Detailed documentation about the Alliance and its operations can be found at www.ubuntunet.net. The Alliance currently has twelve members, being the National Research and Education Networks of Ethiopia, Somalia, Sudan, Kenya, Uganda, Tanzania, Rwanda, DRC, Zambia, Malawi, Mozambique, and South Africa. The Alliance has a POP in London through which it connects to the European regional research and education network GÉANT and to the comercial cloud. An increasing number of member NRENs are getting connected to the POP. Over the next twelve months, the Alliance will be fully defining and procuring its regional network, to be followed by operations during the course of the subsequent twelve months. To support and enable both design and operations, the Alliance would like recruit a Technical Manager as envisaged in the Policy and Master Plan. The Technical Manager (TM), reporting to the CEO, will provide vision and strategic leadership in the use of technology to further the Alliance’s vision and strategic objectivesand will also have overall responsibility for management, control and maintenance of the Alliance’s ICT resources to enable the achievement of the service levels of client research and education networks. The TM will be specifically responsible for (key results areas): 􀁺 Strategic and tactical development, implementation and evaluation of technology policies and programmes to support and enhance the academic and research collaboration among UbuntuNet members as well as other Regional RENs; 􀁺 Leadership of the UbuntuNet Alliance Network Engineering Group (UNEG) responsible for technology architecture, strategy, and design; 􀁺 Design, procurement and implementation as well as management, control, and maintenance of all ICT resources; 􀁺 Negotiation and management of contracts with suppliers; 􀁺 Formulation and Management of Service Level Agreements with both vendors and clients consistent with the overall service level targets of the Alliance, and provide/oversee the technical resources to fulfil agreed service levels; 􀁺 Maintaining professional contacts with other stakeholders and vendors concerning ICT. Person Profile The Technical Manager will be a person: i. With at least five years experience in the implementation as well as management, control, and maintenance of large (multi-campus or national) data communication network(s); ii. Who possesses management and leadership experience that would enable them to interface, on behalf of the Alliance, with the different clients and stake holders; iii. Having the skills to deputise for the CEO of the Alliance. iv. Holding a Bachelors degree in engineering with major focus on telecommunication engineering/internetworking. Related qualifications like the CCNP; or relevant qualifications and research at the Masters and PhD level will be added advantages. The Board may consider a track record of expertise and delivery at the internet engineering level in lieu of formal qualifications at any level. v. With excellent report writing, oral communication, and presentation skills vi. With experience in the development, application, implementation and reporting for grant funded projects. Preference will be given to applicants who are normally resident in countries where there is a member NREN to maximise opportunities for initial engagement without physical relocation. ii. Successful applicants will receive grants of up to US$ 50,000 for firms and US$ 10,000 for individuals. All Tandaa Participants are encouraged to submit proposals for consideration for the Local Content and Software Applications Grant. There are two grant opportunities. They include: 1. Government Information Portal This Grant Component will support the development of the existing Government information portal (www.information.go.ke) developed by the Ministry of Information and Communication. There is increased demand for the development of web and mobile based information services that provide Government agencies and the public with readily accessible and transparent content and data. The grant will be utilized for developing: a) Specific content and applications b) Innovative new content and applications c) Urban and rural community based applications 2. Private sector content and applications including SMS and IVR and e-Services This Grants Component will support the development, roll out and scale-up of content and applications including SMS/IVR and e-Services. The Corporate Service Corps Program is designed to help enhance global economic opportunity, provide more access to education resources and to work on environmental issues. IBM's Corporate Service Corps will gather teams of IBM Leaders with a diversity of skills, drawn from different countries and business units and place them in emerging markets to tackle important social and economic issues in collaboration with NGO partners from around the world. The IBM Leaders will work on projects of significant value in developing countries, in four-week assignments. These teams will tackle real societal, educational and economic challenges, while at the same time experiencing a diverse cultural perspective and enhancing their skills and leadership competencies. Under the Corporate Service Corps, IBM will deploy IBM Leaders in teams of 8-10 people for a four-week in-country, on-the-ground experience. The onthe- ground experience will be extended by a period of pre-work to familiarize the volunteer with the local culture and language of their destination country as well as the content of the project on which they have been assigned to work. The experience will be followed by a post-work period intended for sharing the experience inside and possibly outside of the company. *_EAST AFRICAN INTERNET GOVERNANCE FORUM 2010;_* *_STRENGTHENING EAST AFRICA’S CRITICAL INTERNET RESOURCES 11-13 August 2010, Kampala, Uganda._* * * ** The 2010 East African Internet Governance Forum (2010 EA-IGF) will take place on 11-13 August, 2010 at the Imperial Royale hotel in Kampala, Uganda. This third EA-IGF is hosted by the Uganda Communications Commission (UCC), I-Network Uganda, Collaboration on International ICT policy for East and Southern (CIPESA), and Women of Uganda Network (WOUGNET). Under the theme “*Strengthening East Africa’s Critical Internet Resources”*, participants will this year address and discuss the governance of Critical Internet Resources (CIRs) in East Africa. Particular focus has been given to three key CIRs that have been identified as cross-cutting.Past EA-IGFs identified issues of *ccTLD management and ownership, transitioning to IPv6, and the importance of national and regional IXPs* as crosscutting issues that needed to be addressed both at the national and regional levels. The 2010 meeting will therefore provide comprehensive consideration to addressing ccTLD management in East Africa. Research findings on ccTLDs will be shared based on the five priority issues effecting ccTLDs identified by the 2008 and 2009 EA-IGFs; Cybercrime, Policy and Regulation of ccTLDs, ccTLDs and consumer rights, and key issues that affect access to Broadband and Internet and how these affect the management and coordination of ccTLDs. The challenges and effective strategies for transitioning to IPv6 will also be discussed. This year’s access theme will examine the status of broadband in East Africa, noting achievements, hurdles to be overcome and plans for the immediate future. Security and privacy session will address Cybercrime and how it affects women differently among other Cybercrime concerns. The 2010 EA-IGF will introduce a new session focusing on emerging issues for the Internet society of East Africa. Policy and regulatory framework issues around cross-border/regional ICT certification and the role of youth in advancing the Internet Governance debate in East Africa. The meeting will also discuss the review and future of the global UN IGF process. The EA-IGF supports the continuation and extension of the mandate of the IGF and also supports Kenya’s expression of interest in hosting the 2011 IGF A *parliamentary and IG session* will be held on 13 August and will review the declarations made during the 2009 EA-IGF held in Nairobi as well as address emerging IG issues. The session will be attended by parliamentarians from the five East African countries as well as from the United Kingdom. The outcomes of the EA-IGF will be submitted to the fifth UN Internet Governance Forum taking place in Vilnius, Lithuania 14 – 17, September 2010. Further, the proceedings will be presented at other national and regional forums in Africa. For each thematic session, representatives from each country will provide their national perspective on the theme, identifying/sharing key issues, challenges and recommendations. *What is the EA-IGF*** The EA-IGF was convened in 2008 by the Kenya ICT Action Network (KICTANet) as a multi-stakeholder process with the aim of ensuring meaningful participation of East African internet stakeholders in internet governance policy processes. The EA-IGF is open to representatives from government, civil society, academia, private sector, media, consumer groups, other entities and individuals interested in Internet Governance issues. This regional IGF process brings together participants from Rwanda, Tanzania, Uganda, Kenya, Burundi and South Sudan to identify, explore and build consensus around common Internet policy priority issues in the region. The EA-IGF model sees each country begin the process with online discussions to identify the Internet policy issues most important to them, followed by a face-to-face national IGF meeting. These national processes then fed into the regional meeting, the EA-IGF. The outcomes of the national and regional processes have then been very successfully shared at two global IGFs. While the EA-IGF is informed by IGF it does not mimic the global process. The national IGFs, which form the building block for the regional EA-IGF, identify issues that are unique and important to their local situations and needs. This survey is intended to promote understanding of the needs and requirements of the region and provide a basis to engage key public and private stakeholders whose participation, support and action are critical to progress in this area. ICC will follow up the survey with a series of workshops in Africa during 2010 and 2011. Anonymized results of the survey will be published on the ICC website. We seek input from all stakeholders - government, industry, academia and civil society - in the Africa region. Given their unique roles, participation by government, critical infrastructures and industries (including banks, utilities, and manufacturing) are of particular interest. (From Balancing Act) SMS becomes e-mail and chat – Safaricom implements new service and others will follow shortly In issue 452 in May 2009 we asked what the difference was between e-mail and SMS? Answer: A different interface and one has a far more limited length of message. The moment has now arrived at which the distinction between the two will now become completely blurred. Russell Southwood talks to Jeremy George, the COO of ForgetMeNot Africa about the implementation of a new service called Kipokezi which has just launched with Safaricom. ForgetMeNot Africa’s implementation means that all standard phones that can SMS can be turned into phones that can use e-mail and chat. The company sets up a gateway for the operator that translates SMS into e-mail and vice-versa. So for example, if your message is longer than a single SMS it will go out as two linked SMS messages and it will also be possible to send it to e-mail addresses. Users need to register but there is a simple “auto-register” procedure. The user then simply simply adds a contact and gets a number to send the e-mail to. The user can also set up a chat with another user by just adding “chat”. Everyone registered gets their own e-mail address which is “Yournumber(a)safaricom.com So now 15 million mobile phone subscribers in Kenya – over a third of the country’s population - will now be able to access email and online chat regardless of the make and model of their mobile phone. The new Kipokezi service is being rolled out by Kenya’s largest telecoms operator, Safaricom, suppliers of mobile phone connectivity for almost 9 in 10 Kenyan mobile phone subscribers. Safaricom CEO, Michael Joseph pointed out that it has been “the price of Internet-ready phones that has kept many Kenyans off the web,a trend we are determined to Change”. According to the company, 3.5 million out of the 5 million Kenyans who access the Internet do so through their 3G network. He believes that it will be widely used by the tech-savvy youth of Kenya, particularly for chat services like MSN Messenger, Yahoo!, Windows Live and Gtalk so that users can send and receive messages and invitations globally. The only downside is that if your message is two SMSs long, you pay for two SMSs to send it but you pay nothing to receive it. However, Safaricom’s tariff for chat is a third of the cost for e-mail as most chat messages are shorter. Another network ForgetMeNot Africa is working with is looking at a chat tariff that will be one sixth of the e-mail rate. So is the service being picked up anywhere else on the continent? Econet Lesotho implemented it at the end of last year and has already got a “high single figures percentage figure registered” out of their total subscriber base. ForgetMeNot Africa is also working with another half dozen operators on implementation: one in Southern Africa (which is just a few weeks away from launch); a couple in West Africa; and a couple in East Africa (which are at the trial stage). In several previous stories in the last year, we have talked about how the Internet in Africa will gain “critical mass” over the next two years. The blurring of the distinction between SMS and e-mail is another clear step in that direction. Users just want to communicate and they want to be able to do that as easily as possible.

Hi all, Several countries e.g Tanzania have or are in the process of ensuring that all sim cards in their jurisdiction are registered by the mobile operators who serve them. Of course, one reason taunted for doing so is to help track criminals. This indeed sounds a noble idea. However, it does result infringement of peoples privacy especially owing to the fact that the investigators may consult the mobile phone operators to get ones details without their consent. For example, new law on Citizenship (dual citizenship, women passing on citizenship to spouses after 7 years, law abiding residents obtaining citizenship after 7 years...) should be in place in one year. If after 2 years this legislation is not in place, Parliament will be ordered by the High Court to enact the legislation within a specified period of time. This request for expressions of interest (EOI) concerns Track 1A of the program, on the establishment of a regional mobile applications lab for Africa. As the implementing agency for the program, infoDev is looking to identify either one, or two, host institutions in Africa where the activities of the lab can be situated. This grant award for between US$200’000 and US$300’000 (depending on the number of labs selected) covers the establishment of each lab, by the end of 2010, and the start-up phase in early 2011. Additional grant funding may be available later following successful completion of the start-up phase. The services to be offered by the lab include: 1. Training and accreditation for mobile applications developers. 2. Certification of applications and facilities for developers to test applications under operational conditions. 3. Fostering competition for ideas among applications developers. 4. Business mentoring to assist applications developers with bringingtheir ideas to market. In this sense, the Labs could serve as specialized business incubators. 5. Replication of successful applications, between countries,languages and operating systems. 6. The statistics, availed at the on-going World Congress in Information Technology in Amsterdam (www.wcit2010.org) indicate that Kenya is ranked 6th out of 9 African countries surveyed with cumulative ICT spending in 2008 of US$2,175.6m. The total IT spend in Africa during the period was US$64,628.6m and the global spend was US$3,626,121.9m. Rege ---------------------------------------------------------------------------------------------------------------------------------------------------- A conference hall fitted with a huge screen is all constituents will need to communicate with their MP. That is a reality for the people of Karachuonyo in Nyanza, who have embraced teleconferencing in a big way. To talk to their MP, Mr James Rege, all they need do is walk to the local office and book an appointment. Once an appointment has been secured, at the touch of a button, they will be talking to the MP. The technology comes at a time when the government seeks to reduce the costs incurred by Members of Parliament during their day-to-day duties. *Other duties* If the technology is embraced by all the constituencies, the MPs will efficiently be able to monitor their constituencies’ development without having to travel there. This will free the leaders for other duties such as attending parliamentary sessions. Mr Rege, the chairman of the Parliamentary Committee on Energy and Communication, said the technology will enable constituents to have a face-to-face conversation with their MP without having to travel to Nairobi, where the legislators spend most of their time in order to attend Parliament and other business. “When the facility is fully installed by the government in all constituencies, the Treasury will be able to cut the costs incurred by MPs by half. Many MPs travel to their constituencies four times a week, which costs the taxpayers a huge sum of money” he said. *Two trips* Mr Rege said that to instal the teleconference equipment, a constituency needs only Sh120,000. This, he added, is what an MP spends for two trips to his constituency on average. “Sometimes, an MP uses the amount on travelling to his constituency to attend an hour’s meeting. The amount saved can be used to assist in the construction of schools and upgrading roads, among other projects.” Mr Rege said that with the technology, he was able to attend to his constituents and follow up development without having to miss parliamentary proceedings. The TelePresence virtual meeting also allows the MP to communicate with the district and provincial administrators and hold live interactive meetings using the connectivity of the Internet. Hi all, Over the last 2 days I attended some of the sessions at the Lighting Africa (a World Bank Group initiative) conference at Safari Park, where I learned quite a few things: 1. Africa will have 700 million people without electricity by 2030. 2. Consumers are spending $10-17 billion on fuel-based lighting products. This represents 10-30% of their disposal income. Can you imagine how alternative energy sources could allow them to use their income more effectively (e.g. education, communication)? 3. Potential for SMEs to grow in this area as well as build meaningful ecosystems. 4. How carbon trading actually works and some of the big challenges in getting it to really work for SME. I am trying to get some of the presentations from the organizers and am willing to share if anyone is interested. Oscar

CCK cuts number portability fee for mobile user

By Okuttah MarkPosted Tuesday, May 18 2010 at 00:00 Mobile phone subscribers intending to switch their current operators but still retain their number will only pay a one off fee of Sh200 and not Sh1,000 as had earlier been proposed, the industry regulator has said.The Communications Commission of Kenya (CCK) had earlier, when seeking comments from the telecommunication operators, proposed Sh1,000 and an extra two shillings on top of the current tariffs, a fee that industry experts and telecommunication operators warned could inhibit the uptake of the service.CCK said number portability would make it easier for subscribers to retain their numCCK cuts number portability fee for mobile usersbers whenever they decide to change service providers and also enhance competition in the sector.On Friday, CCK said it had settled for a one off fee of Sh199.80, the winning bidder (Porting Access BV Netherlands) had quoted and that no other extra fee will be incurred by the subscribers apart from the prevailing tariffs charged by the operator at the time of switching over.Mobile subscribers are expected to start utilising the service before the end of the year."A one-time porting fee of Sh199.80 will be charged by porting subscriber. If there are services a subscriber still wishes to enjoy then that's enough reason why he should not port out. But a subscriber can port back to his former network if attractive services are introduced ," said Mr Mutua Muthusi, assistant director, public relations and communication."Porting service will only enable you to retain the number you were assigned by Network X while in Network Y. You will retain no relationship with your former provider if you decide to port out."Zain Kenya says other than the porting fees, there may still be other costs arising from interfacing the equipment of various operators with the data base manager, as it is not clear who will bear such costs or that of upgrades for interfacing with the database.Mr Rene Meza, the managing director of Zain Kenya, says the company has started positioning ahead of the implementation of the number portability service because it believes that customers will move to the operator that offers best value and that there are still issues to be sorted out such as interoperability of the money transfer systems."At present, the money systems of various operators are not fully integrated or interoperable. We believe it is just a matter of time before regulators, especially the Central Bank, begin to push for full integration and interoperability," said Mr Rene.Last Thursday, the operator reduced its calls to other networks to six shillings from Sh12 from 6pm to 6am and three shillings for calls made on its network.A subscriber switching or migrating from operator X to Y can only switch back to his previous operator after paying another similar porting amount.Once a subscriber has crossed over to another network, he cannot enjoy any of the services provided by the former operator.This means that if a subscriber switches from operator X to Y and is travelling abroad, the subscriber will be charged roaming charges by the operator he has migrated to and not what the former operator was charging.This also touches on customer care services or any complaint that the subscriber may want to raise about network quality or pricing.Porting Access BV Netherlands clinched the deal, beating Seven Seas Technologies (Kenya, Infozillion (K) Ltd, Pluton ICT Ltd (Kenya), Teletech from Slovenia, Saab Grintek Technologies (South Africa) and Systor Group of Companies.The implementation of mobile number portability is part of measures that the regulator has come up with to enhance competition in the sector.The sector has four mobile operators and close to 20 million subscribers, but 78 per cent is controlled by the leading mobile provider Safaricom.Analysts say attachment by many subscribers to their user numbers has prevented millions from changing service providers despite the marked differences in pricing and quality of service offered by the different players.Retain numberCCK says number portability should enhance competition and consumer convenience in the telecommunication sector by "enabling consumers to retain their user numbers whenever they decide to change service providers."That means subscribers do not have to invest in new SIM cards or carry a number of handsets to enjoy the services of other operators.It also enables consumers to make use of alternative networks in an area where one provider has no footprint or is experiencing a network problem. This morning I topped up my Safaricom line with KES. 100 only to be told that my credit advance for KES 45 was successful and I had been charged KES. 5. On topping up with another card within the same minute I was told my credit advance had been repaid in full. A Judith from customer care insisted that I had requested an advance despite me showin how illogical I would be to get an advance and then repay it immediately. She told me the transaction was irreversible and hung up. Now I'm frustrated because I've been forced to pay a loan I never took. It is organized by SARCHi-IERI of Tshwane University of Technology, South Africa, and the School of Computing and Informatics of the University of Nairobi, Kenya. The inaugural training is supported by Sida/SAREC, Sweden. This begins a systematic way of building quality training of PhDs in Africa to be run alternatively by different hosts in each region of Africa by drawing support from both inside and outside Africa. *Purpose* The purpose of the first AGDARITS is to support the training of African Ph.D. students from the five regions of Africa by including at least 5 PhD candidates doing research on science, technology and innovation for development (STI4D) and ICT for development (ICT4D) from the rest of the world and 30 from African universities. The candidates should be advanced Ph.D. students with research areas related to productive power economics of innovation, STI4D and ICT4D and innovation systems. The Academy will bring together frontier researchers in STI4D and ICT4D and innovation systems from around the world to guide and mentor African Ph.D. students from the five regions of Africa and the rest of the world in order to inspire and qualify in their work and to help them to join high-quality research networks in their field of research. *Expected outcome* AGDARITS is an intensive PhD training program expected to increase the quality of the PhD work undertaken by Africa’s emerging scholars. The PhD candidates will learn from senior researchers/scholars, from their own colleagues and from the program that includes research methodologies, emergent scholars’ presentations and feedbacks and lectures. The emergent researcher will return equipped with strong methodological, conceptual and theoretical knowledge to explore and dissect empirically any of the research chosen for writing PhD theses. *Resource persons* The academy will be facilitated by senior scholars on ICT4D and STI4D from universities inside and outside Africa. It will also include presentations by policy makers in both ICT and STI. Exhibition and computer laboratory The African Globelics Doctoral Academy’s PhD training would require an intensive combination of quantitative and qualitative research methods. Such a training programme requires that emergent researchers learn to simulate data in a computer laboratory. Training in STATA software, NVIVO, SPSS or other statistical software, Altiris and other software packages will be useful to offer along with the formal teaching and presentation by both senior and emergent researchers in the academy. PhD candidates are therefore expected to participate in these computer laboratory sessions to consolidate their research methods knowledge on the basis of choice. Candidates are also encouraged to exhibit interesting simulations that they are working on. *Participants* AGDARITS will be mainly composed of the PhD scholars that get selected every year possibly 6 from each of the five regions of Africa and another 5 from the rest of the world. The number of PhD scholars will be a maximum 35 in every round from disciplines related to policy oriented analysis of science, technology and innovation systems. *Qualification requirements* To qualify for participation, the doctoral student should fulfill the following requirements: - be at least in the beginning of his/her second year; - work explicitly on issues related to STI4D and ICT4D; - be able to present an original paper associated with his/her doctoral work. Participants must submit an extended abstract of no less than 5 pages by June 1, 2010. basis of a general call for Abstracts. Dear colleague Invitation to a Cybercrime against women meeting on 18th May 2010 University of Nairobi, Chiromo Campus. The Kenya ICT Action Network (KICTANet) is pleased to invite you to a lunch meeting to be held on 18th May from 12.00 to 14.30 at the University of Nairobi, Chiromo Campus to share and explore issues of cybercrime against women. Cybercrime against the person and in this case the woman is real and is rising. Unfortunately, all the efforts to understand the vice focus on the cyber crime against property and against governments. The only other notable effort against the person is against the child. While cyberspace have provided secure tools and spaces where women can enjoy their freedom of expression, information and privacy of communication, the same benefits of anonymity and privacy also extend to those who employ ICTs for criminal activities and use the internet to commit violence against women. The use of mobile phones and internet to stalk, abuse, traffic, intimidate and humiliate women is palpable in developing countries including Kenya. The lack of specific cybercrime/cyber security legislation makes it even more difficult to punish those who use ICTs tools to conduct violence against women. Kenya Communications (Amendment) Act 2009 focused on the cybercrime against property and not the person. Kenya is not alone but that is not a consolation. Ndugu Robert, Thanks sharing. A good piece (interview) by any measure! For sure Safaricom in its ‘short’ lifespan has done great work; but at whose expense? The prices for communication services (especially Internet) remain arbitrarily high, even with the arrival of the much touted undersea cables. The Hon. Minister's press release today is quite timely; it helps calm the waters. But the fundamental problem remains. Some tough (but non-harmful) decisions must be made. The prices remain beyond the reach of the majority. Perhaps consumer protection should have been included with the Bill of Rights in the new Katiba! That way we would have said: "we can see light at the end of the tunnel". For now, the tough decisions and the fight are deferred; to another day. Am thinking of Digital villages and such like projects Is there anything to brag about Kenya's e-government initiatives? Hi badru Your concern on harmonisation is pertinent. It is indeed a cornerstone of eac initiative towards the single market, and eventual political federation . In this regard eac has commisioned studies in the last two years to review and develop a framework for policy and regulatory harmonisation funded by EU. In addition itu is doing a similar activity for SSA with a component of eac. Orange Now Wants GoK to Pay It US$385m, the Price it Paid for Telkom Kenya

Privatization of Telecom Services is Africa is litred with many failures, and sometimes, horror stories. In Tanzania, Celtel pulled out of TTCL after acquring a substantial stake (30%?). In Rwanda, Rwandatel had first to be re-possessed before finally being re-privatized - after initial investor failed to bring in the promised technology and capital. In Zambia, I understand (yet to confirm) that the 'strategic partner' even cannibalized vital elements of the core network already in place. I have always had reservation on privatization of strategic infrastructure state corporations, as I did with Telkom Kenya. While Ghana Telecom attracted US$ 900 million for 70% stake (itself a matter contested by the then opposition - now Govt), TKL attracted a paltry US$ 300 million for 51%! With simple Arithmetic, one should see why TKL ought to have fetched better - assuming they were at per with GhanaTel. Intuitively, TKL should have been a superioir enterprise! Sadly, now Orange even wants GoK to refund $385m; if that was to happen, essentially TKL would have been sold for nothing - yes, absolutely ZERO! Yet what did we see for it: the sending home of 19,000 strong workforce with 'death-shakes' (not hand-shakes)! What is going on here?
