An interesting discussion i had this morning with one of the registrars in a public university presents a very dire and wanting situation in education in Computer Science. (Pure & applied) whose conclusion was pretty much that there just arent postgraduates in computer science in the country. It came as a shocker and since my background is in Engineering and IT, i am inclined to ask... Dear Michael and all, I would like to take this opportunity to thank all of you who participated and contributed to this 10day discussion moderated by MM. Indeed it has been an amazing 10 years, one that has helped begin a transformation of our country. Thanks too for those who did not contribute :) listening is part of the job, where would all those mobile calls go if no one was prepared to listen! Michael, thank you for having been such an active member of this very vibrant community, for always responding despite some rather difficult discussions that would sometimes border on the personal. OK, in fact often got personal, but I think you have heard just how highly we all think of you. We look forward to continuing to work and interact with you. We look forward to having similar interactions with new CEO Bob Collymore, welcome Bob. The MaCkinsey Report

Listers, The above report has extensively been referenced to on several occasions, by government and industry alike - as a benchmark for BPO/ITES development in Kenya. The report was commissioned (to the best of my knowledge) by government to guide in the development of the sector. Many of the recommendations from the report are already being implemented. >From what I gather, the report indicates that a BPO/ITES cannot be profitable unless at 250 seats. What is their definition of profitability? What are the cost assumptions? What technology are they referencing? What process are they referencing? - In a nutshell, what are the variables they considered in drawing that conclusion? This report was delivered in an electronic format I believe, but there are only a handful of print copies available. Reason given, the rest of the report is not meant for public consumption! Was this not funded to the tune of USD 500K- public funds? My plea - the relevant ministry to have "the public consumable" sections posted on their site for the public to freely have access to it. Death Threat Calls

Listers, This morning, my mum received a threatening death call via a Safaricom number. She would have ignored the call, but the caller identified her by her name. It's left her worried so much because she doesn't know who the 'killer' is or what was the intention of calling. There have been a number of threatening calls and texts and I think they are increasingly becoming the order of the day, despite the government's declaration that all SIMs to be registered. Can Safaricom track who is the owner of the number as it's causing psychological distress to my mother as well as everyone in the family? Hi Listers Query: Can MJ shed light on who came up with the MPESA,MKESHO and OKOA JAHAZI applications. Or was it a Kenyan who may have innocently shared an idea without protecting it and now all he or she can do is watch from afar as others capitalize on his great ideas.Just wondring. Jane Kagiri. Listers, I first met Michael in early 2005 while researching on backward and forward linkages between Large and Small Enterprises. After several attempts to secure an appointment, Michael agreed that I meet him after hours around 5.30 pm. He seemed busy but nevertheless he accepted that I interview him. We moved to a mall waiting room with his usual impatience written all over his face. I got want I wanted and bid him goodbye. Months later I was to be PS in the Ministry and later Safaricom Board member. Here I got to know Michael better. Many a time he thought of my ideas as wacky and impossible but this was him. Never rushed at decision making. In short I concluded that he is a reflective person and uses that practice to manage a complex situation. It is almost practically impossible to wiggle around Kenyan Politicians and remain relevant in modern world. How Michael managed to stay sane and move Safaricom forward, it requires a whole book-- Reflections of Kenyan Politicians. Reflective practice in management is referred to an active process which involves examination of past experiences and gaining some conclusions that can inform future activities. In my most desperate moment Michael applied this theory to change how things are in Kenya now. As we planned for Teams Cable, Michael hired the services of one prominent caucasian lawyer. In one of the meeting, the Lawyer said that this cable can never be built and only if Safaricom pays for it. He insintuated that we (Kenyans) were not cabable of doing such a huge project. I felt for once to do something I had never done in my life, to punch the guy and knock out his teeth and then resign the following hour but I decided to take a deep breath and said perhaps this would be the end of the project. I called the meeting off and decided to write a strong letter to Michael protesting the unwarranted attack by the lawyer. Michael appologised and later brought the issue of Teams to the Board. Although he too may have not believed that Teams would succeed, he surely reflected on the impact of the investment and decided to invest. On another significant project, Malili now Konza Technology City I asked Michael to put up a Safaricom Towers. He quickly said never. How do you buy just a plain piece of land out of nowhereI dont know how you think. Later he had different views on Malili ..he may have reflected once again. >From my interview to Teams and Malili, it is evident Michael indeed reflects on what he does and possibly we should all emulate that. In the field of reflective practice in Management, one only needs to ask him/herselve the following four simple questions: What should have happened? What actually happened? What were the differences? What did we learn? I am looking forward to a book from Michael. On my part, I shall at least have a chapter. As a student of Management, I urge Michael to take up a start up and apply the same principals he did on Safaricom. This is what will create new theories of Management. We shall miss you from the Safaricom pinacle and hopefully not from our sector. ICANN head warns against putting Internet addresses under UN control

The Internet Corporation for Assigned Names and Numbers (ICANN), at the heart of global debate over who should run the Internet, is the closest thing the vast system of intertwined computer networks has to any central authority. Countries such as Iran and Brazil have argued ICANN, which was founded in 1998 under the aegis of the U.S. Department of Commerce and still reports partly to the U.S. government, should cede its authority to a global body such as the United Nations. “If you think of that rate, or pace, in technology, it’s just a lot more rapid than most traditional forms of policy development would be suited to,” Rod Beckstrom, the organisation’s chief executive, told Reuters on Monday. Multilateral state control could make ICANN less nimble, he said, and therefore less likely to quickly develop technologies like Arabic-language domain names that feed rapidly expanding Internet demand. “It’s hard to imagine any replacement for (the current system), and I feel I can say that somewhat objectively because I’ve worked for government as well,” he said, adding such a decision would be up to ICANN’s board of directors. Still, the U.S. government last September agreed to changes that meant ICANN would no longer report solely to the United States, part of a push to give global constituents more say. The agreement set up an international review team to monitor ICANN’s performance and it is due to issue initial recommendations at the end of the year. The deal also included guidelines aimed at making the group more transparent. In 2003 a group of nations suggested ICANN come under the authority of the International Telecommunication Union, a UN agency, but that move stumbled on the view that the private sector is better able to run the Internet’s addressing system. A contract that gives ICANN authority over much of the Internet’s basic plumbing, such as allocating Internet Protocol (IP) addresses, is up for review next year. Mr. Beckstrom was in Cairo after Egypt became one of the first countries to win approval to use Arabic script on its national domain name, the last part of the address after the dot. ICANN approved use of non-Latin scripts in October. Egypt said this month it had launched the first domain name using Arabic letters under the name .misr – the Arabic word for Egypt, which is spelt in Arabic script. Countries including China, Russia, Saudi Arabia and the United Arab Emirates have so far won ICANN approval to use their national language scripts on the top-level domain. ICANN is now on track to broaden the non-Latin script, top-level domain names that are available into generic names such as .org, Beckstrom said. “Of course you know .com and .net. Those are English language names that are shortened, basically. Where’s the equivalent of that in Arabic?” he said. He said ICANN might be able to introduce generic domain names in international scripts by the end of this year, but the approval process made dates hard to forecast.

Safaricom Wimax service

Hi, I was most exited about getting the Safaricom Wimax service, they had teething problems with the role out which I suspect was because they did not anticipate the level of demand. The service finally worked, which took about a week from the time I applied for the service, but only for about 3 days then the problems started. What is most annoying is that the customer service number is not toll free and cannot be reached through the normal 100 or 200 numbers which to me suggests that Safaricom has not fully integrated the new baby into the rest of the organisation. The customer service number is also only manned during normal working hours which is unacceptable when you are dealing with residential users who need the service outside this hours. The fixed wireless business is also very different from mobile wireless which is Safaricoms forte, with fixed wireless the client cannot take the equipment to a customer service centre which would therefore mean the need for more personnel, vehicles and higher chances of providing mediocre services. This will be a good experience for Safaricom in dealing with a different type of client especially now that they are offering B2B solutions such as application hosting and collocation services. I am sure that after this experience they will never talk ill of Telkom and their landline service. When the initial team came to do the installation it was clear that they where not Safaricom employees but an outsourced provider who where not up to scratch on dealing with residential users. They had dropped the antennae cable down the side of the house from the roof and then through the window. I had them remove the shoddy installation and make sure they passed the cable through the provided conduits which meant that a single team outing turned into a 3 day affair, at the fixed cost I am sure they are being paid per installation I am not surprised that they have not been able to come and fix my link which has been down since Monday this week. At a personal level, the experience of using ZAIN other than the clear call quality n pricing was anything but pleasant. It took ages for them to respond to querries and customer service was dead. Safaricom takes the cup home any day for me in the areas of value additions, customer service and billing. But then that is just me, I guess the industry is really a free for all at the moment and dependent on our private choices, but to answer your question more directly, ZAIN is obviously cheaper than Safaricom both for local and International calls. As for Internet, Safaricom may be pricier but you want to spare yourself the heartache and stick to them. Ultimately though we will only be able to tell the winners in this segment (data market) after months since at the moment its a bit of a trial and error. Application Round Opens for San Francisco Fellowships Program ensures global representation at ICANN's International Public Meetings 5 October 2010 *MARINA DEL REY, Calif.*: The Internet Corporation for Assigned Names and Numbers is launching the 12th round of applications for the Fellowship program, to facilitate participation in ICANN's 40th International Public Meeting to be held San Francisco, California on 13-18 March 2011. Over the last 10 meetings, the Fellowship program has proven to be a successful method of capacity building for the ICANN community, making sure global voices are heard in the wide variety of public forums that it holds. As CEO Rod Beckstrom said when addressing the Russian Internet Governance Forum in Moscow last May, /"The Internet is a work in progress. It feeds and grows off ideas, and new ideas greatly affect its direction. Its most influential contributors are those who can see the possibilities that others don't. And the most powerful are those whose ideas trigger the imagination of others."/ We see the Fellowship program playing a major role in bringing those great ideas and idea makers into the Internet community. Per the program charter, applicants must be citizens of economically eligible countries (ICANN uses the World Bank classification) and priority in selection is given to applicants who are current residents of the region that a ICANN meeting is being held in, as well as those who are active or interested in participating in ICANN and its supporting organizations and advisory committees. In this case, as the United States is not an economically eligible country, applicants from all other ICANN regions will be equally weighted (as long as applicant meets program minimum requirements). The Fellowship program will assist in covering airfare, hotel and a stipend. Recipients will be expected to actively participate in and contribute to ICANN processes, in and after the ICANN meeting. As always, registration for an ICANN meeting is free for anyone wanting to attend. Applications for the meeting in San Francisco will be accepted from now until 1200 PDT (UTC -7) on 12 November 2010. What Is ICANN? To reach another person on the Internet you have to type an address into your computer - a name or a number. That address has to be unique so computers know where to find each other. ICANN coordinates these unique identifiers across the world. Without that coordination we wouldn't have one global Internet. ICANN was formed in 1998. It is a not-for-profit public-benefit corporation with participants from all over the world dedicated to keeping the Internet secure, stable and interoperable. It promotes competition and develops policy on the Internet's unique identifiers. ICANN doesn't control content on the Internet. It cannot stop spam and it doesn't deal with access to the Internet. But through its coordination role of the Internet's naming system, it does have an important impact on the expansion and evolution of the Internet.

Listers Kalasha awards from the Kenya Film Commission is an important recognition platform for Kenyan media talent. As the show is going on, it was streamed live online at the request of the Commission CEO. The CEO approached us at the ICT Board to assist with live streaming. Two sister agencies under the Ministry of Information and Communications working together. The Kenya ICT Board approached Homeboyz who then provided the livestream feed over the internet. Opportunity for private sector to leverage this event for marketing is clear. Opportunity for entrepreuners to leverage this and any future event. eg some clever chap may have made a commercial argument to a bank targetting the diaspora, etc.. all entreprenuer stuff really.. What is an opportunity in future is for tech savvy marketing entrepreuners to sell the live stream feed as an advertising opportunity targetting the Diaspora. In order for entrepreuners to do so, they obviously need to be tuned to what brand advertisers need. As I write this I am listening in to feed , reading the Twitter and Facebook updates of these event and getting a sense of being there even if I was not able to. Fantastic stuff. Hi Dennis, If I go through a connected ISP it defeats the purpose of being on the exchange point as they will just bundle me onto their exiting link, our objective is to be able to control the connection. If we are going to promote local hosting we need a way to optimise connectivity across as many ISPs as possible. With the rate Safaricom is growing, currently 60% of the traffic to our site is from Safaricom data customers, we are looking forward to their collocation facilities. Hallo Listers, I was glad to have attended the Kalasha Awards and enjoyed the technology that was involved, being at the venue, yet also being able to follow updates on twitter and facebook. The best came when it was announced that the event was being streamed live.....its only then that one realizes how far we have come.  In regard to the entreprenuerial oppurtunity the platform offers,First, I feel that in future if such a great event is to be streamed live, it should be publicized well in advance. This is: 1) To allow the target audience time to plan it in their schedules that is if we hop to achieve any fruitful coverage.  Again,I dont know what your idea was Paul in regard to how enterprenuers can capitalize on this ,but from what i know, live streaming companies dont want to open live advertising service to non content partners so as to help premium content owners to benefit from their live streams. In our case, KFC would either have to sell the advertising space themselves or sell the event live feed rights to a private company (us) so that we would then become the premium content owners and then proceed to sell advetising space. But again,for a company to bid for the live feed rights, it needs to have prior knowledge that there will be live streaming taking place at an event. All said,I believe it is upto Kenya ICT Board to advice other government agencies on how to handle this great oppurtunities and then together we can explore them. A bitter Orange

Hi, It is interesting how Orange/Telkom assumes that the reason they are unable to gain market share is because of pricing. They have a superior data connectivity service in the form of EvDo yet they are unable to even explain the difference to their clients, I have even heard from the grape vine that they have an up and running MPLS solution something that none of the other providers do. Their main problem is that they have a non-existent customer service department. They currently have fewer staff than Safaricom yet the disconnect between departments makes dealing with GOK a walk in the garden. They keep coming up with self defeating tariffs and are unable to disseminate information internally to their own front office personnel. The company is constantly upgrading billing systems without transferring information across from the old system, but with only 350,000 subscribers they can actually afford to key in the information afresh. They recently "upgraded" the EvDo portal which resulted in accounts with credit being disabled of which to date many have not been able to get resolved. When you finally get through to their customer service department they start by asking you questions like "who sold you the modem? why did you buy the scratch card? and the most annoying take it to the customer experience centre where you bought it? With the noise about lost assets, read land, my take is that Orange had no intention of reviving Telkom but more to raid its assets and then leave. ISPs slap Ndemo

Hi, The ISPs have now teamed up and agreed that the cost of "International" Internet access will not be coming down soon because we have less than 2.6% penetration. Dr. Ndemo, this is a slap on you, wield your big stick, or sorry not possible you recently handed it over to Orange. There is only one solution to this issue lets concentrate in developing local content thereby reducing the dependence on the over hyped marine cable. But based on the discussions on the commodity exchange system this will be an up hill task as we question the credibility of everyone he tries to setup a local online application or service. I read an article on how Hon. Kilonzo is planning to setup green houses in all the schools in his constituency while the others are trying to provide computers to children who are not able to get a balanced diet.
