All well & good. If the Chinese listened to these kinds of (valid) points there would be no Huawei or ZTE in existence. Knowledge first (primary) & legalities (later but) not to be ignored. No nation has developed by impressing foreigners but primarily by being civilized (not harming anyone including foreigners), believing in its own people & by promoting learning with its boundaries. Good morning all, I didn't refer to Prof. Kamau, I referred to the statement of Dr Ndemo, which he kindly qualified. I am aware of the debate of generic drugs and the arguments made that the public good should override patent rights. But this is, as I'm sure everyone is also aware of, a complex topic, with an equally complex international legal framework, and as much as it's easy to hate big pharma, I think some recognition needs to be given to companies that invest heavily in R&D. In the Kenyan debate specifically, I would find it counterproductive if senior government officials openly call for patent right infringements (and again, Dr Ndemo did qualify his statement). Apart from the fact that I'd rather like to see innovation encouraged, it does nothing for Kenya's image towards international ICT and tech investors or people looking to outsource processes. Copy right and patent infringement and intellectual property right theft was and is a big concern in China, and Kenya has none of the advantages that China offers to offset these: very low-cost manufacturing environment and a huge domestic market. It's a bit of a contradiction to call for e.g. certifications etc to build international credibility, and then offset it with a signal like this. On the IPad specificially: I doubt that Kenyan companies, even if they managed to copy the IPad, would be able to build it at a lower cost, and the way the education sector is run now, they'd be stolen just as quickly as any book - probably faster. I went to the Intel Classmate launch a couple of years ago and they made a useful point that just handing out kiddie laptops is not the solution: You need the whole ecosystem to make them productive. Electricity, connectivity, a place to lock them up, and importantly a teaching plan that they are integrated into. Is anytthing going on with Automation of Government Reciepting?

Listers, Can someone please let me know why with all the ICT brains in Kenya, Government Receipts are still issued in longhand using carbon paper! Without for a moment suggesting impropriety on the part of anyone currently using long hand, one suspects that, if the process is automated, revenue will rise significantly. After all, how does one know that the seven (7) in the customer copy of the handwritten receipt is not accounted for as a one (1) in the duplicate copy. Add zeros to the figures and see what effect it can have (7,000 = 1000; 70,000 = 10,000 etc). Imagine the resultant reduction in taxes. Do the government accounting officers not want to have a dashboard on their computers where they can see revenues coming in in real-time. My solutions to this quagmire. Complaining does not solve anything. It only makes things worse as people would be emotionally stressed to make any meaningful debate. As someone has put it, those who use Thika Road, will have to wait until 2011 to enjoy the benefits of the Super highway under construction. So that means patience. Secondly, only use your vehicle if it is necessary. If you choose to drive and your neighbour does the same, traffic will be unnecesary. The same applies to coming to Nairobi. Do you travel there as a matter of choice, convenience or reason? If in self-employment, ask yourself whether it is necessary to come to Nairobi - assuming you do not stay in the city. You see my friends, there is a need to know why a problem exist so as to find the solution. The last master plan of Nairobi was done when Dr. Gitu was the PS or Director at the Local Govt. Ministry and, it never saw the light of day, unfortunately. Solutions are within and the govt. acts as a medium to reaching the solutions. I rest my case! India's Outsourcing Exports at US$50 Billion

All is not lost, and against all critics.we can still get a share of the pie (http://www.pcworld.com/article/188514/indias_outsourcing_exports_at_us50_bi llion.html) India's revenue from exports of IT and BPO (business process outsourcing) services is likely to grow 5.5 percent to US$49.7 billion in the Indian fiscal year to March 31, 2010, according to estimates released Thursday by the country's National Association of Software and Service Companies (Nasscom). The revenue figure includes exports by Indian outsourcers as well as by Indian services and software development subsidiaries of multinational companies including Microsoft, Dell, and Oracle. Nasscom has forecast higher revenue growth in the range of 13 to 15 percent from IT and BPO exports in the next fiscal year to March 31, 2011. India has emerged as a key supplier of IT and BPO services to customers in the U.S., U.K., and other markets. Its business was however hit in the fiscal year to March 31, 2010 by the recession in some of these economies. The growth rate of 5.5 percent estimated by Nasscom for the year ending March 31, 2010 is far lower than the 16 percent estimated by Nasscom for the previous year. The 2009 figure is still an estimate as the results of Satyam Computer Services, a large Indian outsourcer, are still being re-stated, after a financial scandal at the company. Top Indian outsourcing companies like Tata Consultancy Services (TCS), Infosys Technologies, and Wipro said in January that they were seeing an improvement in demand for their services from customers in key markets, including the U.S. Indian outsourcing companies have also started hiring in large numbers again. Wipro's IT services business added 4,855 staff in the quarter ended Dec. 31. The company had cut staff by 630 in its IT services business in the previous quarter. TCS said in January that it is adding about 11,000 staff in the current quarter, including 8,000 trainees. The company added 7,692 staff in the quarter to Dec. 31. Direct employment by the country's IT industry is expected to be 2.3 million by March 31, 2010, with over 90,000 jobs added during the current fiscal year, Nasscom said. A number of new large IT services deals are expected to be signed by the second quarter of this year, Sudin Apte, principal analyst at Forrester Research, said in January. Indian companies are however not likely to achieve soon the revenue growth levels they had before the recession, he added. A lot of the expenditure by customers still falls under the category of necessary expenditure, with discretionary expenditure on IT services likely to start by the middle of this year, according to Diptarup Chakraborti, principal research analyst at Gartner. Besides a pick up in exports revenue for the year ended March 31, 2010, Nasscom is also expecting a growth in the domestic services business. Domestic revenue is expected to grow by 12 percent to Indian rupees 662 billion ($14 billion). In the next fiscal year, revenue growth from the Indian market is expected to pick up by 15 to 17 percent. Local Content: Cost of Local Hosting

Bandwidth costs seem to be coming down and that's welcome news. However an important area seems to be largely ignored and that's the cost of hosting locally. A Dedicated server in the U.S/Europe (8 Core Processor, 6GB RAM, 3,000GB Bandwidth, 500GB disk space, ...) costs about $500/month. I believe in Kenya that would cost about 8-10 times more and that's without the 3,000GB bandwidth. With bandwidth becoming cheaper and better quality, it's far cheaper to host the local content internationally, and end-users might not feel a big difference in speed and quality. Factors leading to high hosting cost might be cost of physical space and electricity (highly priced and unstable). If these are the major reasons why hosting costs are high, then we cannot expect the cost to come down any sooner no matter how many fibres are coming to Kenya. Local companies (e.g. BPOs dealing with large volumes of data) and local branches of international companies looking for secure off-site back up might also do it from internationally located servers, where the companies running those servers not only offer lower cost but also more experience which leads to better service. As one of such companies puts it ,"98% of replies within 30 mintues, 99.9% Network Uptime Guarantee, ...". Therefore we are looking at a situation where local content might be hosted internationally. 8~!

Last year it was "IG: Opportunities for All". In that meeting there was emphasis on development and capacity building for 2010 meeting so perhaps the theme can reflect that, plus some indirect suggestions that the IGF should continue. If the theme from Vilnius comes from EA that will be great! 2. Your thoughts on agenda item "Taking stock of the 2009 meeting – lessons learned" - give your views even if only a paragraph. 3. Your thoughts about the main sessions for 2010 and whether we should also keep the progam format or make changes from what we had in Sharm. After the MAG meeting 10-11th Feb. Yeah you're right, KDN's virtual server costs are close to overseas costs. (Open question) In Kenya, what would be the monthly price range for the following dedicated (not virtual/shared) server (no setup costs, no service charge, no bandwidth, no taxes, etc) If the price is at least 3 times compared to what I listed below, what factors lead to the price (high energy costs, ...)?: 8 Core Processor, 6GB RAM, 500GB disk space. Zuku does @ KShs 4,500 (VAT Inclusive). Was surprised to experience up to 800 kbs on Zuku this week. It is shared bandwith so that was a treat that should be more consistent. Zuku also seems to have a problem (possibly due to their server side configurations) which register only one MAC (pc hardware) address to connect to to their side. Could be wrong but this locks out other PC's on a LAN. It does not seem intentional as they are willing to rectify the problem when it is brought to their attention. Is KDN's KShs 4,000 offer VAT inclusive? Customer service is very poor in all our ISP's so individuals would be wise to expect worse than Corporates experience. KDN never responded with a (Site Survey) to mail, phone calls and a visit to their offices so Zuku is better for individuals and SME's that have 2 or 3 weeks to wait for them to set you up. This is better than no response at all. Zuku have the best offers in the market and are flooded with more installations than they can handle. This means getting support can be a 2 to 3 week issue but their connection (connectivity) is not too bad where they have good signals. Orange EVDO (Internet Everywhere 3+) is stable if one is not too far from their BTS. Zuku is a much better deal for unlimited downloads but gets slower or faster than EVDO depending on Network conditions. Orange ADSL has been messed up (limited) by the Orange 'Fair Use Policy'. Their Livebox modem leaves a lot to be desired and needs to be continually reset as it keeps dropping signals. It also often does not pick up signals which are restored after fiber & copper cuts. Suprisingly Orange is improving their Customer Service to follow up on their degrading ADSL Internet Service. Limiting Kenyans to 2GB (256kbs @ 3K), 4GB (512kbs @5K) and 8GB (1 Mbs @3K). Looks like the GoK sold our infrastructure to foreigners who limit their bandwidth usage in other nations (including their UK neighbours) except in France. Orange is least stingy in France. For data avoid Safaricom if you can. The skilled individuals can be both certified or not certified at first, but if targeting outsourcing, it is preferable that they are. So, I fully support what the ICT board is trying to do to encourage certification, but would also like to share the following comments around some of the scope of service initiatives that have been highlighted: *Content development for certification:* I don’t think there is sufficient value for *local* content development as there are various certification tracks already existing for various software certification areas. I see no mention of .NET (C#, Visual Basic, F#) in the email though, but including the other languages you mentioned, there exist globally trusted and recognized certification tracks for these programming languages and also relevant and widely used training content. Why would a Kenya developer or software company want to sit the Kenyan track when they can certify in the world wide recognized one? This Kenya one may actually limit their horizon to Kenya. Certification should not be the only drive. We should encourage people to take up software development as a career up to and including in high schools. The fundamental blocks here are the access to the developer tools and training manuals / e-learning material. Certification can happen later for most, but key is to be able to write software, and this will get them a leg in a software company after which they can pursue certification. *Certification Process Development**:* Paul’s discussion touches on working with leading IT companies and academic institutions and this is the best way for creating that critical mass of skills. For established local software companies that want to showcase their maturity in the full Application Life Cycle Management, there are also international certification programs available. A well adopted one is the Capability Maturity Model Integrated (CMMI). In fact there are studies showing that this is the reason that India has been quite successful (see article http://archives.infotech.indiatimes.com/articleshow/836340.cms) even though they are no longer a cheap destination. This certification acts like a guarantee for quality, which is critical in this industry. I see the ICT Board’s value here as making CMMI or similar level certification available locally at a much reduced cost (It is expensive currently as the consultants to evaluate are not based here and could involve several trials and getting to CMM level 5 could cost upwards of USD 50K currently). So I support the boards drive to have a local center in the same line as Joburg Centre for Software Engineering to help with this. The number of companies with this certification will increase with the right support and that can be used to start branding Kenya as a software outsourcing destination that has software quality in mind. No need to create anything local; just to make what is internationally available is cost friendly and accessible. Finally, I think one other thing the ICT Board could try to do is to support with connections to venture capital. I feel it may be a challenge for most software entrepreneurs to access capital (and most times not much capital is needed as this is people business) to grow and expand or even start operations, and even though we may have the youth fund locally, The fund is not IT Specific and software entrepreneurs compete with many other business, probably putting them at a disadvantage. IT Specific funds can help especially if they can be disbursed with the advice of the ICT board. This is to enable us to adopt a globally certified software development methodology and certification for generic software development. This is Most software developers in this country would benefit from the establishment of a higher standard of code development. Most software firms would benefit from access to international certification in process and methodology which is otherwise very expensive. Good example is the project in South Africa at the University of Wits with the Joburg Centre for Software Engineering. http://www.jcse.org.za/. We had spoken to them about partnering as well, but opted for this option. The suggestion you make is not an alternative, but another important strategy for achieving a more enhanced IT services sector and it is actually one that we have given much thought too. We are seeking the funding to do as well. Just this morning I have had a meeting with Symantec who are beefing up their presence in Kenya. Some of the discussions we have had go along the same them as I have had with many other multinationals who visit us often. 1. Many Kenyan business owners in IT services are afraid to make the investment in top talent certification despite the obvious returns because the certified employees often flee and are 'unbondable'. As an example it costs close to 10,000 USD to certified a top Cisco engineer who can then earn that in a month with some experience in any market in the world. 2. To develop Kenya's ICT credentials we will need to develop more certified engineers and experience consultants across the board, and across various technology platforms. We need technical implementation people, but we also need systems architects and experienced solution designers who can interpret business problems and convert them into an IT specification. Those who have been the industry for a while will attest to the fact that although we have a growing Kenyan pool, still many large IT systems in banks, major multinationals and other large organizations have substantial input from consultants from outside Kenya. This is for various reasons and is not unique to Kenya. At the very top level of talent in IT, there is a global shortage. 3. To build Kenya IT properly, the investments in all the right places need to be made. As we spend more on IT as a country, the demands becomes even more sophisticated. For example, with the current connectivity transformation, there is need for security, network, data center engineers and consultants. Without any research, one can attest to the frustrations experienced by some on their networks even currently. This is an opportunity for entrepreneurs. 4. When we sell the country as an outsourcing destination, all these things matter, the whole ecosystem including marketing, training, depth of experience, breadth of experience, industry culture, government policy, legislation, peer recommendations by companies based here, and indeed the nightlife. The reason why we think it important to provide the software sector with greater tools is because this sector is often made up of young brilliant entrepreneurial individuals who leave college sub-optimally equipped for commercial application of their craft. They then have to fend foe themselves and then some of them will develop into good engineers while many other others will pick up bad habits in who they write software. These bad habits become the industry norm and then define our sector. Standards are critical. Countries should be chosen to be representative of at least three regions out of the following: Latin America and the Caribbean, Europe and Central Asia, Middle East and North Africa, South Asia, East Asia and other parts of Sub Saharan Africa. In addition, the processes should be based on proven experiences in similar certification programs. The testing process should be representative of real-life, professional software development. The examinations should also be refreshed annually; and extendable to address the full software development life cycle (including post-deployment maintenance) and modern issues (including the development of secure software systems). The examination must be developed using recognized techniques for validation and verification of quality. Linkages may be established with one or more organizations with leading testing and certification mechanisms to ensure that the certification will be conducted in a secure and proctored setting. iv. *Provision of Internet-Enabled Credentialing Program:*Provide a web-enabled credentialing program, including functions for online registration, preparation and certification. v. *Piloting:* To pilot the Certification Program with an initial batch of at least 50 enrollees, comprising of local software developers who should be benchmarked against a control group. vi. *Evaluation Reports:* Conduct an evaluation of the pilot to prepare a detailed report to recommend strategies and action plans for improving the Certification Program. An evaluation should also be conducted on gaps and weaknesses in software development skills, so as to recommend changes in curriculum and pedagogy required as part of broader education reforms in Kenya. vii. *Program Refinement and Local Capacity Building:* Refine the Certification Program based on the agreed recommendations of the Evaluation Report, and develop capacity within the country to conduct the assessments for certification. viii. *‘Live’ Rollout:* Commence ‘live’ rollout of the Certification Program with assessment of certification by local institutions, with the target of testing at least 200 local software developers. In addition, to obtain the commitment of leading companies operating globally and locally to use the results as a necessary pre-requisite for their hiring decisions. ix. *Mass Rollout and Marketing, and Business Model Implementation: *Implement mass rollout and marketing campaign for the Certification Program across Kenya, with a target to test at least 500 local software developers. I have received many direct emails and I thought I might want to respond to one publicly and BCC the gentleman who raised the issues. Thank you for your email. My answers are in red. 1. Scope of the project-Is it meant to cover software alone or how does it integrate other pertinent aspects of ITES & BPO A. yes. for now certification covers software development both for individuals and for organizations developing software. without pre-empting the procurement process, this standards may take the form of certification for process methodology. This basically means that once you have certified the method by which the firm or individual writes his code, you can vouch for the standards of the underlying code. One of the challenges many projects have locally (an indeed internationally), is that the software designers dont document what they are doing and you are left at their mercy once they have finished, another challenge is most projects dont allow for testing the code or the software that is written. Others because the same person who wrote the code has the responsibility to provide final test results for it. Indeed software development, document and testing is often outsourced and provides an interesting outsourcing opportunity. There is another project on the establishment of a BPO centre of excellence centre which is under way. 2. Character of the project- Does the board intend to entirely transfer the certification mandate to a private enterprise. Why not remain at the centre to guide and oversee progress with intermitent consultancy support? B. The thinking is still open on this. Candidates for this consultancy may well be educational institutions who can collaborate with local institutions for a long term capacity transfer. In the case of South Africa, this is housed at the University of Witwatersrand in a semi-autonomous arrangement known as the Joburg Centre for Software Engineering. http://www.jcse.org.za/. This particular one is a 3 way partnership between academia, business and government and has a much more enriched mandate than we are envisioning initially. 3. Duration- 2 years are grossly insufficient for all the tasks envisioned. Certification can only work successfully along a continous time plan. Some assumptions cited within the terms list are meant for fun. eg the testing targets for 200/500 developers. Supposing no one turns out for those tests where will liability rest? Or are we assuming that people are extremely looking forward to those tests? This is true. The project just gets us started with the funding available. We forsee developing a more long term project as indicated in 2. These have to be multi-year commitments. 4. Degree of stakeholder participation- Certifications are life and death issues because they determine whether you qualify for the pay roll or not. Such matters can not be left to private investors. As indicated in 2 above, a partnership model would take care of this. I certainly share the view, However well regulated private investors can mitigate these risks were we to take a private sector only route. 5. Integration of existing efforts- This project may not necessarily have to start from scratch. There are multiple instances of related efforts which just require some little fine tuning. I am happy to convene a stakeholder discussion on this issue, (and all the wider issues generally). We shall seek your assistance. The consultants terms of reference will however include establishing the state of play in the market. We can augment this with other inputs. 6. Span of resources and their source. How much worth of Kenyan currency is at disposal for this activity. What other options can be considered using the same towards the goal in question I will confirm this here later. Other options include setting up a specialized unit at the universities, adding this to university curricular. Any other suggestions. Actually all these are also things must be eventually done. 7. Outcome- Is the final product meant for the local market or the foreign one. There seems to be an unfounded assumption that once we embrace foreign standards international business will come looking for us. Is the emphasis on the soon to be papers or on the skill quality they will trigger? Excellent question. We do need better standards in everything. (An example here is the quality of Masonry, or Carpentry. Is the issue that we don't enforce standards or that at a basic level, we have lost the reference to standards in the first place?, or is it that Masons and Carpenters with half backed skills have been allowed to proliferate the industry? or even perhaps all the above!). Because we all committed to developing a world class ICT sector, the attitude towards the basics must be that everything matters. This is a sustainable approach. ICT is a human capacity sector. 8. Given the critical nature of standards and certification, wouldnt be more prudent for the Board to invest in a full fledged department that will handle the pertinent matters in that dimension. Waiting for KASNEB, KBS to set the pace for ICT certification and standardization can be deemed as inertia on the Board's part. As far as ICT standards are concerned the Ministry is already working on various dimensions as you may be aware. The Board's role here is very project specific in order to meet the BPO /IT enabled services sector growth as outlined in the Vision 2030. Honourable Members, I was just having a chat with a good friend who is a web developer over the issue of online payments. I realised paypal is common but the procedure and processes involved seem to be too complicated despite the fact that it is an important medium for online transactions globally. Does anyone has an idea of how we can encouarage local banks to interface with such systems to facilitate online transactions instead of the difficult route being undertaken currently, better still can mpesa be a viable option. Listers, Can someone please let me know why with all the ICT brains in Kenya, Government Receipts are still issued in longhand using carbon paper! Without for a moment suggesting impropriety on the part of anyone currently using long hand, one suspects that, if the process is automated, revenue will rise significantly. After all, how does one know that the seven (7) in the customer copy of the handwritten receipt is not accounted for as a one (1) in the duplicate copy. Add zeros to the figures and see what effect it can have (7,000 = 1000; 70,000 = 10,000 etc). Imagine the resultant reduction in taxes. Do the government accounting officers not want to have a dashboard on their computers where they can see revenues coming in in real-time. Michael, Would it be possible to have a safaricom dedit card with visa or Mastercard via Mpesa? Kenyans are slowly accepting plastic as a means of payment. With mobile banking, we have to go through the bank to transfer funds or receive funds, however if consumers were able send money directly to a safaricom debit card, we could eliminate the extra cost and time of routing money through a bank. Additionally for the Mpesa users who may want to pay for a dinner at a restaurant or in the middle of the night or even buy a plane ticket can simply swipe their safaricom debit card for easy payment. I had heard of the project and its success before and was hoping to develop something similar in terms of commodity information exchange with the producer groups here in Kenya. One aspect I am very interested in is the increased profitability of the farmers, in terms of concrete community level data. I am also interested in finding out more information about the hardware, software, and Internet used if possible. I have received a flurry of questions on the status report and I will respond to those that are of a recurring nature directly on this list while pointing listers to the website www.ict.go.ke for more information and updates on aspect of the projects. * * *Objective of the assignment* The objective of this assignment is to recruit a leading international academic institution or standards body to develop and implement an internationally recognized and sustainable software developer certification program (Certification Program) for Kenya. The Certification Program will have multiple components, including content and processes for local software developers to prepare, register and be certified; an Internet enabled credentialing program; and an initial pilot testing, evaluation and fine tuning of the Certification Program. The program should be underpinned by a sustainable business model.** * Scope of services* i. *Inception Report and Business Plan:* Provide an Inception Report that contains a description of start-up activities, the detailed work plan, methodologies, and an estimate of the time allocation for involved personnel from both the Government of Kenya and the organization’s team. In addition, to provide a business plan that spells out the resources to be deployed and the results proposed to be achieved. The business plan should also propose long term, sustainable business model options for the Certification Program. ii. *Content Development:* Develop appropriate content for certification in close collaboration with relevant partners; including leading international and local IT companies, academic institutions, governments, international standards bodies and industry/trade associations. The developed content should have their explicit support in terms of relevance and quality, be based on the latest technologies and extensible to address the major languages (C, C++, Java), operating systems, language combinations, and software development tools and environments. iii. *Certification Process Development: *Develop an internationally recognized, authentic, secure and valid process for software developer certification. This process should be developed in consultation with leading IT companies and academic institutions as well as have the buy-in of at least two industry associations of established countries in the area of BPO, and two countries aspiring to establish themselves in this domain. Countries should be chosen to be representative of at least three regions out of the following: Latin America and the Caribbean, Europe and Central Asia, Middle East and North Africa, South Asia, East Asia and other parts of Sub Saharan Africa. In addition, the processes should be based on proven experiences in similar certification programs. The testing process should be representative of real-life, professional software development. The examinations should also be refreshed annually; and extendable to address the full software development life cycle (including post-deployment maintenance) and modern issues (including the development of secure software systems). The examination must be developed using recognized techniques for validation and verification of quality. Linkages may be established with one or more organizations with leading testing and certification mechanisms to ensure that the certification will be conducted in a secure and proctored setting. iv. *Provision of Internet-Enabled Credentialing Program:*Provide a web-enabled credentialing program, including functions for online registration, preparation and certification. v. *Piloting:* To pilot the Certification Program with an initial batch of at least 50 enrollees, comprising of local software developers who should be benchmarked against a control group. vi. *Evaluation Reports:* Conduct an evaluation of the pilot to prepare a detailed report to recommend strategies and action plans for improving the Certification Program. An evaluation should also be conducted on gaps and weaknesses in software development skills, so as to recommend changes in curriculum and pedagogy required as part of broader education reforms in Kenya. vii. *Program Refinement and Local Capacity Building:* Refine the Certification Program based on the agreed recommendations of the Evaluation Report, and develop capacity within the country to conduct the assessments for certification. viii. *‘Live’ Rollout:* Commence ‘live’ rollout of the Certification Program with assessment of certification by local institutions, with the target of testing at least 200 local software developers. In addition, to obtain the commitment of leading companies operating globally and locally to use the results as a necessary pre-requisite for their hiring decisions. ix. *Mass Rollout and Marketing, and Business Model Implementation: *Implement mass rollout and marketing campaign for the Certification Program across Kenya, with a target to test at least 500 local software developers. In addition, to implement a business model for the Certification Program that is internationally recognized, financially self-sustaining and affordable for local software developers by the end of this consultancy service (24 months after contract signature). A final report is to be prepared to highlight the next steps to be taken by Kenya for the Certification Program, including future steps on training content development, certification process and local capacity building. Thanks Mwende, Your views capture the intent of the society. Our membership is quite varied, there are those players that indeed are focused on getting business - "onshore" (Kenya); "nearshore" (east and the larger African continent) or "offshore" (EU and North America) or a combination of the above. The society's strategy then has to incorporate all these aspirations. The onshore market challenge is that of lack of sensitization, most local companies do not see clearly the benefits of outsourcing their non-core functions. Most BPO/ITES startups lack the capital to effectively do this(and there are many reasons to this), which is where the KBPO Society and the government come in. Capacity building to address the above models must be there and it need not only focus on local business but international as well. For example, the EU (in particular; Netherlands and Denmark) have expressed strong interest in partnering in ITO, we cannot afford to ignore these. Key partners in the US and UK have expressed the same. We are not focusing on stealing the market share from India, but from the global outsourcing market; local outsourcing marketing being a part of it. Safaricom has de-mystified the whole concept of outsourcing and found their niche right here locally - they are busy tailoring their products and services to address this niche. - once done, they will go global - I see them monopolizing the so called "BPO industry" the same way they have done with the mobile. Hi, It was sad to read about the KQ pilot who was robbed on Uhuru Highway and later died from injuries inflicted by the thieves. This is an opportunity to kill many birds with one stone. I want to make a proposal to all parties out there that we turn the entire mombasa rd, Uhuru Highway and Waiyaki way into a digital super highway. How you ask? We have fiber optic cable laid along the length of the road from Athi River interchange to the Limuru Interchange. Then install solar powered wifi equipment and web-cams atop the street lights and also on any building with a fibre node along the stretch. The WiFi will turn the whole of the road into a hotspot which will enable tourists to use their WiFi enabled phones as they drive from & to the airport as well as business traveler and Yawe. Through the link we can feed country specific information such as weather, animal sightings, culture etc. In addition the links should enable the mounting of multimedia display boards along the road that can have content streamed to them remotely. This two areas will provide the revenue for maintaining the infrastructure. Traffic information can also be provided through the display boards to enable drivers decide if they want to remain in the jams especially when the president has been allowed out of statehouse. With the webcams the police will have a better view of what is happening on the road and can fine errant drivers such as the matatus that obstruct at the Shell near DHL. We can also connect the traffic light controllers to the police allowing the lights to be controlled remotely therefore leaving the extra traffic policemen to be redeployed. I have provided this information with no non-disclosures anyone out there who can pick it and run with it is welcome to do so. Hi, I notice the 3G discussion has come to an abrupt end, as usually, but I feel I need to share my frustration with all the GSM providers. I live in South C but frustratingly I can only use my phone (Safaricom, Orange GSM & Orange CDMA) from a particular corner of the house, if this is the service available in Nairobi how much worse is the condition outside the City. Many of you raised concerns about the 3G license issue and I said this should not be the issue, CCK needs to enforce service delivery levels for the GSM providers. I am forced to carry 4 modems with me if I am to get any miningful work done when I am at home as the providers services are erratic. As I write this the Orange Internet Nowhere service is offline. My Safaricom bambanet working but only working at edge speed, it normally would not work at all but I found a solution by purchasing an external high gain antennae. The other providers modems unfortunately do not have a facility for plugging in an external arial. CCK can you please do your work of monitoring the network operators performance, if you cannot monitor this in Nairobi how will you be able to do it nationally. Maybe we should devolve CCK. In Kenya, alternative payment systems have been gaining popularity as consumer demand for different payment avenues, other than credit cards, intensifies. Online retailers say Kenyan consumers have been shying away from credit cards in favour of cash on delivery or mobile money transfers.And as security concerns surrounding e-payments increase, some online retailers are turning to outsourced payment processing companies such as Pesapal to manage their e-payments. A poll of e-commerce outfits reveals that the most used payment system in Kenya is cash on delivery, which accounts for 70 per cent of on-line purchases. A growing number of payments (around 20 per cent are made using M-Pesa or Zap, a segment that many industry insiders believe will grow as more consumers get online using their mobile phones or computers. With eight million users already on the system, M-Pesa is gaining ground as the cashless currency of choice because they offer instant payments at rates lower than those charged by banks or credit card vendors. Only five per cent of online purchases are paid for using credit or debit cards which two million Kenyans have access to. (from Balancing Act) National survey shows Kenyan Internet market heading towards “critical mass” The latest national survey from market research company Synovate shows Kenya’s Internet market is growing fast and on the basis of this growth will soon reach “critical mass”. The growth in users is coming from both urban and rural areas and is predominantly amongst the young and well educated. Russell Southwood pored over the results. The total sample for this random survey was 1,500 people, with 500 of those in a boost sample from across the major districts of Kenya. Therefore the coverage is nationally representative of adults 15 and above and has a sampling margin of error of + or – 3%. It makes comparisons with a similar survey it carried out in 2007. On the basis of this sample, Synovate estimates that there are now 3.5 million Internet users in Kenya. However, daily Internet use has grown from 2% of the respondents in 2007 to 5% in 2009 and weekly use from 5% to 12% over the same period. The daily use figure is the crucial one as it shows users who are finding that that they cannot do without Internet services. If the weekly Internet use is broken down on an urban vs rural basis, urban use grew from 22% of respondents in 2007 to 30% in 2009. Rural use grew from 4% to 9% over the same period. These results confirm a lot of anecdotal evidence that has been reaching us about young people using the Government’s new Internet centres and cyber cafes in rural areas. The lower income groups recorded a much more fast paced growth in internet access. However Internet penetration within middle class and below is still very low, making it the group with the highest growth potential. And following the expected drop in Internet costs LSM 4-10s should provide the highest growth in usage. At least half the non-users across all social categories said they would be interested in using the Internet if they had access. In terms of age, 50% of the respondents using Internet were aged 15-34 with 21% in the 18-24 age bracket. The upcoming generation of Kenyans will be regular users of the Internet and it will form as much part of their lives as mobile phones. Over 56% of the Internet using respondents were college or University educated. Therefore those countries with better education levels in Africa will show markedly higher Internet penetration levels. On average, the Internet users in the sample spent approximately 70 minutes on the Internet per visit. This level of media user is close to the average time spent on television on daily basis but does not challenge radio use which is much higher. This will inevitably impact on the media usage of key socio-demographic groups. Although the survey results did not include newspapers, it is likely to be them that suffer as younger generation make less use of the printed word in getting information. The big shift in where sample respondents accessed the Internet between 2007 and 2009 has been a significant fall in the number of those using Internet cafes and a commensurate rise in the number using mobile phones. Strikingly, this trend – of using mobile phones for access – is more pronounced amongst the rural part of the sample. This is bad news for cyber-cafes for despite rising numbers of users they are not coming their way. But this is good news for mobile operators if they can get their mobile Internet offers cheap and pre-paid. The five top uses of the Internet range between 40-50% of the sample users and were in descending order: entertainment; games and music; social networking and instant messaging; e-mails; general surfing; and job search. The pattern is very close to existing mobile usage (with the exception of job search) if you take SMS as the equivalent of e-mails. Users are starting with what they know but will inevitably become more adventurous as more content and services are put on offer. Not surprisingly it is the young who are disproportionately more likely to be members of social networking sites but membership is more likely to be male than female. Facebook was by far the most popular site although You Tube (which features in the Top 10 sites used in Kenya according to Alexa.com) does not feature. BBC, CNN and The Nation are the most used news sites. The significance of these findings is that Kenya is both one of Africa’s largest mid-scale markets and is a bell-weather in terms of technology adoption. Crudely, what happens in Kenya will start to happen elsewhere. And as the uptake of M-Money services shows, this is not simply an urban, well-educated, middle class phenomenon. Critical mass kicks in when the number of users starts to create networking effects. In other words, existing users start to draw in new users who don’t want to be left out. In Kenya, this is clearly already beginning starting to happen. And although the number of daily Internet users is smaller than the overall estimated total of 3.5 million, it is beginning to grow significant and will continue to do so as access prices fall and local content offers become more varied. I have several issues in my head that are struggling to find words: 1) that Jonathan Schwatz, my favorite CEO blogger, is moving on (this is just that sentimentalclinging - "don't go!") but more importantly 2) this buy-out may signify the end of Open Source as we know it. What is Kenya's position on the matter? I imagine that this has been discussed in the technology policy circles?

educational tourism

dear listers i have no doubt how our beloved country (kenya) has invested poorly in the educational tourism. try compairing the number of foreign students in our universities with those who fly out of the country to SA , USA ,UK China etc. first i think the country's education system is slow in adopting the new learning technologies. its about time the kenyan students and the government put some empasise/effort in this issue. a good example is in our own public university like egerton, the ratio of students to lecturer is way out of range yet the same lecturers will stand in the lecturer hall trying teach 300 students with a piece of chalk and a small blackboard(how does a student in the back of the class get anything out of this lecture): what am trying to say is that the administration should adopt technologies like projectors in order to serve even the student standing at the back of the class, otherwise people will preffer having better education in the foreign countries rather than their own country.

The lead says: Corporations and government agencies must IPv6-enable their public-facing Web sites in the next 24 months or risk upsetting a growing number of visitors with lower-grade connectivity.
