution is in-deed the last mile for us developers. With such a solution one can confidently build an app and plan for it's sale. I'm therefore putting the request out to all parties/developers interested. Is anyone willing to contribute to develop such a system. I belive we have some of the best developers spread out in our lists. We have the Security Guru's, the UI Gurus, Database Gurus, Software Architects, Designers and Programmers among others. And I'm sure those people know other people internationaly who can provide expert help. If we archieve this we could have a great open platform for payments. I had in mind a simple platform. It works the same way one would buy Mobile credit from the retail chains. It will be electronic. One purchases the amount they need, they send a request to the servers, through the Application (website, PC or mobile App). The application on the server deducts the amounts as they are used by the subscriber. I believe this system can generate enough revenue to sustain itself. The retail chain can pocket their 10 %, the system (and whoever is maintaining it) pocket another 10% and 70%-80% goes to the developer. Apple's Appstore pockets 30% while developer pockets 70%, that is great. One developer might have a client base of 5,000 for their app, but with 20 developers that goes up to 100,000. A developer would have access to the API to embed the payment solution in a website, mobile app, or PC app. I'm starting this thread for discussion into this venture. If the discussions are successful, let's make this a reality! If not, then I'll repost and repost until this idea makes sense, coz I'm yet to see how it doesn't. O_O

If you continue protecting his identity and he remains a member of your organisation, you ought to be ACCOUNTABLE as the chairman and let him face the full wrath of his RESPONSIBILITY. Otherwise, you are an accomplice. Don't mix the sad issue of Defamation today with Consumer Rights. I also want cheap internet. Also take heed, I do not represent Michael Joseph or any other person who faced attacks from Robert but I took responsibility to unearth the culprit as a proud Kenyan who is not ready to see one soul drive us into a destructive path. Kenya's ICT Policy development process

Was hoping someone might be able to help. I am a PhD student at the University of Leeds doing my research on the ICT policy development process in Kenya - looking specifically at the role of the media and multi-stakeholder processes in the development of the 2006 National ICT Policy. I have been looking online for a copy of the draft ICT policy which was released in October 2004, but have not been able to find anything. Can anyone send me a copy or point me in the direction of where I could find one - if it is available electronically? I would really appreciate your feedback or help in this regard. East African Fiber Summit

Good morning, I'm a techie and a regular contributor on skunkslist. I'd like to add some contributions. Any views below are personal and not meant to cause any negative actions etc.. :-) I received an email attachment on the above subject detailing the program of the event. Though I'm not in a position to attend, I wanted to share my thoughts. After reviewing it, the program does not seem to hold much on what and where fiber should be heading in kenya. The program seems to revolve around a concept " when fiber arrives ". There are many excellent contributors on the program list and I hope that the summit will take things to much higher levels of discussion and focus on progress development through commitments. As I mentioned in my earlier contributions on other lists, Kdn and Safaricom ( including Onecom ) made history on July 27th. Safaricom took it further by holding event meetings for cyber owners outside Nairobi while Kdn was also able to push seacom packets all the way to the ugandan border. The summit should, in my view, present the strategies and solutions on offer based on techology, expansion and deployment of the fiber Nationally and across the border. This also brings me to my second point of contribution : TATA and Point of Presence in kenya : I was quite glad when recently TATA announced that they would be putting up a POP in kenya for tiered services. To have this pop in kenya was quite an important achievement and goes to show that Fiber will make Kenya a communications regional hub for the region. However, it has recently announced that TATA have gone with Access Kenya on this development. While I have nothing against any service provider or in this case Access Kenya, I believe that TATA have have made a disappointing start on the POP. As far as I know, Access Kenya does not at the moment represent itself as a National Operator nor does its services spread nationally nor across the border into Uganda or Rwanda. I'd have thought that TATA would be considering KDN, TKL or even Safaricom ( Onecom ) for its POP. I hope in future POP operators do realise the impact of their decisions. Corrections are welcome. Alex, Mistakes are made in ideas, but that does not mean I have not dome my research well. I think I should have said, Bill, stay on in fighting for the battle of empowering the internet users of their rights. By this, I do not mean he (Bill) is the only person who does that. Ladies and Gents, I have been thinking about this a great deal over the last few days. My position remains the same, the IGF (global one) is not a negotiating, output focused body. HOWEVER, there is no reason the National or Regional IGFs cannot produce outputs to help local and regional policy makers. As much as I applaud the fantastic organisational job done to bring this EAIGF about, I think that IF this body wants to actually produce a useful output for policy makers, it needs to shift format a bit. Instead of being a "presentations with a few questions at the end" kind of thing, I think that breaking up into subject matter working groups (with associated mailing lists per subject) over the course of the year will be more likely to produce useful frameworks for policy makers. Adam Aim of the Bursary As part of this strategy for more engagement, the Commonwealth Internet Governance Forum have set up a modest travel fund to offer young professionals who are active in Internet Governance in their countries or field, the opportunity to participate at the IGF meeting in Sharm el Sheikh. Criteria/ Eligibility Applicants must * be nationals of a developing Commonwealth country * be active in Internet Governance related issues in their field of expertise or their country. * play an active role at the IGF, presenting in a workshop or panel or presenting their work in the IGF Market place. * be able to demonstrate how their participation will benefit their country and ensure security, affordability in providing access for all. Terms & Conditions The travel bursary will cover cost of return economy air travel. All other accommodation, meals and local costs will have to be covered by the applicants themselves. Visa application and related costs will also be covered by the applicants. The final confirmation of the award of the travel bursary will be made once the visa is in hand. Any last minute cancellation or failure to attend will cancel the terms of the bursary and a full refund of costs will have to be made. Awardees will be re-imbursed for travel costs after the submission of a report at the end of the event. A report of around 500 words, must be submitted no later than 4 weeks after the completion of the event. The report should describe the experience, including a brief summary of the work undertaken by the applicant, together with the skills and experience gained. The report should address how the placement has been of benefit to the applicant in relation to his / her course of study, new skills learned, future career prospects and personal development. If a satisfactory report is not submitted within that time, the Secretariat will consider it a breach of the Terms & Conditions and may refuse to reimburse the costs of travel. Selection Process Submissions via an application form (available on the web) must include a supporting statement (not more than 200 words) of how the proposed opportunity ensures secure and affordable access for all in a Commonwealth country. Applicants must include references, from academic tutor or line manager. Selection Committee shall make the final selection based on the funds available. The committee shall also identify a number of standby candidates in case a selected candidate does not/cannot take up the offer of an award. Therefore a number of candidates may be shortlisted for the bursary and advised closer to the time. The committee¹s decision on any application is FINAL. The Secretariat will NOT enter into any communication with applicants regarding unsuccessful applications. In a country where everything gets soaked corrupted, even concept too become affected. Quite often, we excuse companies engaging in the vice as competitive and covert criminal spying/espionage ares overtly christened "business intelligence" With all the money at their disposal, do you think the companies are more dangerous for society or equally as bad? Here's a thought. Most Kenyans labour under the mistaken impression that to succeed you have to do it using the one-big-deal-that-sorts-you-out-for-life. Not true. I wonder if Safaricom, Orange, Zain & Yu would consider setting up application portals -- something like the apple app store. Local developers would submit applications that would be vetted and if approved, availed on the portals for download to their customers. There would then be revenue share between developers and the telcos. Everyone wins. Jobs created. Innovation fostered. Telcos make money. Pipe dream?

I know Rod Beckstrom, the New President & CEO of ICANN listens to all Internet stakeholder thus I am inclined to believe that he will grant NCUC audience at Seoul, Korea Next month. He is conscious that the New gTLD Program - a substantial shift in the domain name system, requires very thorough consideration to ensure that all the sectors in the community participation, and all potential issues are understood and resolved before launch next year. The New gTLD are name-like, such as .coders, .network, .business, .kenya, .africa, etc. ICANN is further refining the next version of the Draft Applicant Guidebook that will explain how the New gTLD implementation will be done. I'll post a download link once it's ready. But most importantly, he is committed to the Internet community’s continuing participation to make the New gTLD Program enhance competition and choice for Internet users, broaden regional participation through the introduction of IDNs and community based TLDs, and protects the rights and interests of all. California (United States) – ICANN’s Non-Commercial Users Constituency (NCUC), a group of 152 non-commercial organizations and individuals from 52 countries who represent the noncommercial interests of Internet users in ICANN policy development, recently appealed to ICANN's Board of Directors and CEO to meet with them in Seoul to resolve serious problems with its current plans to alter the representation of noncommercial interests in its policy making process. Specifically, NCUC’s letter expressed concern over ICANN’s adoption of a flawed charter for noncommercial users that disregarded the vast majority of public comments and concerns expressed by noncommercial Internet users. In late July 2009 ICANN’s Board decided to approve the NCSG charter drafted by ICANN staff, rather than the charter drafted by civil society in a 7-month long consensus process that included a wide variety of noncommercial interests and was submitted to ICANN’s Board by the NCUC. ICANN’s staff did not provide its board with the competing charter submitted by NCUC in order to properly inform the board’s decision. The difference between staff’s charter and civil society’s charter is stark. Staff’s charter ties council representation and resources to arbitrary and more easily manipulated constituencies, while the NCUC charter calls for stakeholder group wide elections of its noncommercial representatives and other leaders. NCUC’s charter model encourages consensus building among constituencies, while staff’s charter model encourages divisiveness and favoritism among noncommercial interests. “ICANN’s decision has resulted in significant damage to ICANN’s credibility within global civil society and has fueled further distrust towards ICANN’s decision making process,” said NCUC Chair Robin Gross. “Its treatment of noncommercial users in this instance has significantly called into question ICANN’s legitimacy to govern and its ability to protect the global public interest,” said Gross, Executive Director of digital rights group IP Justice, a NCUC member since 2004. The board’s adoption of the stakeholder group charter is part of ICANN’s ongoing effort to re-organize its Generic Names Supporting Organization (GNSO), which currently consists of 5 commercial constituencies and 1 non-commercial constituency, the NCUC. ICANN’s GNSO is responsible for developing policy recommendations that relate to Generic Top-Level Domains (GTLDs) or those domain names that end in .com, .net, .edu, and .org. The process of changing the GNSO’s structure from 6 constituencies to 4 stakeholder groups is expected to be complete by the end of October 2009. In its letter the NCUC states that “there is a misunderstanding over non-commercial representation and participation in ICANN” and NCUC calls on ICANN to acknowledge that there has been significant growth among noncommercial participants at ICANN recently. NCUC’s membership has grown by 240% since 2008 and now includes 75 noncommercial organizations and 77 individuals. An independent study by the London School of Economics verified that NCUC has the highest number of different people on the GNSO Council of any ICANN constituency and that NCUC has the most geographical diversity among its membership with members now from 52 different countries. “NCUC represents an extremely broad range of noncommercial Internet users, including educational and academic institutions, human rights organizations, libraries, consumer groups, religious organizations, bloggers, open source software developers, development-oriented groups, arts organizations, and other noncommercial interests,” explained Dr. Milton Mueller, an Internet governance expert. Dr. Mueller, now a professor at Syracuse University School of Information Studies and Delft University of Technology in the Netherlands, co-founded the constituency in 2002. "Nonprofits and public interest advocacy groups have an irreplaceable role to play in a self-regulatory scheme dominated by business interests. Someone has to look out for the public interest. Refurbs Debate

Dear All, We at Computers for Schools Kenya have been very closely following the debate on "affordable" computers - particularly with reference to refurbs. Many of the comments are informed and no doubt well intentioned, but many others have left us wringing our hands in despair! CFSK has been working for the last seven years to bring the benefits of ICT to resource-challenged educational & training institutions and community information access & resource centres. At our foundation, based on objective and empirical research, we sought to design an intervention model that would meet the needs of the client group within their resource limitations without unduly compromising quality of access or service. After reviewing several options (details of which I will not go into), we narrowed down quality refurbs from reputable sources as the way to go. Our decision was informed by the following: Intervention models in other countries. We were particularly impressed by the Computers for Schools Canada Programme and a similar programme in Colombia and Chile - all of which had achieved immense success in taking computers to educational institutions and community information centres such as libraries. Though these three were the biggest such organised interventions virtually all other countries in the West as well as the Asian Tigers had similar programmes but on a smaller scale. ALL were utilising refurbs from the corporate and related sectors that of necessity have to stay right on the cutting edge of ICT, and therefore have available functional albeit older PCs available from time to time as they upgrade. The needs of the target groups and the use to which they were going to put the computers ands related accessories they would obtain through us. We established that the refurbs we were able to obtain would meet their requirements: run Windows, run MS Office Suite, run the educational eContent available, and access the Internet where other requisite infrastructure was in place. Functionality of the equipment. CFSK was able to enter into partnerships with reputable organisations overseas that guaranteed that only quality and fully functional refurbs were imported by us. Working with these partners, we have over time revised the minimum specs for such equipment that we will accept - starting off with PIs when we started off in 2002 to our present day minimum of PIVs with at least 256MB of RAM and 20GB HDD. As part of that process, we even anticipate that from the second quarter of next year, we shall only accept TFT and not CRT monitors. Affordability, which we very deliberately put last. All listers will remember that it is only in the last four to five years that the Government has made substantive budgetary allocations for ICTs in the kinds of institutions I am talking about and very wisely too. In 2002 when we started, money for ICTs had to be raised by the institutional community from their meagre resources or from corporate and other donors. And even the allocations now being made by Government to these institutions, generous as they may be amidst all the other pressing needs, are not enough to saturate them with ICTs at the required level. Refurbs offered and still offer an affordable option that gives good value for money. To allege that refurbs constitute dumping is to be simplistic to a fault. Where the refurbs are not functional, do not meet the needs of the recipients, or are not good value for money, then that would be dumping - and it maybe that a certain amount of this is happening. But to condemn refurbs en masse, is to fail to acknowledge that this country's nascent digital revolution is as a result of these much maligned equipment - not outrageously priced brand new equipment. At CFSK we are for quality, and preferably new, computers. Admittedly, it would be lovely to provide all our institutions with ultra-modern 2.0GHz Duo Core computers with 2GB RAM and 200GB on the HDD, etc. And where they can afford them, especially with the Government's very welcome intervention in allocating resources for the purpose, we are glad to help them acquire quality brand new equipment. However, where an institution has limited resources, we must ask the questions: do they NEED the immense capacity that brand new computers at current "standard" specs provide, and should they expend limited resources on such capacity when they may in fact not need it? Being cognizant of the fact that ALL electronics, new and refurbished, ultimately become eWaste, CFSK working with both local and international partners has established and eWaste Management Centre. This Centre, through innovative disassembly, reuse, recycling and re-export is managing ICT-related eWaste in a manner that is protective of the environment and mindful of public health. Up-scaling and out-scaling initiatives such as this will ensure we are all protected from the hazards of electronic waste, including that which begun its life as brand new equipment. Eltimately, as one of the listers very wisely suggested, what is required is a level-headed consultation amongst ALL stake holders - civil society, commercial enterprises, a sampling of end users and the regulatory authorities - with a view to defining a rational policy in this area that advances rather than stunts the pivotal sector. Affordable computers

Dear listers, I have reliably learnt that the Uganda Government banned he importation of used computers in that country in the last budget. Then I remember that the PS, Dr Ndemo, said that the reason why we are paying 25% duty on used computers in Kenya is because there is an East African protocol that demands that used computers must be taxed. I also remember that the PS has in various fora indicated that its in the best interest of his Ministry and the country to put as much hardware in the hands of the people as possible. Having observed in the past that this 25% duty on used computers runs counter to OUR strategy to become an ICT powerhouse globally, its now clear that we must break from any agreements that we have with our neighbours that do not tie in with our own strategies. For instance, if Uganda bans used computers, will we be bound to follow suit? What if they don't have similar strategies or objectives and they don't care about having their citizens access computers?. In my view, the problem is beyond new/locally assembled PCs against imported re-conditioned computers. The biggest problem is that of a time bomb in terms of e-waste. A study I led on e-waste in 2007 showed that at that time, Kenya generated at least 3,000 tons of e-waste every year (a copy is attached). I am sure you can see the problem if you consider a number of years. It gets worse if you consider that the number of PCs are growing every year. From this point of view, a policy is necessary on e-waste. A second issue is the life of an assembled clone vis-a-vis that of re-conditioned computer. Has anyone done any study? Can they share the results. I bought many locally assembled PCs and many of the them developed lots of problems and their life in a busy user environment is relatively low. I did this long time ago and I cannot recall the average life. The cost of ownership kept on increasing. I have also tried re-conditioned brand computers and I am monitoring their life. I am tempted to do a study. The other issue is developing local capacity for ICT technology development. Many countries started from the assembly route with a strategy to develop local capacity. Do we really have a strategy? Putting 25% duty on used computers is not a strategy. It would make sense if it was part of a comprehensive strategy either aimed at developing local capacity for technology development or something. It does not even start to address our e-waste problem. Many thanks to the organisers and facilitators for the great event, however i wasnt given a satisfactory answer regarding the following *The state of digital divide in Kenya What the country is currently using the internet for. The number of internet users in the country at the moment.* While i appreciate the fact that there are some statistics on the CCK website they are not up to date i wonder why this is the case, in the context of internet governance *"how can you govern what you dont know?" *(thinking globally acting locally) i am of the opinion though it is belated that some of this statistics could have been collected in the forthcoming census. Nonetheless i was impressed by the active participation by Hon Engineer Okundi and Hon Eng Rege, this is what leadership is all about, lest we forget my point i got this from the CCK website and i hope i will be answered * Publications and Statistics * The Commission collates industry statistics and other information to assist new market entrants with the basic information required to make commercial decisions. Alex, Your have rightly qaulified your solution - as simple. Indeed it is. Infact too simplistic to fly. The idea that the Regulator can reign in Operators who charge "high" internet rates cannot and will not work. Think about the in-famous SAT3 fiber link on the west coast of africa. Ask yourself why the Regulators in Nigeria, Ghana, Cameroon, Angola, S-Africa etc have never stepped in and revoked licensces of operators over the last 15yrs of high internet costs offered on the fiber... (Getty Images - for illustrative purposes only). *A UK businessman has hit back at UAE web domain regulator, the .aeDA, after it said he tried to sell the domain name Irena.ae, following claims it wrongfully revoked the domain and transferred it to the International Renewable Energy Association (IRENA).* Last week, Kevin Reed told /Arabian Business/ that he registered the Irena.ae domain with the .aeDA but that it was subsequently deleted by the TRA unit, despite his firm holding the trademark for Irena, a nutritional supplement, in Europe and the UK for the past twelve years. In a statement on its website, the .aeDA claimed that the domain name was registered on January 28, two days after the signing of the IRENA EU statute in Bonn, but that following the registration, Reed put up the domain name for sale on the website Youcanbuythiswebsite.com. Responding to the statement, Reed said: “The domain was registered through Instra.com in January 2009 by another party through a registrar called ‘Instra.com’. “It clearly then became available and so I registered it through IP Mirror, who are a registrar for .ae domain names. “I did not at anytime offer the domain for sale.” Reed has said his company will scrap its plans to enter the UAE market unless the domain is transferred back to his company. “One has to wonder how safe any .ae domain name is if they simply take them whenever they feel like it,” he said. “Furthermore, the International Renewable Energy Association (IRENA) in Germany have told me that they do not want the domain as they use irena.org <http://irena.org>." IRENA chose Abu Dhabi to host its first international headquarters in June this year. The retreat would inform SSAC members, and help the committee prioritize its activities and prepare a work plan. SSAC would appreciate receiving input on the proposed retreat, including substantive items you think merit SSAC attention. In particular, SSAC requests comments on the proposed topics for the retreat: 1) SSAC Operations and Coordination SSAC Charter, Member Roles, Workflow SSAC Review Outcomes, Engagement with ICANN Bodies 2) Substantive/Informational Issues Registrant Protection & Abusive Behavior DNS as an Attack Vector SSAC/ICANN Role in Routing Root Server System Robustness & its Future Security & Stability of the Internet (Gaming & Structural Issues with ICANN Rules) In addition, to assist the SSAC in long-term planning and operational efficiencies, SSAC solicits comments on other issues that might be useful to discuss in depth at the retreat. http://www.ripe.net/news/k-root-dar-es-salaam.html The RIPE NCC Deploys New K-root Node in Africa Amsterdam, 20 August 2009 The RIPE NCC is pleased to announce that we have deployed a new K-root local node at the Tanzania Internet Exchange (TIX) in Dar es Salaam. This node is sponsored by AfriNIC and the Tanzania Internet Service Providers Association (TISPA), with transit provided by Simbanet and Africa Online. The RIPE NCC is participating in AfriNIC's Root Server Anycast Copy Program, which assists well established IXPs in the African region to deploy anycast instances of root name servers. The K-root local node in Dar es Salaam is the first such deployment. For more information about this K-root node, and K-root in general, please visit the K-root website.
