ICDL Directive a slap in the face

It was with shock and disbelieve when I read an article in the dailies indicating that the government has decided to use the Microsoft certification ICDL (International Computer Driving License) as the approved application compliance qualification. This is definitely a slap in the faces of all those associations and government agencies that have over the years developed generic curriculum for applications certification. How does the government frustrate all this efforts for years just to wake up one morning and literally cripple our institutions because a "donor" as offered "free" services. It is a fact that in 90% of cases the first sniff of cocaine that an addict took was given to them for free, due to its highly addictive properties the dealer knows that it will only be a matter of time before that free sampler becomes a hooked client. The Kenya National Examination Council (KNEC), University of Nairobi, Computer Society of Kenya and even Pitmans have tried and tested curriculum for computer applications competency training. What makes this more practical that the ICDL is that they are generic and not product specific. In addition they are cheaper to administer and examine all most of them require is just an upgrade so that exams can be administered online further reducing costs. The cost of examinations for ICDL is Ksh. 24,000/- at an exchange rate of 78/- to the dollar, this is equivalent to 1 year tuition for a University degree program. Are we really serious about encouraging ICT education and effective utilization? "When they came for my neighbour I said nothing, when they came for my brother I said nothing and when they came for me there was no one to say anything" We said nothing when Cisco moved in a set up so called Cisco Academies yet we all knew that this was wrong as Cisco teaches a product specific routing implementation based on their operating system which denies the graduand an open mind when it comes to providing solutions. Microsoft was stopped from providing software and their certification programs to schools in the same way that depo provera was withdrawn from public health facilities in the US & Europe yet like a herd of sheep we adopt all blindly. To a large extent, I don't believe so much in regulation. I would rather free market economics. But this is only to a certain extent. With the situation we are faced with, I think its close to what we hear from KENIC. That they cant sell their .ke TLDs at a low enough price because they don't have the numbers to sustain their operations. How about they lower the prices and get the numbers? Same thing for the Bandwidth. Lower the prices, get the numbers and the money and content will follow. Kai, I would observe the sabath by writing my last email on this subject. I was at the said workshop and indeed have worked on the subject extensively prior to the announcement by the regulator and in the new story, "supply bandwidth" is the term, otherwise i wont make an apple and oranges analysis. At least you should credit my non-distortionist approach to this subject. The situation we are dealing with is the artificial high price of bandwidth to the continent which has held back the industry, those prices MUST come into the realm of reality and then the forces of demand and supply would make usage and local content the catalyst. Offcourse, education, electrification etc are all in the value chain. Kai, The Central Bank as the regulator of the financial sector in every economy sets prime rates and other industry indicators based on their calculation of the market forces as they interplay with demand and supply. i dont see why you sense danger with the regulator of the coms industry setting "prime rate" based on the commoditized calculation..... You generate a lot of weight in your submission below on the private sector factors as a basis to slap the need for regulatory intervention in a market situation that has held the industry back for a very longtime. Am a private sector spice like you but if there is any lesson for us to learn from the current global financial crisis, it is that, we need regulatory interventions in the market theatre as markets have mood and are by that extension in perfect. A two day workshop called “Fiber Optic Undersea (Submarine) cable”, in collaboration with West Africa Telecommunications Regulators Assembly (WATRA), the German Technical Group (GTZ) and also the National Communications Authority (NCA) at the La Palm Royal Hotel. He said, application of Business Process Outsourcing (BPOs) and Government’s decentralization program would enhance various e-government packages which would increase the social-economic development of the citizenry in a manner never witnessed in this country over the past several years. Quandzie said that the NCA is committed to opening up the market base of the telecommunication industry by offering an additional fiber optic cable operator (WACS), which would add more capacity to the existing one, all within a 24 month period. According to Quandzie, the current SAT 3 cable systems provides an estimated three gigabytes capacity of international bandwidth to the country at approx systems to become operational, adding that “They will be adding respectively, for a total of 1,920 gigabytes or 640 fold increase to the current capacity of international bandwidth in the country”. Quandzie said that NCA expectation of a supply bandwidth a price goal of $100-500 per E1 should be possible within the very near future which would provide the necessary framework for the attainment of such an outcome. He concluded that with the right regulatory framework established, reliable and affordable broadband networks, coupled with low cost of available international bandwidth can be provided through undersea fiber optic cables. Hi all stakeholders of the web Sir Tim Berners-Lee, the www inventor in 1989 and Time magazine member of 100 Most Important People of the 20th century honoured Kenya by a visit last week facilitated by KICTAnet. On the conclusion of the trip, he gave a wide ranging one-on-one interview to K24's Jeff Koinange Capital Talk to be aired on Monday 30th at 2000 hrs and 2200hrs. Make a date to hear first hand the inventor of the www. In his itinerary, he met and interacted with the cross-section of Kenyan web stakeholders - government, parliament, academia, techies, industry and civil society. This was a fact finding mission to understand how his invention is being exploited. He also profiled Web Foundation (www.webfoundation.org ) that he launched in Sharm el Sheikh IGF on 15th Nov, Web Science Research Initiative (www.wsri.org) and clarified some of the outputs of www consortium (w3c) in standard setting especially for the virtually impaired. He met government officials led by Vice President Hon Kalonzo Musyoka, Permanent Secretary Dr Bitange Ndemo and CCK DG Mr Charles Njoroge among others over lunch, had an interactive session with Parliamentary committee responsible for ICT led by Hon Eng James Rege. He also gave a one hour lecture to the academic community (view the video lecture at www.kenet.or.ke) and met Skunkworks at Strathmore University as well as TESPOK. A recurring theme was the opportunity provided by the www but can only be fully exploited by the development of content - just do it, put data on a web page and contribute to the growth of the web now estimated at 10 raised to power 18 pages and growing rapidly. >From the high and mighty, Sir Tim went to the grassroots. First stop was first hand interaction with the virtually impaired at the Kenya Society of the Blind. Yes, the blind who constitute up to 3% of the Kenyan population need to access the web and software to help them is available both for the computer and the cell phones. According to the virtually impaired ,the cost was a barrier, good pc software cost about $500 while for the cell phone cost $300, and open source was not as good. Equally, most of the Kenyan web developers do not incorporate features for virtually impaired. In addition, Sir Tim saw applications of the web as a social intervention to create jobs, reduce crime and organise a neighbourhood by the excellent work by Kimathi Information Centre, and the power of the community radio to extend the power of the web to those in the slums as ably illustrated by the SIDAREC radio - Ghetto 99.9. To crown the visit to SIDAREC, he talked live on Ghetto 99.9 FM and praised the efforts of the SIDAREC to empower the poor with information. His visit comes at time when Kenya has just plugged into submarine optic fibres cables and a repealed Kenya Communication Act chaperoning Kenya to the information society era. From the many interactions in his itinerary it was clear that all sectors of the society are highly sensitised on the opportunities created by www and ways to exploit the web. The only way to honour Sir Tim's visit is to ACT now. News Alert http://www.icann.org/en/announcements/announcement-24nov09-en.htm ------------------------------------------------------------------------ New Registrar Agreement Covers Most Registrations Over 88 percent of domain names covered by new protections 24 November 2009 Less than six months after new registrant protections were approved by the ICANN Board, over 88 percent of all generic domain names are now covered. The protections include improved ways of storing data that require registration companies to submit to more stringent rules. These are included in a revised contract between ICANN and registrars, called the Registrar Accreditation Agreement (RAA). Since the revised RAA was approved on 21 May 2009, 650 registrars have voluntarily agreed to be bound by the new agreement; collectively they represent 88 percent of all generic top-level domains registered. In return, those that have signed the new agreement are recognized by ICANN on its listing of accredited companies. Under their existing contract, registrars are not required to sign up to the new RAA until their existing agreement ends, but they can voluntarily sign up early. The high level of coverage achieved to date is due primarily to these voluntary early adopters. ICANN CEO and President Rod Beckstrom said of the high sign-up rate: “The fact that the vast majority of generic domain names are now covered by these protections is a clear sign of the industry’s goodwill and its commitment to effective self-regulation - especially since some of these protections come at a cost to the companies themselves. It is an extraordinary achievement in a very short time.” Some of the additional protections afforded registrants under the new contract include: * Enhanced enforcement tools to assure registrar compliance with ICANN policies * Enhanced data escrow requirements to protect registrants that use privacy or proxy services * A Registrant Rights & Responsibilities document * New requirements placed on resellers * Improved contact information requirements * Registrar required training program “Registrars and the ICANN community successfully collaborated to make sure consumers are well protected while respecting the competitive marketplace ICANN has made part of its mandate,” said Mason Cole, Vice President of Oversee.net and chair of the Registrar Stakeholder Group. “It’s encouraging to see how quickly and assertively registrars have adopted the terms of the new agreement.” As an aid to potential registrants, ICANN has added an indicator on each of our public lists of registrars to show which registrars have adopted the 2009 RAA. I have my favorite extracts from the speeches......but will keep them that way...'my favorites'..for now :-). >>SAMUEL POGHISIO: Ladies and gentlemen, after four years of IGF, it's now time to reflect on what we have achieved so far and the future of this forum. As we deliberate on the five-year life span, whether it's adequate or not, it's important for us to think of the need for continuation of this coordinated mechanism to harness contributions from all Internet stakeholders. Kenya has established the process -- this process at a national level and has also pioneered the same at the subregional and regional level, and we've found the following. A, that with inspiration of the national IGFs, we are able to identify local level Internet governance issues that then form the building blocks for the regional level. The East African Internet governance forum, which is now on its second year. And B, the following, that the level of sensitization of various Internet governance issues is now high. We are now very much aware of the governance issues from management of critical Internet resources, more specifically strengthening our country's code top level domain, ccTLDs, to develop the strategies for handling cybercrime and creating universal, affordable access to ICTs. This has been an important lesson for us, and we see an even better opportunity in the future. We support the extension of the IGF and particularly the multistakeholder processes underpinning it, and we believe it is important for us to continue the constructive discussions and the debates and open exchange of ideas. However, there are a number of things that we may want to see changed. One, allocation of adequate resources to IGF Secretariat and its ability to function. Two, the support for regional and national IGFs, with clear mechanisms of inclusion and integration of the global IGF. The EA IGF which is the East African IGF wishes to contribute and impact on how the IGF could achieve more practical and useful outcomes growing from local and regional lessons. Provisions of deep analysis of discussions on thematic areas to provide a framework. This will not -- this will not only allow for broad and structured discussions but also harness the potential for all to get value out of our process. Lastly, Kenya is proud to be hosting the ICANN 2010 Africa meeting in Nairobi in March 7th through 12th and we look forward to hosting you all at the 2011 IGF. Mahmoud, While i agree with your simple but to be taken serious submission, i beg to differ on the substance and form of the underlining principle. It is the reponsibility of regulatory policy to ensure that infrastructure is shared and a common conduit is built so that different providers can blow their fiber, this is not a market failure situation but an argument for direct public policy intervention to ensure a certain market situation. In the absence of this, the same government through the various institutions collect all kinds of levies from the private companies knowing very well that they are building next to each other. It is important for us to ensure not only institutional saparation but stakeholder responbilities and outcomes in these discussions. The government and regulator must do their work in ensuring that when KDN wants to build fiber from Nairobi to Mombasa, they are told, telkom already has the ducts in place so go talk to them, pay a fee and blow your fiber. Blaming KDN for getting the license and building out next to Telkom, exonerate unnecessarily the responsibility of those institutionalised to do so and belittles the effort to institutionalise. Thailand just passed a law to make broadband a right, this would create the framework for private sector to ensure it happens or government would intervene to make it happen or they would be breaking the law they made. Providers need to share infrastructure,it beats logic to see different providers digging next to each other on same side of the road,this also inconveniences road users regularly especilly in urban areas. A first timer in a route should have extra conduits that can be used by competitors in future,once we share the suspicion of competition sabotaging will reduce. We also need to educate the public on the importance of the cable network to our country,economy and make a connection to how a cable cut impacts on their lives,ultimately the communities are the best custodians in their areas,we should also encourage contractors to use locals in each of the areas the cable is enroute and let them instill a sense of ownership to this communities. If government could perform well,local authorities and the state could be building and owning fibre routes or just the conduits and lease to all interested providers. Vandalism is one thing, negligence another. We as Operators spend huge amounts on staff we attach to contractors to make sure they don't destroy our cable plant .. Unless we ask the people doing it we would not know the motives. Dear All, The Jacaranda meet went well although it started slow (as would be expected on a Saturday morning). We ended at 2.30pm. Prof Sevilla of Strathmore University was most punctual. It is no surprise that software developers he has taught take him as seriously as he takes them. Two of our three (presenting) software gurus acknowledged his contribution to their lives. He had to leave as early as he came though to attend a funeral. Our priority is to motivate software developers and if E-Govt higher ups do not take them seriously, we would rather have the E-Govt technocrats who were with us today. Ms. Esther Wanjau (Assistant Director / ICT - MoIC) and Martin Kinyua (Kenya ICT Board) did well to open our minds as did Hary Hare, Dorcas Muthoni and others who have their E-Govt info together... We will be sure to have them as speakers or moderators in coming meetings. Conrad had a great presentation as did Esther and Martin. Just to expand the discourse on the cable issues and place it into some wider perspective. As far back as 1997, the US Government identified eight sectors it deemed critical to the national security and the essential functioning of its economy. These were: 1. Telecommunications 2. Transportation 3. Water supply 4. Oil and gas production 5. Banking and finance 6. Electrical generation 7. Emergency services, and 8. Essential government functions A President's Commission on Critical Infrastructure Protection ("PCCIP") in October 1997, highlighted the topic of critical infrastructures and made a series of specific recommendations for their protection. What does this have to do with the issue of cut cables? At the height of the post election violence and in some incidents thereafter, the movement of produce and goods in Kenya became a serious issue. In fact as a consequence, ALL of the neighbouring countries are actively identifying and developing alternative access routes for their products and services. Kenya Vision 2030 is predicated on an export led growth strategy that is and will be heavily dependent not only on networked transport services, but also on the fibre optic cable. The investment in transport and ICT infrastructure are premised on the desire to establish Kenya as the region's preeminent communications hub. The assurance that Kenya can and will consistent, reliable and affordable access to these critical infrastructures is critical to achieving these goals. It is thus important that players in the ICT Sector team up with other sectors to insist on the development of a national, perhaps East African wide Critical Infrastructure Protection Policy complete with accompanying reviews and enhancements in the legal and institutional frameworks. It is the only consistent way through which we shall be able to ensure security for investments so expensively and patiently built. A piecemeal approach will work for a short while and we shall be firefighting to eternity. The effort should focus on a comprehensive intervention, while obviously dealing with the issues in the short term. My two cents worth. Kai, You know that what is happening here, has also happened in Europe and most recently Asia, my sugestion is one of the ways by which they fix it. The bigger issue is our markets are not matured enough for one business to depend on the other for provisioning of services, a precusor to the markets working, is to use regulatory policy means. Eric If the regulator cck can formulate and enforce policies definitely things would not have been to the magnitude they are today But as eric aligula puts it in detail we need wholesome and long term regional approach supported with legislation to protect shared infrastructure,but at things stand now our good neighbour Tanzania may be considered a reliable partner to provide international connectivity via fiber. The way forward ? Eric has one of the best suggestions as what the US did in late nineties,we don't have to re invent the wheel. Kai, Congratulations on leading the way.... Ducting needs to be seen as part of the infrastructure for development like roads, gutters etc. I explain this a bit more in my response to the other Eric. Building and or maintenance of ducts can be outsourced to the private sector, the situation of 5 operators fight for the best seat does not arrive when you have the third party maintenance entity who is rewarded for ensuring the ducts are useful. If we were to forget competition and be true patriots, we would ask ourselves how much it costs the users for the lost business, think of a crucial call that cannot go through because of a cable cut, think of hotlines et al? Users can however help us identify the culprits, always see who is first to knock your doors when you have a downtime as a result of cable cut? Does it tell you anything, how did they know, if you listen carefully to the sales pitch, you will be promised a more stable service and at that time you will definitely sign up because of frustration with your otherwise helpless provider whose service is "unreliable". By the way cable vandalism happens even in the most developed world "vandals slash silicon valley fiber optic " sabotage happens in Kenya. Be part of mulika "mwizi" if we are to get rid of this retrogressive behavior that is a big threat to the growth of the ICT industry and the economy at large. Dr. Ndemo, Permit me to differ with you on this and agree with Waudo's position, such a move would be defeatist, let the market decide what it wants with regard to the Computer Applications, the issue here is about the skills and the market should determine that , Africa as a continent and we as a country are trying to catch up with the developed world and only "freedom" can can bring about innovation, i think governmnet should focus on Infrastructure and the global policy environment. I would like to get the opinion of other policy makers on the same issue. The event will be held in Nairobi, Kenya from 2 - 7 March 2010 just before the ICANN 37 Meeting. The event will be generously hosted by the Kenya Network Information Center (KENIC), a member of AfTLD with the support of local sponsors. The Annual General Meeting (AfTLD AGM) which will be held on Sunday, 7 March 2009 will be preceded by a five-day technical training workshop on Initial Registry Operation Course (IROC), an initiative of ICANN/ISOC/NSRC, and introduction to DNSSEC. The theme for the event is “Enhancing Internet Management in Africa”. AfTLD hereby invites interested parties to attend. Nokia Research technical intern in Kenya

Sambaza ==== Nokia Research is looking for a technical intern to work on a project in the US and Kenya during 2010. Self-help groups are a large-scale phenomenon in Africa. Participation varies by country, typically from 50-90% of the total population. These groups, called "chama" ("association" in Swahili), help their members save and borrow in a rotational manner. Chama also offer a way for people to exchange skills or barter tasks. This aspect of skill exchange is the focus of the project. The project is to help design and to implement a method for self-help groups to better learn about and exchange skills within a group and between connected groups. The method will use IVRs and SMS to act as a communication channel. The applicant must be a current student at a US college or university and have a strong computer science background. Advanced undergraduates, Masters, and early PhDs are encouraged to apply. Publication of results will be strongly encouraged. Presentation of work at a Nokia Lab in the US will be required at the end of the internship. Facility with Django/Python, Perl, basic bash and cron scripts, basic Unix system administration, and MySQL are required and will be evaluated as part of the application process. Scope of the internship: - January: two week visit to Kenya to meet the team and to better understand how self-helps group work in sub-Saharan Africa. - Feb-May/June (end of your term): begin project development (5-10 hours/week) - June-Aug (three months): finish implementation, and field test prototype in collaboration with social scientists in Kenya - Sep-Dec: prepare academic paper on work (5-10 hours/week) Please only apply if you can travel to Kenya in January and during the summer, and can be an intern during the spring and fall semesters. Applicants should sent a succinct, single-page cover letter and a CV to Jonathan Ledlie (jonathan.ledlie(a)nokia.com) by Friday November 20. Please send two reference letters and a copy of your transcript with your application. The intern will be selected by December 11. The internship is paid. Both trips to Kenya will be paid for. ICDL to be Gazetted: Is Open Office recognized?

KTN's Business news says that the government will only recognize (and will gazette) computer literacy as someone who at least has ICDL. Microsoft was mentioned (by the guy narrating the news). Dr.Ndemo confirmed (in the news clip) ICDL as Spreadsheet, Word processor, Presentation and Database. Open Office has similar packages. Can Dr. Ndemo at least confirm whether Open Office and any other office packages are recognized by government? or in other words what content makes an ICDL package? I find it mind-blowingly strange that Microsoft's Office products would be the only ones recognized as ICDL (as mentioned in the news clip). O_o?

And while I can now get Kenyan tea online from US companies like Starbucks, Caribou Coffee or any number of other re-sellers, like most consumers I would vastly prefer to cut out the middle man and buy my tea direct from Kenyan companies. Why not? But here's the rub. Besides me and a significant number of Brits, who buys Kenyan tea? According to Kenya's Department of Agriculture, after the UK the three largest buyers of Kenyan tea are Egypt, Pakistan, and Sudan. In fact, the Arabic speaking Middle East accounts for about 25% of world tea purchases. To reach these customers directly, Kenyan tea producers really need the ability to "speak their language" on the web—to provide websites and web addresses that are all in Arabic or Urdu. However, since today's internet doesn't allow website names in anything but Roman characters after the dot, we've got to wait for ICANN to enable these Internationalized Domain Names (IDNs). Monday night here in Seoul ICANN held a reception to celebrate the coming of IDNs for country code domains (like .eg for Egypt). It was a love fest, complete with cocktails, slide shows and commemorative t-shirts. And it's true, ICANN should be complimented for this advance—however belated. Still, as I sat there talking with delegates from Kenya I was struck by just how limited a victory this will be—and what a missed opportunity it is—for existing and potential e-businesses. Even to reach their best Arabic-speaking markets with an all-Arabic website, no Kenyan company is likely to go through the trouble and expense of buying IDN domains in more than 20 Arabic-speaking countries. So where does that leave the Kenyan tea industry? If I were the Kenya Tea Development Agency, Ltd I would want to keep it simple. What I would really want is the Arabic version of the website I already have—www.ktdateas.com. In the end the issue of IDNs shouldn't be about linguistics or politics, but about economic growth and development, about making the Internet more accessible for the billions of new users and businesses coming online every day. Now that ICANN has committed to make IDN ccTLDs available, why not make the most common existing TLDs—like .com and.org—next in line? If, as the proverb goes, "tea is liquid wisdom" then ICANN should have a cup or two… then get about the business of bringing global TLDs to the IDN space.
